Southwest Pacific Speed League Rules Current through the 2010-2011 Skating Season

Mission Statement

The Southwest Pacific Speed League is a group of USA Roller Sports speed clubs that have organized to provide indoor/outdoor speed competitions for skaters.

We will strive to maintain a teaching/learning environment for skaters, coaches, officials, and parents.

Southwest Pacific General League Rules

SWP.01.00 BOUNDRIES

the boundaries for the Southwest Pacific Speed League are as follows: SWP.01.01 The Southwest Pacific Speed League regular membership shall be open to all clubs within the

boundaries of the Southwest Pacific Region. All others outside the Southwest Pacific Region shall be offered a guest membership. This region is defined in the USA Roller Sports general rules book. (2000 edition)

SWP.02.00 Membership & Dues SWP.02.01 Regular Membership - Annual Dues $50.00 SWP.02.02 Guest Membership – Annual Dues $25.00 - This level of membership is open to all USA Roller Sports

speed clubs that are not regular members. Guest members are not eligible for any league benefits and have no voting privileges. Dues are to cover the cost of informational mailings.

SWP.02.03 Annual Dues - are to be paid by September 30th of the skating season or prior to the first contest. For clubs joining mid-season, dues must be paid upon joining and prior to entry in any contest. No clubs will be allowed to skate any contest until annual fees are paid. Fees should be mailed to the league secretary. Please make all checks payable to the “Southwest Pacific Speed League”.

SWP.03.00 Meetings SWP.03.01 There is a mandatory coaches and officials meeting at each contest on Saturday at the conclusion of

awards. All regular club members must have representation at this meeting. The club President or coach should be in attendance or a representative as designated by the club President. This meeting will be held at the skating facility if at all possible.

SWP.03.02 At the January contest, proposals will be presented for consideration of rule and policy changes at the February contest. At this meeting all club representatives will vote on the proposals presented. (Proposals must be in writing with copies for each club representative.)

SWP.03.03 At the second to the last contest, this meeting will be held at a meeting room. At this meeting all proposals for future rule or policy changes will be submitted to the Southwest Pacific Speed League representatives. (Proposals must be in writing with copies for each club representative for future consideration at the last contest.)

SWP.03.04 At the last contest, this meeting will be held at a meeting room. At this meeting we will vote on all proposals presented from the past contest, set the next season’s schedule, and there will be an election of league officers.

SWP.03.05 All rule changes must be approved by a 2/3 majority vote. This number to be determined by registered league members, whether in attendance or not. A vote cannot be taken without 2/3 of clubs represented.

SWP.04.00 Officers SWP.04.01 President - sets meeting agendas and presides over all meetings. The President will be the official

contact person for the Southwest Pacific Speed League and will represent the league at the annual regional USA Roller Sports meeting. The President is also a member of the executive committee. The President is responsible for assigning the meet director at all league contest. The President may not change rules or polices at any time.

SWP.04.02 Vice President - Shall perform the duties of the President in his absence. The Vice President is also a member of the executive committee. The Vice President is also responsible for the assignment of corner judges and a runner at all contest. The Vice President may not change rules or polices at any time.

SWP.04.03 Secretary - shall record and keep minutes at all meetings and provide all clubs with a copy within 30 days of the meeting. The secretary will also be responsible for updating the Southwest Pacific Speed League rules & policies and providing all members with updated copies as soon as possible after any rule or policy is changed. The secretary may not change rules or policies at any time.

SWP.04.04 Treasurer - shall keep all accounts; receive all money; pay all bills and provide an itemized statement at each meeting. The treasurer may not change the rules or policies at any time.

SWP.04.05 Program Coordinator - shall receive contest entries, send master program to host rink, and keep track

of accumulated point totals.

SWP.04.06 Officials Representative - “non-competitive” senior carded official. Voting at league meetings for the

purpose of representing officials concerns on league matters. Must attend all league contest and meetings for the current skating season.

SWP.04.07 Board of Directors - Shall consist of 1 representative from each voting member club. The board of directors must contact all club representatives to vote on any decisions that must be made by the league when not at a league contest.

