Introduction
This plan outlines Deepwater Wind South Forkrsquos (DWSF) strategy for informing seeking input from and partnering with the commercial and recreational fishing industries to ensure that fishing and offshore wind development can co-exist in the decades ahead DWSF strives first and foremost to create a collaborative relationship with the commercial and recreational fishing industries so that we can use the ocean and port resources in ways that are mutually beneficial We are committed to communication that helps avoid conflicts in use wherever possible by providing multiple pathways to communicate our day-to-day activities navigational safety information and the activities of our contractors In addition the plan lays out our financial compensation policy where interactions between the fishing industries and project activities or infrastructure cause undue interference with fishing access transit or gear (see Appendix F)
The plan builds on the best practices outlined by the Bureau of Ocean Energy Management (BOEM) for communicating with the fishing industry and provides specific steps and procedures for implementing them DWSF has used our experience from Block Island Wind Farm (BIWF) the first operational offshore wind farm in the US to learn from and continuously improve on our engagement with commercial and recreational fishermen
A key element of our outreach is the appointment of the Fisheries Liaisons (FLs) and Fishing Industry Representatives (FRs) who are responsible for implementing much of the plan In the last 12 months alone DWSF has spoken with hundreds of fishermen through one-on-one meetings with FLs and FRs confidential interviews by independent stakeholder engagement experts open house port meetings from New Bedford Massachusetts to Ocean City Maryland attendance and presentations at the New England and Mid-Atlantic Fisheries Management Council meetings and meetings with state and portndashlevel fisheries advisory boards and working groups
In addition to our direct outreach to the fishing industries DWSF has undertaken one of the most ambitious research and monitoring plans to better understand the impact of our offshore wind projects on fish and fish habitatsmdashcommitting to a 6-year plan for pre-construction construction and post-constructionoperation monitoring DWSF uses independent experts to complete collaborative research on fishing vessels with the fishing industry DWSF has also taken the lead to explore a region-wide collaborative research and monitoring initiative which could become a first-of-its-kind joint effort by offshore wind developers in New England the fishing industry New England states and the federal government If successful this regional effort will help identify and prioritize crosscutting research questions around fisheries and offshore wind and will develop a shared research agenda that can be implemented on a regional scale with pooled resources
DWSF considers this a living document that will expand and evolve as we continue to learn and move through different phases of the project In addition to revising this plan DWSF will report every six months to BOEM on its outreach activities concerns raised and actions taken to address them in a format similar to Appendix D

I Description of the South Fork Wind Farm Project
The South Fork Wind Farm (SFWF) is a planned offshore wind farm located 30 miles east of Montauk that will consist of approximately 15 wind turbines and a subsea transmission system able to deliver clean energy to East Hampton New York A Power Purchase Agreement (PPA) for the SFWF power was signed with Long Island Power Authority in January 2017 Marine survey activities began in Summer 2017 Marine construction is planned to start 2021 Deepwater Wind South Fork (DWSF) currently envisions a North-South grid layout of the turbines in order to optimize access and navigation for fishing industry vessels However additional input is being gathered to inform the final turbine configuration and siting
II Purpose and Goals of Fisheries Communication and Outreach Plan
The SFWF Fisheries Communication and Outreach Plan outlines DWSFrsquos goals and approach to working with the fishing industry through all stages of development of the SFWF project beginning with the site assessment phase and continuing through decommissioning of the project
The overarching goals that shape the plan are
bull GOAL 1 ndash Increase trust confidence and understanding of the DWSF and BOEM wind energy development process and the role that the fishing industry will have in the process
bull GOAL 2 ndash Make fishermen and the fishing industry an integral part of the process so thattheir knowledgeexpertiseinterestsand creativity are reflected in decisions
bull GOAL 3 ndash Demonstrate that decisions are based on best available and most credible information and impacts on fishery industry have been fully considered and mitigated tothe extentpossible
bull GOAL 4 ndash Provide clear and reliable communication about the project to the fishingcommunities
bull GOAL 5 ndash Lay out a framework to promote coexistence and a formatto work throughdisagreements between the fishing communities and offshore wind development
Another key part of successful outreach has been the engagement and building of a multi-state network of Fisheries Liaisons (FLs) and Fishing Industry Representatives (FRs) to serve as the two-way channels of reliable and timely information exchange with the fishing industries Included in this plan is a detailed outline of the responsibilities and qualifications of the FLs and FRs
Many of the communication activities outlined have been underway since 2016 and many will be ongoing throughout the life of the project We indicate the status of ongoing and completed activities and will continue to update these in periodic reports to the Bureau of Ocean Energy Management (BOEM)

