4.00 THE BIDDERS SHALL HAVE THE FOLLOWING PRE-BID QUALIFYING REQUIREMENTS:

4.01 The intending Bidder should have carried out Erection, testing and commissioning of more than or equal to 16/20MVA rating transformer in any Generating station/Substation/receiving station of State or Central Govt. or Govt. undertaking / utility and should have executed two (2) works during the years 2013-14, 2012-2013, 2011-12, 2010-11 and 2009-10 and copy of work orders are to be furnished.

4.02 The Bidder shall furnish two (2) work completion certificates corresponding to the work orders furnished / executed, for having satisfactorily completed the works, issued by Executive Engineer or above/ equivalent rank officer.

4.03 The Bidder should have an average annual turnover of not less than Rs.20 Lakhs in the years 2012-2013, 2011-12, 2010-11, 2009-10 & 2008-09. The bidder should submit as a proof in this regard P&L account certified by auditor/ charted accountant & Income tax returns for any two financial years indicated above.

4.04 The bidder should furnish the following certificates:a. PAN No., PF registration certificate, Service tax registration certificate. b. The Bidder shall be a Class-I Electrical contractor with valid Electrical license

& proof of the same has to be furnished.c. Registration certificate of establishment from Govt. of Karnataka, Dept. of

Labour.d. Bidder shall visit the site to ensure the site condition and letter for having

visited the site issued by the concerned officer shall be uploaded in e-portal.

5.00 Scope of Work: Erection, Testing & commissioning of 16/20 MVA new Power Transformer at 11/66 KV switchyard at Shivasamudram, Malavalli Taluk, Mandya Dist, Karnataka State – 571437.

The scope of work involved in brief is as follows:a. Dismantling of 16/20MVA, 11/66kV existing power transformer along with

associated works and shifting to spare bay and reassembling of disconnected components and oil filling after moving to new foundation.

b. Erection of new 16/20MVA, 11/66kV power transformer along with associated works including oil filling, testing & commissioning.

c. Civil works -Transformer foundation along with rail track and other associated works at spare bay.

d. Construction of Baffle wall for spare transformer as specified in Section – III – Technical specification and Scope of work.

6.00 Corporation reserves the right to accept any or reject any or all bids. However, reason for rejection will be recorded as per KTPP Act.

7.00 After evaluation of Technical Bid and whose offer meet the PQR and technical specification of the tender/bid in complete manner will be accepted and only such bidders Financial bid will be opened.

8.00 Those Bidders whose contracts have been terminated/foreclosed by KPCL or whose performance has not been satisfactory while executing the contract of KPCL or elsewhere within the last 5 (five) years are not eligible to participate in the bid.i. The bidders shall quote in Indian rupees only. All applicable taxes shall be

clearly indicated in the Price schedule.

ii. Validity of offer: The offer shall be valid for 180 days from the last date of Submission of bids.

iii. The Bidders have to compulsorily furnish the under taking in the prescribed format that the employees working under him at KPCL site shall not claim for employment in KPCL at any point of time.

SECTION – I

GENERAL TERMS AND CONDITIONS OF THE TENDER

1.00.00 DEFINITION OF TERMS:

1.01.01 In the conditions of tender annexed specification, the following words shall have the meanings herein assigned to them unless there is something in the subject or context inconsistent with such construction.

1.01.02 ‘Bid' shall mean the proposal/document, the Bidder submits in the requested and specified form in the specification.

1.01.03 'Bidder' shall mean the firm/party who quotes against an enquiry.

1.01.04 The ‘Contractor' shall mean the successful bidder whose bid has been accepted by the Owner and shall include his heirs, legal representatives, successors and permitted assigns.

1.01.05 The "sub contractor" shall mean the person named in the contract of any part of the work of any person to whom any part of the contract has been sub-let with the written consent of the owner and includes the legal representatives, successors and assignees of such persons.

1.01.06 "Engineer" shall mean the Superintending Engineer (Ele), Karnataka Power Corporation Limited, Shivasamudram or such other officers as may be duly authorized and appointed in writing by the owner to act as the engineer for the purpose of the contract. In case where no such Engineer has been appointed the word "Engineer" shall mean the owner or his duly authorized representatives.

1.01.07 ‘Approved' shall mean the written approval of the owner or its authorized representative.

1.01.08 Codes and standards shall mean all the applicable codes and standards as Indicated in the Specification.

1.01.09 Contract document shall mean contract agreement duly signed by both the Owner and the contractor.

1.01.10 Contract price shall mean the price referred to in the letter of award and agreed to in the contract document.

1.01.11 Owner shall mean M/s. Karnataka Power Corporation Limited, Shivanasamudram (KPCL) on whose behalf the enquiry is issued by its representative and shall include its successors, assignees as well as its authorized officer/representative.

1.01.12 Correspondence shall mean any letter, fax, telegram, E-mail or other written communication related to the contract but excluding notices.

1.01.13 Drawings shall mean all Drawings furnished by the Engineer as a basis for O&M works and include supplementary drawings furnished by the Engineer to clarify and define in greater detail the intent of the contract.

1.01.14 "Equipment” shall mean and include components specified in the scope of works, technical specification and any other equipment required for the satisfactory operation of the whole system.

1.01.15 “Work” shall mean and include of “Erection, Testing & commissioning of 16/20 MVA new Power Transformer at the 11/66 KV switch yard at Shivasamudram” in place of existing old transformer as per scope of works.

1.01.16 The “Contract” shall mean “Erection, Testing & commissioning of 16/20 MVA new Power Transformer at the 11/66 KV switch yard at Shivasamudram” in place of existing old transformer whose specification and other particulars are indicated in the scope of works.

1.01.17 The “Specification” shall mean the qualitative and / or quantitative description of performance standards of the “Equipment” and or “Work” connected to these general conditions, the schedules and drawings if any and any modification made thereof.

1.01.18 The “Site” shall mean proposed location of the equipment and / or work situated in Shiva Power House at Shivasamudram.

1.01.19 “Tests on Completion” shall mean such tests as are prescribed in the Specification to be made by the Contractor before the equipment is taken over by the Corporation.

1.01.20 “Commissioning” shall mean the first regular operation of the equipment after all start-up, initial adjustments and tests at site have been completed and equipment is made ready for regular use.

1.01.21 “Contract period” shall mean a period of Two month from the date of issuing Line clearance for carrying out subject works at site.

1.01.22 Commercial use shall mean that use of the work, which the contract contemplates or of which it is to be capable of using commercially.

1.01.23 Month shall mean a month as reckoned by the English calendar.1.01.24 ‘Writing' shall include any manuscripts, typewritten or printed

statement duly signed with seal.1.01.25 ‘Persons’ shall include Firm, company and other body of persons

whether incorporated or not.1.01.26 ‘Inspector' shall mean the authorized representatives appointed by

the Owner for the purpose of inspection of material/works.1.01.27 ‘Instruction’ shall mean the direction, details and explanation issued

by the Engineer from time to time during the contract period.1.01.28 ‘Letter of award’ shall mean the official notice issued by the Owner

notifying the contractor that his proposal has been accepted and that the contractor is required to sign the contract agreement. The date of letter of award shall be taken as the effective date of commencement of all works under the contract.

