1.0 Introduction

1.11.11.11.1 PS2-GS2 stages integration tower inside the new PS2/GS2 integration building

consists of four numbers of vertical integration towers with stage support pedestal.

The integration tower will consist of the following subsystems:-

1. Structural Systems.

2. Electro-Mechanical Systems for foldable working platform

The structural systems comprises the following:-

1. Stage Support pedestal structure.

2. Stage access/working platforms

a. Fixed

b. Foldable

3. Engine level working platform.

4. Staircase structures

a. Central staircase

b. Side staircase

5. Other miscellaneous structures.

The stage support pedestal is the main load bearing member, it serves the

purpose of transferring the stage mass to the foundation. The stage access platforms

are built around the pedestal and it includes all platforms and sub structures required

for accessing the engine level and accessing four elevation levels. The other

miscellaneous structures include handrails, toe-stoppers, stiffeners, gusset plates to

the structures.

The electro-mechanical system comprises the motor-rope-drum with gear box

mechanism to fold/retract the foldable platforms. Detailed design, motor and gear box

selection and realisation of parts required, lies with the scope of the contractor.

This document summarizes the technical specifications and other terms &

conditions for realization of PS2/GS2 stages integration tower.

This tender is processed on public tender mode inviting two part bids for

techno-commercial bid and price bid separately.

1.2 Keywords and Abbreviations:

In the clauses and conditions followed in this document,

1.2.1 “Department”“Department”“Department”“Department” shall mean and include the President of India acting through the

Director, IPRC and any representative(s) of the Department duly authorised on his

behalf.

1.2.2 “Contract”“Contract”“Contract”“Contract” shall mean the formal agreement to be executed between the President of

India and the bidder, whom the Department may choose, based on the documents

forming this tender enquiry and acceptance thereof by the bidder and together with

the documents as referred to therein including the specifications, designs, drawings

and instructions issued from time to time by the Department.

1.2.3 “Contractor”“Contractor”“Contractor”“Contractor” shall mean the individual or firm or company whether incorporated or

not, chosen by the Department among the bidders to this tender enquiry, under-

taking the works and shall include the legal personal representatives of such

individuals or the persons composing such firm or company, or the successors of such

firm or company and the permitted assignee of such individual or firm(s) or company.

1.2.5 “Site”“Site”“Site”“Site” shall mean the land and or other places at IPRC, Mahendragiri on which work

is to be executed under the contract, which may be allotted by the Department for

the purpose of carrying out the work.

1.4 Location and Layout:

1.4.1 Geographic location of IPRC:

IPRC is situated in Tirunelveli district of Tamilnadu in India. The nearest major

towns are Nagercoil which is 25 km southward and Tirunelveli which is 60 km

northward. The nearest railway station is in Valliyoor and nearest airports are

Trivandrum, Kerala & Tuticorin, Tamilnadu.

1.4.2 Layout of PS2/GS2 integration building:

PS2/GS2 stage integration building is located at around 2 km from the main gate of

IPRC. The civil structure is already built. The floor is paved with concrete provided

with pockets for foundation bolts of columns spaced as per the tower dimensions.

Fabrication & erection of foundation bolts and filling of pockets with non shrinking

grout comes under the scope of the contractor. Foundation bolt size will be informed

by the department.

2.0 SCOPE OF WORK

2.1 System Description:

2.1.1 The structural systems encompass all the structural steelwork (Stage support pedestal,

support structure, platforms, columns, staircase etc.,)

2.1.2 Stage support pedestal is the main stage load transferring structure. All platforms

around the stage are to provide access all around the stage at different heights.

2.1.3 Working platforms are provided at various (4 nos.) elevations and 3 sets of staircases

are there for accessing those platforms viz., Main staircase at centre and each one at

either ends.

2.1.4 The roof is located at a height of 22 m from the finished floor level and the tower

covers an area of approximately 40m x 8 m.

2.1.5 Platforms are located at elevation of 4.75 m, 7.75 m, 11.35 m and 16 m for carrying

out stage assembly activities. These platform levels matches with the building cat walk

levels also.

2.1.6 Refer drawings Nos. ESAID/PS2-GS2/99 Sh. 1 of 2 and 2 of 2 for isometric view of

tower and foundation bolts layout.

2.2 Scope of work-Contractor:

This chapter briefly summarizes the nature of work to be carried out in different

Work Phases (WP) as follows,

2.2.1 WP 1: Study & preparation of fabrication drawings, reports:

a. Study and preparation of detailed fabrication and erection drawings based on the

input drawings provided by the Department.

b. Submission of detailed fabrication drawings, bill of materials and erection plan to the

department for review and approval.

c. Carrying out the design of connections of structural members and submission of

report.

d. Carrying out the design of electro-mechanical system for the foldable platform and

submission of report.

e. Preparation of detailed bill of materials and erection plan document.

f. Preparation of General Quality Plan as per the guidelines given in this document and

its submission to department for review and approval.

g. (Note: The fabrication shall be started only after approval of these documents by the

Department)

2.2.2 WP 2: Procurement of Materials:

a. All the raw materials and consumables required for the fabrication and erection of the

structure shall be procured by the Contractor.

b. The different raw materials and approximate weight estimate (for finished structure)

is given in Table 1

c. Submission of all records and test and/or inspection reports on the materials procured

to the department for approval.

2.2.3 WP 3: Fabrication of the structure / sub structures:

a. Establish fabrication process (process sheet) based on approved design and fabrication

drawing.

b. Pre-Fabricate the different elements of the structure viz., stage support structure,

staircase, platform support structures etc.,

c. Inspect and /or test the fabricated elements as per the quality plan.

d. Obtaining provisional approval of the fabricated parts from the department for

conforming to quality plan.

2.2.4 WP 4: Packing and Transportation:

a. Packing, transportation and receipt (unloading and storing) of the fabricated

structures and/or substructures from the Contractors workshop to the Department’s

site at IPRC.

b. Packing, transportation and receipt of the raw materials/consumables required for

fabrication, welding, painting etc., from the Contractors workshop to the

Department’s site at IPRC.

c. Packing, transportation and receipt of the various tooling and equipments necessary

for onsite fabrication and erection from Contractors workshop to the Department’s

site at IPRC.

d. The responsibility to receive and unload the items safely at IPRC site is vested with

the Contractor.

e. Separate list (documentation) of equipments reqd. for commissioning (Returnable) to

be made and communicated to department.

2.2.5 WP 5: Erection and Commissioning:

a. Preparation of erection and commissioning procedure and obtaining approval of the

Department.

b. Insitu fabrication of structures (other than pre fabricated structures), erection of the

structure and load testing at the Department’s site.

c. Surface treatment /painting of the structure.

e. Inspection of the structure as per the quality plan.

f. Commissioning of the structural and electro-mechanical systems.

2.2.6 WP 6: Installation of Mechanical Systems:

a. Installation of the structure including the stage support pedestal, staircases, platforms

with chequered plates.

b. Installation of Moving Platform and demonstrating the smooth movement of movable

platform.

2.2.7 WP 7: Miscellaneous works:

a. In situ fabrication and welding of hand rails, toe-stoppers etc. and their painting

b. Scaffoldings as and when required are under the scope of the contractor.

2.3 Scope and Services – Department:

2.3.1 The design of all the structural systems covered in this document (except the

connection design) is done by the Department and the base line drawings are

provided by the Department.

2.3.2 The ‘Approval’ of detailed fabrication drawings and process plans shall be done by the

Department on submission of same by the Contractor.

2.3.3 The ‘approval’ for dispatch clearance and milestone clearances (Work phases) shall be

provided by the department.

2.3.4 For carrying out load tests within IPRC campus, department will provide necessary

loads at free of cost to the contractor

2.3.5 The Department will provide electrical power at a fixed point near the work site in

IPRC, on chargeable basis, at prevailing rate, to the contractor. It shall however be the

responsibility of the contractor to extend the facility to suit their requirement at their

own cost.

2.3.6 The hardware required for power distribution shall be scope of the contractor and it

shall be according to the Department norms.