SWP.04.08 Executive Committee - This committee will consist of the President, Vice President and one elected member.

SWP.05.00 League Meet Assignment SWP.05.01 All regular members will be eligible to host a league contest that have a floor capable of

accommodating a standard 100 meter track, per USA Roller Sports general rules book (2000 edition) and have been a member in good standing for at least 1 year in the Southwest Pacific Speed League. Must attend all mandatory league meetings of current skating season.

SWP.05.02 Contest will be awarded to the Southwest Pacific Speed League club members based on the current season’s entries. The club with the highest entry will have first choice of which contest they would like to host. The second highest club would then have second choice, and so on until all contests are awarded. If a club declines a contest we go to the next available club. If there are still contest dates available at the end of this procedure, then we go back through the list again to see if any club would like to host a second or third contest, etc…… any interested skating rink without a club membership can be offered a contest.

SWP.06.00 Requirements to Host a Meet SWP.06.01 The host rink must obtain sanctions for their contest from USA Roller Sports. Current sanction fees for

both days: $100.00 SWP.06.02 The floor must be re-coated within 2 weeks of the contest date with the same material that is used on

the national floor. The color is optional. (note: there may be an option of coating to be decided by the executive committee)

SWP.06.03 Minimum floor size of 74 x170 ~ per USA Roller Sports general rules ~ (2000 edition) Minimum of six (6) on the starting line to accommodate the 32” starting gate rule.

SWP.06.04 option #1: the host rink must be available Saturday from 5:00 a.m. to 2:00 p.m. And Sunday 5:00 a.m. to 2:00 p.m. this time schedule is not flexible. Please do not submit a league bid if these times are unavailable.

SWP.06.05 Option #2: the host rink must be available Saturday from 5:00a.m. to 12:00 noon And Sunday 5:00a.m. to 2:00p.m. This time schedule is not flexible. Please do not submit a league bid if these times are unavailable.

SWP.06.06 The host rink must provide a Novice practice between 4 p.m. - 7 p.m. on friday evening and a standard practice between noon and 7 p.m. on Saturday evening. No spectator fee is to be charged for these practices.

SWP.06.07 Practice fees will be as follows: • 1 hour practice = $2.00 • 1 ½ hour practice = $2.50 • 2 hour practice = $3.00

SWP.06.08 The spectator fee on Saturday will be $3.00 and $3.00 on Sundays. This fee will not apply to participating skaters, officials, or coaches.

SWP.06.09 The host rink must furnish a schedule of events to each contestant and a program for each official and coach (approximately 25+). Programs must include event numbers and proper club identification codes. Host rink may charge a maximum fee of $2.00 for a skating program for spectators to offset printing cost.

SWP.06.10 The host rink will provide water and healthy snacks plus breakfast and lunch on Saturday, and breakfast and lunch on Sundays to all supporting officials.

SWP.06.11 The host rink will make available for purchase - food for athletes and spectators other than normal, or snack bar style food. No hot dogs or nachos.

SWP.06.12 The host rink will allow athletes to bring sports drinks, and other special diet products they require into the facility during the contest (this does not include fast food items such as McDonald’s, burger king, etc……).

SWP.06.13 The host rink must provide a meeting location (preferably on site) for a 2 hour period following

Saturdays events. At the last 2 contest of the season, this will require reservations for a meeting room off site.

SWP.06.14 At the end of each contest, the program coordinator will provide the league secretary with a properly filled out contest information sheet, indicating the number of entries and skaters from each club. A copy of the score sheet for point’s tabulation must be provided by the tabulator to the program coordinator.

SWP.07.00 Entry Fee’s and Deadlines SWP.07.01 Entry fees are as follows:

• $25.00 for first event • $2.00 for each additional event • $5.00 for open events & challenge-up for no points • $2.00 for challenge up for meet winners

*skaters are required to pay first and additional event fees for each day of divisional competition.* SWP.07.02 Contest entries will be sent to the current program coordinator. If mailed, all entries must be

postmarked by 5:00 p.m. on the Wednesday 16 days prior to the contest. Hand carried, faxed or e-mailed entries must be received by noon on Friday 14 days prior to the contest. If any regular entries have not been received by these deadlines, the program coordinator will make a courtesy phone call. Any late entries not received by these deadlines will be assessed a $25.00 late fee. This fee will be due prior to the first race on Saturday.

