• In 2003, harmonisation of registration certificates in Europe

(directive 1999/37/EC)

• Smart registration certificates provided for in directive (annexe)

• The Netherlands opts for paper

- Insufficient know-how

- Not yet familiar with the technology

- Insufficient implementation time in directive

- Other priorities

• Driving licence given higher priority

• 2006 successful implementation of

New Driving License Document

• Completion of other major projects

• The time is ripe for study into smart registration certificates

Why and why now ?

• Follows on logically from implementation driving licence

• Technology more advanced than in 2003 (development of standards)

• Growing demand for more info (including environmental aspects)

• Register given primacy, the paper document subordinate

• Smart registration certificate is the key to the register

• Improved safeguards against (export) fraud

• More expertise accumulated (technical and process)

• Social requirement for the replacement of paper (e-government)
