Plan
Introduction
Waste is defined as “useless or worthless material”. It comprises of items such as paper, plastic, tin,
glass, organic waste from households, manufacturing activities, nuclear & agricultural waste etc. These
waste materials if not treated and handled properly can create a number of problems associated with
soil, air and water. With growing population and material consumption rates, Indian cities need
adequate waste management practices to prevent waste from becoming a health hazard. This waste
management plan of SHUDDHI (Regd.) is about a fresh start towards Integrated Waste
Management practices into houses, offices and manufacturing units by adopting very easy process of
collection, segregation, transportation, recycling and safe disposal of waste materials.
Objectives
The main objective of SHUDDHI is to introduce fresh concept of Integrated Waste Management
System in India. This system will support proper collection & recycling of waste generated from our
residential societies, manufacturing units and offices. To maximize recycling, the most important
component in the waste management system is the source segregation of Waste. Thus, the first step
would be to spread massive awareness campaigns and teach people to segregate waste at their homes
separately into dry and wet waste. Various useful recycled products can be made from this collected
waste after its segregation, such as Notebooks, Plastic Bags, and Glass Items etc. This system involves
Collection, Segregation and Recycling of waste that helps in saving our environment by reducing the
amount of waste that goes into landfill or for open dumping. It also checks the cost and energy required
to process fresh raw material from natural resources.
Mission Statement
Shuddhi is a team of experienced motivated professionals and social enthusiasts who are passionate
towards saving our Environment. Shuddhi Organisation is ready to setup and run waste collection &
management centres in India that is complete in all aspects. A span of six months and SHUDDHI will
provide free dustbins at public places, homes and offices. These services will also include free daily
collection of waste and cleaning of dirty areas. A setup that is required to run and recycle waste into
useful products may be expanded spatially as the business model becomes regular. Shuddhi is dedicated

towards reduction of informal waste recycling that is about 90% of the total market. This informal
recycling practices has led to unsafe disposal of waste into open dumping grounds without being
accountable for the damage. Thus, Shuddhi provides a wholesome waste management system
considering full recycling/reuse of our waste materials and safe landfilling of inert waste.
Cradle to Cradle Approach
This project plan maximizes “cradle to cradle
approach”. This approach defines complete
recycling of waste materials (plastic, paper, tin,
glass, organic waste etc.) into useful products
(recycled paper, metal, glass, compost/manure
etc.). Thus, waste material can be recycled
again and again, until it loses all its properties
through the recycling system. Even in this 21st
Century, our waste is being openly dumped on
land without considering any of its harmful
impact on our environment and human health is a matter of serious concern.
Description of Business
Shuddhi is a Registered All India Non-Governmental Organization, and is working together with Partners
and Local Communities in India to improve Environment and Human Well-Being. Shuddhi is able to setup and
run world class waste management centers in India. Shuddhi specializes in collection, segregation,
transportation, recycling and safe disposal of waste. Shuddhi has a team of experienced and
acknowledged engineers, lawyers & volunteers who are working to safeguard our environment.
Organisation/Legal Entity
Shuddhi is a Not-for-Profit NGO, registered under the Societies Registration Act, 1860. Registration
No. S/2020/SDM/NW/2014 given under the hand of the Registrar of Societies, Delhi North West,
Govt. of NCT of Delhi.
Condition of Open Waste Dumping in Delhi

Location of SHUDDHI
Shuddhi is currently located in Delhi, Bangalore, Kolkata and Mumbai. Shuddhi will start several new
waste management centers across various parts in India to make India a Recycling Nation by 2020 with
the help of Government of India and Local Communities.
Operation Details (Services)
As project starts, following processes be setup-up on ground and has to work with partners and Local
communities in a systematic manner so as to achieve complete and sustainable recycling of our waste
from homes, offices, etc.
a.) Public Awareness (Source Segregation of Waste)
The Public
It is vital that the public – i.e. ordinary citizens as well as private and public institutions – whose
waste is managed and whose environment is improved, is actively involved in the project. An
important step to motivate and engage the public is via continuous public awareness campaigns
based on an Information, Education, and Communication (IEC) strategy. In addition, a special
feeling of ownership vis-à-vis the project will be created as each household will be given free
Recycled Products.
Volunteers
Motivated individuals such as shuddhi volunteers, headmasters, doctors, religious leaders, and
etcetera, from the concerned communities will be engaged as volunteers and help convey the
message to the public as well as function as role-model citizens.
NGOs, CBOs, and Local Associations
Local nongovernmental organisations (NGOs), community based organisations (CBOs), and
associations such as Resident Welfare Associations (RWAs) and Women’s Associations will be
offered training in Solid Waste Management.

