EXECUTIVE SUMMARY In the Spring of 2015, 196 Superintendents of Schools representing Eastern Suffolk BOCES, Western Suffolk BOCES, and Nassau BOCES component districts, as well as other regional districts were emailed a series of Eastern Suffolk BOCES Shared Services CoSer surveys for the 2014-15 school year. The surveys were arranged by Eastern Suffolk BOCES service division and contained itemized lists of services and programs that each district subscribed to within each division. Services were listed according to the order in which they appeared in the 2014-15 Eastern Suffolk BOCES Shared Services Guide. Superintendents of Schools and other district representatives selected by the superintendents were instructed to rate each of the services and programs their district subscribed to during the 2014-2015 service year, based on the experience of their staff and students. Additionally, participants were asked to provide comments concerning the quality of subscribed services, other general comments, and suggestions for new services. A total of 116 out of the 196 Superintendents of Schools (59%) returned at least one of the surveys sent electronically to their district. Approximately 69% of Eastern Suffolk BOCES component school district superintendents completed and returned their surveys. Of the four service categories, Educational and Management Services each received an increased number of “good” and “excellent” ratings compared to the 2012-13 survey results by about 1%. The breakdown of the results of all four service categories is as follows:
Educational Services
95% of the total number of ratings assigned to Educational Services was reported as “good” or “excellent.” Only 5% were rated “fair” or “poor.”
Management Services
96% of the total number of ratings assigned to Management Services was reported as “good” or “excellent.” Only 4% were rated “fair” or “poor.”
Supplemental Services
97% of the total number of ratings assigned to Supplemental Services was reported as “good” or “excellent.” Only 3% of the services were rated “fair” or “poor.”
Additional Services
97% of the total number of ratings assigned to Additional Services was reported as “good” or “excellent.” Only 3% of the services were rated “fair” or “poor.”
This was the third year that this survey was distributed online. The response rate for all participating districts was slightly less than that of the previous CoSer survey, yet still slightly higher than two of the five prior surveys. The decrease from the last survey’s responses may be due to the overwhelming obligations from the new NYSED requirements, as well as budgetary constraints.

Approximately 1,917 ratings were provided by the participants who returned surveys. Of these ratings, 1,839 or 96% depicted “good” (3) and/or “excellent” (4) satisfaction ratings, a 1% increase compared to last survey’s of 95%. The 177 comments returned by participants expressed overall satisfaction with the services they received. These comments are reflective of what participants described as a high level of professionalism among ESBOCES staff, quality services, and ESBOCES administration’s attentiveness to districts’ concerns and needs. Please note, if a district selected the choice “Not Applicable/Not Enough Information”, this was indicated on the worksheet with an “N”. If a district “skipped” rating one of their services, it was indicated on the worksheet with an “S”. OVERALL COMMENTS
Districts from all four regions submitted feedback in the comments sections. The comments suggested survey participants were very satisfied with the services their district received, and with the Eastern Suffolk BOCES employees providing the service. All comments are recorded in Appendix A of the full report.
Twelve requests and suggestions for services that some districts perceive as not currently being offered by Eastern Suffolk BOCES were recorded. These include:
Internships and work experiences for Special education students in local communities. Ophthalmological Evaluations Educational program CoSer for computer software that districts use i.e. IXL, AIMSweb etc. Mobile Device Management Solutions Everyone will be looking for meaningful, well informed APPR training over the next months. Parent workshops Best instructional practices for special education teachers on CCLS Additional contact with HR Department We need you to take the lead in offering more training for business officials in the area of grant
management and report preparation/submission. You should consider obtaining additional bids for goods and services most school districts need and require and this could be done by sending out a separate survey for us to complete. This would greatly serve especially the smaller districts that have fewer resources and staff to perform such detailed tasks
Purchasing of mostly needed goods and services that school districts require, especially smaller districts with fewer staff and resources. Perhaps send out a separate survey for business officials

