PROJECT OVERVIEW ENMAX No. 32 Substation is located along the banks of the Bow River near the intersection of Deerfoot Trail and Bow Bottom Trail in southeast Calgary. ENMAX has identified the need to replace equipment at No.32 Substation; however, this is not possible at the site due to flood plain development restrictions and hazards. ENMAX has identified two potential options to address this issue; building a new substation at an alternate site or expanding the existing ENMAX No. 31 Substation. ENMAX’s preferred option is to build a new substation, ENMAX No. 45 Substation. As part of the preferred option, ENMAX would construct and modify the existing transmission infrastructure on 24 Street SE near the community of Quarry Park to connect ENMAX No. 45 Substation to the transmission system. ENMAX No. 45 Substation would be located approximately 800 metres northeast of 24 Street SE and Quarry Park Blvd SE. ENMAX’s alternate option would include expanding the existing ENMAX No. 31 Substation, located at 3515 80 Ave SE. As part of the proposed upgrades, ENMAX would construct and modify the existing transmission infrastructure located at ENMAX No. 31 Substation. Transformer: Equipment that reduces the high voltage electricity coming in through transmission lines, to a much lower voltage suitable to send out on distribution wires.

Breaker: Interrupts the flow of electricity when unexpected surges or faults occur in order to protect the system from damage, similar to the breakers in the main service panel of your home.

NEW AND EXISTING TRANSMISSION LINES FOR NO. 45 SUBSTATION

A new transmission line is required as part of the preferred option to connect the new substation to the transmission system. ENMAX proposes to install a new 800 metre double circuit 138kV overhead transmission line consisting of eight new self-supporting steel monopoles (monopoles). The monopoles, consisting of double circuit dead-end, single circuit dead-end, and double circuit tangent monopoles, will range from approximately 20 to 40 metres in height. In addition to the eight monopoles, two A-frame structures will be installed within the substation fence line and will range from approximately 15 to 20 metres in height.

Three existing wood transmission poles (wood poles) on transmission line 138-31.84L will be replaced with two single circuit and one double circuit dead-end steel monopoles ranging from approximately 20 to 30 metres in height.

ALTERNATE OPTION: PROPOSED NO. 31 SUBSTATION EXPANSION

ENMAX is proposing to modify and expand the existing substation, including:

• expansion of the existing substation fence line to the west;

• a new substation building;• an addition of one new outdoor 50 MVA

138/13.8kV transformer;

• replacement of one existing outdoor 30 MVA 138/13.8kV transformer with one new outdoor 50 MVA 138/13.8kV transformer;

• one new outdoor 138kV breaker; and• medium voltage air-insulated switchgear and

associated auxiliary, protection and control systems located inside the new building.

MODIFICATION OF EXISTING TRANSMISSION LINES FOR NO. 31 SUBSTATION

A new wood transmission pole on transmission line 138-9.80L will be installed outside No. 31 Substation. This new pole will be a single circuit double dead-end wood pole with anchor wires, approximately 30 metres in height.

PREFERRED AND ALTERNATE OPTIONS: EXISTING NO. 32 SUBSTATION

For both the preferred and alternate options, ENMAX will remove the existing outdoor switchgear from No. 32 Substation. One outdoor transformer will be removed from service but will remain at the No. 32 Substation site as a spare. The buildings and other outdoor equipment at No. 32 Substation will remain, and the substation will continue to be operational.

CONSTRUCTION METHODS

Temporary access accommodations and road closures may take place periodically during construction. ENMAX will work with stakeholders and The City of Calgary to minimize the impact to residences, businesses and commuters in the area. There are no power outages impacting customers planned as part of this project.

NOISE IMPACT ASSESSMENT

As part of the application to the Alberta Utilities Commission (AUC) for the project, ENMAX is required to file a noise impact assessment that meets the requirements of AUC Rule 012: Noise Control (Rule 012). This noise impact assessment indicates predicted sound levels after the project is operational are expected to be below the AUC’s permissible sound levels.

ENMAX plans to file an application with the AUC in Q3 2020 for both the preferred and alternate options. Subject to approvals being granted, ENMAX expects construction to begin on the approved option in Q3 2021 with a proposed in-service date of Q4 2022. Removal of the outdoor switchgear from No. 32 Substation is planned to be completed by Q2 2023.
