STORAGE TANK LABELS

Water Resources Board regulations required “spill buckets” and “debris buckets” to be installed around underground tank inlets by April 2005.

DMS NOTICE P-05-2 advised Weights and Measures Officials of this requirement.

Spill buckets are not removable and contain a valve to drain spilled engine fuel into the storage tank.

Debris buckets are removable and are designed to trap trash and debris that may get under the fill access lids and plug the drain valve.

Debris buckets frequently hide the required storage tank labels.

Drivers usually will not remove the debris bucket unless it is necessary to hook up their delivery hose.

§ 13480(a) SALE, ETC., OF PETROLEUM PRODUCTS FROM UNLABELED CONTAINERS, ETC., UNLAWFUL

It is unlawful … to sell any petroleum product … unless there is affixed to … the inlet end of the fill pipe of each underground storage tank … a sign or label plainly visible consisting of the name of the product, the brand … and, in the case of engine fuel … the grade ….

§ 13483. APPLICATION OF RULES RESPECTING LETTERING TO SIGNS, ETC., AT INLET END OF STORAGE TANKS

The provisions of this article as to size of letters shall not apply to signs or labels at the inlet end of any underground storage tank … shall be plainly visible while such underground storage tank is being filled.

What is the intent of the label requirement?

To prevent the accidental dumping of the wrong product into the storage tank by the delivery driver, weights and measures officials or service agents.

Solutions to the visibility problem:

Affix labels both under the debris bucket and to the debris bucket – prevents mix up of buckets when removed and provides label visibility.

Affix a label that is a collar in the fill opening. Affix a label to the ground outside the fill cover

opening.