1.01.29 'Words' imparting the singular only shall also include the plural and vice versa, where the context to requires.

1.01.30 'Notice in writing' shall mean a notice in written, typed or printed Characters sent (unless delivered personally or otherwise proved to have been received by registered post to the last known private business address or the registered office of the addressee and shall be deemed to have been received when the ordinary course of post it would have been delivered.

1.01.31 ‘Prescribed' shall mean prescribed by the Engineer or his authorized Representatives.

1.01.32 “Final Completion” shall mean that all works indicated in the Contract scope of work are completed as directed and the site is cleared to the satisfaction of the Corporation.

1.02.00 SCOPE OF THE TENDER: The scope of work involved in brief is as follows:

b. Erection of new 16/20MVA, 11/66kV power transformer along with associated works including oil filling, testing & commissioning.

d. Construction of Baffle wall for spare transformer as specified in Section – III – Technical specification and Scope of work.

1.03.00 CONTRACTOR TO INFORM HIMSELF FULLY:The Contractor shall be deemed to have carefully examined the conditions and specifications. If he shall have any doubt, as to the meaning of any portion of the contract documents, he shall, before signing the contract, set forth the particulars thereof and submit them to the Engineer in writing in order that such doubts may be clarified or removed. Engineer will provide such clarification as may be necessary in writing to the Contractor. Any information obtained otherwise by the owner shall not in any way relieve the Contractor of his responsibility to fulfill his obligation under the contract.

1.04.00 COMPLETENESS OF CONTRACT: The contract shall be complete and shall include all incidental services,

which even though may not be specifically mentioned in these specifications, schedules, drawings etc., but are essential for the satisfactory operation of the plant as a whole.

1.05.00 CONTRACT AGREEMENT AND SECURITY DEPOSIT:

1.05.01 CONTRACT AGREEMENT: The Contract agreement shall be executed between the Contractor and the owner for the proper fulfillment of the contract. The agreement shall be executed by the contractor on Rs.200/-

stamp paper along with the Terms and Conditions on Karnataka Government Stamp Paper in the form prescribed by KPCL, (As per

Annexure-II)within 15 days of issue of 'Letter of award', the expenses for preparation and stamping of contract agreement shall be to the account of the Contractor. The owner shall be furnished free of cost 6 copies of the agreement along with an executed Stamped Counterpart of the agreement. Each copy of the agreement shall comprise of the agreement together with its Annexure viz., Section - I, Section -II & Section III with Schedules, Annexure and data sheets etc. The proforma of the contract agreement is enclosed as Annexure- II.

1.05.02 SECURITY DEPOSIT:

For the due and faithful performance of the Contract the successful bidder shall be required to furnish a Security Deposit of 10% of the Contract value in the form of Bank Guarantee (by any Scheduled or Nationalized Bank) on Non-judicial Stamp paper of . 100/- only. The Bank Guarantee shall be strictly as per the format enclosed as Annexure -I shall be furnished within 15 days after the issue of Letter of Award. The guarantee shall be valid for a period of 12 months from date of completion of the work. No Interest is Payable on the Security Deposit.

1.06.00 MANNER OF EXECUTION OF CONTRACT:

1.06.01 The Contractor after the receipt and acceptance of the 'letter of award' will send one set of the final contract agreement to the Owner for the scrutiny and approval. The agreement shall be signed on a date and time to be mutually agreed within the specified period of 15 days. The Contractor will present himself for signing with "performance guarantee" & power of attorney and other requisite material /documents.

1.06.02 The agreement will be signed in two sets. Owner will retain the original and the Contractor will be provided with duplicate set.

1.06.03 Subsequent to signing of the contract, the Contractor at his own cost shall be provided to the owner with at least 6 copies of the agreement within 15 days of the signing of the contract.

1.07.0 EFFECT AND JURISDICTION OF CONTRACT:1.07.01 The contract shall be considered as having come into force from the

date of issue of letter of award by the Owner to the Contractor. The law applicable to this contract is the law in force in India.

1.07.02 Any suit or proceedings arising out of this contract shall be initiated in the appropriate law courts at Bangalore.

1.08.00 ASSIGNMENT AND SUBLETIING OF CONTRACT:

1.08.01 The Contractor shall not assign the contract or any part thereof or any benefit or interest therein or there under (otherwise than by a charge in favour of the "Contractors" I Bankers of any money due or to become due under this contract) without the prior written consent of the Owner.

1.08.02 The Contractor shall not sublet the whole or any part of the Contract.1.09.00 TERMS OF PAYMENT:

The terms of payment shall be as provided in Section II of the bid document.

1.10.0 PAYING AUTHORITY: All payments in respect of work will be effected by Accounts Officer,

Karnataka Power Corporation Ltd. ,Shivasamudram—571437, The Contractor shall raise the bills in triplicate in favour of Accounts Officer, Karnataka Power Corporation Ltd., Shivasamudram & copy of the bills to:

The Invoices will become payable after the conditions stipulated in the "Terms of payment" are satisfied/fulfilled.

1.11.00 DEATH, BANKRUPTCY ETC:

If the Contractor dies or commits any act of bankruptcy, or being a corporation goes into liquidation except for re-construction purposes or if his or its business is carried on by a receiver, the executors, successors or other representatives in law of the estate or the contractor or any such receiver, liquidator or any person in whom the contract may become vested, shall forthwith give notice thereof in writing to the KPCL and shall for one month, during which he shall take all reasonable steps to prevent stoppage of the work, have the option of carrying out the contract subject to his or their providing such guarantees as may be required by KPCL but not exceeding the value of the work for the time being remaining un-executed. In the event of stoppage of the work, the period of the absence under this clause shall be 14 days only provided that should the above option not be exercised, the contract may be terminated by KPCL by notice in writing to the Contractor. The power and the provisions reserved to KPCL in the clause on the taking of the work out of the Contractor’s hands, shall apply as for may be when the contract is so determined.

1.12.00 ENGINEER’S DECISIONS:

In respect of all matters, including the granting or withholding of certificates, the Engineer shall give in writing a decision thereon, and his reasons for such decisions. In all matters of difference of opinion in respect of the Contract, the decision of the Engineer shall be final and acceptable to the contractor.

1.13.00 REGULATION OF LOCAL AUTHORITIES:

1.13.01 The purchaser shall throughout the continuance of the contract and in respect of all matters arising in the performance thereof serve all notices and obtain consents way leaves, approval and permissions, required in connections with the regulation and bye laws of the local or other authority which shall be applicable to the works.

1.13.02 All works shall be executed in accordance with the Indian Electricity Rules as in force from time to time, wherever they are applicable.

1.14.00 CONSTRUCTION OF CONTRACT:

The contract shall in all respects be construed and operate as a contract as defined in the Indian Contract Act 1872, and all payments there under shall be made in rupees unless otherwise specified.