DWSF has hired two FLs and a number of FRs selected by the fishing industry who have been actively engaged with the fishing industry about the SFWF since 2017 Below is a graphic explaining the reporting relationship between FLs and FRs and DWSF followed by a description of the roles and responsibilities of both Contact information for current FLs and FRs can be found in Appendix C
Objective The FLs and FRs serve as conduits for providing information to and gathering feedback from the fishing industry on SFWF Below are roles and responsibilities and resources to support FLs and FRs
A The FL serves as the lead public outreach representative from the lessee to the fishing industry The FL works for the lessee Specific responsibilities of the FL include
bull Work with DWSF management and the FRs in consultation with stakeholders to develop a written Plan outlining the specific methods and measures for engaging and disseminating project information to the local fishing community and other stakeholders
bull Develop and maintain in consultation with the FR a stakeholder list that includes fishing community individuals officials organizations and other relevant stakeholders
bull Communicate effectively with the FRs and the recreational and commercial fishing industry about developerrsquos plans and activities and effectiveness of communication with the fishing industry
bull Work to mitigate potential adverse project impacts by ensuring timely dissemination of information regarding project activities including projected vessel movements or delays during all phases of project development For example the FL will coordinate daily information releases on relevant VHF channels cellular phone and project websites as available concerning work vesselsrsquo schedules vesselsrsquo identification details of work to be performed and clearance warnings as necessary and available
bull Advise fishermenFRs on potential removal of static gear when construction or operations could present a damage risk

bull Organize meetings as necessary to gather fishermens views of project impacts on their industry and navigational rights to facilitate two-way communication and information sharing
bull Communicate fishermenrsquos concerns to management in a timely manner and work with management to develop and communicate a response
bull Work directly with FRs who have specific knowledge and understanding of the local fishing communities concerns
bull Develop stakeholder lists including relevant fishery community individuals officials andor organizations for future communication efforts
bull Follow the prompt response protocols when there is an urgent concern or incident (see Prompt response protocols and scenarios in Appendix A)
bull Engage fishermen in ports whenever possible including distant ports that may include vessels that may fish in and near the project site
bull Provide information to DWSF regarding any significant concerns of the fishing industry and the developerrsquos response which can be included in periodic reports to BOEM
B DWSF prefers that FRs be selected by the fishing industry based on their specific knowledge and understanding of the local fishing communitiesrsquo concerns and availability throughout the planning and construction phases of the project If no qualified representative is selected by the industry DWSF will appoint a FR based on input from the FLs The FR will be compensated by DWSF unless the fishing industry prefers to provide compensation The FR will be particularly important for ports or geographies where DWSF staff is not as present or active The FRrsquos role and responsibilities include
bull Work with DWSF management and the FLs in consultation with stakeholders to assist in developing a written Communications Plan outlining the specific methods and measures for engaging and disseminating project information to the local fishing community and other stakeholders Specifically the FRs must outline how they plan to regularly engage the fishing industry to gather their concerns and how the information will be shared with the FLs
bull Develop and maintain in consultation with the FL a stakeholder list including relevant fishery community individuals officials and organizations for future communication efforts as well as a calendar of meetings activities and events that DWSF should attend
bull Provide the lessee via the FL with input on fishing activity in the area and an understanding of particular fishing sensitivities including the different environmental and biological concerns related to impacts from offshore wind development in the region Therefore the FR must be knowledgeable about the different fishing sectors seasons key species fishing patterns and gear types and should have fishing experience in the region
bull Help the FL disseminate project information to the FRrsquos constituency and provide feedback to the FL regarding the success or failure of various best management practices andor mitigation methods employed by DWSF
bull Keep abreast of fishing activities by hisher constituents in the project area and communicate any conflicts to the FL immediately
bull Use hisher knowledge of at-sea safety procedures and navigational aids to help promote safe fishing practices within the project area to hisher constituency

