  • Foreword TheformulationoftheNationalDevelopmentStrategy(NDS)isoneofthekeyexpectedoutputsoftheMinistryofDevelopmentPlanningandAidCoordinationaswestriveforendurance and nation building of our country, Solomon Islands. In 2010 theMinistrywas tasked to prepare aNationalDevelopment Strategy to replace theMediumTermDevelopmentStrategy20082010.Whilst thepreviousStrategy focusedonaMediumtermtime frame, theNDS ismorelongterminnaturecoveringaperiodof10years.ThisStrategysetsoutaframeworkforDevelopment Programmes in Solomon Islands and the basis for dialogue with ourDevelopment Partners and stakeholders for support and implementation of the NDSpriorities in the next 10 years. The Solomon Islands National Development Strategy20112020isintendedtobeacatalystfordevelopmentinthenext10yearsinanefforttoachievethegoalsofSolomonIslandsdevelopmentagenda.ThisNDS is focusedonSolomon Islandsasaunitednation in itsdiversity,hence theNational Vision AUnitedandVibrantSolomon Islands. The strategy embodies theaspirationsandhopesof thepeopleof Solomon Islandswith theoverarching themeTobuildBetterLivesforallSolomonIslanders

    ItmustbestronglyemphasisedherethatachievementoftheObjectivesandGoalsoftheNationalDevelopmentStrategywilltaketimeandwillrequiretheconcertedactionsofallofusonmanyfronts.ReformsarekeystosuccessfulimplementationoftheStrategyandallSolomonIslandersshouldworktogetheratalllevelsofoursocietiesandgovernmentsifwewanttoseeandenjoyrealdevelopmentresultsinSolomonIslands..TheNDSalsounderlinestheimportanceofgoodgovernanceandpublicsectorreforms.Good Governance, credible and stable policies are fundamental conditions for privatesectorgrowth.ThePublicSectorReformProgramwillimpartaclearsenseofdirectionson our public service, improve accountability and enhance the efficiency of servicedelivery. Fiscal governance is critical for achieving the goals of the NDS and theGovernmentsexpenditureprogramwillbedrivenbytheStrategy.Effective implementation of the NDS all depends on the clear instructions andunderstandingbyourpoliticalleaderships.Byenteringintostrategicpartnershipwithour key stakeholders, implementation and ownership will be strengthened. Thepartnershipwithdevelopmentpartners,provincialgovernmentsandotherstakeholderswill be crucial. Given that governments at all levels face financial and capacityconstraints,ourdevelopmentgoalswillonlybeachievedifwepoolourresourcesandworktogether.ToensurestrongownershipoftheNDS,theMinistryofDevelopmentPlanningandAidCoordination has taken a broad consultation processwhich includes the GovernmentAgencies, Non State Actors, Civil Societies, Private Sectors and the ProvincialGovernmentsaswellastheDevelopmentPartners.Tothiseffect,muchappreciationisgiventothosepeoplewhohavesacrificedtheirtimetoparticipateintheconsultations,providemore information, guidance and comments to our Teams.At this juncture onbehalf of the Government of Solomon Islands I wish to thank you all for all yourcontributionsandinsights.I would also like to recognize and appreciate the contributions from the AsiaDevelopmentBank for its financial supportand technical inputs in the initialphaseofthisStrategyuntilitscompletion.Ialsowishtoacknowledgethefinancialsupportthat

  • other development partners including the European Union also contributed to theMinistry in the consultationprocess.All theseeffortshave contributed enormously tothesuccessfulcompletionofourresponsibilitiesinthisregard.Finally but not the least, I wish to express my personal gratitude to my Staff of theMinistry of Development Planning and Aid Coordination for their commitment anddedication to finalize this document. They have contributed immensely and did sowillingly,despitemanydifficultycircumstancesandchallengesencounteredduringtheprocessofpreparing,compilingandfinalizationofthisNDS.Asanation,andhumanasweare,wehavemadeourshareofmistakes.Thetruetestofthequalityofournationhowever,isitsabilitytolearnfromitspastandmoveforwardinapositiveandconfidentfashion.TheNDSisindeed,ourroadmapforthejourneythatliesaheadofusaswemapourcountry towards inclusivedevelopments thatwill takebettercareofourpeopleandimprovetheirlivelihoodsinasafeandstablesociety.With these few remarks, I dedicate this National Development Strategy and moreimportantlyitsimplementationtoallthepeopleofSolomonIslands.
