Steps toEmployment
What is Steps to Employment?
Steps to Employment is a new learning
programme for unemployed adult learners
aged 18 years and over in Wales. It aims
to help those adults who
are in receipt of a
Department for Work and
Pensions benefit, to access purposeful training and work
experience opportunities in preparation for
employment or further learning.
Steps to Employment is offered at two distinct levels:
• Work Focused Learning
• Routeways to Work
Work Focused Learning For learners who wish to address any
barrier/s to learning and/or who need
to confirm an occupational focus in
order for them to take part in
employment, further learning
and/or Routeways to Work.
This option will include work
placements, community projects,
voluntary work and centre-based
learning to confirm an occupational
focus. This pathway will also enable the
learner to achieve qualifications on the
Qualifications and Credit Framework up
to and including level 2 and test
knowledge at level 3 (but not
occupational competence).
Routeways to WorkFor learners who have an
occupational focus and are able to
follow a bespoke learning programme,
which can take up to 8 weeks in length.
The learning programme will align to
the current or future vacancies of a
particular business, businesses or
economic sector as identified by the
Department for Work and Pensions or
Jobcentre Plus.
The learner will be offered a
job interview on completion
of the training programme
where an employer has been
identified.
Where will it get you?Steps to Employment will give you the
support, skills and qualifications you
need to progress into employment, an
Apprenticeship or to go into further
learning.
Also, the learning development
undertaken will look impressive to
employers.
What will it involve? To enter the programme you will need
to undertake a pre-eligibility check
with Jobcentre Plus.
Learning opportunities will be offered

is given to preferred learning styles and
interests.
How many hours a week will I do?The Work Focused Learning programme is designed to
meet the needs of each individual, therefore it will take as
long as is right for you.

weeks in length.
Each learner must attend a minimum of 16 hours or more
in any seven day period. The maximum hours of
attendance shall be 40 hours (including one meal break