2.3.7 The power is supplied by Tamilnadu Electricity Board (TNEB), and hence Department

is not responsible for any failure, interruption or insufficiency of service.

2.3.8 The Department shall provide space for construction of temporary office and

temporary rooms for the storage of the instruments and materials; however the

Contractor shall establish these infrastructures at their own cost.

3.0 TECHNICAL SPECIFICATION

3.1 Design of Connections:

3.1.1 The connection design shall be done for all typical connections as per the drawings

supplied along with this specification document.

3.1.2 All the connections in the structure are welded connections unless otherwise

specified. Where bolted connections are required for practical reasons, it shall be done

using high strength fasteners preferably 10.8 class.

3.1.3 The connections detailed in the drawings are only for information, the Contractor has

freedom to configure and design connections as required.

3.1.4 The design for connections shall also be carried out as per standard practice, wherever

they are not shown anywhere in the drawings.

3.1.5 All the connections in the structure shall be configured and designed according to

IS 800:1984 Code of practice for general construction in steel. The weld elements shall

be designed for full strength of the member.

3.1.6 The members meeting at a joint shall, wherever practicable, have their centroidal axis

meeting at a point and wherever possible the center of resistance of the connection

shall be on the line of action of load so as to avoid an eccentricity moment on the

connection.

3.1.7 However when the eccentricity is inevitable, the connection shall be designed to

provide adequate resistance to induced bending moment.

3.1.8 The gussets and the bearing brackets required for the connections shall also be

designed accordingly.

3.1.9 A report shall be prepared for all connections designed and shall be submitted to the

Department for review and approval. A summary of connections with designation by

size and length shall also be included in the report. (The connection design report

shall be organized in such a way to provide a clear picture of all connections in the

structure)

3.2 Design of Electro-mechanical system:

3.2.1 The electro-mechanical system is to be designed by the contractor for smooth lifting

and lowering the foldable platforms considering its weight.

3.2.2 The system shall comprise of an AC electric winch motor, gear box, rope drum,

pulleys, limit switches and mechanical stoppers.

3.2.3 A design report shall be prepared for the electro-mechanical system including the

loads calculations, motor selection, gear box, rope drum selection etc., and shall be

submitted to the Department for review and approval.

(The design report shall be made in such a way to provide a clear picture of all items

involved in the system including the ‘make’)

3.3 Fabrication and Erection Drawings:

3.3.1 The fabrication and erection drawings shall be prepared for the entire structure based

on the drawings supplied by the Department and connection design made by the

Contractor.

3.3.2 All drawings hence prepared shall conform to IS 696:1972 Code of practice for general

engineering drawings.

3.3.3 The welds shall be shown in the drawings according to IS 813:1986 Scheme of

symbols for welding.

3.3.4 The fabrication drawing shall clearly indicate cuts, holes, splices and other

fabrications to be done on the raw material.

3.3.5 After preparation, one hard copy and one soft copy in pdf and Autocad 2007 dwg

format, of all the fabrication and erection drawings shall be sent to the Department for

review and approval.

3.3.6 The fabrication drawings shall have clear indications of revision and purpose marked

legibly on them.

3.3.7 All the drawings and layouts used for fabrication and erection shall be to drawn scale,

only schematics are allowed not to be drawn on scale.

3.3.8 The final approved drawings shall be printed to a standard so as to have a shelf life of

10 (ten) years. The soft copies shall be provided in a standard DVD /CD having a shelf

life of 10 (Ten) years.

3.3.9 Where a standard Bill of Material form is not an integral part of the detail drawing,

separate Bills of Material listing all main material and fittings with space for

convenient "weighing up" of the structure shall be supplied by Contractor.

3.3.10 Any change or modifications carried out shall be duly updated in the fabrication

drawings by the Contractor and approval shall be obtained from the Department.

3.4 Materials:

3.4.1 Metal Surfaces, General Condition:

For Fabrication of work, use only virginvirginvirginvirgin materials that are smooth and free of surface

blemishes including pitting, rust, scale and seam marks, roller marks, rolled trade

names and roughness. Remove such blemishes by grinding, or by welding and

grinding.

3.4.2 Structural Steel:

a. The material of construction for all structural members of the structure shall be

structural steel as per the grades mentioned in the drawings conforming to IS

2062:1992 Specification of steel for general structural purpose.

b. The beams, channels and angle sections used in the structure are all hot rolled and

shall be conforming to IS 808:1989 Dimensions for hot rolled steel beam, channel and

angle sections.

c. The plates used in the structure are all mild steel plates conforming to IS 2062:2006

Specification of steel for general structural purpose.

f. All mild steel sheets used in the structure shall be as per IS 1079:1994.

3.4.3 Welding Consumables:

a. Proper welding electrodes compatible with the material as per the design

requirements shall be selected.

b. The electrodes shall conform to IS 814:1991 Specification of covered electrodes for

manual metal arc welding of carbon and carbon manganese steel, if manual metal arc

welding is used, in case of usage of any other welding process relevant Indian

standards must be followed.

3.4.4 Fasteners:

c. All the bolts used in the load bearing members shall be of 10.8 Class and on other

areas 8.8 class (min.) conforming to IS 3787:1985 Specification for high strength

structural bolts, IS 4000:1992 High strength bolts in steel structures.

d. All nuts used for fastening shall conform to IS 6623:1985 Specifications for high

strength structural nuts.

3.4.5 Paint:

a. Smoke grey colour paint for structural steel shall be zinc rich epoxy paint. Two coats

of paint to be applied on structures.

b. Apply two coats of zinc rich epoxy primer before giving the paint coat.

c. The painting system shall be as per IS 2932:2003

3.4.6 Hand rails:

a. The material of pipe used for hand (guard) rails shall be structural steel tubes.

b. 1” pipes shall be used. All welds shall be smoothened.

3.4.7 List of materials to be procured:

a. The following are tentative list of materials to be procured for the erection and

commissioning of the structures. The detailed bill of materials shall be prepared by the

contractor after the preparation of fabrication drawings.

3.5 Fabrication:

3.5.1 Fabrication shall be done only as per the fabrication drawings approved by the

Department. Any non-conformance to the approved fabrication drawing shall be

recorded and waiver shall be obtained from the Department, at the earliest.

3.5.2 Fabricate and assemble structural members in shop to greatest extent possible. The

extent of prefabrication can be decided by the Contractor based on practical

constraints.

3.5.3 Properly mark and match mark the material for field assembly convenience.

3.5.4 Provide finish surfaces of members exposed in final structure free of markings, burrs

and other defects.

3.5.5 Camber:

Trusses, beams and Plate girders shall be fabricated with camber as per relevant Indian

standard.

3.5.6 Holes:

a. Cut, drill, punch holes perpendicular to the metal surface. For plates greater than 16

mm thickness, use only drilling.

b. Do not flame cut holes or enlarge holes by burning.

3.5.7 Splicing in members:

b. To the maximum extent, members shall be made from single member using

commercially available maximum length.

c. For other columns and beams, splices can be used and shall be designed as per

standard engineering practice. Joints should not impair the strength of the member.

d. All splices shall be shown in the detailed fabrication drawings.

3.5.8 Boxed Members:

a. Abutting edges shall be connected and sealed with a continuous weld.

b. Stiffeners and other details that will be enclosed within the box member shall be

subject to inspection by the Department and/or TPI before the closure plates are

welded into place.

3.5.9 Flooring:

a. Mild steel chequered (skid resistant raised pattern) plates shall be used for flooring in

all the platforms (except detachable working platform at engine level where

aluminium chequered plates shall be used). The thickness shall not be less than 5 mm.

b. Flooring shall be furnished to be continuous over two spans or more where

practicable.

e. When removable floor plate is required, two (2) lifting holes shall also be provided in

each removable floor plate.

f. Bolts or other fixings on the surfaces of platforms, landings and walkways shall be

countersunk flush with the surfaces.

3.5.10 Surface preparations:

All surfaces to be welded shall be clean and free from paint, oil, debris, scale, oxides

and other foreign material detrimental to welding, for a distance of at least 25 mm

from joint preparation.

