Goals

• Promote the concept that by participating in the democratic process class members guarantee that their voice, action and vote remain their own and do not become a proxy to someone else.

Objectives

Biographies

Sandy Parker Government Committee Chair, L eague of Women Voters

Sandy (GNL Master Class X) held executive positions in accounting, investor relations and corporate f inance during a 26-year corporate career. She is a former president of the League of Women Voters of Collier County, its current Government Committee chair, and lectures on Florida government at the Frances Pew Hayes Center for Lifelong Learning at Hodges University. Sandy also serves on the board of First Book-Collier County. She was recognized as a Woman of Achievement by the American Association of University Women Greater Naples Chapter in 2011.

Mark Isackson Director of Corporate Finance and Management Ser vices, Collier County Manager’s Office Collier County, Florida

For over twenty f ive (25) years, between 1985 and 2002 and 2004 to the present, Mark spent his professional career in local government serving a number of municipal organizations in various administrative and management capacities.   During a ten (10) year span between 1992 and 2002, he served as the City (Vil lage) Manager for four municipalit ies- three (3) in Il l inois and one (1) in Michigan.   In March of 2004, Mark joined Collier County Government as an Analyst in the Office of Management and Budget. Currently, he is in charge of Corporate Financial and Management Planning under County Manager Leo Ochs.

Education: Master’s Degree in Public Administration from Northern Il l inois University   (1984)

Representative Kathleen C. Passidomo Member, Florida House of Representatives, representing District 106, Naples

Representative Passidomo is also a partner in the law f irm Kelly, Passidomo & Alba LLP. Rep. Passidomo is a Past President of the Collier County Bar Association and the Collier County Women’s Bar Association and the founding Chairman of the Collier County Juvenile Justice Council. She also served as a Chairman of the Florida Commission on the Status of Women in 2006. She currently serves as Vice-Chairman of the Collier County Foreclosure Task Force.

Rep. Passidomo is a graduate of Leadership Florida Class XII and Leadership Collier Class of 1991. She is a member of the Board of Trustees of Hodges University, and is a founding director of the Collier County Senior Resource Center, Inc. She also served as Co-Chair of the Community Engagement Initiative of the Education Foundation of Collier County (AConnect Now@). In 2010 she received the Attorney of the Year Award by the Legal Aid Service of Collier County and the Ad Miller Service Award by the Naples Area Board of Realtors. In 2000 she and her husband

were co-recipients of the Naples Daily News Collier County Citizen of the Year award.

Rep. Passidomo is the Chairman of the Ethics and Elections Subcommittee of the Florida House of Representatives and also serves on the Judiciary Committee, Civil Justice and Innovation and Choice Subcommittees as well as the Select Committee on PPACA.

