Amtrak Service & Ridership
Amtrak operates two National Network trains in West Virginia:
• The Capitol Limited (daily Washington-Martinsburg-Pittsburgh-Cleveland-Chicago) • The Cardinal (tri-weekly New York-Washington-Charlottesville-Charleston-Cincinnati-
Indianapolis-Chicago) During FY18 Amtrak served the following West Virginia locations:

Host Railroads & On Time Performance
Amtrak relies heavily on the cooperation of other railroads in order to operate routes using tracks that are not owned or controlled by Amtrak. Host railroads are statutorily required to provide Amtrak trains “preference” over freight transportation. However, on time performance on most host railroads is poor and continues to decline largely due to hosts ignoring their statutory responsibilities. Listed below are the Amtrak services that operate in West Virginia with each service’s host railroads and on-time performance (OTP) in FY18:

“On-time performance” represents the percentage of stations at which the train arrives within 15 minutes of the scheduled arrival time.
Amtrak Guest Rewards
At the end of FY18, there were 13,561 members of the Amtrak Guest Rewards program in West Virginia. This is a 11.4% increase from FY17.
Stations
The Americans with Disabilities Act of 1990 (ADA) requires that stations in the intercity rail transportation system be made readily accessible to and usable by individuals with disabilities. In response, Amtrak developed an ADA Stations Program to bring the stations it serves (and for which it has ADA responsibility) into compliance with ADA requirements and to provide the best possible service to passengers with disabilities in the shortest timeframe and most integrated and efficient way possible. At Alderson, Charleston, Hinton, Huntington, Montgomery and Thurmond, Amtrak is developing designs to address the non-ADA compliant components; accessible routes from the public right of way to the parking and between parking and the station, ramps and stairs; modifying station entrances, and restrooms, new platforms and city identifier signs, and ADA required signage for stations and parking. Construction on projects at these locations is expected to begin in 2019.
Cardinal Conference
At the request of business and local interests on the Chicago-Indianapolis-Cincinnati-West Virginia-Washington portion of Amtrak’s Cardinal route, Amtrak held an event called the Cardinal Conference on September 23, 2016, in Cincinnati. The intent of the conference was to build a coalition of communities, universities, and other public and private interests similar to grassroots coalitions on other Amtrak routes. The aim was to seek service improvements for the Cardinal and build tourism and commercial relationships on the route to further economic development. As a result of the Cardinal Conference, the West Virginia Legislature authorized the state to join a five-member-state ‘commission’ with a goal of improving the Cardinal service. The legislation was signed into law by Governor Jim Justice in April 2017.
