Larry Casey, LEED AP, CPSMSenior Vice President, Skanska USA Building Inc.

Larry Casey is responsible for business development, marketing, and national accounts forSkanska USA Building, based in the company’s Greater Washington, DC, operations. Mr.Casey has served in various positions in the real estate industry over his 32-year career,working for national companies such as Centex, Gilbane Building, and Skanska. He is amember of the executive leadership team of Skanska USA Building, a Global Fortune 500,$19-billion-a-year international builder and developer with more than 53,000 employeesworking in Europe, Latin America, United States, and Canada.

Mr. Casey is active in several industry organizations including ULI, NAIOP, DBIA, COAA,CMAA, SMPS, and CURT.

He is a graduate of Virginia Polytechnic University with a B.S. in building construction. Hereceived his MBA from Nova Southeastern University and completed an executivemanagement program at IMD in Lausanne, Switzerland. Mr. Casey is an adjunct professor atGeorgetown University and Florida International University in real estate and constructionmanagement.

Janice L. TuchmanEditor-in-Chief, Engineering News–Record

Editor-in-Chief Jan Tuchman directs the editorial operations of the Engineering News–Recordenterprise—delivering news and analysis online, in print, and in person at events. She workson strategic planning and develops new editorial products, projects, and issues.

In 2002, she became only the sixth woman to be elected to membership in “The Moles,” aprestigious heavy-construction industry leaders organization. She has been elected a trustee ofthe SMPS Foundation, and she serves on the Industry Advisory Committee of the Departmentof Civil Engineering at Columbia University. She co-authored a book on Exposed Structure inBuilding Design and won McGraw-Hill Corporate Achievement Awards for InformationTechnology and Editorial Excellence. She appears frequently at industry events, includingMcGraw-Hill Construction’s own Global Construction Summit.

Ms. Tuchman earned bachelor’s and master’s degrees in journalism from the University ofColorado in Boulder.

Luncheon Keynote SpeakerJames ChungPresident, Reach Advisors

James Chung is President of Reach Advisors, a strategy and research firm focused onemerging shifts in the consumer landscape. Reach Advisors serves some of America’s mostprominent developers, master-planned communities, land conservancies, and municipalities, aswell as civic institutions involved in culture, historic preservation, and healthcare.

Prior to launching Reach Advisors, Mr. Chung founded a targeted media and research firm,which he eventually sold to a Fortune 200 company, and he served at Leo Burnett, one of thenation’s leading ad agencies. Mr. Chung earned his AB and MBA degrees from Harvard.

Mr. Chung’s work is featured regularly at the annual conferences of ULI, Big Builder, NAHB,American Association of Museums, and PCBC. He is a writer, analyst, and source for mediaorganizations ranging from The New York Times, The Wall Street Journal, Urban Land, andMuseum, to NBC Nightly News.

Peter ArnVice President, Capital Improvements and Campus Services, LifeBridge Health

As the Vice President of Capital Improvements and Campus Services, Peter Arn directs theplanning and management of all capital improvement projects across the LifeBridge Healthsystem. The areas include project planning, capital programming, space utilization, real estateand property management, design and construction, safety, environmental compliance, fire andlife safety/compliance, and transportation.

Mr. Arn’s background and experience include public service and facilities positions at theUniversity of Pittsburgh Medical Center, University of Virginia, and United States Navy.Combined, he has more than 25 years of experience in the facilities and public worksmanagement profession.

He earned his master of science degree in civil engineering and construction managementfrom Georgia Institute of Technology and a bachelor of science degree in civil engineeringfrom the University of Santa Clara.

LifeBridge Health is a regional health organization, which includes Sinai Hospital ofBaltimore, Northwest Hospital Center, Levindale Hebrew Geriatric Center and Hospital,Jewish Convalescent & Nursing Home, and related subsidiaries and affiliates. LifeBridgeHealth was ranked 96 on Fortune Magazine’s 2010 list of 100 Best Companies to Work For.

Michael G. Ensch, SESChief, Operations and Regulatory Community of Practice,U.S. Army Corps of Engineers

As the Chief, Operations and Regulatory Community of Practice, Michael Ensch oversees thenational program for Operations and Maintenance of Navigation (locks, dams, channels, andharbors), Hydropower (facilities which constitute the largest electrical production capacity inthe United States), Environmental Stewardship (natural resources and recreation), andRegulatory (wetlands protection including Sections 10 and 404 permits). These nationalprograms include 375 dams; 74 hydro plants; 11.7 million acres of land and water; 25,000 miles ofinland channels; 102 deep draft harbors; and 655 other harbors. The annual budget for theseactivities exceeds $2.0 billion for operations and maintenance. In addition, Mr. Ensch is theRegional Integration Team Leader for the Great Lakes and Ohio River Division of the Corps.

