3 Key messages:
1. Not abandon maritime cooperation programmes
2. ETC Programs require a strong and wellresourced Budget for the post-2020
3. Regions must remain at the core of cooperation programmes, macro-regional and sea basin strategies

Key elements for CP/ETC & the role of the regions in severalpolicy areas to survive the MFF negotiations for the post 2020
1. Alliance between the CoR, the subnational authorities, the networks & otherstakeholders/civil society (e.g. Cohesion Alliance, specific synergies amongnetworks etc.).
2. Cooperation between the regions and the Member States: very important for theMed! Need to be “on the same page” on many policy areas where the multilevelgovernance can make the difference, e.g. Cohesion Policy & ETC, migrationmanagement, NDICI/external action, etc.
3. Search for complicity with the EU Institutions: e.g. the EP (e.g through the SEARICAITG) and the EC (some DGs in particular, managing policies where the regions have akey role)
4. Keep capitalizing results, promoting synergies with emerging strategies/initiatives,a real multilevel dialogue and implementing the ETC Projects, communicating wellresults on the ground.

Which possible scenarios for the ETC in the Mediterranean ? Some food for thoughts…let’s be provocative!
1. Business as usual with some fine tuning (similar architecture/programmes)? (current/quite “conservative” scenario)
2. Several sea (sub) basin programmes unifing transnational & maritime crossborder CBC, more linked to emerging strategies ? (possible “change” scenario)
3. Unification of the main programmes for the territorial cooperation in theMediterranenan (e.g. current ENI CBC MED and Interreg MED and someCBCs?)? (Innovative scenario/ “radical change”)
Lots of burning questions: Which pro & cons for each scenario ? which adjustements ?Which margin of flexibility for chosing the priorities ? How to develop solid links with existingemerging strategies & initiatives ? Which role for the regions? Which mechanisms ofcoordination and complementarity among programs ? Which regulatory framwork? whichBudget and eligible territories ? Which co-funding? How to deal with co-ownership with non-EUcountries? Etc.