1.15.00 CONTRACTOR’S DEFAULT:

1.15.01 If the Contractor neglects to execute the ‘works’ with due diligence and expedition or refuse or neglect to comply with reasonable orders given to him in writing by Owner in connection with the ‘O&M works’ or contravene the provision of the contract, the Owner may give notice in writing to the Contractor to make good the failure, neglect or contravention complained of. Should the Contractor fail to comply with the notice within seven days from the date of service thereof then in such case, the Owner shall be at liberty to employ other workmen and forthwith execute the part of the works as the Contractor has neglected to do or if the Owner think it fit shall be lawful to the Owner without prejudice to any other right, Owner may have under the contract to take ‘works’ wholly or under part out of the Contractor’s hands and reconstruct with any other person or persons, complete the works or any part thereof and in that event, Owner shall have free use of all ‘contractors’ equipment that may have been at the time on the ‘site’ in connection with the works without being responsible to the Contractor for the fair wear and tear thereof and to the exclusion of any right to the Contractor over the same and Owner shall be entitled to retain and apply any balance which otherwise due on the contract by him to the Contractor, or such part thereof as may be necessary to the payment of the cost of executing the said part of the ‘works’ or of completing the works as the case may be. If the cost of completing the works or executing the part thereof as aforesaid exceed the balance due to the Contractor the Contractor shall pay such excess. Such payment of the excess amount shall be independent of the penalty for delay if the Contractor shall have to pay if the completion of works is delayed. In addition of such action by the Owner as aforesaid shall not relieve the

Contractor of his liability to pay penalty for delay in completion of works as defined in clause certificate not to affect the right or owner and liability of contractor.

1.15.02 The termination of contract under this clause shall not entitle the contractor to reduce the value of Security deposit nor the time thereof. The performance guarantee bond shall be valid for the full value for the contract period.

1.16.0 FORCE MAJEURE:1.16.01At any time during the continuance of this contact, if the performance in

whole or in part of any obligation under this contract shall be prevented or delayed by reasons of any war, hostility, acts of public enemy, acts of civil commotion, strikes, lockouts, sabotages, fires, floods, explosion, epidemics, quarantine restrictions or other acts of God (hereinafter referred to as eventualities) then provided notices of the happening of any such eventualities given by the Contractor to the owner within 15 days from the date of occurrence thereof, neither party shall, by reasons of such eventualities be entitled to terminate this contract, nor shall have any claim for damages against the other in respect of such nonperformance or delay in performance and the work under this contract shall be resumed as soon as practicable after such eventuality has come to an end or ceased to exist.

1.16.02 If the performance in whole or part by the Contractor or any obligation under the contract is prevented or delayed by Force Majeure condition for a period exceeding 15 days, the Owner may at his option, terminate the contract by notice in writing.

1.17.00 DELAYS BY OWNER OR ITS AUTHORISED AGENTS:

If in the opinion of the owner the work is delayed

a) By reason of proceedings taken or threatened by disputes with adjoining or

b) Neighboring owners or public authorities orc) By reason of Owner instructions or

d) In consequence of Contractor not having received in due time, necessary instructions from the Owner for which he shall have specifically applied in writing or the Owner shall extend the completion of contract by the period equivalent to the delayed period without price escalation of any sort. The Contractor shall nevertheless endeavor to prevent delay and shall do all that may be reasonably required to the satisfaction of the Owner to proceed with the work.

1.18.00 TERMINATION OF CONTRACT

1.18.01 The Owner may terminate the contract after giving seven days notice if an of the following occur.

a) The Contractor (being an individual or a firm) commits any act of Insolvency.

b) Shall be adjudged an insolvent or shall make an assignment or Composition for the greater part in number of amount of his creditors or shall enter into a deed of assignment with his creditors.

c) Being an incorporated company shall have an order made against it or pass an effective resolution for winding up either compulsorily or subject to the supervision of the court or voluntarily or if the official assignee of the Contractor shall repudiate the contract or if the official assignee or the liquidator in any such winding up shall be unable, within seven days (7) after the notice to him requiring him to do so to show to the reasonable satisfaction of the Owner that he is able to carry out and fulfill the contract and if required by the Owner to give security thereof.

d) If the Contractor (whether an individual firm or incorporated company) shall suffer execution to be issued.

e) If the Contractor assign or sublet the 'contract' without obtaining the Consent in writing of the Owner.

f) If the Owner certify in writing that in his opinion, the Contractor

i) Has abandoned the contract or

ii) Has failed to commence the 'work' or has without any lawful excuse Under these conditions suspend the progress of the 'works' for seven (7) Days after receiving from the Owner written notice to proceed.

iii) Has failed to proceed with the works with due diligence and failed to Make such due progress as would enable the works to be completed within the time agreed upon or

iv) Has failed to remove' material from site or to pull down and replace works within seven (7) days after receiving from the Owner written notice that the said material or work were condemned and rejected by the Owner under these conditions or

v) Has neglected or failed persistently to observe and perform all or Any of the acts, matters or things by this contract to be observed and performed by the Contractor for seven (7) days after written notice have been given to the Contractor requiring the Contractor to observe and perform the same.

vi) Has to detriment of good workmanship or in defiance of the Owner's instruction to the contrary, sub contracted part of the Contract.

1.18.02 Then in any of the said causes, the Owner may not withstanding any previous waiver after giving seven (7) days notice in writing to the Contractor determine the "contract" but without thereby affecting the obligation and liabilities of the Contractor; the whole of which shall continue to be in force as fully, as if the 'contract' had not been so determined and as if the 'works' subsequently executed has been executed by or on behalf of the Contractor.

And further the Owner or its agents or its employees/servants may enter upon and take possession of the works and all plants, tools, scaffoldings, Sheds, machinery power source, utensils and other materials lying upon Premises or the adjoining lands or roads and use them as its own property or may employ the same by means of his own servants and workmen, engaged by him to carry on and complete the 'works' and the Contractor shall not in Any way

interrupt or do anything to prevent or hinder "others" employed for completing and finishing or using the material and .plant for the 'works'. When the 'works' shall be completed or as soon thereafter as convenient, the Owner shall give a notice in writing to the Contractor to remove his surplus material and plant and should the Contractor fail to do so within a period of fourteen (14) days after issue of such notice the Owner shall dispose them by suitable means and shall give credit to the Contractor for the amount realized.

1.18.03 The Owner shall thereafter ascertain and certify in writing under his hand what (if anything) shall be due or payable to by the Contractor, after considering the realized value of the said plant and materials so taken possession of by the Owner might have incurred in getting the 'works' so completed and the progress or any other payment which may be due but not paid to the Contractor. The amount so certified shall be paid by the Owner to the Contractor or by the Contractor to the Owner as the case may be and the Certificate of the Owner shall be final and conclusive.

1.18.04 On termination of the 'contract' for any cause, the Contractor shall see to the orderly suspension and termination of operation with due consideration to the interest of the Owner with respect to completion, safeguarding or storing of equipment produced for the performance of the "contract" and the salvage and resale thereof.

1.18.05 Has failed to rectify/make good his failures within a period of days.1.18.06 Has failed to perform any other obligation under Contract.

