Column (4) Status/Progress of Implementation: For projects that are already ongoing, progress of construction works (e.g., works undertaken, sections/numbers of kilometers completed, percent completion, etc.). For projects still in the project preparation stage, the extent of preparation activities undertaken (examples: conduct and key results of pre-FS, technical/ engineering studies, FS, regulatory agency approvals). The column may also include information on the relation of the project to national plans and programs (example: it is a high priority project in the current five-year socio-economic development plan, the project is needed to complete the sections of a particular GMS Economic Corridor, etc.). 3. Also provided in the format is a blank table where, if necessary, the countries may list other projects that, although not included in the VPOA, are also considered of high priority.

Guide Notes

Objective of the Report: To monitor the status of and progress on priority GMS transport projects, including those in the Vientiane Plan of Action for GMS Development (2008-2012) (VPOA).

Key Features of the Proposed Format (see following pages):

1. The proposed format has the following columns: (1) Project Name, (2) Indicative Timeline, (3) Estimated Cost, (4) Source/s and Status of Financing, and (5) Status/Progress of Implementation. ROADS

1. Border Crossing Facility at the Cambodia/Lao PDR Border (road linking National Road 7 in Cambodia and National Road 13 in Lao PDR)

2009-11 1.3 Financed by Government of Lao PDR

- Under construction and the completion is expected by 2011. Progress up to date is 30%.

- Single window inspection is being undertaken on temporary basis.

2. Nakhon Phanom-Khammouane Mekong Bridge

(Lao PDR and Thailand)

59.4 (1,723 mill. baht)

Financed by Government of Thailand under Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS).

The construction is being carried out since May 2009 by Thai contractor (Italian Thai) and the completion is expected by May 2012. Progress up to October 2010 is 62%.

3. North-South Economic Corridor International Mekong River Bridge (with financial assistance from the People’s Republic of China and Thailand)

(PRC, Lao PDR, and Thailand)

44.81 PRC, Lao PDR and Thailand signed Memorandum of Understanding (MOU) under which PRC and Thailand agreed on a 50-50 cost sharing of the bridge.

The construction is being carried out since June 2009 and the completion is expected by December 2012. Progress up to October 2010 is 1.75%.

4. Second GMS Northern Transport Network Improvement: Louangphrabang-Thanh Hoa (ADB 12)

(Lao PDR and Viet Nam)

125.0 Estimated cost of $40 M for Lao PDR section to be financed by ADB (grant of $20 M); Lao PDR ($2 M); and cofinancing ($18 M).

Section of 6A and 6B in Houaphan Province will be financed by ADB Regional Assistance. The detailed design is being carried out and to be finished by the end of 2010. The construction is expected to start 2011.

5. Route 14A: Junction Route 16-Wat Phou-Lao PDR/Cambodian Border

(Lao PDR)

33.0 Section from Junction Route 16 – Wat Phou (19.9 $M) is financed by GOL. Cambodia is also seeking financing for the Wat Phou border section.

Section from Junction Route 16 – Wat Phou (25 km) is under construction by Lao private company and to be completed by November 2011. Progress up to date is 62%.

6. Route 16A: Junction Route 16-Junction Route 11

(Lao PDR)

2009-13 49.9 Financed by Government of Lao PDR

- Construction of Road 16B: Section Sekong-Dakcheung is being carried out by a Lao private contractor (Tong Construction co.) since March 2009 and to be completed by March 2013. Progress up to October 2010 is 22.7%.

- Section Dakcheung to Lao-Vietnam Border is being carried out by Vietnamese contractor since October 2010 and to be completed by 2011. Progress up to October 2010 is 48%.

7. Bridge over Mekong between Xieng Kok and Kyaing Lap including Access Road from Tarlay-Kyainglap

(Lao PDR and Myanmar)

34.0 Lao PDR and Myanmar are seeking financial assistance for implementation of the bridge project.

No funds.

8. Thanaleng-Nong Khai Railway Extension to Vientiane

56.9 NEDA has committed financial assistance (30% grants and 70% soft loan).

- The detailed design carried out by Thai Consultant (Team Consulting Engineering and Management Co., Ltd.) was completed July 2010.

- The Comprehensive Study on Logistics System in Lao PDR is being carried out by JICA including Vientiane Logistic Park and is to be completed by the end of 2010.

9. Boten-Luangphrabang-Vientiane Railway

(Lao PDR and PRC)

2010-15 Co-investment by PRC and Lao PDR

- MOU was signed by the MPWT and MOR 7 April 2010.

- FS is being carried out by China Railway Er-yuan Engineering Group Co. and to be completed by the end of 2010