to complete that identifies those needs. Provide standard RFP's for business officials to either use or model their own after for usual needed services such as legal, auditing, accounting, architect, engineer, etc. so that the template is basically there and a new one does not need to be created from scratch or a law firm every mandatory time-frame.
Provide more RFP's for services needed by school districts as a template or to be actually used. Provide more bid contracts with vendors for goods and services needed by school districts and send out a separate survey to business officials to obtain a full list of what is needed. Provide a separate phone number for business officials to call to obtain what they need or be sent to the correct department and then explain to that department what is needed. Provide annual training in specific areas of responsibility including grant filing and reporting, ST-3 preparation and reporting, budgetary issues including all required reporting.
Separate Textbook co-ordination from book purchase so that our District can claim the private/Parochial texts under eligible costs for Textbook aid. Add the safety risk feasibility profile review to the base service.
Open the Budget Portal to Non-Component Districts to sign up for annual BOCES participation (in February)...the detail unit costs and base service fees are important to have in a timely fashion. In ERIE-1 there where CSR's that came to the district to go over all CoSers that a District buys into. They also brought CO administration team information about new offerings. (December-February) Thank You!
RECOMMENDATIONS The majority of Eastern Suffolk BOCES CoSer services provided in the 2014-15 school year were given “excellent” (4) or “good” (3) approval ratings. As the agency continues to provide these valuable services that meet the high standards the school districts have come to expect, it will also be important for the agency staff to follow up on the questions or concerns regarding the services provided to respondents’ districts. It is recommended that the agency continues to:
Maintain and build upon the relationships between the agency and district staff.
Communicate internally and externally, through various mediums, the services we offer.
Maintain the numerous networks and meetings with district staffs (Chief Operating Officers, Superintendents, Assistant Superintendents, School Business Officials, Curriculum Council, Personnel Administrators, etc.)
Feature and highlight successful services on the agency website, in Dialogue, Highlights, and the social and mass media.

EDUCATIONAL SERVICES The Educational Services Division offered over 179 services to districts in the four regions surveyed for the 2014-15 service year. As with the previous survey, each related service that coincided with a Special Education service was surveyed separately. Also, many services that fall under the Regional Information Center (RIC) that were included in the Management Services survey prior to the 2012-13 survey, are now included in the Educational Services survey. Each service that an individual district subscribed to through the Educational Services division appeared as an item on their Educational Services Survey. The overall average rating for all services delivered by this division as expressed by each region surveyed is as follows:
Eastern Suffolk BOCES component districts’ overall satisfaction rating was 3.4.
Western Suffolk BOCES component districts’ overall satisfaction rating was 3.6.
Nassau BOCES component districts’ overall satisfaction rating was 3.2.
Other BOCES component districts’ overall satisfaction rating was 3.6.

Educational Services Comments
Many districts articulated the Educational Services Division’s programs and services have a positive impact on their students and staff (See Appendix A).
Most of the concerns participants expressed, however, related to their students and staffs’ experience with various special education programs offered through the Educational Services division. Participants were primarily concerned about the need for more support, more qualified personnel, communication with the “home district”, and the cost of the programs (See Appendix A). The comparison graphs on the following pages detail the average rating for each item as assigned by ESBOCES component districts during the 2003-04, 2004-05, 2006-07, 2008-09, 2010-11, 2012-13, and 2014-15 service years have been divided into four graphs (parts 1-4) for readability purposes. Breaks between service points indicate that districts did not subscribe to a particular service charted on the graph, districts did not rate such services, or the service did not exist that year.

MANAGEMENT SERVICES Forty-six services from the Management Services Division were included as items in the Management Services Division’s survey. Respondents from all of the four regions surveyed subscribe to these services and a total of 53 districts rated them (31 from Eastern Suffolk BOCES; 8 from Western Suffolk BOCES districts; 5 from Nassau BOCES districts and 9 from other districts). Each service that an individual district subscribed to through the Management Services division appeared as an item on their Management Services Survey. The overall average rating for all services delivered by this division as expressed by each region surveyed is as follows:

Western Suffolk BOCES component districts’ overall satisfaction rating was 3.0.
Nassau BOCES component districts’ overall satisfaction rating was 3.8.

Management Services Comments Much like the 2012-13 survey results for the Management Services Division, the most commonly selected quality indicator for services offered by the Management Services Division during the 2014-15 service year was either “good” or “excellent" as suggested by many comments (See Appendix A).