bull Maintain a log of all contacts made with fishermen and fishing vessels in the SFWF project area along with the type of fishing being conducted and other details
bull Will be unbiased with respect to claims of responsibility or admission of fault for fishing vessel claims that may occur
bull Provide regular reports to the FL and maintain confidentiality of all non-fishery-relevant project details which will be incorporated into periodic status reports for submittal to BOEM that provide information on outreach activities conducted and any significant events during a specified timeframe
Both FLs and FRs will maintain frequent and open communication with each other and the fishing community using the appropriate combination of the following methods
bull Information posted via the SFWF website emailsocial media andor local or industry-specific newspaperspublications for disseminating project information
bull Activities designed to educate the public with emphasis on fisherman and boaters education on construction issues and other alerts
bull Meetings or open houses held to keep the fishing industry abreast of current project status
bull Specific methods for communicating with fishermen at sea such as daily information releases on relevant VHF channels (ie Notices to Mariners) and cellular phone andor
bull Development of a schedule for engagement of the community throughout the course of the project
V Resources for and Modes of Communication (applicable throughout all phases development)

Appendix A Prompt Response Protocols and Scenarios
The following scenarios prompt response steps and reporting protocols are designed to create a clear and consistent process for tracking and responding to a range of incidents in and around the SFWF that require a rapid response
A Possible scenarios that could require a prompt response include bull DWSF vessel interaction with fishing activities protected marine mammals or other marine
traffic bull Fishing vessel report of entangled gear bull Fishing vessel interactions with turbines or cable bull Navigation equipment or lighting failures
B Steps for responding In these instances or any other circumstances that DWSF FL or other DWSF staff requires a prompt response the following protocols should be followed
1 Post on website and SFWF materials the name and contact information of FRs and FLs to report any scenarios requiring rapid response

Appendix B Best Practices for Outreach with Commercial and Recreational Fishermen
Fishermen need to know that they are seen as important stakeholders that their knowledge and input is valued and that their input and interests will be reflected in final outcomes DWSF abides by the following principles and best practices to ensure successful outreach and collaboration with commercial and recreational fishermen throughout the development of SFWF
bull Begin meeting planning by defining the purpose(s) and outcome(s) of the meeting and placing the meeting in a broader context This information which is also shared with the attendees helps design the right meeting agenda and sets realistic expectations for the attendees
o Purpose ndash reason for having the meeting eg to get input on X issue to inform fishermen of the schedule of construction activity
o Outcome ndash what you will do as a result of the meeting eg use input to modify your research agenda or methods make adjustment to the construction schedule to mitigate impacts
o Context ndash explains where you are in the process and why this meeting is an important part of that process
bull Collect contact information of attendees and ask them to indicate how they would like to be engaged in the future All meetings provide an opportunity to add to DWSFrsquos stakeholder contact database that we can draw on for future outreach
bull Demonstrate how input from stakeholders will inform DWSF work or decisions Setting realistic and clear expectations about how attendeesrsquo input will be used and whether it is reflected in outcomes is key to building credibility Fishermen who feel their input goes into a ldquoblack holerdquo will not continue to participate and may undermine the process with negative feedback
bull Engage early with stakeholders to get their input before decisions have been made For instance input on research design and priorities will only be effective when changes can still be made and will generate greater buy-in to the results
bull Use speakers who have relationships and credibility with the audience That may be different people depending on the location and the topic but the quality of the relationship is as important as the content of the presentation
bull Acknowledge and show respect for the interests and the concerns of the attendees DWSF staff and contractors are prepared to listen to concerns that may be coming from bad past experiences or fear and to answer questions without getting defensive When appropriate DWSF will provide credible outside sources to correct misinformation (eg academic research) acknowledge when there are uncertainties (eg weather could result in changes in the schedule at the last minute) acknowledge past mistakes and how they will be addressed in the future and follow up when information is not immediately available
bull Frame the information in a way that shows you understand why it matters to the target audience Each group of fishermen may have a different need for information and will be most receptive to information that is tailored to their needs and implicitly or explicitly shows an understanding of how they use the information
bull Communication should be a two-way dialogue whenever possible Fishermen need accurate information to make informed decisions and provide informed input but two-way dialogue is the best