SWP.07.03 A master program will be sent from the program coordinator and received by the host rink no later than Monday prior to the contest.

SWP.07.04 Checks must be received by the program coordinator prior to the first race on Saturday morning. Checks should be made out as follows:

SWP.07.05 Fees to be charged to skaters as follows: • Total individual entry to be $25.00

o $16.00 goes to Southwest Pacific Speed League o $14.00 for the speed league o $2.00 for the USA Roller Sports assessment fee. o $9.00 goes back to the rink hosting the contest.

SWP.07.06 Late entries will be accepted starting on Saturday morning of the contest. A $5.00 fee will be assessed for the first entry for individuals not already listed in the contest program. Late entries will not be accepted if it will change a final event into heats or will require reheating of the event.

SWP.07.07 All requests for changes, including relays and late entries, must be processed through the meet director to ensure proper payment to the host rink.

SWP.07.08 The Southwest Pacific Speed League will pay the program coordinator $1.00 per skater per contest, for the preparation of the master program plus reasonable expenses (such as long distance calls, etc)

SWP.08.00 Guest Clubs and Unattached Skaters SWP.08.01 Unattached skaters as defined by the USA Roller Sports general rules book cannot participate in

Southwest Pacific Speed League contest. SWP.08.02 Guest clubs must include payment with their entries and must meet entry deadlines or they will have

to late enter. All guest clubs will be required to pay the $25.00 annual dues with their first entry of the year. A copy of the current Southwest Pacific Speed League rules will be mailed to the club upon receipt of the dues.

SWP.09.00 League Fee’s SWP.09.01 Annual fees are deposited into the general fund. The general fund is designated to pay league

expenses. Example of league expenses are: secretarial costs, ribbons, blanks for the starter gun, postage, long distance charges, etc.

SWP.09.02 All bills from officers, officials, etc. Should be presented to the league treasurer at the Saturday meeting immediately following the treasurer’s report.

SWP.09.03 $9.00 from each first entry and $2.00 from each $5.00 challenge-up and challenge down and the $2.00 additional event fees go to the host rink.

SWP.09.04 The$16.00 entry fee paid to the league is divided as follows:

• $11.00 to the awards fund • $1.00 to the program coordinator • $2.00 for the league officials compensation • $3.00 from the challenge-up and challenge-down goes to the awards fund • $2.00 USA Roller Sports assessment

SWP.10.00 Meet Director SWP.10.01 The league President will choose the meet director for each southwest pacific league contest from the

available certified meet directors. SWP.10.02 The meet director will bring together the executive board to help deal with any serious problems that

may arise at a Southwest Pacific Speed League contest. SWP.11.00 League Officials SWP.11.01 The chief referee will be selected by the Executive Board. SWP.11.02 The meet director will be responsible for ensuring that an adequate number of officials with proper

credentials are available for the contest. This must include: the chief referee, assistant place judges, announcer, competitive steward, and a tabulator.

SWP.12.00 Skater Registration SWP.12.01 The program coordinator will be responsible for having updated club rosters from USA Roller Sports

available at each contest to insure proper registration of all competitors. SWP.12.02 In order to compete in a Southwest Pacific Speed contest each competitor must have their name

listed on a club roster received from the national office. If their name is not listed, they will have to purchase a single event card. This is a onetime only privilege, unless proof is shown of the skater’s efforts for membership.

SWP.12.03 Single event cards are to be used by new skaters. These single cards are not for skaters who have had prior full season registration cards.

SWP.16.00 Standard Open Races To be in the draw for the open races the contestant must be entered prior to the conclusion of the official practice on Saturday. All late entries after the official practice on Saturday will be added to the end of the skating order. There is no official warm-up for the open races. Open races will be started in a pace line with a rolling start. All open starts will be led by a referee. The race will not be started until everyone is properly lined up.

