Solids handling and storage
How do we protect the surface water?
Mr. Paul Bakker
Permits and solids storage2 8 septermber 2010Rijkswaterstaat
Introduction
• Directorate for Public Works and Water Management (Rijkswaterstaat = RWS)Part of the Ministry of transport, public works and water management
• 10 Regional directorates, South Holland • Department Authorization of South Holland
- 106 IPPC-companies emitting towards surface water- around 800 companies in total emitting towards surface water

Water Policy in the Netherlands
Dutch legislation: Waterwet: Surface Waters Pollution Act (2009)
– No discharge allowed without a permit (general rule)– You request for permission to discharge wastewater.(permit)
» Refineries» Chemical industries» Energy sector » Waste processors» And so on.

General Emission Immission Approach
General approach: gather informationabout the quality of the discharge
• The assessment of the factory and the sewage system with regard to the Best Available Techniques (BAT) – BAT is described in the IPPC-
documentation.• The assessment of the residual
emissions with the Immission Test.
• Permit with regulations.

How is this reflected to EMO?
– Emo is no IPPC company.
– There is still the obligation to have a permit
Exception
– General environmental rules (AMvB Guidelines).

AMvB Guidelines
• General guidelines for a group of companies with the same discharges to the environment or a specific sort of wastewater discharge.
• Examples for the discharge of wastewater are:– Handling and storage of solids.– Domestic wastewater– Rainwater– Small heat discharges from cooling systems

Why general guidelines?
About 130 companies in the Netherlands for which the handling and storage of solids is the core business.

AMvB
To regulate a group with the same wastewater discharges we need requirements with give the room to operate a business but also protect the environment.
Therefore the AMvB consists of 2 types of regulations:
– Discharge requirements for the wastewater.
– Good-housekeeping.

• Example of the wastewater discharge for the H&S sector.

Good housekeeping 1
Two examples of good housekeeping:
The distance between the ship and the wharf has to be as small as possible to prevent diffuse discharges.

The difference between a permit and general rules.Permit• No discharge without a permit.
– No unless
• Getting a permit takes 6 months. – Extensive citizen participation
• Difference between companies
• BAT is a part of the considerations in the permit.
• Immediate control
General rules• Discharge accepted unless the
consequences are to great.– Yes unless
• After notifying you have permission.– No participation for citizens
• Everyone has the same guidelines
• BAT is included in the general guidelines.

Conclusion
Why should we do it?• Less bureaucratise than a normal permit.• Uniform guidelines. • BAT is defined, no discussion.
Potential risk.• No immediate control.• Less local considerations.• No citizen participation.