Donna Fiala Collier County Commissioner, District 1

Donna moved from the West Side of Cleveland, Ohio to Collier County in 1974 and sti l l l ives in the same house. She worked for Naples Airlines/Provincetown Boston Airlines (PBA) for 12 years as the National Sales Manager and later worked at the Marco Island Marriott as an Insurance Sales Manager. Donna became the Director of Community Relations for Naples Community Hospital, and was employed there from 1987 to 2000, representing them in civic associations, service organizations, the health care community, and the business community. She resigned to run for the off ice of County Commissioner, District 1, and has held that position since. Donna has 5 children, al l of whom graduated from the Collier County Public School System. She has been active in the community, serving as President of the Naples Junior Woman’s Club within a few years of moving to Collier. She became active in the Marco Island Kiwanis Club and Marco Island Chamber of Commerce, East Naples Kiwanis Club, Woman’s Republican Club of Naples Federated, Republican Execut ive C ommittee , and Publ ic Relat ions Associat ion of C ol l ier C ounty (President). She has served on the Board of Directors for various organizations including the Naples Area Chamber of Commerce, The B otanica l Garden, President’s Council, Greater Naples Civic Association, Golden Gate Chamber of Commerce, Corkscrew Regional Ecosystem Watershed (CREW), Council on Aging, Collier Naplescape, United Arts Council, Collier County Life Jacket Loaner Program, and many more, but one of the most challenging opportunities she had was serving as President of the East Naples Civic Association, where the f irst thoughts of becoming a Commissioner began. Donna became a strong advocate for improving the appearance and impression of her community, bringing landscaping to the medians on U.S. 41 E. and Davis Blvd., upgrading the East Naples Community Park and the Eagle Lakes Community park. Her next challenge was to work on Bayshore Dr. to improve the quality of l ife and appearance of the area. To this day this is st i l l a passion for Fiala. She was elected Commissioner of District 1 in 2000 and ran unopposed in 2004 and 2008 for re-election. In 2003 and 2008   she served as Vice-Chairman of the Board of County Commissioners and served as the Board’s l iaison to the County Government Productivity Committee. In 2003 and 2009 she  served as Chairman of the Board and the Tourist Development Council. Commissioner Fiala is currently a member of the Florida Association of Counties (FAC) Board of Directors to help guide the agency in adopting bylaw changes, monitoring f inances and making other decisions to direct the association.

Gar y Price Vice Mayor & Member, Naples City Council

Gary graduated from Ohio State University with a BSBA in Real Estate and Urban Analysis. He is a Principle and Founder of Fifth Avenue Advisors in Naples. In 2001 he was appointed to the Planning Advisory Board for the City of Naples. He began his term to the Naples City Council in 2005 and is currently the Vice Mayor. G ar y h a s s e r v e d a s C h a i r m an of t h e C i t y ’s Pe n s i on B o ard , C om mu n it y Redevelopment Agency and Metropolitan Planning Organization. He is the Founder and president of the Institute for Sustainable Pensions. In January 2013, the Governor and cabinet of the State of Florida appointed him to the Board of Administration Advisory Council which oversees the investment of al l public funds.

Larry is currently on the Marco Island City Council in addition to operating his business, RETAILHEDGE®. Norman Feder Commissioner, North Naples Fire Control and Rescue District

Mr. Feder (pronounced “Feeder”) retired from Senior Management Service for Collier County in April of 2012 after serving twelve years as Collier County’s f irst Transportat ion Administrator and subsequently, as the Growth Management Administrator.     While in these positions, he signif icantly expanded the roadway system, established the Collier Area Transit (CAT) System, landscaped the medians and helped enhance the Planning and Permitting processes. When he left the County, the Commissioners named the Transportation Building after him.   Prior to working with Collier County, Mr. Feder was the Director of the Southwest Area Office for the Florida Department of Transportation (FDOT) for fourteen years.   He also served as District One’s Director of Planning and Programs from 1987 to 1997.   Before accepting the assignment to establish the FDOT Southwest Area Office in Fort Myers, Mr. Feder served as Manager of the FDOT’s Policy and Florida Transportation Plan Section in Tallahassee.     While in that capacity, he participated in the rewrite of the State’s Transportation Code and developed the f irst Florida Transportation Plan to document the department’s policies.   Mr. Feder has held other positions with FDOT, served as a government analyst in the Governor’s Off ice, was a senior planner in the Division of State Planning, and performed transportation planning for the City of Tallahassee.   Mr. Feder holds a Bachelor’s Degree in Urban Studies from Northeastern University in Boston and a Master’s Degree in Transportation Planning from Florida State University. He is a member of the American Institute of Certif ied Planners.

Carl Kuehner President of Real Estate Technology Corporation, A diversified Real estate development and investment firm

He holds a Bachelor of Science degree from the University of Scranton and a Master of Science in Engineering from the University of Pennsylvania.