1.19.00 NO WAIVER OF RIGHTS:

Neither the inspection by the Owner or any of their officials, employees or agents nor any order by the owner for payment of money or any payment for or acceptance of the whole or any part of the works by the Owner nor any extension nor any possession taken by the owner shall operate as a waiver of any provision of the contract or of any power herein reserved to the owner or any right to damages herein provided, nor shall any waiver of any breach in the 'contract' be held to be a waiver of any other or subsequent breach.

1.20.00 CERTIFICATE NOT TO AFFECT THE RIGHT OF OWNER AND LIABILITY OF CONTRACTOR:

No interim payment certificate of the owner, nor any sum paid on account by the Owner nor any extension of time for execution of the 'works' granted by the Owner shall affect or prejudice the right of the Owner against the Contractor or relieve the Contractor of his obligation for the due performance of the contract or be interpreted as approval of the works done or of the equipment furnished and no certificate shall create liability to the Owner to pay for alteration, amendment, variation or additional 'works' not ordered in writing by the Owner or discharge the liability of the Contractor for the payment of damages whether due, ascertained or certified or not or any sum against the payment of which he is bound to indemnify the Owner nor shall any such certificate nor the acceptance by him of any sum paid on account or otherwise affect or prejudice the right of the "Owner against the contractor”.

1.21.00 COMPLETION OF CONTRACT:

Unless otherwise terminated under the provision of any other relevant clause, this contract shall be deemed to have been completed at the expiration of the 'Guarantee period' as provided for under the Clause entitled "Guarantee".

1.22.0 ENFORCEMENT OF TERM:The failure of either party to enforce at any time any of the provisions of this 'contract' or any rights in respect thereto or to exercise any option herein provided shall in no way be construed to be a waiver of such provisions, rights or options or in any way to affect the validity of the contract. The exercise by either party of any of his rights herein shall not preclude or prejudice either party from exercising the same or any other right if any have hereunder.

1.23.0 OWNER’S DECISION:1.23.01 It shall not be obligatory on the part of the employer to offer any

employment to the contract personal engaged by the contractor on completion of period of contract in his establishment nor shall it be

obligatory on the part of the contract to accept an employment under the employer.

1.23.02 In respect of all matters, which are left to the decision of the Owner Including the granting or withholding of the certificates" the Owner shall, if required to do so by the Contractor, give in writing a decision thereon.

1.23.03 If in the opinion of the Contractor a decision made by Owner is not in accordance with the meaning and intent of the 'contract' the Contractor may file with the Owner within fifteen (15) days after receipt of the decision a written objection to the decision. Failure to file an objection within the allotted time will be considered, as acceptance of the Contractor of the Owner's decision and the decision shall become final and binding. On receipt of any objection from the contractor on the decision. of Owner, the Owner will review and inform the Contractor in writing that decision of Owner shall be final and binding on the contractor.

1.24.00 SUSPENSION OF WORKS:

1.24.01 The Owner reserves the right to suspend and reinstate execution of the whole or any part of the 'works' without invalidity the provision of the 'contract.' Orders for suspension or reinstate of the works will be issued by the Owner to the Contractor in writing.

1.24.02 The Owner shall not be responsible for any liabilities if suspension or delay is due to some default on the part of the Contractor or his sub-vendor/subcontractors.

1.25.00 POWER TO VARY OR OMIT WORKS:

1.25.01 No alteration, amendments, omission, additions or variation of the works (herein after referred to as variations) under the contract as detailed in the contract documents shall be made unless directed in writing by the Owner. The Owner shall have full powers subject to the provision hereinafter contained from time to time during the execution of Contract to make such variation without prejudice to contract. The Contractor shall carryout such variation and be bound by the same condition as though they said variation occurred in the contract

documents. If any suggested variation, in the opinion of the Contractor, if carried out would prevent him from fulfilling any of his obligation or guarantees under the contract he shall notify the Owner thereof in writing and or the Owner shall decide forthwith whether or not the same shall be carried out and if the Owner confirms its instruction, the Contractors obligation and guarantees shall be modified to such an extent as:' may be mutually agreed. Any agreed difference in cost occasioned by any such variation shall be added to or deducted from the contract price as the case may be.

1.25.02 In the event of Owner requiring any variation, such reasonable and prompt notice shall be given to the Contractor to enable him to work his arrangement.

1.25.03 In any case in which the Contractor has received instructions from Owner as to the requirement of carrying out the altered or additional substitute work the addition or deletion of the scope of work will be governed by the unit price indicated in the price schedule.

1.26.00 DEFENCE OF SUITS:

1.26.01 If any action in court is brought against the owner an officer or agent of the owner for the failure, omission or neglect on the part of the Contractor to perform any acts, matters, covenants of things under the 'contract' or for Damage of injury caused by the alleged omission or negligence on the part of the Contractor, his agents, representatives or his sub-vendor/subcontractors or in connection with any claim based on lawful demands of sub-vendors/subcontractors, workmen, suppliers or employees, the contractor shall in all such cases indemnify and keep the Owner and/or its representative harmless from all losses, damages, expenses or decrees arising out of such action.

1.26.02 The owner shall have full power and right at its discretion to defend or compromise any suit or pay claim or demand brought or made against him as aforesaid whether pending or threatened, as he may consider necessary or desirable and shall be entitled to recover from the Contractor all sums of money including the amount of damages and compensation and all legal costs, charges and expenses in connection

with any compromise or award which shall not be called into question by the Contractor and shall be final and binding upon the Contractor.

1.27.0 LIMITATIONS OF LIABILITIES:The release of the Contractor from all his liabilities under the 'contract' shall be made only at the end of the 'contract period' as detailed in clause DEFENCE OF SUITS above or till such time of the contractual liabilities and responsibilities of the Contractor shall prevail.

1.28.00 SECRECY:

The Technical information, drawings, specifications and other related documents forming part of the contract are property of the owner and shall not be used for any other purpose, except for execution of the contract. All rights, including rights in the event of grant of a patent and registration of designs are reserved. The technical information, drawings, specification, records and other documents shall not be copied, transcribed, traced or Reproduced in any other form or otherwise in whole and / or duplicated, modified, divulged and / or disclosed to a third party nor misused in any other form whatsoever, without the engineer's previous consent in writing, except to the extent required for the execution of this contract.

1.29.00 SUIT OR PROCEEDINGS:

Any suit or proceedings arising out of this contract shall be instituted at law courts in Bangalore, Karnataka state, India. Bids with arbitration clause are not acceptable by KPCL.

1.30.00 INSPECTION AND TESTING:

1.30.01 The Engineer or his duly authorized representative shall have at all reasonable times access to the contractor’s premises or works and shall have the power at all reasonable times to inspect and examine the materials and workmanship of the plant during its manufacture or erection there and if part of the plant is being manufactured or erected on other premises or works, the contractor shall obtain from the Engineer or from his duly authorized representative,

permission to inspect the plant or materials as if the plant or materials were manufactured on the Contractor’s own premises or works.

1.30.02 The Engineer, shall on giving seven days notice in writing to the Contractor, setting out any grounds of objections which he may have in respect of the work, be at liberty to reject all or any materials, which in his opinion are not in accordance with the Contractor or are in his opinion defective for any reasons what so ever.

