RG and Associates (RGA) re-bid the Video, jetting and root-cutting project to receive more bidders on Wednesday, June 6, 2018. Bidders were required to submit their bid or indicate that their previously submitted bid was still valid by 4:00 PM on Thursday, June 14, 2018. RGA received three (3) bids from DRC Construction, Mayer Specialty Services, and Pro-Pipe. RGA reviewed the proposals from each of the bidders. They are outlined as follows:

Factual Findings:

• Art Gallery Permits permit alcohol service in an art gallery during events for up to15 days in a 12-month period for up to four hours per event. The applicant hasrequested 15 dates in 2018:

• The Owner is Chere Waters.

• Business address is 128 N. Main Street

• The licensee has possession of the premises by lease.

• The business is in good standing.

• Character of the applicant is not an issue for this request.

• All applicable fees have been paid.

• The application was submitted in a timely manner.

MEMO DATE: June 15, 2018 TO: Mayor and BOT SUBJECT: Agenda Items FROM: Randi

Construction Closure. Caldera Construction needs to close one lane on La Garita sometime later this week for a few hours with cones to allow for some crane work. I don’t know that this is enough to require a parade permit, but thought it was a good idea to let you know. I also thought it might be good to have a small, administrative road closure policy so that staff can approve it if delivery people or construction people need a quick closure and can provide signage & rerouting. I can put this in the hopper for a draft in a future work session if that sounds acceptable.

Rec Reports. Here are the previous two. Again, my fault on these being missing from packets. I think we’ve got our schedule straight now.

Benches and Trash Cans. Arrived yesterday! We are trying to figure out assembly and have staff working on them when they have down time, but we would like to arrange a work day if anyone has time. We were thinking of trying one on the 29th (right before the 4th, we know! But maybe there will be more volunteers?) and seeing how far we get… If that’s all right, please try and make it, and we will put out some requests for help around.

Aspen Avenue Turnaround. At their 6/12 meeting, the PZC recommended that the Board request an assessment and estimate from an engineer for the turnaround and consider adding funding to their 2019 budget for the project.

FYI Conference and other absences. I will be traveling Tuesday to Vail for the CML conference, and I will call in for the meeting portion. FYI, I will be gone through Friday the , and available by email and text only. Also FYI…I am using up some vacation this summer. I will be out of the office July 16th – 20th with the exception of the work session and a few mornings in, and I wont be available otherwise. I will then be out of the office July 31st – August 10th with the exception of being available August 3rd when I prepare packets and August 7th for the meeting by phone. Otherwise during that time, I’ll only be available by email or text intermittently. Sorry for any inconvenience this causes! Please don’t hesitate to contact me when I’m away, its often easier to deal with quickly then waiting until I get back.

We are transitioning from our spring activities to summer activities. Soccer and gymnastics both

wrapped up this past week very successfully. Info / Membership Drive:

We have been working on getting information out to the public. We have created a brochure as well as a Summer Rec Guide. The Summer Rec Guide has been given to each child in the Creede School, and a business packet with brochures and coupons have been given to local business. This was done to both reach out to summer employees, as well as the customers they interact with daily. Summer Activities:

This in June we will begin our summer camps. The first is our Creative Creations camp, June 4th-7th. Registration has begun and there is a good response so far. Facilities:

Al has been working hard to get the facilities fixed up, and in good shape before the summertime rush. To Do: We need to do a walkthrough of all the parks to assess the maintenance that has yet to be done.

Summer Activities:

We had a successful Memorial Day Bouncy House. Were we able to provide not only a fun place for our kids, but it was nice to be a part of the celebrations and able to get some advertising for our upcoming events. We will be hosting mountain biking, hiking, painting in the park, and outdoor movies at the ballpark once a month throughout the summer.