Since moving to Naples, Florida in 1989, he has served in numerous leadership and service roles. During this t ime frame, he is, or has been, a member of the Board of Directors of the: University of Scranton (past Chairman); Florida Non-Profit Services, Inc. (Chairman); Immokalee Non-Profit Housing, Inc. (past Chairman); Forum Club of Southwest Florida, Inc. (past President); Greater Naples Leadership, Inc. (past President); and the Haitian Education and Revitalization Team ("HEART") (co-founder).

Mr. Kuehner has also served in the fol lowing civic roles as a member of the: Planning Advisory Board of the City of Naples (past Vice Chairman); Design Review Board of the City of Naples; Collier County Affordable Housing Commission; and Collier County Homeless Advisory Committee.

His volunteer efforts include running for a seat on the Naples City Council in 2002. This effort, although very informative and enjoyable, was unsuccessful.

Mr. Kuehner is married. His wife of 52 years, the former JoAnne Castrogiovanni, is the founder and President of Hope for Haiti. They have four children, ten grandchildren and one great granddaughter.

Bob Berlam

Bob graduated from GNL Class VIII and was President of GNL in 2011-2012. Since arriving in Naples in 1999, he has been active as a volunteer in a variety of community nonprofits. He has had extensive professional experiences related to today’s program on Government. Some of these experiences include:

Serving as Executive VP to the Rhode Island Commissioner of Education as Director of Government Relations with the US Congress and state legislatures on education legislation impacting federal and state programs and f inances.

Repres ent ing nat iona l and s tate b oards of educat ion as Direc tor of Government Relations for the National Association of State Boards of Education before the US Congress on al l education related legislation. Coordinating the training of policy level state board of education members, both elected and appointed, for the 50 states and territories on management skil ls , negotiating procedures and techniques.

Serving as Executive Director of the NC State Employees Association representing 225,000 employees before the NC General Assembly for wages, pensions, health care, and other benefits.

Serving as the RI Governor’s mediator for contractual impasses and strikes in Rhode Island’s school districts.

Managing the development of North Carolina’s f irst on-line teacher resource programs serving al l 100 NC school districts as Director of LEARN NC at UNC-Chapel Hil l.

Initiating a statewide TV interactive teacher and staff instructional network for NC’s 58 community colleges.

Representing the second largest school district in RI as an elected local school board member.

Bob has an earned doctorate degree in education administration. He retired as a ful l Colonel from the US Air Force Reserves. He is most active in the USAF Auxiliary Civil Air Patrol serving as a Command Pilot, Search and Rescue Pilot and providing emergency services to Florida and the Naples community. Bob is married to Ann, a GNL Class VI graduate, who was the 2006-2007 GNL President.

Carolyn Tieger Senior Communications Consultant & President, entrePReneur Communications, LLC

A Washington D.C. communications veteran, Carolyn Tieger is considered one of the top public affairs strategists in the country, especial ly when it comes to tough legislative issues. Now an independent communications c onsu l t ant l iv i ng i n Napl e s , F l or i d a , C aro ly n fou nd e d e nt re pre ne u r Communications in 2010 where she takes on clients with issues of particular interest to her.

Carolyn spent four decades in the nation’s capital, serving on Capitol Hil l, in the executive branch, in the Reagan White House, in two international public relations f irms and as an owner of her own business. Most recently, she was a partner in Porter Novelli , where she ran the f irm’s DC off ice and served as the f irm’s global public affairs leader.

She also worked for Burson-Marstel ler for 11 years, where she chaired the f irm’s worldwide environmental practice, and was an owner and general manager of Goddard Claussen’s Washington, D.C. off ice, where she worked on the highly acclaimed Harry & Louise campaign.

Carolyn is a recipient of the John Holliman Jr. Lifetime Achievement Award from the University of Georgia’s Grady College of Journalism and Mass Communications and a 2008 National Colby Award for Lifetime Achievement in Public Relations from Sigma Kappa sorority. She was also named PR News Public Affairs Executive of the Year in 2006 and Washington PR Woman of the Year by Washington Women in PR in 2005.