SECTION-II

PROJECT FEATURES AND SPECIAL CONDITONS OF TENDER

2.01.00 BRIEF DESCRIPTION OF THE PROJECT:

2.01.01Cauvery Power Scheme was formulated as early as 1898 by the guidance of a series of farsighted administrators of the then Govt. of Mysore under the rule of His Highness, the Maharaja of Mysore Sri. Nalvadi Krishnaraja Wodeyar. Sir. Seshadri Iyer, the then Dewan of Mysore was instrumental in establishing the FIRST HYDRO ELECTRIC PROJECT at Shivasamudram. Shivasamudram Hydro Station was established in 1902 as a Run off River project.

2.01.02 Historical Features of Shivasamudram Hydro Station:

The State of Karnataka (Mysore) is a Pioneer State in Hydro Electric Power Generation. Government of Mysore under took the survey of Cauvery Power Scheme as early as Hydro Station in – 1878. The Shivasamudram

Generating Station of 3600KW Grew in stages to 42,000KW. The generation voltage was 2.2KV and frequency 25 Hz .

2.01.03 COMMUNICATION AND TRANSPORT

The project site is located at about 20 kms from Malavalli which is on the state highway of Bangalore-Kollegal route and is approximately at a distance of 120 kms from Bangalore.

2.02.00 GUARANTEES:

The workmanship shall be guaranteed by the contractor for satisfactory performance for a period of 12 months from the date of completion of the work. The contractor shall extend the Bank Guarantee furnished towards Security Deposit beyond the stipulated period, in case defects are noticed during the guarantee period. The Bank Guarantee shall be valid till such time the defects are rectified and performance of equipment/material are satisfactory for a period of six months from the date of rectification of such defects or expiry of guarantee period, whichever is later.

2.03.00 TERMS OF PAYMENT:

100% payment will be made after successful completion of “Erection, Testing & commissioning of 16/20 MVA new Power Transformer at the 11/66 KV switch yard at Shivasamudram” in place of existing old transformer and necessary certification from the Engineer in-charge.

2.04.00 Taxes & Duties: Income tax at prevailing rates would be recovered at source. Entry tax, service tax, work contract tax & any other statutory levies if applicable would be recovered from the bills.

2.05.00 SCHEDULE OF PRICES: The Bidders shall fill in the form of schedule of prices as per the format enclosed in the tender document.

2.05.01 The price quoted shall be firm and shall include all the taxes, duties, service tax and other miscellaneous expenses etc. All applicable TDS will be effected as per GOK/GOI tax regulations.

2.05.02 The agency has to furnish service tax remittance details in the prescribed formats along with the bills for arranging payments.

2.06.00 PENALTY:

The contractor shall be liable for a penalty of 1/2 % per week of the contract value subject to maximum of 10% of the Contract value and shall be applicable for delay in completion of work beyond contractual period.

2.07.00 VALIDITY PERIOD: The price schedule shall hold good for a period of 180 days.

2.08.00 STATUTORY REQUIREMENTS:

The contractor shall cover his staff with the following statutory provisions.

1. ESI if applicable.2. Provident Fund.

3. Workmen Compensation Policy - This insurance shall protect the contractor against all claims applicable under the Workmen's Compensation Act, 1948 (Govt. of India).This policy shall also have to cover the contractor against claims for injury, disability, disease or the contractor shall take the following insurance covers for the works to be executed at site. Death of his or his sub-contractor's employees, which for any reason not covered under the Workmen's Compensation Act, 1948. The liabilities shall not be less than workmen's Compensation - As per statutory provisions Employee's inability.

As per statutory provisions Comprehensive General inability Insurance - This insurance shall protect the contractor against all claims arising from injuries, disabilities, disease or death of members or damage to property of others due to any act or omission or the part of the contractor, his agents, his employees,-his representatives and sub-contractor's or from riots, strikes and evil commotion. This insurance shall also cover all the liabilities of the contract.

2.09.00 CONDITIONS IN THE ORDER:

Whatever may be the conditions of service specified in the tender quotations, it is only the conditions indicated in the schedule of order that will bind the Superintending Engineer (Ele), KPCL, Shivasamudram. If any condition quoted by the contractor is to be included, the contractor shall specifically raise the issue before the schedule of order reaches him and get the same either accepted or clarified.

2.10.00 PAYING AUTHORITY:

All payments in respect of work will be effected by Accounts Officer, Karnataka Power Corporation Ltd. ,Shivasamudram—571437, The

Contractor shall raise the bills in triplicate in favour of Accounts Officer, Karnataka Power Corporation Ltd., Shivasamudram& copy of the bills to:

2.11.00 GENERAL:

i)Accommodation during the execution of work shall be arranged by KPCL (subject to availability on payment basis).

ii) The Engineer in-charge of a work shall issue the completion certificate only after ensuring the work is complete in all respects as per specification.

2.12.00 CORPORATION’S LIEN ON EQUIPMENT:The Corporation shall have lien on all equipments including those of the Contractor brought to the ‘site’. The Corporation shall continue to hold the lien on all such equipments throughout the period of contract. No material brought to the site by the Contractor and/or his Sub-Contractor shall be taken out of the site without the prior written approval of the Corporation.

2.13.00 DISCIPLINE OF WORKMEN:

The Contractor shall adhere to the disciplinary procedure set by the Corporation in respect of his employees and the workmen at site. The Corporation shall be at liberty to object to the presence of any representative or employee of the Contractor at the site if in the opinion of the Corporation, such employee has miss-conducted himself or be incompetent or negligent or otherwise undesirable and then the Contractor shall remove such a person objected to and provide in his place a competent replacement at his own expenses.

2.14.00 PROTECTION OF WORK:

The Contractor shall have total responsibility for protecting his works till it is finally accepted by the Corporation. No claim will be entertained by the Corporation for any damage or loss to the Contractor’s works and the Contractor shall be responsible for the complete restoration of the damaged works to its original condition to comply with the specifications and drawings. Should any such damage to the Contractors works occur because of other party not under his supervision or control, the Contractor shall make his claim directly with the party concerned. If disagreement or conflict or dispute develops between the Contractor and the other party or parties concerned regarding the responsibility for

damage to the Contractors Works, the same shall be resolved as per the provisions of the above entitled “Co-operation with other Contractors”. The Contractor shall not cause any delay in the repair of such damaged works because of any delay in the resolution of such disputes. The Contractor shall process to repair the work immediately and no cause thereof will be assigned pending resolution of such disputes.

2.15.0 EMPLOYMENT OF LABOUR:2.15.01 The Contractor will be expected to employ on the work only his regular

skilled employees with experience of this particular Work. No female labour shall be employed after darkness. No person below the age of eighteen years (18) shall be employed.

2.15.02 All traveling expenses including provisions of all necessary transport to and from site, lodging allowances and other payments to the Contractors employees shall be sole responsibility of the Contractor.

2.16.00 FACILITES TO BE PROVIDED BY THE CONTRACTOR:

2.16.01 Tools, Tackles and other required test equipments required if any shall be arranged by the Contractor shall provide at his own expense. This includes erection tools, tackles, cables, appliances and materials required for erection, testing and commissioning that may be required to accomplish the work under the Contract. These tools and tackles shall not be removed from the Site without the written permission of the Corporation.