From June to December 2008, he served as Programs Director for the Gulf Region Division,U.S. Army Corps of Engineers, Baghdad, in support of Operation Iraqi Freedom where he leda team of over 225 Joint-Service Military, civilian, and contract personnel involved in totalproject management of a $2.3 billion Reconstruction Program, with nearly $200 million inmonthly placement.

Mr. Ensch also served as Chief, Operations Division for the Corps Nashville District inNashville, TN, from 1999 to 2007. He came to Nashville from the Corps Fort Worth, TX,District where he served as Assistant Chief, Operations Division from 1996 to 1999 and Chief,Technical Support Branch from 1992 to 1996. His other Corps experience includes serving asProgram Manager for Task Force Restore Iraqi Oil in Baghdad in 2003–04 and Team Leader–Operations, Joint Task Force Katrina J7 Engineer, Camp Shelby, AL, in 2005.

Mr. Ensch received a bachelor’s degree in natural resources/park administration from KansasState University. He is a graduate of the Headquarters, U.S. Army Corps of EngineersExecutive Development Program for Engineers and Scientists.

Jim McDonnell, P.E.Program Director, Engineering, American Association of State Highway andTransportation Officials

As AASHTO’s Program Director for Engineering, Jim McDonnell directs a staff of eightengineers in the coordination of programs and the development of technical standards andguidance for highway design, construction, maintenance, and operations.

Mr. McDonnell also serves as the staff liaison to AASHTO’s Standing Committee onHighways and Standing Committee on Research; oversees AASHTO’s engineering technicalservice programs; and coordinates technical activities between AASHTO’s engineeringcommittees and related outside organizations, such as the American Council of EngineeringCompanies, Associated General Contractors of America, and the American Road andTransportation Builders Association.

Prior to working for AASHTO, Mr. McDonnell worked for the North Carolina DOT and as anengineering consultant doing planning and traffic engineering design work. He holds abachelor of science degree in civil engineering from Duke University.

David L. RichterPresident and Chief Operating Officer, Hill International

As President and COO of Hill International, David Richter has management responsibility forall of Hill’s business operations, as well as oversight of the administration, human resources,information technology, marketing, and legal departments. Mr. Richter was President of Hill’sProject Management Group from 2001 to 2004, Senior Vice President and General Counselfrom 1999 to 2001, and Vice President and General Counsel from 1995 to 1999. Mr. Richteralso has been a member of Hill’s Board of Directors since 1998. Prior to joining Hill, he wasan attorney with the New York City law firm of Weil, Gotshal & Manges, LLP.

Mr. Richter is a member of the Young Presidents’ Organization and the Board of Trustees ofthe Southern New Jersey Development Council and a past member of the Board of Directorsof the Construction Management Association of America.

He has been named to “40 Under 40” lists of distinguished young professionals by BusinessNews New Jersey (2002), Philadelphia Business Journal (2005), and Building Design &Construction (2006). In 2003, he was selected as a prestigious David Rockefeller Fellow bythe Partnership for New York City. In 2007, he received the Global Excellence Award from theSociety of Indo-American Engineers and Architects of New York.

Mr. Richter earned his B.S. in management, B.S.E. in civil engineering, and J.D. from theUniversity of Pennsylvania. Richter has been admitted to practice law by the bars of NewYork, New Jersey, U.S. District Court for the District of New Jersey, and U.S. Supreme Court.

Thomas Z. Scarangello, P.E.Chairman, Thornton Tomasetti

Mr. Scarangello has more than 25 years of experience in the structural engineering of a widevariety of building types, from long-span sports and entertainment arenas and stadiums, tohigh-rise commercial and mixed-use buildings, in both steel and concrete. He has expertise inthe application of state-of-the-art engineering technologies for building analysis, design, andconstruction, including project delivery strategies. Mr. Scarangello has been instrumental inThornton Tomasetti, becoming a leader in building information modeling. A registeredprofessional engineer in 27 states, he has published numerous papers, authored many articlesand publications, and served as an expert witness.

Mr. Scarangello was named one of the “Top 25 Newsmakers of 1996” by Engineering News–Record for his work on the Gaylord Entertainment Center in Nashville, TN. He has givenguest lectures and served as an adjunct professor at Manhattan College. He receivedbachelor’s and master’s degrees in civil engineering from Manhattan College and aprofessional mechanics degree in the Ph.D. program of Columbia University, New York City.

Les Shepherd, AIA, LEED APChief Architect, U.S. General Services Administration

Les Shepherd is the Chief Architect for the U.S. General Services Administration (GSA) where heserves as the Senior Advisor to the Administrator of GSA and Commissioner of the PublicBuildings Service on federal architecture, design, and construction policy and innovation. Currentdesign and construction work in progress consists of more than 350 projects with a value in excessof $17 billion, which are executed through 11 GSA Regional Offices.