SUPPLEMENTAL SERVICES
Sixty services were included as items for the Supplemental Services Survey. These are services that are not offered through Eastern Suffolk BOCES, but are cross-contracted by some of our component districts through other BOCES. This is the fourth time that our component districts who subscribe to these services were asked by us to evaluate the services that they actually subscribe to. Forty-seven of the fifty-one component districts subscribed to at least one of these Supplemental services. Twenty-seven districts chose to rate these services, while 5 districts provided comments on these services.
The overall average response rate was 3.5. Supplemental Services Comments
Most participants who responded were satisfied and/or impressed with the services they subscribed to under the Supplemental Services during the 2014-15 service year. A few districts submitted comments, mentioning a service was very expensive, some kits were lacking, and technology is dated and cumbersome (See Appendix A). The comparison graph on the following page details the average rating for each item as assigned by ESBOCES component districts during the 2008-09, 2010-11, 2012-13, and 2014-15 service years. The 2008-09 survey was the first time these cross-contracted services were rated. Breaks between service points indicate that districts did not subscribe to a particular service charted on the graph, districts did not rate such services, or the service did not exist that year.

ADDITIONAL SERVICES Additional Services for the purpose of this survey evaluation included all services that are offered to districts as free or included in the cost of other CoSers. This section of the survey only pertained to the 51 Eastern Suffolk BOCES districts. Thirty-two of the fifty-one component school districts rated their services in this section.
The overall average response rate was 3.5. Additional Services Comments
Additional Services comments include comments that refer to specific administrative offices, grant/specially funded programs, and other special services offered throughout the agency (See Appendix A). Reasons districts do not subscribe to some Eastern Suffolk BOCES services Many districts that do not subscribe to particular services stated various rationales for not subscribing. Respondents cited various reasons for not subscribing to particular services. Examples of some of these categories are described as follows: Cost is a problem – As was the case in each of the six previous CoSer surveys, the 2014-15 CoSer survey comments regarding the cost of services, was a real concern. Some participants stated that the high cost associated with some services prohibit or deter districts from subscribing to such services.
Districts Questioning Subscription Status - 12 of the 196 districts were unaware of, or
questioned their subscription status for certain services they originally signed up for. Of those participants that questioned their subscription status, four participants noted that their district provides select services in-house. There were four additional districts that stated they subscribe to a particular service through their local BOCES, instead of through ESBOCES.

RESPONSE RATES
This was the third year that this survey was distributed online. The response rate for all participating districts was similar to the previous two CoSer surveys, yet still lower than the three surveys prior to that. Although districts have become more familiar with the online survey format, the lower response rate as compared with the 2004-2005 thru 2008-09 three surveys may still be due to overwhelming obligations from the new NYSED requirements, as well as budgetary constraints.

Every comment submitted by districts in each of the regions served by ESBOCES is recorded in this section of the report. Comments are arranged by service division and then by CoSer in alphabetical order. Most comments are from ESBOCES participants, unless otherwise noted. SURVEY OF COSER SERVICES The CoSer Evaluation surveys sent via email to school district participants were tailored to highlight the specific services each district subscribed to during the 2014-2015 service year. Additionally, districts received an attachment of the “Shared Services Guide 2014-2015” which listed all of the services offered through the agency’s divisions that were available to every district. The surveys required respondents to rate the services the district subscribed to by indicating the degree of quality of each service (e.g. Excellent; Good; Fair; Poor). Respondents were also given the option of “Not applicable/Not enough information” if they felt they could not sufficiently rate a service. Finally, respondents were asked to provide comments about any of the services listed in the surveys they received, as well as other comments about the agency and its services and programs in general. METHODOLOGY
All percentages are, aside from those reported in the response rate, based on valid responses of those surveys that were actually completely with number ratings. Because the items were rated on a four point scale, each quality rating was assigned a number: “Excellent”=4; “Good”=3; “Fair”=2; and “Poor”=1. The “Not Applicable/Not Enough Information” choice was not assigned a number because in most instances the choice was selected due to the respondent not having direct contact with the program or he/she not being aware of the district’s subscription to the service. If the district “skipped” rating one of their services, an “S” was recorded. The percentage of respondents selecting each item is shown on the CoSer Survey Results.
Also, mean scores for services that were delivered to Eastern Suffolk BOCES districts and rated by significantly fewer respondents than other services may not be considered statistically significant in relation to services that received different or similar ratings. It should be kept in mind that not all services should be directly compared by their ratings due to the large gaps between the numbers of responses to some services. The number of responses each service received was calculated and listed underneath the mean rating for each service at the top of the CoSer Survey Result worksheets.