2.16.02 The Contractor shall not dispose of, transport or withdraw any tools, tackles, equipment and material provided by him for the Contractor without taking prior written approval from the Corporation and the Corporation at all times, shall have right to refuse permission for disposal, transport or withdrawal of tools, tackles, equipment and material, if in his opinion, the same will adversely affect the efficient and expeditious, completion of the ‘Project’.

2.17.00 SECUIRTY:

The Contractor shall have total responsibility for all equipment and materials in his custody stored, loose, semi-assembled and / or erected by him at site. All materials of the Contractor shall enter and leave the project site only with the written permission of the Corporation in the prescribed manner.

2.18.00 INSURANCE:

In addition to the conditions covered under entitled ‘Insurance’ in ‘General Conditions of Contract ‘’, the following provisions will apply to the portion of the works to be done beyond the Contractors own or his sub-Contractor’s works. Workmen’s Compensation Insurance, Comprehensive

Automobile insurance and Comprehensive General Liability Insurance shall be the responsibility of the Contractor.

2.19.00 WORKMEN’S COMPENSATION INSURANCE :

This insurance shall protect the Contractor against all claims applicable under the Workmen’s Compensation Act -1948 (Government of India). This policy shall also cover the Contractor against claims for injury, disability, disease or death of his or his Sub – Contractor’s employees, which for any reason are not covers under the Workmen’s Compensation Act -1948. The liabilities shall not be less than:

2.19.01 Comprehensive Automobile Insurance:

The insurance shall protect the contractor against all claims arising from injuries, disease or death of members of public or damage to property of others due to any act or omission on the part of the contractor, his agents, his employees, his representatives and Sub – Contractors or from riots, strikes and civil commotion arising out of the clause entitled ‘Defense of Suits, under ‘General Conditions of Contract’.

2.19.02 The hazards to be covered will pertain to all the works which and areas where, the Contractor, his Sub-Contractors, his agents and his employees have to perform work pursuant to the Contract.

2.19.03 The above are only illustrative list of insurance covers normally required and it will be the responsibility of the Contractor to maintain all necessary insurance coverage to the extent both in time and amount to take care of all his liabilities either direct, in pursuance of the Contract.

2.20.00 UNFAVOURABLE WORKING CONDITIONS:

The Contractor shall confine all his field operations to those works, which can be performed without subjecting the equipment and materials to adverse effects, during inclement weather conditions, like monsoon, storm, etc., and during other unfavorable construction conditions. No field activities shall be performed by the Contractor under conditions, which might adversely affect the quality and efficiency thereof, unless special precautions or measures are taken by the Contractor in a proper and satisfactory manner in the performance of such works and with the concurrence of the Corporation. Such unfavorable construction conditions will in no way relieve the Contractor of his responsibility to perform the Works as per schedule.

2.21.00 WORK AND SAFTEY REGULATIONS:

2.21.01 The Contractor shall ensure the safety of all the workmen, materials and equipment either belonging to him or to others working at Site.

2.21.02 The Contractor shall be responsible for provision of all safety notices and safety equipment required both by the relevant legislation and the Corporation, as he may deem necessary.

2.22.00 ELECTRICITY SAFETY REGULATIONS:

2.22.01 No electric cable in use by the Corporation will be disturbed without prior permission. No weight of any description will be imposed on any such cable and no ladder or similar equipment will rest against or to be attached to it.

2.22.02 No work shall be carried out on any live equipment. The equipment must be made safe by the Corporation and a permit - to -work issued before any work is carried out.

2.22.03 The Contractor shall employ the necessary number of qualified full time electricians to maintain his temporary electrical installation.

2.22.04 All Contractor’s and Sub–Contractor personnel should be provided with safety gadgets, such as helmets, safety shoes etc., The workmen / personnel working at elevated area shall use safety belt/ropes etc., Welders should be provided with Safety glasses, during the course of work.

SUPERINTENDING ENGINEER (Ele) SHIVASAMUDRAM

SECTION — III

TECHNICAL SPECIFICATION AND SCOPE OF WORK ERECTION, TESTING AND COMMISSIONING OF 1 NOS.16/20MVA, 11/66KV OF M/S. RIMA TRANSFORMER & CONDUCTORS PVT, LTD., (RTCPL) MAKE GENERATOR TRANSFORMER AT OUT DOOR SWITCHYARDOF SHIVASAMUDRAM POWER HOUSE.

3.01.00 GENERAL DESCRIPTION OF WORK:

Shiva Generating station has an installed capacity of 42 MW consisting of 10 unit#1,3,4,5,6,8 are of 3MW capacity each & Unit #2,7,9,10 are of 6MW each. Four groups (Bank I, Bank II, and Bank III & Bank IV) have been made from 10 Generating units, two groups of 9MW each has been made with 3 MW capacity Units. 2 groups of 12MW has been made with

6 MW Units. Each group is connected to one 11/66KV, 20MVA Generator transformer through cables. Thus there are four 11/66KV, 20MVA Generator transformers at Shiva ODY (SFC).Generator terminals are connected to 11/66KV 20MVA, 3 phase Generator transformer by means of 11KV cables. Power generated in this Power House is evacuated through 66 KV Transmission lines to the nearby receiving stations.There are six Nos. of 66KV transmission lines from Shiva Power House and they are TK halli – Line, Vajmangala –I & II, Kollegala Line, Madhuvanalli – line and Shimsha Line This section covers the technical specifications for Assembly, Erection, Testing and commissioning of 66/11KV delta/star, YNd11, 50Hz 16/20MVAPower Transformer at 11/66 KV with ONAN/ONAF with OLTC at Shiva Switch yard.The terminals of HV side of the transformer connected to 66KV ACSR Drake conductor. Erection, testing and commissioning of new transformers shall be carried out as per specification laid down, direction of engineer and supervisor of M/s. Rima Transformer & conductors Pvt, Ltd., Bangalore.

3.02.0 BRIEF SCOPE OF WORK:

3.02.01 The erection of transformers shall be complete with all mountings, fittings, accessories specifically described in this specifications.

3.02.02 Erection, Testing and Commissioning of 1 No. 16/20MVA, 11/66KV Generator Transformer shall be complete in all respects and include erection of components and accessories even though not specifically mentioned in the specifications or in the schedule but which are essential for the satisfactory operation of the transformer in accordance with the technical specifications and the guaranteed performance parameters.

3.02.03 New transformer shall be installed at the place where the existing Bank II Generator transformer is in service. Disconnection of existing 16/20MVA, 11/66KV transformer from unit bay and hauling to open yard and shall be moved on to the rail track provided on new foundation. Re-assemble all the disconnected the parts and the storage of loose parts shall be carried out as directed by KPCL engineers.

3.02.04 The supervisor from the manufacturer/supplier for supervision of erection, testing and commissioning of new transformers will be arranged by the corporation.

