. ORDER

1. As per the paper read 1't above, Government of Kerala, Higher EducationDepartment, have forwarded the decision of the Committee constituted forlrryry guidelines for the terms and conditions of service of TeachingStaff Working in Self Financing institutions in the state and directed theUniversities to constitute a monitoring Committee at the University level.

2. Government of Kerala, have also informed that the self financinginstitutions run by LBS, IHRD, cApE and universities will also comeunder the purview of this Govemrnent order, as per paper read 2,d above.

3. The matter was referred to the Syndicate and the Syndicate resolved toconstitute a monitoring Committee atthe University level, vide paper read3'd & 4th above. The committee recommended to accept and implementthe Government order dated 19.07.2014, as detailed below.Scale of pay:-

Thgse faculty members who possess qualifications like uGC, NET,and Ph.D should be given the state scale of pay of the equivalent post.Such qualified teaching faculty of Engineering Colleges should be paidthe scale of pay prescribed by the AICTE. othei teaching facultyshould be paid a minimum of Rs.10,000/- (Rupees Ten Thousand) permonth.

Terms and conditioqs of Serviqe:-c The practice of using the wor.d 'Guest Lecturers, shoulcl be

discontinued and new nomenclature 'Assistant Professor oncontract' and 'Associate Professor on contract' should beintroduced according to the qualifications of the faculty.

o There should be a minimum contract period for the faculty foratleast 3 years.

c The Statutory benefits like maternity leave, ESI, EPF, CPF shouldbe given to the teaching staff'

n The service of the qualified teachers should be provided for theUniversity exams and valuation of answer papers with dutyleave.(including the institutions run by LBS, IHRD & CAPE underthis Universify).

The University level monitoring Committee further recommended

o Each College should maintain an acquittance and establishmentregister related to the disbursement of monthly salary and extendingbenefits like ESI, EPF, CPF etc which should be ensured by themanagement by the month of May 2015 and from June 2015onwards the revised salary1 benefits be extended to teachers.

o The Committee will make lightning visits in unaided Colleges toensure the paymenl mephanism of Teachers from June 2015onwards. ,iri,ri,

4. The Syndicate also, resolved to approve the report of the monitoringCommittee, vide paper read 5ft above.

After considering the mater'in detail, Vice-Chancellor has accordedsanction to implement the above Government Order and also the report ofthe monitoring Committee wflh effect from June 2015.

Orders are issued accordingly.
