Our professional staff has extensive experience in the areas of roadways, airports, residential developments, public water systems, commercial buildings, medical facilities, military installations, and educational facilities. Our firm is committed to providing all the necessary resources and services to ensure the successful performance and completion of any project. Mr. H. Frank Murati, P.E., Mr. Gregory A. Stephan, P.E., and Mr. Yen-Po Chiu, P.E. have over 80 years of combined experience in geotechnical engineering and construction testing and inspection, most of it in Southwest Florida. A Phase I Environmental Site Assessment (ESA) is performed in generalaccordance with the American Society for Testing and Materials (ASTM)E1527-05, entitled Standard Practice for Environmental Site Assessments andTitle 40 Code of Federal Regulations Part 312, entitled Standards and Practicesfor All Appropriate Inquires which became a final rule (federal standards andpractices under CERCLA) of the Environmental Protection Agency effective 1November 2006. The Phase I ESA generally consists of the followingcomponents:
A review of publically available and reasonably ascertainable recordsfrom standard sources for the subject property and surroundingproperties within the standard ASTM E1527-05 approximate minimumsearch distances of the subject property. This information aids inidentifying recognized environmental conditions in connection with thesubject property and surrounding properties.
A site reconnaissance on the subject property and visual observationsof abutting/adjoining properties which will include photographicdocumentation of any recognized environmental conditions and areasof concern located within the subject property and observed onabutting/adjoining properties.
Interviews with readily available current/past owners and/or occupantsof the subject property and local government officials and/or agencies.
Evaluation and preparation of a Phase I ESA report.Recommendations will be provided as necessary.
Phase I ESAs are performed by or under the supervision of a LicensedEnvironmental Professional to satisfy the requirements of the “environmentalprofessional” as defined in 40 CFR §312.10(b).

GROUND IMPROVEMENT MONITORING AND TESTING
YPC Consulting Group, P.L. offers monitoring and testing services for ground improvement techniques such as vibroreplacement and vibroflotation. Services include:
Monitoring vibroreplacment or vibroflotation operations designed to achieve ground improvement prior to construction of conventional shallow foundation systems. This consists of inserting a large vibrating probe into the ground, and replacing lost soil volume resulting from consolidation with either sand (vibroflotation) or stone columns (vibroreplacement).
Post-improvement verification testing using the piezocone penetration test method, in order to verify that the anticipated level of improvement has been attained.

PRE-CONSTRUCTION STRUCTURE SURVEYS
YPC Consulting Group, P.L. has vast experience in the evaluation of existing structures to document existing damage prior to construction. This service is required by the City of Naples and other governmental agencies prior to installation of driven piles. Our services include:
Documentation of existing conditions of nearby structures prior to blasting, rock excavation, or pile installation operations. Documentation is achieved using video cameras operated by professional engineers.
Expert consulting services to minimize the effects of vibrations on adjacent structures.
Existing cracks can also be monitored over time to determine if cracks are widening.

Special Inspection is required on buildings constructed in the state of Florida that are:
(1) More than 3 stories or more than 50-ft high, or;(2) Have a building area of more than 5,000 square feet with a rated
occupancy level of more than 500 persons.
YPC Consulting Group, P.L. personnel have provided Special Inspection services on numerous structures throughout Florida. Projects have included educational buildings, health care facilities, office buildings, governmental buildings, and mid- to high-rise condominium structures.
Threshold (Special) Inspection Services are provided in accordance with Chapter 61G15, Florida Administrative Code (F.A.C.). The inspections are provided based on a Structural Inspection Plan provided by the structural engineer or architect.
All Authorized Special Inspection Representatives employed by YPC Consulting Group, P.L. comply with Chapter 61G15, F.A.C., which requires Authorized Representatives to be engineers, architects, registered building inspectors, or registered general contractors. Specifically, our inspectors are either engineers or registered building inspectors with the International Code Council (ICC)

8/99 to 9/08 ASC Geosciences, Inc., Fort Myers, Florida Area Manager Served as engineer and project manager for a total of 9 years, including full responsibility for the Fort Myers office as Area Manager for the last 2 years with the company. Responsibilities included threshold inspections for structures, QA/QC testing for construction materials, and geotechnical engineering, analyses and design. Tasks also included installation monitoring for driven concrete piles, driven timber piles, augered cast-in-place concrete piles, and drilled shafts, as well as performance of pile static load testing. Engineering duties included the design of pile and drilled shaft foundations, as well as analyses for MSE retaining walls and box culverts, for various FDOT projects and other governmental projects utilizing FDOT specifications and design standards. 9/92 to 5/94 Gold Sun Development & Construction Ltd. Co., Taipei, Taiwan Project Engineer Provided project coordination between the general contractor, structural engineers, and architect for construction of high-rise office and residential buildings. SR 739, Six Mile Cypress Parkway to Alico Road, Fort Myers, Lee County, Florida As project manager for this project, I planned, implemented, and supervised all aspects for Work Group 9.1 (Soils Exploration) and Work Group 9.4.1 (Standard Foundation Studies). Details are presented below: BRIDGE: The bridge structure consisted of an 8-span, 888 ft long overpass bridge over the new alignment of Alico Road with 48- in. diameter drilled shaft for foundation support. Served as a project engineer and was responsible for the design of drilled shaft foundations. MSE RETAINING WALLS: MSE wall structures wrap around both sides of land bridge listed above. Responsible for performing external stability, slope stability, and settlement analyses for these walls.