way (1) to ensure they understand the information (2) to gather informed input and (3) to increase credibility in the end product
bull Bad news doesnrsquot get better with age Delaying the release of information or decisions may raise questions among fishermen about the cause of the delay and spur rumors that information is being controlled or manipulated Immediate release of all news good or bad is important to maintain transparency
bull Follow-up every meeting with a short high-level summary distributed by email to all attendees Assume that the summary is public information and will be distributed beyond the recipients

Appendix D List of Fishing Industry Outreach as of May 10 2018
One-on-One Outreach One-on-one outreach has been one of the primary modes of engaging with fishermen who may fish in or near the SFWF site or around the possible cable routes Following best practices for outreach the FLs and FRs have been meeting fishermen on their own turf They have also been keeping records of these meetings which are uploaded to an electronic database In addition to information about the homeport fishing gear type and fishing areas the reporting system collects information about the individualrsquos concerns or questions about the project and how they would like to stay engaged in the outreach process The contact information collected during these engagements is used for follow-up communication such as notification of future meetings or alerts on upcoming vessel surveys The information about concerns is also collated and analyzed on a regular basis Below is a summary of some of the information collected through these one-on-one meetings as well as open house meetings held at New Bedford Montauk and Point Judith in early 2018 Another port open house is planned for Stonington CT in June 2018 Summary of the findings from one-on-one meetings is provided below
BIWF Outreach and Lessons Learned In addition DWSF contracted an independent third party Consensus Building Institute (CBI) to conduct interviews with stakeholders who had direct experience with the BIWF during its development and now in its operation Of the 11 interviews 1 individual was involved in aquaculture 2 were with the RI state government 3 were lobstermen 1 was a gillnetter 4 were draggers or trawlers and 1 worked at the port on safety and insurance CBI synthesized the responses about what went well and gathered suggestions for improving interactions and communications with the fishing industry during the construction and operation of BIWF This information has been used by DWSF in a number of ways particularly in the development of this plan and in the process for selecting the FLs and FRs

Top Five Concerns
The most frequently cited concerns and some typical comments during conversations thus far are
1 EMF (73) bull ldquohellipConcerned about the north shore route Raised concerns about EMF emphasizing that no one knows what the effects of EMF will really be on fish migration etc He expressed concern that there would be exclusion zones around the cables as well as concerns about how maintenance crews would coordinate with fisherman if they need to repair a cable and disrupt the area Underscored the need to understand the impacts to fisheries before moving aheadrdquo
bull Had questions about EMF impacts and extent of noise impacts during construction Is very familiar with cable-laying process and confident it is a one-time disturbance and the bottom with recover quickly

DWSFrsquos Response to Fishing Industry Engagement to date
DWSF has listened to feedback from the fishing industry In response to concerns and questions and input DWSF has made adjustments in its project siting and design issued new materials conducting new research and followed up directly with fishermen Below is a list of some of the activities undertaken
bull Rerouted submarine cable route from Gardiners Bay to Southern approaches bull Initiated long-term cod spawning research on Coxrsquos Ledge to address concerns about potential impacts
bull Integration of Block Island lessons learned into communications and outreach bull Gather and share existing information on EMF at meetings bull Working to advance the concept of regional OSW and fisheries research among OSW developers state and federal agencies and the fishing industry
bull Consideration of spacing of turbines with emphasis on safe navigation and fishing in and around the wind farm
bull Extensive surveys to establish benchmark data for evaluation of the impacts of the project bull Creation of a transparent gear compensation policy bull Creation of a prompt response communication system including with DWSF contractors bull Modified outreach materials to include fishing community requests such as LORAN line overlays jump drives for chart plotters and layout visual renderings
bull Continue to develop a multi-state network of fisheries liaisons and representatives