3.5.11 Welded Connections:

a. All connections in the fabricated members are welded connections unless otherwise

mentioned explicitly.

b. The welding process shall be conforming of IS 816:1969 Code of practice for use of

metal arc welding for general construction in steel, IS 1024:1999 Use of welding in

bridges and structures subject to dynamic loading-Code of practice.

c. All welds shall be made with the appropriate grade of electrode suitable for the type of

steel being welded. Welds shall be thoroughly chipped to remove slag and shall be the

full size specified and/or as shown on approved drawings.

d. All fillet welds shall be continuous welds, Intermittent welds are not be permitted

where members are exposed to weather or corrosive atmosphere, unless the spaces

between are continuously seal welded.

e. Unless otherwise shown, all butt welds shall be complete penetration butt welds and

where possible, shall be double V butt welds. Beams, flange plates, web plates and

cord members of long trusses may be butt welded in the shop to form any long lengths

required provided that such splices do not come within the middle third of the

member. All butt welds in tubular and boxed members shall be backed by suitable

mild steel backing rings or plates.

f. Joints to be welded shall be properly clamped or tack welded so that uniform

stresses are built up.

g. Though profile of the weld is affected by the position of the joints, it shall be uniform

throughout. In case of butt and corner welds, the profile shall be slightly convex and

in the case of fillet weld, it is usually concave.

h. For usual inspection of the welds the locations, dimension and type of weld, size of

weld and type of welding rods used shall be checked. Size of weld may be slightly

over but not under the specified size (as per connection design).

3.5.12 Shop errors:

a. Fabrication errors or potential errors resulting from incorrectly detailed components

are to be reported immediately to the Department. The Department will consider the

action required for correction or modification of the work.

b. If corrections are necessary, written instructions will be given to the Contractors to

carry out such work.

c. If fabrication errors are found during erection, the Contractor will be advised and

repairs and/or modifications as considered necessary by the Department will be in the

scope of Contractor.

d. Fixtures required for handling and erection shall be fabricated preferably, during the

pre-fabrication at Contractor’s site.

e. In case of complicated structures templates/layout to be taken and checked first before

the structure is checked with layout.

f. All straightening and shaping to form shall be done by pressure and not by

hammering. Any bending or cutting shall be carried out in such a manner as not to

impair the strength to the metal.

3.5.13 Tolerances:

All finished fabricated members shall be within the tolerances as per IS 7215:1974

Tolerances for fabrication of steel structures.

3.6 Handling, Transporting and Storing:

3.6.1 The transportation of the pre-fabricated structures, raw materials, tools, erection

equipment and other relevant hardware from Contractor’s site to the Department’s

site falls in the scope of the Contractor.

3.6.2 Steelwork shall be handled and stored by methods and equipment that will not result

in overstress, deformation or damage to protective coatings. Members shall not be

stored directly in contact with the ground.

3.6.3 Members bent or buckled by the Contractor during handling shall be liable to

rejection. Any steelwork that is deformed as a result of handling, storing and

transporting and which prevents the proper assembling and fitting up of parts shall be

replaced or corrected by the Contractor. The method of correction shall be subject to

the agreement of the Department. Damage to paintwork during handling and erection

shall be repaired in accordance with specification.

3.6.4 Bolts, nuts and washers shall be stored in grit free containers, in weatherproof

premises. Loose pieces for connections shall be attached to their respective members

and clearly marked for identification.

3.6.5 During site handling, storage and erection, the Contractor shall take all necessary

precautions to prevent damage to the painted or other protected steelwork surfaces.

3.7 Erection:

3.7.1 The Contractor shall submit to the Department for agreement, details of the

equipment and methods proposed for use in the erection of the steelwork in an

erection plan. The agreement of the Department shall not relieve the Contractor of

responsibility for the adequacy and safety of the work during erection.

3.7.2 The erection of steel work shall be planned and carried out ensuring safe working

conditions and methods at all times. All erection gear and equipment shall be of

adequate strength and comply with all applicable Statutory Acts and Regulations.

3.7.3 Foundations:

The foundations for the erection of various columns of the structure are already

available at Department’s site. Foundation bolts and grouting of foundation bolt with

non-shrinking grout are under the contractor’s scope. The size of the bolts shall be

finalized in discussion with the department.

3.7.4 Field Measurements:

a. Check actual locations of foundations and other constructions to which the steel

framing must fit, by accurate field measurements before field erection. Show recorded

dimensions on the final shop drawings.

3.7.5 Alignment:

3.7.6 Each part of the structure shall be aligned and leveled within the specified erection

tolerances, as is practicable after it has been erected. Permanent connections shall not

be made between members until sufficient elements of the structure has been aligned,

leveled, plumbed and temporary connected to ensure that members will not be

displaced during subsequent erection or alignment of the remainder of the structure.

3.7.7 During erection, the work shall at all times be securely bolted, guyed or braced. The

Contractor shall ensure the stability of the structure at all stages or erection and shall

supply the necessary temporary bracing. If requested by Department the Contractor

shall submit certified engineering computations for stability, alignment of the

structure.

3.7.8 Tolerances:

a. The erection shall be executed in such a way that the tolerance after completion of

the erection conforms to IS 12843:1989 Tolerances for erection of steel structures.

3.7.9 Check for trial assembly when specified or when required to avoid problems of

matching of difficult components at site.

3.7.10 Do not use gas cutting torches in the field for the correction of the fabrication errors

in primary structural framing. Cutting will be permitted only in the secondary

members.

3.7.11 Finish the gas cut surfaces using grinding to provide a smooth appearance.

3.7.12 Establish required leveling and plumbing measurements on mean operating

temperature of the structure. Make allowance for the difference in temperature

during erection and the mean temperature at which the structure will be when

completed.

3.7.13 The erection process shall have strict compliance with IS 7205: Indian safety code for

structural steelwork.

3.8 Painting

3.8.1 One coat of primer shall be applied to all structural members, areas inaccessible after

erection shall be given with two coats of primer.

3.8.2 Paints, oils and varnishes of specified and approved brand, quality and colour (See

table 2) alone shall be used.

3.8.3 No admixtures are permitted, but if for any reason thinning is necessary in case of

ready mixed paint the brand of thinner recommended by manufacturer or as

instructed by the Department shall be used.

3.8.4 Approved paints, oils etc., shall be brought to Department’s site on original container

in sealed condition and stored in proper condition, in the Contractor premises at

Department’s site.

3.8.5 Painting except the priming works shall be started only after completing all the

structural erection works, load testing.

3.8.6 The surface shall be thoroughly cleaned and dusted off rust, dirt, scales, grease etc.,

before starting the painting.

3.8.7 The painted surface shall be free from paint runs, drops, waves, brush marks,

variations in colour, texture or finish.

3.8.8 Specified drying/curing time shall be observed before applying successive coats.

3.8.9 It is mandatory to apply one primer coat immediately after finishing any fabrication

or erection work. No structural member shall be left without protective coating in

susceptible environment after completion of fabrication.

3.8.10 Arrow marks pointing towards all exits shall be painted and solid line at least two

inches thick shall be painted along the exit path all along the staircases in a

fluorescent yellow colour as a visual aid in case of emergency.

3.8.11 The colours to be used for different regions of the structure is as follows,

3.8.13 The painting shall conform to IS 487:1985 Surface treatment using paints and IS

1477:1971 Part I and II Code of practice for painting ferrous metals in buildings pre-

treatment and painting.

platforms are to be done after erection of structures.

3.10.1. Stage support pedestal is the main load transfer structure as the PS2/GS2 stage is

supported on it. Hence the pedestal shall be load tested.

3.10.3 Load testing scheme shall be finalized in discussion with the department after

erection.

4.0 GENERAL QUALITY PLAN

4.1. The Contractor shall be responsible for the inspection and quality control of the

entire contracted job and related documentation.

4.2 The Contractor shall have an inspection and quality control setup with established

independent authority having adequate infrastructure in terms of manpower,

expertise and facilities (i.e., NDT and test equipment).

