Introduction

Main feature of smart cities is to enable delivery of key

services based on real time demands /needs such as :-

• Utility services like power, water and garbage collection.

• Delivery of government schemes and developmental programs.

• Safety and security.

• Access to information such as real time traffic updates, transportationavailability, various delivery services.

• Medical and emergency management.

• E-governance related activities.

Core Hurdles

• Capital intensive investment in technological

infrastructure.

• Lack of policy framework to enable next generation

technologies.

• Need for unified and standardised protocols for

technological implementation.

• Lack of trained personnel to implement frameworks that

will be designed in near future.

Facilitator- Smartphone

• India ranks 3rd among top countries for smartphone users

with an estimated 117 million subscribers, behind only China

and United States.

• According to latest ‘Internet trends 2014’ report by Mary

Meeker, partner of venture capital firm Kleiner Perkins Caufield

& Byers (KPCB) growth of smartphone subscribers in India in

2013 stood at 55%, which was fastest among top 30

smartphone markets. According to report, smartphone

subscribers’ base in India was estimated to grow at 45 % in

2014.

• Eyewatch platform leverages this resource enabling evidence along with

data from grassroots level.

• Eyewatch enables India to conduct a census with photographic proof of

entire family as well as their location.

• Eyewatch brings in large amounts of accountability of those actually

collecting this information.

• Inspectors, assessors, surveyors and other authorised representatives of

government to have Eyewatch enabled mobile phone which is customised

for e-governance.

Back End Support System (BESS) – Reference number is

generated for each individual which can be added to the actual

application under relevant scheme. Reference number is a unique

identifier which can be verified using facial recognition softwares.

BESS will be able to do the following:-

• Identify mismatch in photographs of a candidate.

• Identify multiple uses of a photograph under different names.

• Cross verify if a candidate is on a negative list or a known criminal.

• Segregation of data as required by Centre/State goverments.

• Intelligent routing and notification of mismatches.

• Customised reports as required at different operational levels.

Police Application

• Can replace 100 as an advanced emergency response system.

• Identify suspects, known offenders and outstanding warrants.

• Can be used to log and catalogue investigations by InvestigatingOfficers through a dedicated server.

• Citizen tool to be eyes and ears of the police.

• Beat Police route management tool.

• Remote e-FIR registration system.

• Mobile phone based easy to use data collection and data transfer on

Eyewatch platform.

• Real time information uploaded straight to dedicated server.

(CCTNS for example).

• Remote tracking of user can also be carried out.

• Updating real time information is possible.

• Control Centre based on Eyewatch platform can monitor remotely track

multiple incidents.

• Daily remote visual supervision of work is possible.

• Designated authority may be detailed to send work progress photographs asroutine updates.

• Eyewatch based application can acquire video/photograph of site locationalong with GPS location on map.

• Subsequent payments can be linked to actual progress of project.

• Provides a tamper proof verification tool to track implementation andprogress for schemes like NREGS, SGSY, etc.

• Solution for “Crowdsourcing” of alert Citizens to assist administration insurveillance and auditing of civic services such as garbage collection,tampering of electrical wires, open manholes, etc.