She currently serves on UGA’s Grady College and Sigma Kappa sorority’s national foundations’ board of trustees. Locally, Carolyn is involved in numerous non-profits including serving on the boards of Greater Naples Leadership and Collier Child Care Resources, as well as chairing the communications committee and serving as Guild member for the Shelter for Abused Women. She is also a member of the executive committee of the SWFL Harry Chapin Food Bank.

Carolyn is a journalism graduate of the University of Georgia.

Commander Bil l Rule Communications Group-Collier County Sheriff ’s Office

Bill Rule served in the United States Navy for 8 years serving in Aviation Maintenance Administration. During this t ime he was stationed in Norfolk, VA, Jacksonvil le, FL and Sici ly and received the Navy Achievement Medal, Good Conduct Award (x2), Sea Service Ribbon (x2), Expeditionary Ribbon and the Marksman Ribbon.

Bil l began his career with the Collier County Sherif f ’s Off ice in September 1987. Working Road Patrol and Misdemeanor Investigator in District 7 (Everglades). In 1991, Bil l was promoted to Corporal in the Property Crimes Bureau where he investigated non violent crimes such as Grand Theft, Forgery, Fraud and other crimes. In 1994, Bil l was selected to become an Investigator in the newly formed Domestic Violence Unit where he investigated both non violent and violent crimes. In 1996, Bil l was promoted to Sergeant of the Victim/Witness Assistance Bureau where he oversaw the assistance for victims of crime, man made and natural disasters. In 2001, Bil l was promoted to Lieutenant of the Victim Services Bureau comprised of the Domestic Violence Unit, Victim/Witness Assistance Section, Senior Service Unit and Human Traff icking Unit. In 2006, Bil l was promoted to Commander of the Communications Group comprised of the Communications Center, Technical Bureau, Validations and Radio Repair. During this t ime Bil l ove rs aw t he t r ans i t i on f rom t he or i g i na l C om mu n i c at i ons C e nte r to t he Communications Center located in the Jim Mudd Emergency Operations Center.

Awards: First Public Service Award for Collier County 2004, Florida Criminal Justice Officer of the Year 2004, Command Recognition Ribbon (x3), Good Conduct Ribbon, Team Work Ribbon (x3)

Dan E. Summers, CEM, FPEM Director of Collier County Bureau of Emergenc y Ser vices, Naples, FL

Dan Summers is currently the Director of the Collier County Bureau of Emergency Services for Collier County Government in Naples, Florida. Mr. Summers holds a Bachelor of Science Degree in Human Services with a concentration in Disaster Management from Thomas Edison State College, in Trenton, New Jersey. He is a graduate of FEMA’s Professional Development Series, holds a Certif ied Emergency Manager designation from the International Association of Emergency Management and is a Florida Professional Emergency Manager from the Florida Emergency Preparedness Association.

Mr. Summers has over 29 years of disaster and emergency services management experience. He has managed over 17 presidential ly declared disaster events while serving as a local emergency management director in both Wilmington, North Carolina and Naples, Florida.

A former paramedic and f iref ighter, Mr. Summers has testif ied on several occasions before the United States Congress on matters of disaster operations and disaster

recovery funding. Mr. Summers has been a member of the Federal Emergency Management Agency’s Adjunct Facility for the Emergency Management Institute since 1989.

Recently, Mr. Summers has received awards for his professional efforts from the International Association of Emergency Management, North Carolina Division of Emergency Management and the Florida Emergency Preparedness Association.

Presently, Mr. Summers oversees the Bureau of Emergency Services for Collier County who provides Emergency Management, Emergency Medical, Aero-medical, Fire and Medical Examiner services to the residents of Collier County.

He is a recent graduate of the Executive Leadership Program at the Center for Homeland Defense and Security at the Naval Post Graduate College, in Monterey, CA and serves on the Board of Directors of the National Emergency Management Forum organizat ion promoting educat ion and best pract ices in Emergenc y Management.
