Purpose of the HPCB work

The main purpose of the HPCB work is to help the competent authorities in EEA-countries to have efficient systems for information exchange about health care professionals crossing borders, so those few that can be at risk for the patient’s safety and security can be stopped.

This is of great importance if we will remain the public’s confidence in the health care systems and in health care professionals.

Possible methods for information exchange

• Common database, as they have in USA (http://www.fsmb.org/ ) and Canada, and are about to establish in Australia

• Professional identity card, as the pharmacists in France and Belgium are trying to establish for the five harmonized professions in directive 2005/36/EU (HPRO Card – http://www.hprocard.eu/ )

• Accumulated lists of health professionals who have had their license rewoked, limited etc, as we do between the Nordic countries (Sweden. Finland, Denmark, Iceland and Norway)

Possible methods for information exchange cont.:

• National database which is searchable at Internet, as we have in Norway (www.safh.no) and in Denmark (www.sst.dk)

• Electronic exchange of questions and answers, as established by the EU-Commission with the Internal Market Information system (IMI - http://ec.europa.eu/internal_market/imi-net/about_en.html )

• Exchange of Certificate of Current Professional Status (CCPS), former Letter of good standing (Health Care Professionals Crossing Borders Edinburgh agreement of October 2005 - http://www.hpcb.eu/activities/ccps.asp )

• Reactive and proactive information exchange (Health Care professionals Crossing Borders Portugal agreement of using The memorandum of Understanding (MoU) of October 2007 - http://www.hpcb.eu/activities/information_sharing.asp )

What more can be done to improve the information exchange?

• Create better contact between the competent authorities (and other regulators)

• Establish better bilateral and multilateral agreements between competent authorities about information exchange– Agreements about when to exchange information before and

after license are given (reactive and proactive)– Agreements about how to exchange information (electronic

and efficient)– Agreements about what kind of information that shall and

can be exchanged (information about fitness to practice, health issues, criminal record etc)