4.3 A quality plan shall be prepared by the Contractor for procurement, fabrication,

packing, transportation, erection and commissioning, taking into account the clauses

mentioned in this chapter and relevant standards.

4.4 QC Inspection:

4.4.1 The quality assurance for procurement and fabrication at the Contractor’s site shall be

in the scope of Contractor. The Contractor shall make all necessary arrangements to

employ personnel for doing the inspection. Also the Contractor shall make necessary

provisions so as to enable the Department to have access to the inspection details and

the reports.

4.4.2 The Department has the right for inspection at the contractor’s site. Contractor shall

provide necessary tools/equipments to carry out the inspection.

4.4.3 Employing a third party for QC inspection for pre-fabrication shall be decided by the

contractor. However no third party inspection is required for works carried out at

Department’s site. The quality assurance for fabrication, erection and commissioning

at the Department’s site shall also be scope of the contractor. Contractor shall provide

necessary tools/equipments to carry out the inspection.

4.5 Raw Materials:

All raw materials bought out by the contractor for executing this contract, shall be

tested as per applicable norms and codes and necessary test certificates (physical and

chemical properties) shall be available for verification.

4.6 Process Plan:

The process plan shall be prepared by the Contractor containing operation details,

quality control stages, starting from the raw materials to erection and commissioning

and it shall be got approved, by the Department before commencing the job. Any

amendment to this process plan shall be with the approval of the Department.

4.7 Shop Clearance System:

4.7.1 The Contractor’s quality control personnel shall be responsible for clearances of the

job at the Contractor’s site, as per mutually agreed quality control plan. However, at

certain specific stages (as recommended by the Department during process approval),

clearance of the Department’s quality personnel is mandatory.

4.7.2 The Contractor shall establish necessary records for all the inspections, tests and

acceptance and make them available to the Department.

4.8 Quality Control in Welding Processes:

4.8.1 Welding procedure specification (WPS) document shall be prepared for welded

joints. The Contractor shall be in a position to trace any fabricated joint to a WPS on

demand from the Department.

4.8.2 All weld joints shall be distinctly identified through a numbering system of

identification to be evolved and joint numbers shall be incorporated in all inspection

reports. The traceability of welds to the radiographs and weld inspection reports shall

be ensured.

4.8.3 All Welders shall be qualified as per IS 817:1996 Code of practice for training and

testing of manual metal arc welders and the certificates shall be submitted to the

Department for scrutiny.

4.8.4 The inspection of all the welded joints shall be carried out according to IS 822:1970

Code of practice for inspection of welds.

4.8.5 The following are the general guidelines for carrying out inspection of welds, all

welds will fall on one of the two classes,

Class 1: All load transfer members’ butt weld joints.

Class 2: All the remaining joints in the structure, stage support structure.

4.8.6 All class 1 welds shall be subjected to,

a. Visual inspection

b. Dimensional inspection

c. Dye penetrant test

d. Radiography

4.8.7 All Class 2 welds shall be subjected to,

a. Visual inspection

b. Dimensional inspection

c. Dye penetrant test

4.9 Non Conformances and Waivers:

4.9.1 Any nonconformance (deviation in a process or a specification change due to special

circumstances) to the specifications or processes produced in this document shall be

reported to the Department. The Department may grant the waivers for such

nonconformance based on the established protocols and procedures.

4.9.2 Records of all such nonconformance shall be maintained and changes to specification,

if any shall be incorporated in relevant documents and drawings along with the

approval of the Department.

4.9.3 All the records pertaining to the testing of materials, qualification of personnel,

inspection of welds, certificates etc., shall be submitted to the Department at

appropriate time / on demand.

4.9.4 The Department reserves the right to inspect the work at any specific stage through

its own personnel, on advance notice, in such cases the Contractor shall make

available all documents and records pertaining to the inspection, to the Department.

4.10 Pre-delivery inspection:

4.10.1 All the steel work fabricated at the Contractors site shall be transported to the

Department’s site after pre delivery inspection and subsequent issue of dispatch

clearance, by the Department. This applies only to the pre-fabricated structure.

4.10.2 The completion of the pre-fabrication shall be communicated to the Department well

in advance.

4.10.3 The number of pre-delivery inspections shall be brought out clearly in quality plan.

4.10.4 Where steel work has been inspected by the Department at the Contractor’s site,

before being delivered to the Department’s site, such inspection shall not relieve the

Contractor of the responsibility for the correctness of the fabricated steel.

5.0 GENERAL CONDITIONS

5.1 Contract Manager:

5.1.1 The Department shall have the right to administer the contract and for this purpose,

the Department shall nominate a representative whose name will be notified in

writing to the Contractor as Contract Manager.

5.1.2 Changes to the clauses and to terms and conditions of the contract shall be offered,

authorised or accepted on behalf of the Department by, and only by, the Contract

Manager.

5.1.3 The Contractor shall, in this respect, and in accordance with any relevant security

regulations, give the Contract Manager or representatives of the Department access to

his premises and shall give all other necessary assistance in order that he may fulfill

his task.

5.2 Department’s Representative(s):

The Department shall have the right to assure itself of the performance of the

technical work of the contract by inspection and for this purpose and for the general

purpose of technical collaboration, the Department shall nominate a representative(s)

whose name(s) shall be notified in writing to the Contractor.

5.3 Site Personnel:

5.3.1 The Contractor shall identify a Resident Works Manager (RWM) and Resident Safety

Officer (RSO). They shall be personally present or employ their representatives

whose names shall have previously been communicated in writing to the Department

and approved by the Department to supervise the work under the Contract.

5.3.2 The Contractor’s RWM shall have full technical capability and complete

administrative and financial powers to expeditiously and efficiently execute the work

under the Contract. Any written orders or instructions which the Department may

give to the Contractor’s RWM or his/ her representative shall be deemed to have

been given to the Contractor.

5.3.3 The Contractor’s RWM shall maintain an office on or adjacent to the site of work and

shall at all times keep in the said office a complete set of specifications and drawings.

The Department will normally communicate directly with the Contractor’s RCM at

site.

5.4 Contractors Default Liability:

5.4.1 The Department shall reserve the right to terminate the work in the circumstances

detailed hereunder,

5.4.2 If the Contractor fails to rectify, re-construct or replace any defective system/sub-

system/ equipment within a period of 60 days after the Department having given a

notice to the Contractor to rectify, reconstruct or replace the said defective system/

subsystem/ equipment or the Contractor delays, suspends or is unable to complete the

system/ subsystem/ equipment by the date mutually agreed upon.

a. If the Contractor commits breach of any of the terms and conditions of the Contract.

b. If the Government of India decides to terminate the Contract in public interest.

c. When the Contractor makes themselves liable for action under the circumstances

mentioned above, the Department will have power to forfeit the bank guarantee of

Contractor and the Contractor shall have no claim for damages whatsoever on such

forfeiture.

5.4.4 The work remaining to be completed at the time of termination of the Contract shall

be got executed through any other Contractor, in which case the expenses, which

may by incurred in excess of sums, which would have been paid to the original

Contractor, had the whole work been executed by them, shall be borne by the

original Contractor and shall be recovered from them.

5.4.5 If this work happens to be terminated as provided in Section 5.4.2, the Department,

in addition to any other right provided in this article, may require the Contractor to

change the title and deliver to the Department in the manner and as directed by

Department.

a. Any completed system / sub-system / equipment.

b. Such partially completed system/ sub-system / equipment, drawings, information,

which Contractor specifically produced / acquired for the performance of the work

5.4.6 The Department will pay to the Contractor as per the quoted price in the work for

completed system/ sub-systems/ equipment delivered to and accepted by the

Department and for manufacturing materials delivered and accepted. For the partially

completed system/ sub-systems/ equipment delivered to and accepted by the

Department, payment will be made at mutually agreed prices.

5.5 Rights of the Department:

5.5.1 The various parts of the Contract are intended to be complementary to each other but

if any discrepancies appear or any misunderstanding arises, the explanation of the

Department will be final and binding.