Prior to joining GSA, Mr. Shepherd ran his own design firm in Albuquerque, NM. He is alicensed architect and a LEED Accredited Professional.

In 2010 Mr. Shepherd received the prestigious Thomas Jefferson Award for public-sectorarchitects from the American Institute of Architects. The Thomas Jefferson Award recognizesexcellence in architectural advocacy and achievement.

Mr. Shepherd received his professional degree in architecture from Texas Tech University.

Jim Slack, Jr.President, Slack & Co. Contracting, Inc.

Mr. Slack has been President of Slack & Co. Contracting, Inc., a civil contracting firm inHouston, since 1992. Under his direction, Slack & Co. has earned the reputation as arespected and preferred specialty contractor and has been ranked on Engineering News–Record’s Top Specialty Contractors List multiple times. The company’s notable work includesprojects at Texas Medical Center, Port of Houston, and Rice University as well as for TxDOTand METRO. This year, Slack & Co. has begun the process of expanding its operation toinclude the San Antonio area.

Mr. Slack currently serves as Chairman of the Specialty Contractors Council of the AssociatedGeneral Contractors of America. As Chairman, Mr. Slack provides vision and leadership to thecouncil as it works to fulfill its mission of being an advocate and resource for the more than13,000 specialty contractor firms in the organization. The council is also working with generalcontractor members and divisions to improve relationships with specialty contractors and findsolutions to the issues that affect the entire construction industry.

In addition to his involvement with AGC, Mr. Slack is President of the Houston ContractorsAssociation and Past President of the American Subcontractors Association Houston Chapter.He has participated in several Engineering News–Record specialty contractor roundtablediscussions, been quoted in the Wall Street Journal, and been featured in Constructor.

John P. TarpeyRegional CEO–North Region, Balfour Beatty Construction

Mr. Tarpey leads Balfour Beatty’s expansion throughout the northern United States andCanada and ensures superior client service. With 30+ years of construction experience, he ispassionate about leadership development, partnering, design-build, and company culture; hespeaks frequently at universities and industry conferences.

Mr. Tarpey holds a B.S. in civil engineering from the University of Massachusetts and is agraduate of the executive program of the University of Michigan. Professional recognition andaffiliations include Engineering News–Record Newsmaker, American Institute ofConstructors’ Walter A. Steven C. ThweattAssociate Vice President of Planning, Design, and Construction, Emory University

Steven Thweatt was appointed to the position of Associate Vice President of Planning, Design,and Construction in March 2007 to manage Emory’s aggressive $4 billion capital constructionprogram. Previously, Mr. Thweatt had served as Campus Architect and Director of FacilitiesPlanning, Design, and Construction for the University of Colorado at Boulder and as theDirector of the Facilities Design Office and Assistant Dean of Facilities at Duke University.

A licensed architect in Georgia, Louisiana, North Carolina, and Colorado, Mr. Thweatt hasworked on projects totaling over $14.5 billion spanning a 37-year career in architecture andconstruction, the last 22 years in higher education. He was Principal in his own architecturaldesign firm with concurrent duties as Vice President of Barton & Associates ConstructionManagers in 1979. He earned a bachelor of architecture from LSU.

Mr. Thweatt also has 20 years of combined experience as an adjunct faculty member at theUniversity of Colorado, University of Denver, and North Carolina State University and is apermanent faculty member of the Facilities Management Institute of the Association of HigherEducation Facilities Officers in the areas of architectural professional practice, projectbudgeting, sustainability design, and design project management. He is an active member ofSCUP, NCARB, and APPA and Past President of the Association of University Architects.

Doug Wignall, AIA, NCARB, LEED APInternational Director of Healthcare, HDR Architecture Inc.

As Senior Vice President and International Director of HDR Architecture’s Healthcareprogram, Doug Wignall has a strong understanding of the issues surrounding the delivery ofhealthcare in today’s society. With 18 years of experience in healthcare facility planning,design, and project management and coordination, he has been instrumental in the growth ofthe program’s presence throughout the United States and abroad, including Canada, CentralAmerica, and the Middle East. He is responsible for HDR’s involvement in the design of alltypes of healthcare facilities, including acute care centers, ambulatory care centers, specialtycenters, replacement hospitals, campus master plans, and academic medical centers.

Mr. Wignall has received numerous industry awards including his most recent recognition onthe Healthcare Design list of “The Most Influential People in Healthcare Design.” He ledHDR Architecture’s role as the sponsor of the new Graduate Program in Healthcare Design atthe University of Nebraska–Lincoln. He is a vocal advocate for the continual growth of thefirm’s intellectual and design capital. He has encouraged HDR’s participation in PracticeGreenhealth and as an Advocate Firm for the Evidence-based Design Accreditation andCertification Program with The Center for Health Design.
