09 NCAC 6C.0103 ADMINISTRATION
Administration: Standards cover installation, performance, operation,
and maintenance of PSAPs and emergency communication systems.
Nothing in the standards is intended to prevent the use of systems, methods, or devices that are the same or better than those prescribed by the standards
9 NCAC 6C.0105 Review 911 Fund Expenditures
911 Fund Expenditures: PSAPs shall keep detailed records related to 911
funds received and used for 5 years and shall be available for review by the board.
There is an eligible expenditures list. Each PSAP shall submit an annual report to the
board by December 1 each year detailing all revenues and expenditures
09 NCAC 06C.0204 PSAP REPORTING
Reporting:
Each PSAP will be connected to ECATs.
9 NCAC 6C.0106 Waiver of Rules
Waiver:
Upon a written request from the PSAP, the Board may waive any rule if a good reason is provided and the board is convinced.
9 NCAC 6C.0107 Hearings
Hearing:
A PSAP has the right to a hearing before the Board.
09 NCAC 06C.0203 TERMINATION AND SUSPENSION OF 911 FUND DISTRIBUTIONS
What are the reasons for stopping fund distributions?
If the primary PSAP is no longer supported by its’ governing agency/local government
If the primary PSAP fails to comply with state statutes, the rules, board standards, policies, and procedures.
If a PSAP consolidates, funds will go to the consolidated PSAP.
09 NCAC 06C.0206 BACK-UP PSAPs
Backup Plans:
PSAP shall maintain a backup PSAP OR have an arrangement for backup provided by another PSAP.
Agencies may also pool resources and create regional backup centers.
09 NCAC 06C.0206 BACK-UP PSAPs the backup PSAP shall be capable, when staffed, of
performing the emergency functions performed at the primary PSAP.
the backup PSAP shall be separated geographically from the primary PSAP at a distance that ensures the survivability of the alternate center.
each PSAP shall develop a formal written plan to maintain and operate the backup PSAP or if backup is provided by another PSAP a formal written plan that defines the duties and responsibilities of the alternate PSAP.
09 NCAC 06C.0206 BACK-UP PSAPs the plan shall include the ability to reroute incoming
emergency 911 call traffic to the backup center and to process and dispatch emergency 911 calls at that center.
the plan shall be included in the comprehensive emergency management plan (CEMP).
The PSAP shall be capable of continuous operation long enough to enable the transfer of operations to the backup PSAP in the event of an emergency in the PSAP or in the building that houses the PSAP. This includes routing the calls to another PSAP while telecommunicators are relocating to the backup site .
09 NCAC 06C.0207 PSAP OPERATIONS AND MANAGEMENT
Systems are under the control of a responsible person Telecommunicators and supervisors shall know how to do their
jobs and to operate the equipment they use. A telecommunicators primary responsibility is to answer and
dispatch emergency 911 calls. Ninety (90) percent of emergency 911 calls received on
emergency lines shall be answered within ten (10) seconds, and ninety-five (95) percent of emergency 911 calls received on emergency lines shall be answered within twenty (20) seconds. It shall be evaluated monthly using data from the previous month. 98 of 119 PSAPs are meeting this standard, with an additional 14 very close
09 NCAC 06C.0207 PSAP OPERATIONS AND MANAGEMENT
Transfers: telecommunicator will transfer the call without
delay. advise the caller: “please do not hang up; i am
connecting you with (name of the agency).” The telecommunicator should stay on the line
until the connection is complete and verified.

Quality assurance/improvement:
PSAPs shall establish a quality assurance /improvement program to ensure the consistency and effectiveness of emergency 911 call processing.
09 NCAC 06C.0208 PUBLIC SAFETY ANSWERING POINT (PSAP) FACILITIES
Design of systems and PSAP: All equipment, software, and services used in the daily
operation of the PSAP shall be kept in working order at all times. Systems that are essential to the operation of the PSAP shall be
designed to accommodate peak workloads. PSAPs shall be designed to accommodate the staffing level
necessary to operate the center as required by the standards set herein.
Design of the PSAP shall be based on the number of personnel needed to handle peak workloads as required by the standards set herein.
09 NCAC 06C.0208 PUBLIC SAFETY ANSWERING POINT (PSAP) FACILITIES
Plans: Each PSAP shall have a written comprehensive emergency
management plan (CEMP). There shall be a local management approved, written, dated,
and annually tested: emergency fire plan that is part of the CEMP. damage control plan that is part of the CEMP. backup PSAP plan that is part of the CEMP and approved by
the nc 911 board. Access Control Plan: Entry into the PSAP shall be limited to
those necessary for the operation of the center.
09 NCAC 06C.0208 PUBLIC SAFETY ANSWERING POINT (PSAP) FACILITIES
Power: The PSAP shall have at least two independent and
reliable power sources one primary and one secondary each of which shall be of adequate capacity for the operation of the PSAP.
The PSAP shall have a ups system capable of providing power for the PSAP when the primary power source is down and the secondary power source has not activated
09 NCAC 06C.0209 TELEPHONES Phones and trunks PSAPs will have a telephone system with at least two workstations
and two 911 trunks PSAP shall have at least two 911 call delivery paths with diverse
routes arranged so that no single incident interrupts both routes shall be provided to each PSAP.
Where multiple PSAPs that serve a jurisdiction are not located in a common facility, at least two circuits with diverse routes, arranged so that no singular incident interrupts both routes, shall be provided between PSAPs.
PSAP shall have sufficient 911 emergency trunk capacity to receive 99.9% of all calls during the busiest hour of the average week of the busiest month of the year.
09 NCAC 06C.0210 DISPATCHING SYSTEMS
CAD: The PSAP shall have a dispatching system with a redundant
means to dispatch calls The dispatch and radio communications systems will be
monitored for integrity CAD will be maintained and in working order, which a backup
method for dispatch when primary cad fails The CAD shall recommend units for assignment to calls. The CAD system response time shall not exceed 2 seconds. The CAD system shall be available 99.95% of the time.
09 NCAC 06C.0212 TESTING
All systems will be tested periodically to insure they work properly.

Five year record retention for equipment purchases and maintenance, training and other expenditures.

Grants: Require an application with 3 bids on
components exceeding $25,000 Construction grants have specific standards that
apply. This part of the Standards only apply if you
receive a grant.