5.5.2 Wherever in the specifications which are a part of the work or which may be

furnished to the Contractor for directing the work, the terms and descriptions of

various qualities of workmanship, materials, structures, processes or other features of

the work are described in general terms, the meaning of fulfilment of which must

depend upon individual judgements, then in all such cases, the question shall be

decided by the Department and said material shall be furnished, said work shall be

done and said structure or feature shall be constructed, furnished or carried out in full

and in accordance with their interpretation of the same and to their full satisfaction

and approval, provided such interpretation is not in direct conflict with the

specifications or generally accepted good practice.

5.5.3 Whenever, in the opinion of the Department, the Contractor has made marked

departure from the schedule of completion laid down in the Contract or when

untoward circumstances force departure from the said schedule, the Department in

order to assure compliance with the schedule and the provisions of the work, shall

direct the order, pace and method of doing the work, which shall be adhered to by

the Contractor.

5.5.4 If at any time the Contractor’s methods, materials or equipment appear to the

Department to be unsafe, inefficient or inadequate for securing the safety of the

workmen or the public, the quality of the work or the rate of progress required, the

Department may order the Contractor to ensure their safety and increase the

efficiency and adequacy and the Contractor shall promptly comply with such orders.

5.5.5 If at any time the Contractor’s work-force and equipment are in the opinion of the

Department, inadequate for securing the necessary progress, as herein stipulated, the

Contractor shall, if so directed, increase the work-force and equipment to such an

extent as to give reasonable assurance of compliance with the schedule of completion.

5.5.6 The absence of such demands from the Department will not relieve the Contractor of

their obligations to secure the quality, the safe conducting of the work and the rate of

progress required by the work and the Contractor alone shall be and remain liable

and responsible for the safety, efficiency and adequacy of their methods, materials,

work-force and equipment, irrespective of whether or not they make any change as a

result of any order or orders received from the Department.

5.6 Safety of Work and Working Personnel:

5.6.1 The Department will not be responsible or held liable for any damage to person or

property consequent upon the use, misuse or failure of any construction/ fabrication

tools and equipments used by the Contractor or any of their sub-contractor’s, even

though such construction tools and equipment may be furnished, rented, or loaned to

the Contractor or their sub-contractor. The acceptance and / or use of any such

construction tools and equipment by the Contractor or their sub-contractors shall be

construed to mean that Contractor accepts all responsibilities for and agree to

indemnify and save the harmless Department from any and all claims for said

damages resulting from said use, misuse or failure of such construction tools and

equipment

5.6.2 The Contractor and their sub-contractors shall be responsible during work for

protection of the work which has been completed by the other Contractors. The

necessary care shall be taken to see that no damage to the same is caused by their own

men during the course of execution of their work.

5.6.3 All other works completed or in progress as well as machinery and equipment that

are liable to be damaged by Contractor’s work shall be protected by the Contractor

and such protection shall remain and be maintained until its removal is directed by

the Department.

5.6.4 The Contractor shall effectively protect all the works from action of weather and

from damages or defacement and shall cover finished parts where ever required for

their thorough protection.

5.7 Working and Safety Regulations:

5.7.1 The Contractor shall observe all statutory and legal requirements enforced by Central

and State Government applicable to the work as well as any local regulations applying

to the site issued by Department or its representatives.

5.7.2 Contractor shall comply with all the security regulations of Department.

5.7.3 Smoking, use of mobile phone, camera, match-box, lighter and any other source of

ignition is strictly prohibited inside IPRC Campus.

5.7.4 Contractor shall establish a safe work procedure and strictly comply with

a. All electricity rules and regulations.

b. Standard safety procedures to be followed in scaffolding, operating hoisting

equipments, welding & gas cutting, grinding, painting, radiography.

c. Statutory requirements for inspection and test of all lifting appliances and auxiliary

lifting gear.

5.7.5 The Contractor shall bring his own standard personnel protective equipment such as

helmets, gloves, ear muffs, safety shoes, safety belts etc., in addition he shall bring

safety tools deemed necessary to carry out the job at Department site, in addition he

should ensure proper use of them in Site.

5.7.6 In case of accident, the Department shall be informed in writing forthwith. The

Contractor shall strictly follow the regulations laid down by the Factory Inspector,

Central and State Government authorities in this regard.

5.7.8 The Contractor shall notify the Department of his intention to bring on to the site

any equipment such as space heating or welding apparatus, or any container holding

liquid or gaseous fuel or other substance, which might create a hazard. The

Department will have the right to prohibit the use of such equipment or to prescribe

the conditions under which such equipment may be used.

5.7.9 Erection work shall conform to IS 7205:1974 Safety code for Erection of Structural

Steelwork (latest edition).

5.7.10 The Department will have the right to prohibit the use of certain equipment or to

prescribe the conditions under which such equipment may be used.

5.7.11 Heavy handling and erection jobs are prohibited after 18:00 hrs, in case of any such

requirement, the Contractor shall obtain permission from the Department and do

such jobs only in the presence of Department representatives.

5.7.12 The movement of isotope source for radiography purpose will be permitted only with

the prior approval of Atomic Energy Regulatory Board (AERB).

5.7.13 Safety and security of contract personnel shall be in the scope of contractor even at

Department’s site, Department has no liability in this regard.

5.8 Electrical Safety Regulation:

5.8.1 The Contractor shall arrange temporary Power Distribution Panel (PDP) with

Moulded Case Circuit Breaker (MCCB), Earth Leakage Circuit Breaker and

calibrated energy meter for taking electrical power from Department’s power

termination point. Necessary power cabling from the Department’s power

termination point to the Contractor’s PDP and from the Contractor’s PDP to the

Contractor’s utility points shall be arranged by Contractor. PDP shall be grouted

properly. All temporary cabling must comply with rules & regulations and subject

to Department’s satisfaction. After making all temporary power cabling,

Contractor shall formally apply to Department for safety and work permits. After

ascertaining the compliance of the Contractor’s temporary cabling with

Department safety regulations, Department will energize the Contractor’s PDP.

The Contractor shall employ a full time electrician to maintain his temporary

installations. The Contractor shall not however have any claim against the

Department in the event of any failure, interruption/ insufficiency of these

services. If required, the Contractor may employ a portable Diesel Generator (DG)

set to get regular power supply.

5.8.2 In no circumstances Contractor shall interfere with fuses and electrical equipment

belonging to the Department or other Contractors. Before the Contractor

connects any electrical appliance to any plug or socket belonging to other

Contractor or Department, Contractor shall do the following:

5.8.3 Ensure Department that the appliances are in good working condition.

5.8.4 Inform the Department of the maximum current rating, voltage and phase of the

appliance.

5.8.5 Obtain permission of the Department detailing the sockets, to which the appliance

may be connected

5.8.6 There shall be a separate temporary power supply panel with MCCB & ELCB for

connecting Contractor’s electrical equipment like welding, drilling, cutting,

grinder machines. The Department will not grant permission to plug-in until the

Department is satisfied that

a. The appliance is in good condition and is fitted with suitable plug.

b. The appliance is fitted with suitable cable, having two earth conductors.

5.8.7 All panels shall be grouted properly. All power and welding cables used shall be of

double insulated cable of suitable capacity. No weight of any description shall be

imposed on any such cable and no ladder or similar equipment shall rest against or

be attached to it. The voltage for all portable equipments like drilling machines,

temporary lighting etc, shall be 240 ± 10% volts.

5.8.8 Contractor shall have separate welding return cable. Test stand

structures/pipelines shall not be used as return cable.

5.8.9 Power cables and welding cables shall be routed properly. No test stand structure

shall be used for fixing the cable.

5.8.10 No electric cable in use by the Department/Contractor will be disturbed without

prior permission.

5.9 Communications:

All communications affecting the terms and conditions of the contract and

concerning its execution shall be made or confirmed in writing.

5.10 Subcontracting:

5.10.1 Subcontracting, if any shall be done by the contractor only with the prior knowledge

and sanction of the Department.

5.10.2 The proposal for sub contract including the terms & conditions to be stipulated, shall

be submitted to the department for approval. Only after obtaining the approval of the

department, the contractor can finalise the sub-contract.