Youth Groups and Eco-Clubs:
Youth groups and eco-clubs at schools will be engaged in the project via continuous school
intervention programmes.
Panchayat in Villages/Rural Areas
After the project period has completed 24 months, then the project – including labour and
infrastructure – will be handed over to the panchayat. In order to prepare the panchayat, a
handover phase of six months will end the project. All project costs will thereon be met partly
by the community fund and partly by the panchayat.
Private Corporations
We will seek the partnership of local and foreign companies for machineries for scientific
recycling of inorganic wastes. Private corporations will also be able to sponsor the project and
receive marketing in return.
b.) Collection of Waste
People living in houses and offices will be encouraged to segregate their waste at the source (i.e.
separation of waste into two separate bins only, one for food waste in kitchen and other bin for the
remaining waste). This process is known as Source Segregation, where it is the duty of people to
segregate their food waste and remaining waste into separate dustbins bins. This process is followed in
almost all the developed nations and a person not following this process is liable for his/her waste not
being collected on that particular day. In this regard, the Honorable Supreme court of India has also
released a guideline mentioning duty of every citizen to throw their waste separately into different
garbage bins/bags. Thus, collection and recycling of waste, it’s costing and implementation processes
etc. will all be monitored by Shuddhi. These are the services that Shuddhi will provide. Considering
products that Shuddhi will supply to the customers can be broadly classified as recycling bins and bags.
It is very important that people throw their waste into two separate containers (one for food & other
for remaining waste).

c.) Segregation of Waste
All waste apart from food waste will be segregated into different type of components such as Plastic,
Paper, Metal and Inert Materials (inert material cannot be recycled and have to be landfilled in the
existing dumping grounds). A Waste Segregation Facility to separate components is a very important
part of waste management system. This facility will transform informal waste collection into formal
system and will develop sustainable recycling of waste. The facility will be located far from residential
areas and will be operated in perfect hygienic conditions. This will also create a number of job

opportunities to unemployed youth and labours. This program will also help in reduction of Child
Labour Rag-Pickers who are currently involved in large numbers in India.
d.) Recycling of Waste
The waste that is separated into its variety of components is ready to be cleaned and recycled. Products
that will be produced from recycled raw material will be again used in the system in form of recycled
paper and plastic bags etc.

Advertising and Promotion
Shuddhi will distribute pamphlets and brochures on effective waste management and will educate
people about the benefits of source segregation and keeping our surrounding clean and hygienic.
Shuddhi will also encourage people to start segregating waste at homes, the pamphlets will inscribe the
guidelines issued by the Honourable Supreme Court of India. The guideline asks people to fulfil their
duty of throwing waste into separate bins that promises increased recycling of our waste. Also, in the
market SHUDDHI will make available recycled products named after recycling agencies, government
organization, companies involved etc.
To promote Integrated Waste Management Practice, Shuddhi will broadcast various informative
messages on radio, TV, Print and Social Media.
Shuddhi will promote and advertise its associated brand names with a recycling logo in it. This will send
a positive message into the society that they are using recycled products and are saving our environment.

Working Model
Our concept towards integrated waste management is to keep our society clean and make India a
recycling nation by 2019 supported by the Swachh Bharat Abhiyan. The whole process is very simple
and it will also create a number of jobs to the unemployed youth. Complete recycling of waste not only
saves our environment, but also, reduces the cost of fresh raw material production, thus saving huge
amount of energy required in manufacturing raw materials.
The keys to success in SHUDDHI’s Waste Business Model are:
Integration of several Partners and Local Communities in Shuddhi’s Waste Management
System.
Establish and build relationships and trust with customers to help shield from future
competition.
Expand rapidly to grow in the market.
Free of cost social services, incentives and support.
No charge for waste collection services.
Installation of Free Public Dustbins and Toilets.
A recycling model of the whole system is shown in Figure 8 on the next page.