Appendix E Fishing Gear Conflict Prevention and Claim Plan as of September 10 2018
OVERVIEW As good neighbors and fellow ocean users Deepwater Wind (DWW) recognizes thepossibility of offshore wind activity and commercial fishing gear encounters We believe thatwith proper communication and training there will be limited gear interactions if any in connection with the installation and operation of our offshore wind farms In the event thatthere is a gear loss caused by or resulting from DWWrsquos activities we have provided a claim damage procedure below The prevention procedures are by no means exhaustive and will continue to be modified and improved
MEASURES TO PREVENT GEAR LOSS 1) Communication Whatrsquos happening where when
bull Dockside DWW Fisheries Liaisons work with port Fisheries Representatives to identify mariners that fish in areas where on-water work is planned and communicateto those fishermen directly
bull Website Information for Mariners page on wwwdwwindcom will include projectspecific information and details for on-water activities including vessel names andhow to contact them
bull Notice to Mariners (USCG) Notices broadcast by USCG via VHF and available online at wwwdwwindcom
bull Jump drives loaded with locations of existing facilities areas planned for construction are available from DWW Fisheries Liaison or port FisheriesRepresentatives
bull VHF updates daily at 6am and 6pm survey construction vessels to broadcastplan of activities for next 24 and 48 hours from VHF CH 16 vessel will choose working channel to broadcast project updates (geographic specific) Updates will also beposted to DWW website and Fisheries Liaison will inform port Fishing Representatives
bull Transit routes Project vessels will attempt to follow general transit routes to and fromport as safe navigation practices permit
2) Training bull All personnel working offshore for DWW will be trained on these procedures and on
how to identifyavoid fishing gear bull All contractors working for DWW will be given a briefing on the importance of the local
fishing communities and instructed to communicate early and often with fishingvesselswhile always following USCG Rules of the Road

3) Lessons Learned bull Make best efforts to gather feedback and continually improve communication
on vessel activities bull Incorporate lessons learned from previous interactions with local vessels bull All vessels including DWW project vessels and individual fishing vessels should
make best efforts to avoid gear loss and follow prevention best practices
FILING A CLAIM A fisherman who has experienced a gear loss or damage that they believe was caused by or the result of DWWrsquos activities should complete the attached application fully and submit it to their home port or closest port Fisheries Representative or to Rodney Avila Fisheries Liaison viaemail at raviladwwindcom
To have a claim reviewed Applicants must 1) Contact the Fisheries Liaison Rodney Avila as soon as safe and practical to notify him
of incident via cell phone (provided below) 2) Provide a complete legible executed application form Incomplete applications will
not be accepted 3) Submit the completed application within 30 days of incident 4) Include the following with application form
bull Copy of a valid fishing permit bull Proof that the vessel was fishing in the area with a VTR report for the trip
whengear was lost or sales slip for fish landings for period of gearlossdamage
bull Copy of receipt for original purchase of fishing gear that was lostdamaged bull Sales slip or gear invoice for replacement or repair gear (must be identical
to gear that was lostdamaged) bull A slip receipt for proposed replacement tag bull Location of gear lossdamage ndash either GPS coordinates andor photo of
chart plotter bull Lobster and gill net only must produce originalreplacement receipt for
lost gear if requestedby Fisheries Liaison

Process for claim review bull Claims will be reviewed by Fisheries Representative from the Applicantrsquos home port
or closest port the DWW Fisheries Liaison and a representative of DWW A majority of these three individuals is necessary to approve a claim
bull Applicants will be notified of the result in writing within 60 days of DWWrsquos receipt of acomplete Application
bull If the claim is found to be valid a check will be provided to the Applicant bull If the claim is denied a written explanation will be provided to the Applicant bull Applicants who disagree with the decision may file a written notice of appeal with DWW
which DWW will provide to a Third Party for review The Third Partyrsquos decision willbe final and not subject to any further right of appeal
Applicants may not file multiple claims for the same gear loss in the same area Prevention methods should be followed by all parties Any payment will be considered a full release DWW reserves the right to request additional information to support review of claim