5.10.3 The contractor shall be responsible for the proper execution of any subcontract

placed by him in connection with this contract, defaults and delays in any form or

any level cannot bind the Department.

5.11 Employment of Labours:

5.11.1 The Contractor will be expected to employ, on the work, only his regular skilled

employees with experience of this particular work. No female labour shall be

employed after normal working hours. No person below the age of 18 years shall be

employed. The Contractor shall pay to each person, wages not less than those

specified by Minimum Wages Act. The employees / labour, for carrying out all the

site works shall be identified well in advance by the Contractor and necessary

approval shall be obtained from the Department for entry to the work site.

5.11.2 All personnel employed as manual labour must be covered under appropriate

insurance policy (ESI).

5.12 Changes and Modifications to Specifications and Qualitative Requirements:

5.12.1 The department reserves the right at any time to modify the qualitative requirements,

specifications, patterns or drawings relating to the work covered by this contract. The

contractor shall inform the Department within 15 days, of any objections he has to

the modifications required.

5.12.2 The department may also accept modifications proposed by the contractor on his own

initiative or on behalf of subcontractors.

5.12.3 The contractor shall in a reasonable time submit an estimate of any such

modifications in the cost and/or delivery schedule of the contract.

5.12.4 In the light of these estimates, the Department will decide whether and if so at what

stage, the modifications are to be introduced and shall advise the Contractor in

writing together with the Department’s new limits of liability. When a modification

or other change is so authorized, the Contractor shall proceed with action in

accordance with the Department’s direction.

5.12.5 For any such change if unit rates are not available in the contract, the changes shall

be implemented through an amendment.

5.12.6 Any amendment to the contract which may be necessary in these respects shall be

established in the form of an amendment to contract, to be signed by both the parties.

In case of any dispute regarding cost, responsibility or delivery schedule etc., it shall

be submitted to arbitration.

5.13 First Aid:

The Contractor may have access to the Department’s qualified first aid personnel and

ambulance in case of accidents, subject to the availability of the same. However, the

Contractor shall make his own medical and transport arrangements to take care of his

employees in case of accident. The Contractor shall provide a first aid kit at the work

site to meet the requirements of minor injuries.

5.14 Publicity Relating to Contract:

Advertisements, press releases or other specialised publicity documents which are

related to or reveal the existence of a contract and are intended by the Contractor for

public distribution and/or the press, broadcasting, or television shall be notified to the

Department. The Department may direct the Contractor to withheld such publicity

or to require modifications to be made to the publicity material. The Contractor shall

comply with such directions. If the Contractor does not receive such direction within

thirty days of the receipt by the Department of the notification by the Contractor to

engage in such publicity, the Department shall be deemed to have no objection, to

such publicity.

5.15 Secrecy:

The technical information, drawings, specification and other related documents

forming part of enquiry or Contract are the property of the Department and shall not

be used for any other purpose, except for execution of the Contract. All rights,

including the rights in the event of grant of a patent and registration of designs are

reserved. The technical information, drawings, specifications, records and other

documents shall not be copied, transcribed, traced or reproduced in any other form or

otherwise in whole and/ or duplicated, modified and/or disclosed to a third party

and/or not misused in any other form whatsoever without the Department’s consent

in writing except to the extent required for the execution of the work. This technical

information, drawings, specifications, records and other documents shall be returned

to the Department with all approved copies and duplicates, if any, immediately after

they have been used for the agreed purpose.

5.16 Force Majeure:

If at any time during the currency of the Contract, the performance in whole or in

part by either party of any obligation under the work is prevented or delayed by

reasons of any war, hostility, acts of the public enemy/terrorist, civil commotion,

sabotage, fire, flood, earth quake, epidemics, quarantine restrictions, strikes, lockouts,

or acts of God (hereinafter referred as eventualities) and if notice is given by either

party to the other within 21 days from the date of occurrence thereof, neither party

shall for such eventuality be entitled to terminate the work nor shall any party have

any claim for damages against the other in respect of such non-performance or delay

in performance. The performance under the work shall be resumed as soon as

practicable after such eventualities have come to an end and the decision of the

Department whether the situation has been resumed or not shall be final and

conclusive. Provided further that if the performance in whole or in part of any

obligation under the work is prevented or delayed by such eventuality for a period of

exceeding 60 days, the Department may at their option terminate the Contract

provided also if the work is terminated under this clause, the Department will be at

liberty to take over from the Contractor at a price fixed by the Department which

shall be final, all unused, un-damaged, and acceptable material, bought-out

components and stores in course of erection and commissioning in the possession of

the Contractor at the time of such termination of such portion thereof as the

Department may deem fit excepting such material, bought-out components and stores

as the Contractor may with the concurrence of the Department elect to retain.

5.17 Contractor-Other Obligations:

5.17.1 The Contractor shall provide everything necessary for proper execution of the work

according to the intent and meaning of the specifications whether the same may or

may not be particularly shown or described therein, provided that the same can

reasonably be inferred there-from and if the Contractor finds any discrepancy there-

in, they shall immediately and in writing refer the same to the Department whose

decision shall be final and binding on the Contractor.

5.17.2 If any part of the Contractor’s work depends for proper execution upon the work of

any other Contractor, the Contractor shall inspect and promptly report in writing to

the Department any defect in such work of the other Contractors that tender it un-

suitable for proper execution of the work under this Contract. Their failure to so

inspect and report shall constitute acceptance of the other Contractor’s work as fit

and proper for the reception of their work, except as to defects which may develop in

the work of the other Contractors after proper execution of the work. To ensure

proper execution of their subsequent work, the Contractor shall measure the work

already in place and shall at once report to the Department any discrepancy between

the executed work and the drawings.

5.17.3 Contractor shall not sell, assign, mortgage, hypothecate or remove equipments or

materials which have been erected or which may be necessary for the completion of

the work without the written consent of the Department.

5.17.4 In the execution of the work, no person other than the Contractor, or their duly

appointed representatives, their sub-contractors, and their workmen, shall be allowed

to work at the site except by special permission, in writing by the Department.

5.17.5 The Contractor shall proceed with the work to be performed under this Contract and

each and every part and detail thereof, in the best and most workmen-like manner by

engaging qualified, careful and efficient workers and to the several parts thereof at

such time and in such order as the Department directs and finish such work in strict

conformance with the plans, drawings and/or specifications and any changes,

modifications or amplifications thereof made by the Department.

5.17.6 The Contractor’s personnel shall not be permitted to reside inside the Department’s

premises after the work. The Contractor shall make their own arrangement for

transportation, accommodation, food, health care, communication, insurance etc. for

their personnel.

5.17.7 It is the responsibility of the Contractor for arranging necessary Workmen’s

Compensation Policy for their employees and labourers as per statutory

requirements. It is compulsory to produce records of insurance details to the safety

division of IPRC for obtaining “Safety Permit” to commence site work by Contractor.

5.17.8 In respect of observance of local rules, administrative orders, working hours and the

like, the Contractor and their personnel shall co-operate with the Department.

5.18 Clean up of Work site:

The Contractor shall not store or place the equipment, materials or erection

equipment on the drive ways and streets and shall take care that their work in no

way restricts or impedes traffic or passage of men and material. During erection, the

Contractor shall without any additional payment, at all times keep the working and

storage area used by him free from accumulation of loose and combustible material,

waste materials or rubbish to avoid fire hazard and hindrance to other works of the

Department. If the Contractor fails to comply with these requirements, the

Department will proceed to clear those areas and the expenses incurred by the

Department in this regard shall be payable by the Contractor. Before completion of

the work, the Contractor shall remove or dispose in satisfactory manner all

scaffolding, temporary structures, sheds, buildings, stores, waste and debris and leave

the premises in a condition satisfactory to the Department.

5.19 Purchase of materials:

5.19.1 The Contractor shall process purchase action generally with the identified sub-

vendors/ sub-contractors as approved by the Department and if necessary purchase

action shall be initiated with any additional sub-vendor/ sub-contractor after

obtaining approval from the Department.

5.19.2 The criteria for selection of particular product and the reasoning involved therein

shall be submitted to the Department for necessary approval. However Department’s

decision will be final.