BOX CULVERTS: Two box culverts were planned through the Six Mile Cypress Slough and one is across Fiddler Creek. Served as a project engineer and was responsible for performing bearing pressure and settlement analyses for these box culverts. ROADWAY ALIGNMENT AND PONDS: Supervised collection of field samples and data and laboratory testing for use in evaluating the subsurface soils along the proposed roadway alignment and in the pond areas. SIGNAGE AND SIGNALIZATION STRUCTURES: Determined soil parameters for use in design of the signage and signalization structures along the proposed roadway alignment and at intersections.
I-275 West– Segment 1-A, Tampa, Hillsborough County, Florida As project manager for this project, I planned, implemented, and supervised all aspects for Work Group 9.1 (Soils Exploration) and Work Group 9.4.1 (Standard Foundation Studies). Mr. Murati’s expertise is broad and includes foundation pile design and installation monitoring, static pile loads tests, dynamic pile load tests, blasting/vibration monitoring, vibro-replacement and vibro-flotation ground improvement techniques, post-tension concrete monitoring, shallow foundation design and inspection, and specialized foundation such as helical pier anchors, structure underpinning, CSV columns, etc. Mr. Murati has worked on over 1,500 geotechnical investigations for foundation recommendations in projects ranging from single-family homes to large residential developments to 22-story condominiums. George E. Evans is currently the Environmental Services Manager/Senior Geologist at YPC Consulting Group, PL. He has been a geologist for more than 29 years with over 21 years of project management experience in contamination assessments and remediation including project scope development, project oversight, report preparation, report review, and permit preparation. Projects include both hazardous and non-hazardous substances/wastes including volatile and semi-volatile organic compounds such as solvents, petroleum related constituents, pesticides, herbicides as well as metals. He has successfully managed petroleum preapproval projects and has acted as quality assurance manager.
As a project manager, his responsibilities involved every aspect of projects from proposal preparation through project closure. This includes obtaining contract approval, job initiation, budgetary analysis, budget tracking, subcontractor invoice review, invoice preparation, and collections. Mr. Evans' experience also includes regulatory agency negotiation, subcontractor selection, and environmental expert during meetings.
Developed many site assessment reports and generally achieved first time approval of the report through the applicable regulatory agency. Written several remedial action plans with recommendations for AS/SVE, pump and treat, low flow pump and treat, in-situ bioremediation, and participated in many others.
While at ASC Geosciences, Inc. Mr. Evans was responsible for re-starting the environmental services division. He was promoted to the regional manager for the Central Florida area with over-site of geotechnical engineering, materials testing, and environmental services.
SUMMARY OF PROJECT EXPERIENCE
Consultant for several Brownfields sites including projects in Jacksonville, Fort Myers, and Polk County, Florida. For the Jacksonville site project tasks included finishing the site assessment, preparing the remedial action plan, and preparing the risk assessment. For the Brownfields site in Fort Myers tasks included performance of an All Appropriate Inquiry which resulted in the determination of areas recommended for further investigation. The developer entered into a Brownfields Site Rehabilitation Agreement with the Florida Department of Environmental Protection and acquired the property. The Polk County project tasks for several sites included All Appropriate Inquiries, Site Specific Quality Assurance Project Plans, and Phase II Environmental Site Assessments.
Senior Project Manager for numerous site assessments and remediation projects at petroleum contaminated facilities and non-petroleum sites. Sites include FDEP administered Preapproval Program sites and sites regulated by Chapter 62-770 of the Florida Administrative Code (F.A.C.) Petroleum Contaminated Site Cleanup Criteria. Senior Project Manager for a major boat manufacturer in Manatee County, Florida. Volatile organic compounds were suspected in groundwater. A contamination assessment was performed with oversight by the Florida Department of Environmental Protection. Up to 50% acetone in groundwater was discovered beneath the facility. Subsurface investigation activities were performed in Level B personal protective equipment. The groundwater plume was delineated and a remedial action pilot study was performed. The pilot study revealed that the selected remedial alternative was applicable to site conditions.
Project Manager for a dry cleaner facility project in Fort Lauderdale, Florida. Groundwater beneath the facility was determined to be impacted by the solvent tetrachloroethene (common drycleaner spot remover). The resulting groundwater investigation found impacts to neighboring properties and the regional drinking water aquifer. Remediation involved injections of sodium permanganate which greatly reduced solvent concentrations.
Consultant for numerous Phase I/Phase II Environmental Site Assessments (ESAs). Sites ranged from small commercial properties, large commercial/industrial facilities, and small to large undeveloped and agricultural sites up to 20,000 acres in size. Performed many Phase I/Phase II ESAs for the Southwest Florida Water Management District.
Consultant for a land developer in Collier/Lee Counties, Florida. One project entailed the performance of 80 Phase I ESAs in 60 days. Many other projects were performed on agricultural properties and wooded properties.
Senior Project Manager on several RCRA facilities including two sites in Georgia. Contaminates were primarily solvents and metals.
Senior Project Manager for several sites where Risk Based Corrective Actions were performed utilizing the benzo- a-pyrene equivalents conversion table and the TRPH fractions calculator.
