REGULAR COUNCIL MEETING
JANUARY 21 1987
Mayor Laginess called the Regular Town Council Meeting to order
at 601 PM
SILENT PRAYER
PLEDGE OF ALLEGIANCE TO THE FLAG

REGULAR BUSINESS
1 Consent Agenda Councilman Gage made a motion to approve allitems listed for the Consent Agnda specifically agen3a items
23471011 12 seconded by Councilwoman Buchanan The motion
was unanimously approved
5 Environmental Waste Franchise The Council agreed that there
were several unanswered questions pertaining to the Environmental
Waste Systems proposal and a follcwup meeting with Mr Schnitius
would be necessary Councilman Gge made a motion to have a
meeting on January 28 1987 t 6 PM There was no second
Councilwoman Dumka made a moticn to appoint Councilman GageChairman of a committee to resolve the problems with the
franchise proposal seconded by Councilman Plaster The motion
was unanimously approved Ccuncilman Gage invited all
Councilmembers to attend the meeting at 6 PM January 28 1987
6 Laguna Landing Project There was no additional information
available on this project at this time
8 Panhandle Animal Welfare Socieilr The Council expressed their
concern with the rabies situation and the potential for another
rabies alert in the future Increased communications with PAWS
and the Okaloosa County Health Department are necessary alongwith a program to keep our citizens informed

9 KSD Statement Councilman Ske11y discussed his meeting with
Mr Kendrick and presented the Cowns options as he saw them A
continuing point of concern was the blank contract and anyamounts due for work accomplished to date Attorney McInnis
expressed concern that if the Town agrees to the contract and
signs it the Town will then be obligated to compensate KSD for
their work Councilwoman Dumka macie a motion to table the matter
indefinitely The motion was noi seconded Following a lengthydiscussion Councilman Skelly madE the following motion That the
Town Attorney be directed to meet with Mr Kendrick to offer a
figure of 100000 for plans in the possession of the Town and
such compensation to be made as follows9 If the plans are used
as the substantiation for a feasibility study full compensationof 100000 will be issued forthwith B If the plans are usedin the final construction phase of a new Town Hall at any pointcompensation will be issued in the amount of 100000 plus400000 additional to KSD C If plans are not used at all in
feasibility study no compensatian to be issuedD If plans are
used in the construction phase bu by a separate architect firma letter of release to KSD is issued eradicating their liabilityfor said plans Councilwoman Dumka seconded the motion At the
suggestion of the Attorney Councilman Skelly amended part B to
state that KSD would complete the plans for constructionseconded by Councilwoman Dumka Zhe Mayor called for a roll call
vote on the amended motion and the motion was unanimouslyapproved

1 Administrative Committee No Report2 Finance Budget Committee No Report3 Comprehensive Plan Committee Councilman Plaster called
the Councils attention to the Evaluation Appraisal Report andthe fist steps set forth for the plans preparation He asked
Councilwoman Buchanan and Councilman Gage to serve on thiscommittee with the first meeting being at 5 PM February 111987
CORRESPONDENCE None
CLERKS REPORT The Clerk advised the Council that complaintshave been received about automobile painting being done at
Greens Auto Clean They have been advised that they can not be
issued an occupational license for painting until they complywith the fire codes for a painting facility and if they continueto paint their insurance may be invalid I have notified the
insurance agent of this matter
