"Mus- lims are alienated because they are economically and educationally backward. Now people are saying these utter- ances (against Muslims) are making them feel alienated. "It is not that today Muslims are feeling alienated. Muslims have been feeling alienated since Independence, because they have been relegated to such backward situation," Heptulla told PTI. She was responding to a query whether objectionable comments and hate speeches by right wing elements were alien- ating the community under the Modi government. "They were alienated already, relegated into back- ward situation, because they were educationally and eco- nomically alienated and social alienation is linked to it. This is the genesis of the whole situation. You just don't feel alienated that somebody made a statement," she asserted. Attacking the Congress, the Minority Affairs Minister said in its successive regimes, the party only lent "vocal support" to Muslims while the present government has put things into motion through policy initiatives and programmes. The Minister, however, refused to react specifically to objectionable utterances by some BJP leaders and ministers or the controversy surrounding 'Ghar Wapsi' pro- gramme and the ban on beef in some states.She also dismissed a US religious panel report that communal atmosphere in India has been vitiated since the 2014 general elections, and said people sitting abroad are often far removed from reality. PTI Special drive to fill vacancies for disabled persons New Delhi, May 24: A spe- cial drive to fill vacant posts for persons with disabilities has been initiated by the Centre. "All ministries or departments are requested to take immediate necessary action for filling up of vacan- cies for persons with disabili- ties," an order issued by the Department of Personnel and Training (DoPT) said. The move comes following a direction from the Supreme Court last month. The apex court in its interim order dated April 28, in the matter of National Federation of Blind, had directed that the period for filling up of vacancies of persons with disabilities needs to be suitably compressed. The DoPT has set the outer time frame for filling up of vacan- cies where recruitment action has already been started and asked all ministries to finalise the appointments by Decem- ber 31, this year. Whereas, in case of vacan- cies where recruitment action is yet to be initiated, the last date for issue of appointment to selected candidates has been kept February 1, 2016. All the ministries, departments, subordinate offices, central public sector undertakings and autonomous bodies are requested to take action in this regard, the DoPT said. The DoPT has recently asked all government departments to try to retain the services of any employee seeking vol- untary retirement on medical grounds or citing disability. The Persons with Disabili- ties (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, or the PWD Act, states that no estab- lishment shall dispense with the services of an employee who acquires a disability during the course of service. It has been decided that whenever a government servant seeks vol- untary retirement citing medi- cal grounds or due to disabil- ity, administrative authorities shall advise him or her about the option of continuing in ser- vice with the same pay scale and service benefits, the DoPT has said in another order. "If however, despite being so advised, such govern- ment servant still wishes to take voluntary retirement, the request may be pro- cessed," it said. Not just today, Muslims feeling alienated since 1947: HeptullaNew Delhi, May 24: Minor-ity Affairs Minister Najma Heptulla has rejected the contention that Muslims are feeling insecure under the BJP-led regime and said the community has felt alienated since Independence because of the policies of successive Congress governments. "Mus-lims are alienated because they are economically and educationally backward. Now people are saying these utter-ances (against Muslims) are making them feel alienated.

"It is not that today Muslims are feeling alienated. Muslims have been feeling alienated since Independence, because they have been relegated to such backward situation," Heptulla told PTI. She was responding to a query whether objectionable comments and hate speeches by right wing elements were alien-ating the community under the Modi government.

"They were alienated already, relegated into back-ward situation, because they were educationally and eco-nomically alienated and social alienation is linked to it. This

is the genesis of the whole situation. You just don't feel alienated that somebody made a statement," she asserted.Attacking the Congress, the Minority Affairs Minister said in its successive regimes, the party only lent "vocal support" to Muslims while the present government has put things into motion through policy initiatives and programmes.

The Minister, however, refused to react specifically to objectionable utterances by some BJP leaders and ministers or the controversy surrounding 'Ghar Wapsi' pro-gramme and the ban on beef in some states.She also dismissed a US religious panel report that communal atmosphere in India has been vitiated since the 2014 general elections, and said people sitting abroad are often far removed from reality. Special drive to fill vacancies for disabled personsNew Delhi, May 24: A spe-cial drive to fill vacant posts for persons with disabilities has been initiated by the Centre. "All ministries or departments are requested to take immediate necessary action for filling up of vacan-cies for persons with disabili-ties," an order issued by the Department of Personnel and Training (DoPT) said.

The move comes following a direction from the Supreme Court last month. The apex court in its interim order dated April 28, in the matter of National Federation of Blind, had directed that the period for filling up of vacancies of persons with disabilities needs to be suitably compressed. The DoPT has set the outer time frame for filling up of vacan-cies where recruitment action has already been started and asked all ministries to finalise the appointments by Decem-ber 31, this year.

Whereas, in case of vacan-cies where recruitment action is yet to be initiated, the last date for issue of appointment to selected candidates has been kept February 1, 2016. All the ministries, departments,

subordinate offices, central public sector undertakings and autonomous bodies are requested to take action in this regard, the DoPT said. The DoPT has recently asked all government departments to try to retain the services of any employee seeking vol-untary retirement on medical grounds or citing disability.

The Persons with Disabili-ties (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, or the PWD Act, states that no estab-lishment shall dispense with the services of an employee who acquires a disability during the course of service. It has been decided that whenever a government servant seeks vol-untary retirement citing medi-cal grounds or due to disabil-ity, administrative authorities shall advise him or her about the option of continuing in ser-vice with the same pay scale and service benefits, the DoPT has said in another order.

"If however, despite being so advised, such govern-ment servant still wishes to take voluntary retirement, the request may be pro-cessed," it said. PTI
