Trainees Hostel at TSG Training Center NTDC Gatti, Faisalabad2.3. PARTICIPANTS OF TSG TRAININGS

As per training policy of TSG, each O&M technical employee of GSO NTDCL/DISCOs will get skill enhancement training to become familiar with basic technical education as well as advanced technologies. Promotion criteria trainings are also necessary for carrier management affairs. Some of the DISCOs have established their own promotion criteria training centers so they do not send their staff for promotion criteria training to TSG, however, their GSO technical staff come to TSG for skill enhancement training. The entitlement level of participation in TSG trainings is as:a) For skill enhancement training; Junior Engineers/Assistant Managers and all subordinate technical staff of grid maintenance, grid operation, P&I and transmission line are entitled.

b) For promotion criteria training; All the grid maintenance, grid operation, P&I, transmission line personnel are entitled except the upper subordinate staff (SSO-I, LS-I, Test Inspector, etc.) promotion criteria training for promotion to Junior Engineer/Assistant Manager. Such upper subordinate staff will get promotion criteria training from Wapda Engineering Academy (WEA) Faisalabad till such alternate arrangement by TSG NTDCL. 2.4. SELECTION OF TRAINEESThe criteria for selection of the trainees is as under:

a) It is preferable that the employee nominated for training must have minimum prescribed educational qualification as per the service rules for his present post but not less than matriculation.

b) All officials working in workmen categories (BPS 5 to 15) like ALM, LM, Fitters, Electricians, Foremen, Line Superintendents, etc. who are uneducated / illiterate and not in possession of minimum prescribed educational qualification (as per their service rules) are eligible for training course. They are to be examined in their trade proficiency tests / practical tests. However, this test must also be supplemented with their performance and conduct during the training program.

c) For skill enhancement trainings, the employee should not be more than 55 years of age. The criteria behind is that the trainee would serve the company for a minimum further period of five years after return from training. For transmission-line skill enhancement trainings the preferable maximum age limit is 45 year because it require a sound level of physical fitness, especially for climbing towers and working aloft.

d) For promotion criteria trainings the prescribed maximum age limit as per service rules shall be applicable.

d) The participant should be a regular employee and not in contract stage.

2.5. JOINING INSTRUCTIONS FOR TRAINEESAs said earlier, TSG is operating three training centers, i.e. TSG training center NKLP Lahore, TSG training center Gatti Faisalabad, GSO training center Tarbela for covering the prescribed scope of skill enhancement and promotion criteria trainings. The participants from all over the GSO system attend their nominated training course at these training centers, and to avoid any inconvenience for themselves and also for the training centre management, they must follow the joining instructions as given below while joining the training course.2.5.1. General instructions

a) The training courses will commence as per schedule in the Annual Plan for TSG trainings. The trainee may arrange their departure from their place of posting as per schedule mentioned in their nomination letters so as to reach his relevant training center well in time.b) The trainees will report arrival at training center at office start time on the course starting date.c) For the out-station participants, the hostels of training centers will be opened from the day before starting date (afternoon) to receive the participants. The participants should contact the hostel attendant for allotment of room in hostel.

d) The participant joining the course late by more than three days would not be allowed to attend the course and would be returned to his parent office, that too applicable in case of change in nomination.

Note. For any query the participant may contact Course Manager & Deputy Manager.2.5.2. Facilitiesa) Each participant shall be provided a shared furnished accommodation in hostel excluding towels, bath soap, and other items of his personal use, etc.

b) Postal address of the training center/hostel is as under:

During the training course and instructional visits, spouses and family members are not allowed to accompany/stay with the participants.c) During the training course, official transport will be made available for participants for training activities only.

d) The period of training will be treated as on duty.

e) The participants will draw their pay & allowances from their parent office in the normal manner throughout their stay at training centers.

f) All expenses like messing allowance (as admissible as per company rules), tuition fee, books, boarding & lodging, TA/DA for joining and departure from training center, for tours at training center, etc. will be borne by his parent office-OR- as applicable in case of training charges payment rules.

g) WAPDA medical facility will be admissible as per the entitlement of the trainee and as applicable as per the training center practice.

2.5.3. Discipline and Dress normsDuring the training period, Chief Engineer TSG is the competent authority of the trainees. Generally, all NTDC rules and regulations are applicable.a) Discipline: Training demands self-discipline, total commitment, concentration and complete attention towards all activities. Punctuality and discipline are mandatory and should be adhered to by all concerned in true spirit during the training. Any violation of the discipline will be seriously observed.b) Leave: The training courses require whole time availability of participants. No leave is ordinarily allowed to any participant during the training course except in case of emergency or special circumstances.c) Registration: The registration form will be provided which is to be filled by the participants at the time of reporting for training course. The participants are required to bring along with them two passport size photographs and two copies of CNIC for registration purposes.d) Dress: Proper dress during training hours as well as in the mess is compulsory, which will be observed seriously. Dress for class room should be shalwar Kameez, Dress Pants and Shirts, etc. Dress for practical work/on-job training should be Pant Shirt/Overall coat/Dangri (loose clothing is a hazard while working on machinery). e) Use of mobile phones in class is strictly prohibited.2.6. STRATEGY OF TRAININGS AND TRAINING SCHEDULES2.6.1. Strategy of Training

Because of the typical design of skill enhancement trainings in Grid Maintenance and P&I disciplines, these trainings are spread over GSO Training Center Tarbela and TSG Training Center NKLP Lahore. Transmission Lines skill enhancement trainings (Dead line and Live line) are conducted complete at GSO Training Center Tarbela.