5.19.3 In keeping with the terms of the Contract, the Contractor shall undertake full

responsibility for storage, handling, packaging and transportation involved to the

accepted level of any sub-systems/ equipment covered by the work in the Contract.

5.20 Works after Office Hours:

The work by the Contractor, is allowed, at the site beyond normal working hours

(08:45 to 17:15 hrs) on working days and any time on holidays (including Saturdays

and Sundays) with prior approval of the Department. The Department may also direct

the Contractor to operate extra shifts over and above normal day shift to ensure

completion of the work on schedule if, in the opinion of the Department, such work

is required.

5.21 Arbitration:

Except matters in respect of which the decision of the Department is final as specified

in the Contract, any dispute, disagreement or question which cannot be settled

mutually, shall within 30 days from the date that either party informs the other in

writing, that such dispute or disagreement exists, be referred to arbitration. The

Arbitrator shall be a serving Law officer of the rank of Joint Secretary to the

Government of India. The arbitration proceedings shall be in compliance with the

Arbitration and Conciliation Act 1996. The performance under this work shall

continue during the arbitration proceedings and no payment due or payable by the

Department will be withheld unless any such payment is or forms part of the subject

matter of the arbitration proceedings.

5.22 Infringement of law:

The Department shall not be responsible if the Contractor infringes the laws or

statutes currently in force in India, or of the country in which the contract is carried

out.

5.23 Infringement of third party rights:

Unless otherwise stipulated in the contract, the contractor shall indemnify the

Department from and against all claims, proceedings, damages, costs and expenses

arising from the infringement of patent rights and intellectual property rights of

third-parties with respect to the subject of the contract – excluding any infringement

resulting from the use of documents, patents drawings or goods supplied by the

Department which may be made, or brought against the Department, or to which the

Department may be put by reasons of such infringement or alleged infringement.

5.24 Disclosure and Use of Information by the Contractor:

5.24.1 If the documents supplied by the Department are marked ‘restricted use’ the

Contractor shall take all necessary steps to ensure that the requirements of the

contract or any specification, plan, drawing, pattern, sample or information supplied

by, or on behalf of, the Department in connection there with shall not be disclosed to

any person other than a person employed or engaged by the Contractor, whether

under sub-contract or otherwise, for the performance of the contract.

5.25 Performance Guarantee:

5.25.1 The “Defect Liability Period” shall be 12 months from the date of the final acceptance

of the system to the satisfaction of the Department. The work shall not be considered

completed until the Department has certified in writing that they have been actually

accepted and the Defect liability period shall commence from the date of such

certificate.

5.25.2 In case any defect in the work due to bad materials, and/ or bad workmanship

develop in the work before the expiry of the period, the Contractor, on notification

by the Department, shall rectify or remedy the defects at their own cost and shall

make their own arrangements to provide materials, labour, equipment and any other

appliances. All responsibilities in this regard fall in the scope of the Contractor.

5.25.3 The equipment or components repaired or replaced by the Contractor shall be

guaranteed for a period of 12 months from the date of acceptance after repairs or

replacement.

5.25.4 The Contractor shall furnish performance guarantee in the form of an unconditional

irrevocable bank guarantee from any nationalised/scheduled bank approved by RBI to

the extent of 10% of the Contract value valid during the defect liability period. If any

defect is noticed by the Department during the defect liability period and Contractor

fails to rectify or remedy the defects, the Department will have the right to get this

done by other agencies and recover the cost incurred, as determined by the

Department, which shall be final and binding, by recovery from the amounts due to

the Contractor and/ or by enforcing bank guarantee.

5.26 Cancellation of Work:

5.26.1 The Department will have the right, at any time, to cancel the Contract either wholly

or in part by giving written notice. The Contractor shall undertake to observe the

instructions of the Department as to the winding up of the contract both on his own

part and on the part of his sub-contractors.

5.26.2 In the case of cancellation of the Contract by the Department without any fault of the

Contractor, the Contractor shall forthwith take the necessary steps to implement the

Department’s instructions. The period to be allowed to implement shall be fixed by

the Department after consultation with Contractor and, in general, shall not exceed 3

months.

5.26.3 Subject to the Contractor conforming with the instructions referred to in Section

5.27.2, the Department will take over from the Contractor at a fair and reasonable

price, decided by the Department, all finished parts not yet delivered to the

Department, all unused and undamaged materials, bought-out components and

articles in course of fabrication in the possession of the Contractor for the

performance of the work, except such material, the Contractor shall, with the

agreement of the Department, elect to retain.

5.26.4 The ownership of all materials, part and unfinished work paid for by the Department

under the provisions of this Section shall be vested in or transferred to the

Department as soon as they have been paid for.

5.27 Execution Schedule:

5.27.1 The entire work is to be completed within 250 days from the date of award of the

contract. Any delay in the schedule shall be dealt with according to the clauses

mentioned in this document.

5.27.2 This execution period includes time for connection design, drafting, procurement,

5.27.3 The Contractor shall prepare a realisation schedule in the form of a bar chart

identifying key milestones, preferably in the form of work phases mentioned in

clause 2.2.

5.27.4 Any delay in the work due to the non-availability of the site shall be borne by the

Department and appropriate extension in the schedule will be given by the

Department. Otherwise the contractor shall strictly complete the work within the

period mentioned.

5.27.5 Liquidated damage:

Due to reasons not attributable to Department, if the Contractor fails to complete the

work or fails to meet delivery date within the time specified in the Contract or any

extension thereof, the Department will recover from the Contractor as liquidated

damages (LD) a sum of 0.5% of the total value of the contract for each calendar week

of delay or part thereof. The total value of liquidated damages shall not exceed 10% of

the contract value. The applicability of LD shall be considered for the total execution

schedule of 250 days including commissioning.

5.28 Quantity Variations:

The quantity in the finished job may vary from the estimate only within the limits

specified below,

5.29 Minimum Qualification Criteria:

The company/firm interested to participate in the tender shall qualify at the

minimum, the following criteria along with the aforesaid specifications; however

qualification of these criteria alone does not ensure the offer of purchase order.

a. Average annual financial turnover during last three years ending 31st march

2016 shall be at least INR 90 Lakhs.

b. Experience of having successfully completed similar structural works during

last seven years ending 31st March 2016.

i. The party shall have completed one similar structural work costing not

less than INR 240 Lakhs.

OR

ii. The party shall have completed two similar structural works costing

not less than INR 150 Lakhs.

OR

iii. The party shall have completed three similar structural works costing

not less than INR 120 Lakhs.

The term similar structural work for all purpose shall be taken as work of

similar size and form as the structural work. It can be an individual work or part of a

bigger project. However a group of works cannot be clubbed together and claimed as

a single work.

6.0 FINANCIAL TERMS AND CONDITIONS

6.1 Books of Contractor to be open to Department:

Except as may be otherwise stipulated in the contract the books of the Contractor

relating to the contract shall be open to the Department. The Department may

inspect all such books, bills, vouchers and other financial records at any time.

6.2 Right to Audit:

Except as may be otherwise stipulated in the contract, the Department reserves the

right to audit, either itself or through an authorised representative, the claim of the

contractor for costs incurred in the execution of any contract.

6.3 Government Taxes, Duties, Levies etc.,:

6.3.1 The Contractor shall take all necessary steps in order to facilitate the Department’s

exemption from certain taxes and customs duties resulting from its position as a

Research and Development Department.

6.3.2 The Contractor shall carry out all necessary formalities in order to bring about the

exemption form taxes and duties which might otherwise be levied on the expenses he

will incur, before he submits the invoice to the Department.

6.3.3 If in case any such items are paid, the Contractor shall comply with the instructions

given to him by the Department and provide in due time the information which the

Department requires to claim reimbursement.

6.3.4 Forms C or D for concessional rate of CST for interstate purchase will not be issued

by the Department.

6.3.5 The statutory deductions on account of Income tax shall be made as per the extant

provisions contained in the Indian Income Tax Act, 1961 and tax deducted-at-source

certificate will be issued to the Contractor.