SWP.17.00 Challenge Up SWP.17.01 In standard division skaters who have won the previous contest of the current season may challenge-

up one event. The challenge-up skater will skate in the final only and will not receive points or placement. The fee for this challenge-up is $2.00.

SWP.17.02 In standard division any skater may challenge-up one level for a $5.00 fee ($2.00 to the host rink and $3.00 to the general fund). Challenge-up skaters must skate heats and will not receive points or placement.

SWP.17.03 No challenge-up is allowed in Novice, per USA Roller Sports general rules. SWP.17.04 Challenge up skaters will wear a Pink Helmet Cover.

SWP.18.00 Challenge Down SWP.18.01 Veteran, Master and Classic skaters may challenge-down to any age event that they are qualified to

skate. The skater must state at the beginning of the season which event they are skating for points. In the challenge-down events no points will be assigned. The fee for this challenge-down is $5.00 ($2.00 to the host rink and $3.00 to the general fund).

SWP.18.02 Challenge down skaters will wear a Pink Helmet Cover. SWP.19.00 Novice Events to Be Skated Tiny tot 5 & under 100m, 200m Primary 6, 7 200m, 300m Juvenile 8, 9 300m, 400m Elementary 10, 11 300m, 500m Freshman 12, 13 300m, 700m Sophmore 14, 15 500m, 1000m Junior 16, 17 500m, 1000m Senior 18 thru 26 500m, 1000m Classic 27 thru 34 500m, 1000m Master 35 thru 44 500m, 1000m Veteran 45 & older 500m, 1000m Grand Veteran 55 & older 500m, 1000m SWP.20.00 Contestant Equipment SWP.20.01 Equipment must conform to the rules listed in the most current USA Roller Sports speed skating

general rules book. (2000 edition) SWP.20.02 Each club member shall be assigned a panel number by the program coordinator. This will be the

club member’s panel number as long as the club member participates in the Southwest Pacific Speed League. After two (2) years of non-participation in the Southwest Pacific Speed League the panel will be reassigned.

SWP.20.03 Each member club will be assigned a number series for relay numbers from the program coordinator. Number panels must be 4” by 8”.

SWP.20.04 Relay teams will wear number panels pinned to their uniforms. Any teams not having matching uniforms must wear colored bibs. If there is more than one team from a specific club, the second listed team and so on will wear colored bibs.

SWP.21.00 Awards Ceremonies SWP.21.01 At Southwest Pacific Speed League contest all standard individual and standard relays will be awarded

for 1st, 2nd, and 3rd. All Novice individual and Novice relays will be awarded for 1st, 2nd, 3rd, and 4th.

SWP.21.02 After the conclusion of the regular awards at the final contest of the season, challenge cup trophies will be awarded to 1st, 2nd, 3rd, and 4th placements for all Novice individual events. Challenge cup trophies will be awarded to 1st, 2nd, and 3rd placements for all standard events. A skater must compete in a minimum of two league contest prior to the last meet in order to receive a challenge cup trophy.

SWP.21.03 Cash collected through the year will be awarded proportionately for the open challenge cup. SWP.21.04 Perpetual high point trophies will be awarded to the club with the highest point totals accumulated in

both individual standard and Novice events. The club name will be engraved next to the appropriate season date on the trophy.

SWP.22.01 Hot laps - the head referee & the chief placement judge will draw the lap number immediately prior to

the final events. Hot laps will be signaled by a bell 2 laps before the points are awarded. The skater who wins the hot lap will receive six (6) points.

• In all 15 lap final events (sophomore thru master) there will be 1 hot lap. The hot lap cannot be in the first or last three laps.

• In all 20 lap or longer final events (sophomore thru master) there will be 2 hot laps. The hot lap cannot be in the first or last five laps. There will be at least 3 laps in between hot laps.

• Hot lap points will be added in with the standard 30, 20, 10, placement points for overall meet placement. They will also be added to the challenge cup points.

SWP23.00 Points All contest entries will receive two (2) participation points.

