Title of your Great Idea The Fishpacker’s District
Describe your Great Idea Describe your Great Idea, why it is unique, how it is relevant to The Bays Precinct and, broadly, how it supports the ambition for the Bays Precinct (Limit: 400 words)
Our Great Idea is to create a new world-class fresh retail precinct, supported by residential on Blackwattle Bay, entitled “The Fishpackers’ District” to reflect its similarity to New York’s highly successful Meatpacker’s District. Our thinking is inspired by time spent down at the wharves watching and talking to operators. We identified three key characteristics. Insight 1: Authentic Industry: The Sydney Fish Market is known and loved as an authentic fish market – a place of real industry where the action of the ‘catch’ is on display. Insight 2: The 24-Hour Body Clock: The Fish Market is arguably the only place in Sydney with a true 24-Hour Body Clock. This continual action provides a fascinating and exciting parameter for any future development. Insight 3: In the Edge: The current wharves are built for loading and unloading fish, meaning the people are kept at a distance from the water’s edge. The introduction of new retail and public realm can bring people right down to the harbour.The Fishpacker’s District responds to these insights directly. The anchor component is a dramatically expanded retail offer that expands the site from Fish Market to Fresh Market, incorporating ‘best-in-NSW’ produce and other retail that has a 24 Hour body clock like bakeries and coffee roasters. The retail will take place in an expanded built form where the current market is located and more widely along the shoreline with lots of accessible food and beverage right down at the water’s edge – similar in quality and feel to Barcelona’s La Bqueria. The current car park for the Fish Market will be converted to a unique medium-density residential form of 5-7 storey buildings with 1, 2 and 3 bedroom apartments. These apartments are purposefully kept at a lower height to promote real connection with the street and water, and constantly create a human scale. We believe that the unique working character of the neighbourhood will inform an equally unique and constantly vibrant residential community of people who like to be where the action is. A radical new car park will be built at the shoulder of the motorway leading to Anzac Bridge, creating a unique multi-purpose space that can accommodate events and culture as well as automobiles. Importantly, the redevelopment of Wattle Bay provides a great catalyst for activating Wentworth Park with a world class park and children’s playground, and connecting with the Light Rail that runs along the viaduct.

As Sydney is Australia’s global city, it must have all the components of an international metropolis. The 24-hour activity of The Fishpackers’ District directly fills the gap in Sydney’s body clock. Unlike the traditional offer of late-night activity in other areas in Sydney, the Fishpacker’s District will offer passive and active experiences that are far more family friendly and exemplify the best that the City has to offer: Our exceptional working harbour, fresh local and state-wide produce and multi-cultural community that gather in great numbers to share food and enjoy the very best waterfront experiences that Sydney has to offer.
Does your Great Idea align with Living Bays? How? (Limit: 100 words)
Crucially, the history and functionality of the Sydney Fish Market will be maintained and celebrated. Visitors can explore the market and engage with its daily goings-on or attend larger scale events. A new rapid ferry (like Venice’s vaporetto) connection from the CBD will facilitate greater accessibility to the market by both locals and visitors, as will creating a Fishpacker’s District tram stop for the Light Rail. Submerging Bridge Road and connecting the parkland to the water would make a profound positive difference to any experience of the site. The Fishpackers’ District will become a rich destinational precinct, with retail and hospitality offers, authentic industry and vibrant public spaces that engage with the waterfront for the broadest possible audience.
Does your Great Idea align with Housing Choices? How? (Limit: 100 words)
The establishment of a new residential component on the site with a range of economical housing types will encourage young buyers as well as a mixed demographic to make The Bays Precinct their home. This new residential village will be modelled on the La Barceloneta precinct, utilising a regular grid and standardised framework to maximise building efficiency and affordability. Quality of space will be a priority in the design. Modest building heights and small footprints will allow for a maximum number of corner apartments, good cross ventilation and solar access and a strong relationship to the street activity below. Roofs will be actively greened and treated as a place for habitation.
Does your Great Idea align with Transport and Infrastructure? How? (Limit: 100 words)
The Fishpackers’ District is a progressive, metropolitan development where the need for private vehicular transport is not solely relied on. The urban design strategy promotes a walkable, self-contained precinct with priority given to cyclists and pedestrians. Opening up the site to Sydney’s waterways with a new ferry stop and rapid ferry service will provide a link to and from Sydney’s CBD. Additionally, the design will connect with Sydney’s Light Rail network, meaning that the precinct will be easily accessible and navigable on foot and by public transport.
Does your Great Idea align with Exemplary Urban Places? How? (Limit: 100 words)
The precinct works as both a premiere visitor destination and a place to live in its own right. High-quality public spaces for residents and visitors will be a defining feature, but first and foremost, the precinct’s main function, as a working harbour and market, will be the key driver for activity. The Fishpackers’ District will be a bustling and busy precinct, clearly connected to the rest of the Bay with shoreline bridges, transport, and harbour-side activity to ensure that large audiences of visitors can make the most of what will be an exceptional urban place.

Our thinking for the Bays Market District started on the ground, spending time at the wharves watching the everyday happenings of the current Sydney Fish Market and speaking to its operators about their businesses. What we discovered was that the current markets are an entirely unique place in the city. Three key insights from our research have formed our thinking about what the precinct could become in the not-too-distant future.
inSiGht 1: aUthentic inDUStry
The Sydney Fish Market is known and loved as an authentic
fish market – a place of real industry where the action of the
‘catch’ is on display. This legitimacy is a precious metal in a retail
landscape that has many faux markets.
inSiGht 3: at (not in) the eDGe
The current wharves are built for loading and unloading fish,
meaning the people are kept at a distance from the water’s
edge. The introduction of new retail and public realm, improved
connections and greater accessibility can bring people right
down to the harbour.

THE FISHPACKER’S DISTRICT
Our idea is: ‘Sydney’s Fishpacker’s District’ will take its inspiration from the phenomenal urban renewal success of the Meatpacking District in New York. By respecting and elevating the key industry of the neighbourhood (rather than displacing it) we can build a new mixed-use precinct that is lively, unique and immensely popular with locals and visitors alike. The Fishpacker’s District would include:

and new build that better exposes the
great industry at work. Including a layer
of NSW’s best produce to create the
epicentre of fresh in Sydney.
2 a UniqUe reSiDential coMpoSition
Immediately to the North of the current
market, a new residential offer of diverse
apartments in a 5 to 7-storey setting. This
building height maintains the connection
to the street and neighbourhood, while
roof gardens and sandstone character
connect residents with authentic Sydney.
3 24 hoUr boDy clock retail
To turn the Fishpacker’s District into an
exemplary destination, the expanded fresh
fish offer will be layered with other retail
that requires 24 hour production: best
bakeries, coffee roasters, fresh produce
and a micro-brewery will put the precinct
on the map for a much broader audience.
4 waterFront retail
Accessible food & beverage retail right
down at the water’s edge will create a
frisson of public activity and a place where
the broader community can meet, relax
and dine right on the harbour.
5 chilDren’S play & parkOnce connected to the shoreline,
Wentworth Park can be rearticulated with
the best children’s play area and park
in Sydney, pushing global standards for
inclusive play. Allowing families to make a
full day at Fishpacker’s.

A multi-purpose car park shields the
residential offer from the motorway,
conceived of as a place where culture,