Info / Membership Drive:

A TEMPORARY EMERGENCY ORDINANCE TO ALLOW RECREATIONAL VEHICLE USAGE FOR RESIDENTIAL PURPOSES WITHIN TOWN LIMITS

WHEREAS, the City of Creede has adopted regulations related to the occupancy and unoccupied storage of Recreational Vehicles in the City of Creede Development Code, §9-05-050; WHEREAS, Excess Weight Vehicles and Recreational Vehicles are allowed by current regulation to park on public right-of-ways and roadways for 24-hours for “visitation purposes” (City of Creede Development Code, §9-05-050(c)(2); WHEREAS, Recreational Vehicles may be parked on private property for no longer than seventy-two (72) hours unless they are kept within a closed building or “stored in the rear yard screened from view” (City of Creede Development Code, §9-05-050(c)(3); WHEREAS, Recreational Vehicles may not be used for “storage or as a business or residential premises” at any time (City of Creede Development Code §9-05-050(c); WHEREAS, there currently exists a shortage of housing during the busy summer tourist season; WHEREAS, the Board of Trustees seeks to find workable solutions that meet the housing needs of its citizens and visitors; WHEREAS, Recreational Vehicles parked on private property, under specific conditions, may offer suitable seasonal housing alternatives without unduly impacting other neighborhood residents; and WHEREAS, the Board of Trustees deems it in the best interests of the safety and welfare of the citizens of the City of Creede to allow the occupancy of Recreational Vehicles on private property on a temporary, trial basis. NOW THEREFORE, be it ordained by the Board of Trustees of the City of Creede, Colorado, that the City of Creede Development Code shall be amended in the following manner: Section 1. Section 9-05-050 (c), “Parking Restrictions for Excess Weight Vehicles and Recreational Vehicles” is repealed in its entirety and replaced with the following:

(1) Any vehicle weighing in excess of ten thousand (10,000) pounds, other than emergency vehicles, or boat, boat trailer, tractor, trailer, semi-trailer, recreational vehicle, bus or detached/ dismounted camper shall not be kept or parked on any public right-of-way or roadway for more than twenty-four (24) hours.

(2) All excess weight vehicles, boats, boat trailers, recreational vehicles, buses or detached/ dismounted campers kept or stored on private residential property for longer than seventy-two (72) hours shall require a permit issued by the City of Creede.

(3) No mobile home may be located permanently in any residential area unless it is zoned for the same.

(4) The occupancy of Recreational Vehicles shall be allowed from June 15 through October 15, 2018. (5) Permit Requirements:

i. Authorization: Property owner shall provide written permission to park on their property;

ii. Vehicle Types: “Recreational Vehicles” as defined within the City of Creede Development Code.

iii. Zoning: Allowed as a temporary use in R-1, R-2, MH, B-1, B-2, C, and I zones. iv. Density: One (1) Recreational Vehicle per 2,500 square feet of lot area;

v. Setbacks: Recreational Vehicle shall be parked entirely on private property; vi. License: Recreational Vehicle shall have a current vehicle license; vii. Facilities: Recreational Vehicle shall be fully self-contained. Holding tanks

shall be emptied on a regular basis at an approved dump station; viii. Noise: No generators or loud noises are allowed before 8 AM or after 9 PM;

ix. Trash: Recreational Vehicles shall be kept neat and orderly and free of trash/rubbish accumulation;

x. Permit: Recreational Vehicles shall be issued a City permit to be placed in a location on the vehicle that is clearly visible. Permits for other types of vehicles, as enumerated in section (2), shall be assessed on a case-by-case basis in the sole discretion of City Staff.

xi. Fee: $10/per day for Recreational Vehicles. Upon demonstrated hardship, City staff shall have the discretion to adjust the fee downward for City of Creede residents only.

xii. Discretion: Permits shall be issued in the sole discretion of City Staff. Section 4. Recording and Authentication. This ordinance, immediately upon its passage, shall be authenticated by the signatures of the Mayor and City Clerk, recorded in the Town Book of Ordinances kept for that purpose, and published according to law. Section 5. Publication and Effective Date. This ordinance shall take effect immediately and shall expire by October 15, 2018. Section 6. Declaration of Public Interest. This emergency ordinance is necessary to preserve the peace, health, safety welfare, and to serve the best interests of the citizens of the City of Creede, Colorado.