(late entries do not receive participation points) In each final event challenge cup points will be accumulated as follows:

• Standard Individual Events o 1st - 40 points o 2nd - 30 points o 3rd - 20 points o 4th - 10 points o 5th - 7 points o 6th - 5 points

• Novice Individual Events

o 1st - 40 points o 2nd - 30 points o 3rd - 20 points o 4th - 10 points o 5th - 7 points o 6th - 5 points

SWP.23.01 Overall placement points for individual events:

• Novice Divisions: o 1st - 9 points o 2nd - 6 points o 3rd - 3 points o 4th - 1 point

• Standard Division

o 1st - 9 points o 2nd - 6 points o 3rd - 3 points

SWP.23.02 Challenge cup ties will be broken as follows: o Skater receiving points in most contests o Skater who receives most points at last contest

SWP.24.00 Opens SWP.24.01 The entry fee for all six (6) open events is $5.00 with $2.00 going to the rink and $3.00 going to the

cash pool for each open. The cash pool accumulates for all six (6) open events. Each open division has a separate cash pool.

SWP.24.02 Challenge cup points will be awarded to the top 8 placements in each of the six (6) open divisions at each league contest as follows:

o 1st - 50 points o 2nd - 45 points o 3rd - 40 points o 4th - 36 points o 5th - 32 points o 6th - 29 points o 7th - 26 points o 8th - 24 points

SWP.24.03 As soon as possible after the last contest of the season, the cash will be distributed to the top ten

point holders. SWP.24.04 The total amount of money collected for each of the six (6) open divisions will be divided by the total

amount of points accumulated by the skaters. Then each skater will receive the percentage of money based on their total points. No other awards will be used for open events.

SWP.25.00 Miscellaneous League Policies SWP.25.01 The maximum number of skaters on the start line will be determined by the number of 32” lanes that

can be created between pylon 4 and the wall. Minimum number on the starting line is to be six (6). SWP.25.02 If any event scheduled to have heats changes to a final, the event will be skated at the listed heat

time. No heats will run with only the qualifying number of skaters on the line. SWP.25.03 Pink Helmet Covers will be worn by all challenge-up skaters. Pink Helmet Covers will also be worn by

Requirements to host a meet bid form The host rink must obtain sanctions for their contest from USA Roller Sports.

Current sanction fees for both days: $100.00

o The floor must be re-coated within 2 weeks of the meet date with the same material that is used on the national floor. The color is optional. (note: there may be a option of coating to be decided by the executive committee)

o Minimum floor size of 74 x170 ~ per USA Roller Sports general rules ~ (2000 edition) (minimum of six (6) on the starting line to accommodate the 32” starting gate rule.)

o Option# 1: the host rink must be available Saturday from 5:00 a.m. to 2:00 p.m. and Sunday 5:00 a.m. to

2:00 p.m. this time schedule is not flexible. Please do not submit a league bid if these times are unavailable. In_______

o The host rink will provide water and healthy snacks plus breakfast and lunch on Saturday, and breakfast and lunch on sundays to all supporting officials.

o The host rink will make available for purchase - food for athletes and spectators other than normal, or snack bar style food. No hot dogs or nachos.

o The host rink will allow athletes to bring sports drinks, and other special diet products they require into the facility during the meet ( this does not include fast food items such as McDonald’s, burger king, etc……).

o The host rink must provide a meeting location (preferably on site) for a 2 hour period following Saturdays events. At the last 2 meets of the season, this will require reservations for a meeting room off site.

Stephanie Browe & Brendon Casson Awards Every year, the Southwest Pacific Speed League presents awards to our most inspirational skaters in the names of Stephanie Browe and Brendon Casson. These awards are to be given to the skaters who exhibit the qualities of sportsmanship, humility, and kindness, on and off the skating floor. These skaters should be good examples to others, whether in overcoming hardships and adversity, or just in interacting with everyone around them. They should show respect to all, including competitors, coaches, referees, and spectators, and exhibit grace regardless of outcome. Nominations for these awards can be made by coaches (one male and one female per coach), though not necessarily from their own team. Nominees shall be voted on by the coaching body, as well as A-commissioned referees. All nominees will be introduced at the awards ceremony, giving honor to all nominees as well as the recipients. Recipients shall be ineligible for these awards for a period of two years after receipt of these awards.
