The industrial buildings in the area are generally in fair to good conditions and the vacancy rate (4.5%) is low when compared with the territorial rate of 8.4%. The floor space in these industrial buildings is predominately used for warehouse, manufacturing and other industrial operations (50.1%) with only 29.5% of the floor space taken up by ancillary office and office operations. All the 12 existing buildings are below 20 years. Seven are under multiple ownership and five are under single ownership. Up to end 2009, no planning application for non-industrial development has been received and no lease modification for non-industrial use has been executed for any site in the area. Three land sale sites at On Kwan Street (i.e. proposed STTL 412, 433 and 463) with a total area of about 2.3 ha are being mainly used as temporary car parks as shown on Plan B16. They were not rolled-over to the 2010-11 Application List and the uses of these sites are now under review. One option is to develop them for the six economic areas recommended by the Task Force on Economic Challenges (including Educational Services, Testing and Certification, Innovation and Technology, Medical Services, Cultural and Creative Industries and Environmental Industry). Rezoning may or may not be required subject to the specific use proposed for each of the sites. Unless the whole Shek Mun Industrial Area could be restructured for non-industrial uses, these three sites are considered not suitable for residential use as they are subject to both traffic noise and industrial/residential interface problems. Since 2006, the Environmental Protection Department has received a total of 36 complaints about industrial pollutions from the area.
Recommendation : To retain as “OU(B)” for the time being.