3.03.0 DETAILED SCOPE OF WORK.3.03.01 Civil works: Transformer foundation and associated rail track: Design,

Engineering, supply of labour, material, equipment and construction of transformer foundations, rail tracks (Concrete grade M-20) including all

associated works, jacking pads, Anchor blocks, MS gratings, gravel filling, pylon support system including the cost of excavation in all types of soil/rock, back filling with available approved earth, disposal of surplus soil/rock to the places directed, concrete ( RCC M20 grade and lean concrete 1:4:8) strengthening of foundation in expansive/ B.C soil, reinforcement steel, structural steel, form work, grouting, jelly, painting, curing, sundries and other items not mentioned herein but required for the completion of work as per technical specification, drawing & erections directions of Engineer in-charge of the work - 66/11 KV transformer.

3.03.02 Construction of Baffle wall (masonry wall) of size 5mx5m with necessary foundation.

3.03.03 Dismantling of 16/20 MVA, 66/11 KV, existing Transformer & parts like bushings, releasing of oil from Transformer, complete as per direction of site Engineer and shifting to spare bay. Moving of Transfer from the plinth to the loading points as per direction of site Engineer OR to be placed on concrete structure (refer para No. 3) with foundation and rails.

3.03.04 Releasing of 16/20 MVA Power Transformer Marshalling box, Bucholtz relay, thermometer and OLTC. Dismantling of 66 KV NCT of ratio: 400/200/1-1-1 A.

3.03.05 Reconnection of Transformer & parts like bushings, conservator and refilling of oil through filter to the old transformer.

3.03.06 Erection new transformer: 20MVA, 66/11KV, Delta/star- YNd11, 3ph, 50hz, core type, winding with OLTC, RTCC panel. CT erection, earth mat reconnection of hardware.

3.03.07 Carry out internal inspection of active parts. Check tank mounted valves for leakages as well as for operation. Check operation of tap changer.

3.03.08 Hauling of transformer from the existing place to the final place of installation. Any modification/fabrication work found necessary for mounting components shall be carried out.

3.03.09 Anchoring of rollers & other accessories to new transformer kept on its plinth.

3.03.10 Assemble of HV bushings.

3.03.11 Assemble of LV bushings and power Cables including termination of cables if required.

3.03.12 Assemble of Radiators/cooling fans and accessories.

3.03.13 Wiring all the accessories, such as marshalling box and cooler control system and protection system.

3.03.14 Fixing of conservator tank, Buchholz relay, Breather system, PRV’s, Piping, as per the drawing supplied by the manufacturer.

3.03.15 Calibration of WTI/OTI.

3.03.16 Collecting oil samples from oil drums for testing purpose at reputed laboratory (CPRI).

3.03.17 Filling of oil in to the transformer and Filtration of oil to meet the required BDV value.

3.03.18 Assemble of Marshalling Box and other connections.

3.03.19 Pre-commissioning tests as per the recommendation of the manufacturer.

3.03.20 Commissioning of the transformer.

3.03.21 Collecting oil samples from commissioned Transformer for testing at reputed laboratory (CPRI).

3.04.00 TESTSAfter assembly at site, Generator transformer shall be subjected to the following tests:

3.04.01 Insulation resistance and PI measurement.3.04.02 Ratio test.3.04.03 Core-Clamp IR Measurement.3.04.04 Radiator fan load current measurement.3.04.05 Magnetic balance tests/excitation current measurement.3.04.06 Winding resistance measurement.3.04.07 Tan delta/capacitance measurement of HV bushings & transformer.3.04.08 Polarity and Vector group test.3.04.09 SC test, HV CT/LV CT secondary current measurements.3.04.10 Oil parameter test and DGA for new oil from the approved/reputed

laboratory.3.04.11 Any other tests recommended by the supplier.

All instruments and testing equipments that are required shall be arranged by the contractor.

3.05.0 LIST OF MATERIALS TO BE ARRANGED BY CONTRACTOR:

3.05.01 Consumables such as kerosene, welding rods, acetone, khora cloth, cotton waste, oxygen/DA gas etc.,

3.05.02 Materials for brazing.3.05.03 Polythene sheet, tarpaulin, ½”/1” nylon ropes, cotton/ insulation tape.3.05.04 Insulation tester and Testing and commissioning Instrument/equipment.3.05.05 Gasket adhesive if required.3.05.06 Oil Filter machine and hydraulic jacks of required capacity.3.05.07 4 Pole isolating switches, Extension switch boards.3.05.08 Safety gadgets.3.05.09 Wire rope slings and lifting straps, endless round polyester slings, D’

Shackles, eyebolts etc., for lifting transformer parts.3.05.10 Shall arrange for special Tools & tackles, instruments and consumables

required for erection, assembly, testing and commissioning of the equipments at his cost.

3.05.11 Paints for transformer touch up. Paint for HV bushing phase indicator painting.

3.05.12 Materials required for concreting of wheel clamps/support anchoring bolts.

3.05.13 Any other material required for execution of work.

3.06.00 PRECAUTIONS TO BE TAKEN:3.06.01 The contractor shall inspect the site and make himself aware of the

scope of work, arrangements for execution of work, site conditions etc. before submitting the offer.

3.06.02 All gasket joints shall be leak proof.3.06.03 While refilling oil, proper care shall be taken to release trapped air.3.06.04 The work area and transformers shall be kept clean. Waste materials

shall be disposed off during execution of work.3.06.05 The scope of the work includes supply of consumables, skilled labors,

tools and tackles, testing equipment.3.06.06 In the course of work if any parts, bolt/nuts found damaged, it shall be

replaced by contractor.3.06.07 All parts of new transformers shall be handled carefully. Parameters

such as temperature, pressure shall be maintained strictly as per guidelines.

3.06.08 Any damages to the KPCL equipments shall be made good by the contractor. Else amount will be deducted from the firm’s bill.

3.06.09 Any other works if found necessary for satisfactory operation of the transformer shall be carried out by contractor even though not mentioned specifically in specifications.

3.06.10 The contractor shall provide any other consumables, tools & tackles, safety devices, required for the smooth execution of the contract.

3.06.11 The contractor shall arrange transport of personnel and materials, lodging and boarding for execution staff.

3.06.12 The contractor shall make necessary arrangements for loading and unloading of equipment and materials at erection site.

3.06.13 Contractor himself shall arrange life risk Insurance coverage for erection staff.

3.07.00 FACILITIES AVAILABLE AT SHIVA POWER HOUSE

3.07.01 Accommodation will be provided to the Contractor’s personnel at applicable rates subject to availability.

3.07.02 Power Supply required for erection activities will be provided by KPCL at free of cost to the Contractor.

3.07.03 Crane facility: Not available at switch yard.3.07.04 Contractor shall bring Wire ropes and triple/double/single sheave pulley

for hauling transformer.3.07.05 New transformer oil for first filling.

3.08.00 LOCATION:The Generator Transformer will be located in 66/11KV SFC Switch Yard at Shivanasamudra.

3.09.0 TERMINAL ARRANGEMENTS & CONNECTORS:

3.09.01 11 KV LV terminals of the Transformer shall be connected to 11KV existing cables. End Termination and Kit for cable connection if required, shall be supplied by the contractor and is in the scope of contractor. The connection from the HV neutral bushing shall be by 4/0 copper wire of size of 13.41mm overall dia for grounding purpose.