6.3.6 Excise Duty Exemption Certificate will be provided by Department for indigenous

items consigned to IPRC Mahendragiri against Proforma Invoice submitted by the

Contractor.

6.4 Advance and Progress Payments:

Performance Security deposit (PSD) payable to the department shall be furnished by

the Contractor, in the form of a bank guarantee (BG), issued by a scheduled bank in

the prescribed format, withiwithiwithiwithin 30 days from the date of purchase order.n 30 days from the date of purchase order.n 30 days from the date of purchase order.n 30 days from the date of purchase order. This deposit is

meant to compensate, the department, for any loss due to failure of the supplier to

complete his obligations as per the purchase order. PSD is payable by the supplier at

the rate of 10 % of the purchase order value. The PSD shall be kept valid for the

entire duration of the contract and shall be extended as Performance Bank Guarantee,

for a period of twelve months, after the completion of the Contract. SSI units

registered with NSIC/DGS&D are exempted from paying Performance Security

Deposit, in that case only the Performance Bank Guarantee shall be furnished from

date of completion of the work.

6.4.2 All bank guarantees except the Performance Bank Guarantee shall be valid until the

completion of the job. The job will be deemed complete only when given in writing

by the Department. It is the job of the Contractor to ensure the validity of the bank

guarantee and extend it if required.

6.4.3 Except with specific agreement of the Department, the contractor shall not divert to

uses not provided for in the contract any material or services in respect of which

advances or progress payments have been made. The Department reserves the right to

ask the contractor for a special guarantee in order to safeguard its financial interest.

6.4.4 These are general guidelines to be adhered, changes in these terms can be

incorporated based on the mutual agreement between the Contractor and the

Department before the submission of quotation.

6.5 Validity:

The quoted price shall be valid for a period of at least 99990 days0 days0 days0 days from the date of

opening the quotation.

6.6 Limitations of Liability:

6.6.1 The limit of liability is the amount stated in the contract i.e., the purchase order,

which shall be the maximum amount to which the Department is committed and

which can only be increased by a written agreement of the Department.

6.6.2 The Department shall not be obliged to reimburse the contractor for costs incurred in

excess of the limit of liability and the contractor shall not be obliged to continue

performance under the contract or to incur costs in excess of the limit of liability,

unless and until the Department shall have notified the Contractor in writing that

such limit has been increased up to a revised amount.

6.6.3 The Contractor is obliged to submit documents/records if any, to substantiate such

revisions.

6.7 Final Settlement:

Contractor shall be allowed to claim final settlement when all his/her obligations

under the contract have been fulfilled. The obligations of the contractor are deemed

complete only after a written statement by the Department.

6.8 Method of Payment:

6.8.2 Taxes and transportation charges shall be paid extra over the aforementioned clauses.

6.8.3 No separate payment shall be made for inspection and testing, it shall be included in

Sl. No. 6.8.1 a.

6.8.4 The payment shall be made only for the finished structure weight, no separate

payment will be given for fabrication and erection losses, hence the amount shall be

quoted accordingly. (For quotation refer Chapter 7 Instruction for Bidding)

6.8.5 No separate payment shall be made for procurement of materials and hence the

incurred procurement cost shall be included in Sl. No. 6.8.1 a, b & c.

6.8.6 Estimation of finished structural weight shall be based on the fabrication drawings

and measurement of finished job where ever possible.

6.8.7 Only relevant IndianIndianIndianIndian standardsstandardsstandardsstandards shall be used for such estimations.

6.8.8 Estimation of painting area shall also be based on the fabrication drawings and

measurement of finished job where ever possible.

6.8.9 Any dispute in the method of payment shall be communicated the Department in

advance.

7.0 INSTRUCTION FOR BIDDING

7.1 This chapter gives the specific instructions regarding the details to be provided along

with the quotations, to be submitted by the participants of this tender.

7.2 The Contractor is allowed to visit the Department’s site to have a clear understanding

of the site conditions and job nature before submission of quotation. A pre-bid

meeting shall be arranged, in this regard, by the Department.

7.3 The validity of the offervalidity of the offervalidity of the offervalidity of the offer shall be for 99990 days0 days0 days0 days (Ninety days) minimum from date of

opening of quotation and shall be clearly mentioned in the offer, any change in the

validity of the offer will not be entertained.

7.4 Offers shall be free from corrections and erasures. Corrections if any shall be attested

with date, by appropriate authority.

7.5 The quotation against the tender shall be submitted in two parts, in two sealed

envelopes as follows,

7.6 The technical and commercial quotation shall be opened first and the parties shall be

shortlisted, then the price quotation of the short listed parties shall be opened.

Technical and Commercial Quotation:

The technical and commercial quotation shall contain the following aspects to enable

the Department to evaluate the capability of the party to execute the job. In addition

the Contractor shall also provide the ‘Bidder’s Profile’ as per the form in Annexure 1.

7.7 Bidder’s Profile:

The bidder shall elaborately bring out in their quotation their company profile,

which shall be commensurate with the level demanded for the execution of the work

specified in this document. The details shall include the following:

7.7.1 Infra-structural facilities such as factory area, machineries, equipment, material

handling systems, etc.

7.7.2 Human resource inventory under the categories such as executives, managers,

engineers, supervisors, safety officers, foremen, technicians, unskilled labourers,

clerical staff, auxiliary staff, etc. The educational qualification, expertise and

experience of the key staff shall also be submitted.

7.7.3 Financial soundness specifying the annual turn-over, annual income tax paid, name

7.7.5 Clientele, specifying the clients to whom they have executed works of nature similar

to that specified in this document. The address, telephone, fax, e-mail and contact

person of the clients shall also be specified.

7.7.6 Quality management system: If the bidder is certified for ISO 9001: 2008 quality

management system, a copy of the certificate by the accreditation agency shall be

submitted.

7.7.7 A copy of BIS license or relevant supporting document for ownership of such

standards to be used in design, drafting, fabrication, erection and commissioning.

7.8 The list of sub-vendors from whom the bidder proposes to purchase the materials and

the sub-contractors with whom the bidder proposes to sub-delegate part of the work

shall be provided.

7.6 Regarding the procurement of raw materials, it is essential that the fabricator gives

alternate/contingency measures, in case any of the materials required for this

Contract becomes scares in the market. This is necessary to ensure the time schedule

given by the contractor for completion of various activities.

7.7 The contractor shall furnish his philosophy of subcontracting with particular

reference to the equipment which may be sub contracted by him for design,

fabrication and supply.

7.8 Regarding the site work, it is essential that the contractor shall furnish summary of

his proposed plan, including the details of personnel to be posted in the site.

7.9 The contractor shall provide the detailed schedule of all the works to be completed in

the form of a bar chart within 30 days from the date of award of the contract. The

overall schedule shall not exceed 250 days.

7.10 This Schedule will be scrutinized and approved by the department and shall be used

as a basic progress monitoring tool by the Contractor as well as by the Department.

7.11 The contractor shall agree to abide by the secrecy clause and the property right

clauses, which will be incorporated in the Contract. These clauses shall be applicable

to all the documents and other information related to this contract.

7.12 The contractor shall specify exclusively any support, service etc. to be provided by

the department during the site work. However, it may be noted that accommodation

and transportation will not be provided by the department.. Regarding the medical

facilities, the contractor shall make his own arrangements for the site personnel.

Department reserves the right to provide/not provide such supports.

7.13 Price Quotation:

The following guidelines along with the Clauses in Chapter 6.0 shall be taken as

mandatory requirements for price quotation.

7.14 The prices quoted shall be firm and fixed and applicable for the entire duration of the

contract.

7.15 As a Government of India Organisation, the Department is exempted from the

payment of octroi and similar local levies. The contractor shall ensure that necessary

exemption certificate is obtained by them from the department to avoid any payment

of such levies.

7.16 All amounts shall be indicated both in words as well as in figures. Where there is

difference between amount quoted in words and figures, amount quoted in words

shall prevail.

7.17 The quotation shall be submitted only in the Price Quotation format as in Form 2 in

annexure D.