Financial Management
Waste will be collected from households, offices and manufacturing units. However if found viable
then a waste collection charge will be fixed per house. If the waste collection process is carried out
along-with a local governing body such as Municipal Corporation of Delhi (MCD), then these charges
for waste collection may be waived off for the households, and government can fulfil their promises
for the people of Delhi also sufficing “SWACH BHARAT ABHIYAN”. A part of amount generated
will be used for social purposes and to fulfil other motives of Shuddhi. Shuddhi is already supporting
Child rag-pickers who are usually below the age of 10-15. Poor family conditions of child rag-pickers
have forced them to work in the informal waste supply system. Chart-1 shows the willingness of people
to pay for hiring garbage collection service in Delhi, Noida and Ghaziabad.

Chart 1. This chart clearly depicts that the waste collection services have to be improved as people are
unable to throw away their garbage in a proper manner. It is recommended by Prof. Vandana Mathur
of IMS, Noida that the capacity of waste treated & collected on daily basis shall be strengthened by
building the partnerships with Public Private Partnership (PPP) Projects such as Non-Governmental
Organisations.

Hours of Operation
Working hours for different activities will be divided at the following times:
Collection of waste – (09:00 AM- 05:00 PM, Monday-Sunday).
Segregation and Transportation of recyclable waste – (24Hours, Whole week)
Customer Support and Grievances : (09:00AM-06:00PM)
Management Team
The management part will be online and computerized. Shuddhi is dedicated towards reducing cash
and increasing e-payments, thus saving huge amount of paper in the process. For the first three months,
a quick survey and placement of garbage bins in identified societies will be carried out. Simultaneously,
workers will be hired and trained for proper collection of waste. Also, they will be educating and
distributing flyers about proper waste management techniques to people in Homes and Offices.
Shuddhi is a team of experienced group of professionals. The President of Shuddhi, Mr. Saurabh Gupta
has studied Water and Environmental Management from the University of Bristol, England. He holds
a Bachelor Degree in Civil Engineering from the National Institute of Technology Karnataka, Surathkal,
India and has previously worked for Wapcos (under the Ministry of Water Resources, Government of
India). He has also worked in several Waste Management Projects and Team Shuddhi has more than
1000 Volunteers and Associate Members. This waste management system will generate many jobs for
youth and other skilled labours in India.
Startup costs
There will be a requirement of one-time finances for setting up waste segregation sites and purchase of
machinery. Cost-breakdown of such costs are given below in Table 2. As the project starts there would
be a need of the following requirements:

consideration.

2. Segregation Site Cost *
Most favorable site would be an open or covered ground available in near vicinity of the waste
collection sites considering huge transportation costs. A favorable site area would be
approx.100m X 100m with proper road connectivity and preferably be isolated from residential
areas as the collected waste will produce foul smell.

3. Recycling Centre Costing (optional)
Cost to setup a recycling centre for plastic, paper and metal is around 10-15 Crores. As the
initial cost of setting up a recycling centre is very high, thus at the initial stage until a new
recycling centre is built, it is recommended to supply segregated waste to a nearby recycling
centre, in exchange for a fair price of the recycled paper, plastic, glass, tin, cardboards etc.
Thus, total monthly expenditure for recycling of waste in 1 Block is (E):
E = A (cost) + B(rent) = 62,000 + 30,000 = Rs. 92,000

Projected profit from Recycling of waste from one block is approx. Rs. 29,000/- per
month. This profit when generated will be used for Social Welfare Works such as, providing
Free Recycled Notebooks and Free Public Toilets for the people of India as shown above in
Fig.8 & Fig. below. Also, a part of the profit be used for Girl Child Education, and to provide
Help and Support for Handicapped Children.

Marketing
As we move in future, there will be more garbage generation because of improving living standards and
population increase in our country. Thus, we shall act now before its late and our environment and
land quality declines because of hazardous and unsanitary waste dumping on open grounds. A chart is
shown in Chart 2, that clearly depicts an increasing trend of in urban population and solid waste
generation in India from 2000-2030.

Shuddhi has developed a niche to work for environment conservation and to save natural resources.
Through implementation of this project in several localities and offices, our community will see a new
trend of waste management. These processes are beneficial from every aspect as it will create more jobs,
will keep our surroundings clean, produce recycled products etc. A time framed planning and
implementation will eventually result in placement of several garbage bins, recycling plastic bags,
everyday waste collection, recycling of useful waste materials, marketing, advertisements and
promotions.