3.09.02The terminal of the bushing shall be such that the bare connections will have the required minimum clearance to the component part of the transformer itself, such as the oil conservator.

3.10.0 DETAILS OF EQUIPMENTS:

3.10.01 COOLING SYSTEM:

The ONAN/ONAF cooled transformer is equipped with a cooling system complete with radiators.

3.10.02 OIL CONSERVATOR:

a. A conservator complete with drain valve (so placed as to drain the conservator completely) shall be provided on the transformer in such a position as not to obstruct electrical connections to the transformers. This shall be supported on the transformer tank by suitable brackets. The oil level gauge shall be mounted on the conservator.

b. The conservator vessel shall be fitted with a breather in which silica gel is the dehydrating agent.

3.10.03 PRESSURE RELIEF DEVICE:

Sufficiently sized pressure relief device with spring loaded diaphragm are provided to rapidly release any pressure developed within the tank which might result in damage to the transformer. The device shall operate at a static pressure of less than the hydraulic test pressure for transformer tank. Arrangement shall be provided to prevent the ingress of rain water into the tank through the pressure relief value. It shall also give a visual indication of value operation by raising a flag. The flag and the switch shall remain operated until they are reset manually. This device shall be equipped with a micro switch for actuating trip contract when it operates.

3.10.04 MARSHALLING KIOSK:

A sheet steel, vermin proof, well ventilated & water proof marshalling kiosk of proven construction with IP-54 degree of protection suitable for housing various equipment and for taking control/power cables are provided with the transformer. The contractor shall erect and do the necessary wring in the marshalling KIOSK.

All incoming cables shall enter the kiosk from the bottom and the gland plate shall be at a height not less than 450mm from the base of the kiosk. The gland plate and associated compartment shall be sealed, in a suitable manner, to prevent ingress of moisture from the cable trench. Ventilation louvers shall be provided. Undrilled gland plates are supplied for accommodating glands for incoming and outgoing cables.

3.11.00 EARTHING:

The transformer core and frame shall be earthed to the tank by means of copper connections of adequate cross section which shall not be less than 0.80 cm2. Two earthing terminals capable of carrying the full short circuit current on the lower voltage side of the transformer for 4 seconds shall be provided on each tank. The earthing terminals shall be marked by the earthing symbol. Heat exchangers of transformers, if separately mounted, shall be provided with separate earthing lugs.

The neutral down leads to be brought down from the neutral bushing on insulators using copper flat of suitable size to a height of 300mm above ground level to facilitate earthing connection. The neutral lead shall be suitably taped.

3.12.00 FITTINGS:

The following fittings and accessories are provided for the transformer. Proper care shall be taken while erecting these fittings.

1) Conservator tank, complete with filling hole and cap.2) Isolating valve for the conservator.3) Flanged drain valve for the conservator.4) Magnetic oil level gauge for the conservator with low and high

level alarm contacts. The gauge dial shall be readable from the transformer base level and show minimum, maximum and normal oil levels.

5) Silica gel breather with oil seal & connecting pipe and necessary charge – 2 nos., 100 percent.

6) Pressure Relief device.7) Access holes with the bolted covers for access to inner ends of

bushings and off circuit tap switches.8) Manhole/inspection covers.9) Cover lifting eyes.10) Lifting eyes for core frame with windings and for top cover plate.11) All the turrets shall be piped to the buchholz from their highest

point and the air will be released from buchholz itself.12) Upper valve of 50mm size baffled to reduce aeration of oil and

flanged filter to 37.5mm size BSP male threaded adopter for filter pipe connection.

13) Bottom filter valve of 50mm size, flanged to seat 37.l5mm BSP male threaded adopter for filter pipe connection, so fitted as to drain off the oil completely.

14) Drain valve 100mm flanged with oil sampling device for transformer. Further, piping from this drain valve up to the existing oil drain header (terminated at Unit 2 transformer location in a trench on the downstream side) to an oil sump shall be included.

15) Air release plugs in the top cover and bushing turrets.16) Three oil sampling valves shall be provided on the tank, one for

top oil one at for middle oil and the other for bottom oil. The sampling valve shall be provided with provision for fixing PVC pipe.

17) Lifting lugs or bollards for lifting the completely assembled transformer.

18) Jacking pads with hauling holes. The pads shall be suitable for jacking the transformer while changing the position of bi-directional wheels.

19) Base provided with pulling eyes suitable for skidding or rolling the transformer in a direction parallel on either center line of tank.

20) Under carriage with flanged bi-directional bogie type of wheels with the locking blocks when the transformer is moved to final position.

21) Tank earthing terminal and connector – two numbers, to provide double earth connections as required in the Indian Electricity Rules and suitable for connecting 4/0 copper wire of overall dia. 13.41mm.

22) Buchholz relay of suitable size double float type with one set of contacts for alarm and the other set for trip, complete with shut – off valve on conservator side and flange couplings,. The contacts shall be wired up to the marshalling kiosk with weather proof cables in metallic conduits. A testing pet cock shall also be provided.

23) Dial type winding hot spot temperature indicator WTI for each winding with three mercury switches responsive to the combination of top oil temperature and winding current complete with the required current transformers on the main windings, image coils, temperature detectors, oil capillary tubing for measuring the hottest spot winding temperature, heater resistors, etc., to be mounted on the transformer cubicle. The contacts of the WTI will be used for remote alarm and tripping and shall be wired up to a terminal block in the transformer marshalling kiosk. The WTI shall have inter-phasing with two outputs of 4-20MA, one output connected to repeater and another to SCADA.

24) Repeater for WTI for mounting on the main control board, working as an extension from the dial type WTI with a switch to connect either of the WTI’s for the measurement of the winding temperature of HV or LV at a time would be supplied.

25) Tank mounted/Floor mounted weather proof and vermin proof marshalling box with hinged door and padlock for housing control equipment and terminal connections.

26) Rating, diagram and terminal marking plate.27) Valve schedule plate.28) Off circuit tap changing gear.

3.13.00 PROTECTION:The transformers are supplied with inbuilt protection as are required for the satisfactory operation. These protections will generally comprise detecting and actuating devices for external alarm/tripping for the following conditions:i) Buchholz alarm and trip for incipient faults.ii) Oil and Water flow Indicators with one contact for alarm.iii) Low and high oil level for the transformer conservator for alarm.iv) Thermal alarm and trip for both oil and winding temperature.v) Necessary thermal overload relays for oil motors.vi) Pressure relief device with trip contact for transformers.vii) Overall Differential protection and restricted earth fault

protection.

3.14.00 POWER SUPPLY TO AUXILIARIES:

3.14.01 A.C. supply to auxiliaries shall be 3ø, 4 wire, 50 cycles + 3/-5%, 415/240V ± 10%, with grounded neutral from the station auxiliary

transformer. All electrical equipments such as motors, heaters, illuminating lamps, etc., would be suitable for the above A.C. supply.

3.14.02 DC power supply shall be at 110V ± 10%, from the switch yard battery through DC auxiliary switchboard. All indicating lights, alarm and trip devices shall be suitable for the above D.C. supply.