Grids operation and maintenance Promotion Criteria Trainings are conducted TSG Training Center Gatti, Faisalabad. Transmission Lines and P&I promotion criteria trainings are conducted at TSG Training Center NKLP Lahore.All the training courses are not conducted simultaneously but on turn-by-turn bases due to the limitations of trainers and training facilities. The annual schedules of all trainings are prepared and implemented regularly. The detailed strategy of TSG trainings is described as below: i) Grid maintenance skill enhancement training course has two semesters. The first semester comprises equipment theory and workshop practical and held at GSO training center Tarbela. The second semester comprises on-job field training and is held at TSG training center NKLP Lahore.The training course has been designed with duration of 26 weeks (1st semester of 13 weeks, 1-week semester break and 2nd semester of 12 weeks) and the 10 number of participants.

ii) Protection and Instrumentation (P&I) skill enhancement training has two semesters. The first semester comprises protection relays theory and laboratory practical and is held at GSO training center Tarbela. The second semester comprises on-job field training and is held at TSG training center NKLP Lahore.

The training course has been designed with duration of 32 weeks (1st semester of 17 weeks, 1-week semester break and 2nd semester of 14 weeks) and the 10 number of participants. iii) Transmission line (dead-line) skill enhancement training has only one semester. The training course has been designed with duration of 12 weeks and the 10 number of participants. The complete training is held at GSO center Tarbela.iv) Transmission line (live-line) skill enhancement training has only one semester. The training course has been designed with duration of 14 weeks and the 10 number of participants. The complete training is held at GSO center Tarbela.v) Grid maintenance promotion criteria training have only one semester of 6 weeks and 10 number of participants. The complete training is held at TSG training center Gatti, Faisalabad.vi) Grid operation promotion criteria trainings have only one semester of 6 weeks and 10 number of participants. The complete training is held at TSG training center Gatti, Faisalabad.

vii) Transmission lines promotion criteria trainings have only one semester of 6 weeks and 10 number of participants. The complete training is held at TSG training NKLP, Lahore.viii) P&I promotion criteria trainings have only one semester of 6 weeks and 10 number of participants. The complete training is held at TSG training NKLP, Lahore.

2.6.2. Training schedulesThe schedule of each of the trainings imparted by TSG will be prepared and published in Annual Plan for TSG training for each calendar year. 2.7. EXAMINATIONS, GRADING AND EVALUATIONThe guidelines for TSG training examinations, grading and evaluation of each individual trainee are given as below:a) At the start of training all individual trainees will undergo a pre-training written test to evaluate the knowledge level of the each individual trainee for comparison and evaluating his achievement at the end of training. b) At the end of training all individual trainees will undergo the final written test and practical tests as applicable in addition to the internal tests (Weekly/by-weekly test (objective/MCQ) as applicable.c) At the end of training, each individual trainee will give his comments on the training quality, facilities, performance of the instructors, etc. dully filling the set of evaluation sheets.

d) All individuals will be graded according to the aggregate of marks secured in theory and practical as applicable. Besides this grading the participants during skill enhancement training courses will be assessed for instructional aspects through lectures on the subject already covered during the course, presentation of the assignments, tour reports, any research paper, etc. Their suitability as an instructor in TSG will also be marked in the grading sheet. For posting in TSG the HR department will ensure that only those officers/officials are posted as technical expert/training instructor who obtain minimum B+ grade and has been recommended as fit for instructor. The detail of grading system is given in the table below:

e) The individuals who secure aggregate marks of 80% and above would be awarded one (1) point while calculating over-all scores of ACRs. The grant of one advance increment is admissible to the trainee who stands 1st with aggregate marks of 80% and above in any training course of at least eight weeks or above duration for officers and six weeks or above duration for officials.f) The minimum pass percentage in training courses is 45%. All those students who do not score at least 45% marks at training centers would be declared FAILURE. g) The trainee, who does not pass the final examination of the course in the first attempt, will be given one chance to appear at his own expenses in the next coming final examination of the similar training. Failing again in the chance examination, the trainee will be debarred from the training program and declared unfit for the consequent benefits of the training and given 3 marks penalty for promotion purposes.h) Exemption for appearing in a particular examination will be allowed on the following grounds and that particular chance will not be considered for count down of the one chance:

- If a candidate, falls seriously sick on the date of commencement of examination and produce a certificate from WAPDA hospital,- On account of death of close relative like, father, mother, brother, sister, husband, wife or child on the date of commencement of examination. The trainee will produce death certificate of local councilor,- Performance of Haj. Approval of the competent authority will also be required,- Because of force majeure incident,i) Trainees in BPS 5-10 are allowed to solve paper in Urdu,j) Any participant missing the study days by more than 10% in a course would be returned ungraded.2.8 TRAINING QUALITY AND TRAINERS EVALUATION

For evaluation and improvement of the training quality and performance of the trainers, TSG has introduced a new system of evaluation agreed by the consultants of AKC/JICA to achieve and maintain a good quality and standard of its trainings. This evaluation system has been designed not only to evaluate the quality of trainings and training facilities but also of the trainers performance. For this purpose a set of evaluation sheets has been designed not only to get direct feedback from the participant trainees but also from their supervisors. After obtaining the feedback, the information data will be processed further to develop concluding indicators and graphic tables to know about usefulness of the training courses and performance standard of training instructors.2.8.1.
