The following Board Members were present: Supervisor .......Marjorie Miller Council Members. ....Jake Rosa, Brian Sweeney, John Roucek and Michael Finberg Also present were: Roger Davis, Jackie Cowan, Hwy Supt John Biruk, Town Attorney Leonard E. Sienko, Jr., Richard Rossi, David Goodchild, Jr., Ernest Steiglehner, Chuck Freas, Kurt Holcherr, John Adams, Carl P. Davis, Charles Kowalski, Len Smith, Susanna Finch and Joan Lawrence-Bauer - Catskill Mountain News. Supervisor Miller called the meeting to order at 5:00 p.m. ATTACHED Agenda prepared by Supervisor Miller. Town Attorney Leonard E. Sienko, Jr. spoke to the Town Board about the duties of the Town Clerk concerning the Minutes. He stated "The Town Clerk is the sole judge of accurate recording of what happened in Town Meetings". Minutes of 04114/Ll-Town Board Meeting were approved as submitted, by a motion made by J. Roucek, seconded by M. Finberg. (5) Ayes - Jake Rosa; Brian Sweeney; John Roucek; Mike Finberg and Marjorie Miller - (0) Nays. Supervisor's Monthly Financial Report for 03/2015; Town Clerk's Monthly Report for 0312015; Tax Collector's Collection Summary for 0312015; Building & Zoning Monthly Report for 0312015 and Justice Court Monthly Reports for 03/2015 were approved as submitted, by a motion made by M. Supervisor Miller opened the floor to the public. No one wished to address theBoard.

Motion was made by J. Roucek to change the Town Meeting to Wednesday orThursday if possibie to accommodate himself to be able to be here. Supervisor Millersaid she would put it on agenda for next month. No action was taken.

Town Attomey Leonard E. Sienko, Jr. spoke to the Town Bomd about variouspowers and authority of the Town Supervisor and the Town Board members.

The Town Board had a telephone conference call with Robert L" Beebe, LLCregarding the City ofNew York sewer collection system - reconciliation assessments andtemplate values. Motion was made by M. Miller, seconded by M. Finberg to accept theATTACHED template fulI value and to continue to empower Robert Beebe to go furtherwith the negotiations which will emphasize the forgiveness of the potential debt. (5)Ayes - Jake Rosa; Brian Sweeney; John Roucek, Mike Finberg and Marjorie Miller- (0) Nays.

Councilman Finberg spoke conceming the proposed guidelines for Town BoardProcedure Outside Town Board Meetings and asked the Town Board to review it and tocome back with suggestions.

The Town Board reviewed the proposed Resolution - Sole Assessor. AssessorJackie Cowan and Chairman, David Goodchild both stated that they were not interestedin going to sole assessor. They would like tlree assessors again. No action was taken.

Motion was made by M. Miller, seponded by B. Sweeney to approve theATTACHED Resolution No. 7 of 2015 - Resolution Supporting & Endorsing the MarkProject, lnc.'s Application NYS Homes & Community Renewal for Funding Under theMain Street Program. {5) Ayes - Jake Rosa; Brian Sweeney; John Roucek; MikeFinberg and Marjorie Miller - (0) Nay.

Councilman Mike Finberg reviewed the purchase of a Town vehicle.Motion was made by M. Miller, seconded by M. Finberg to refer the proposed

Land Acquisition Project flom "NYC DEP" for Parcel #3803 - 34.29+l- acres off SwartRoad to the Planning Board for their review and comment along with their considerationof a development land trust since this property is located on a Town maintained road andis a highly developable site. (5) Ayes - Jake Rosa; Brian Sweeney; John Roucek;Mike Fiuberg and Marjorie Miller - (0) Nays.

Motion was made by J. Rosa, seconded by M. Finberg to approve theATTACHED Application for Use of Town Hall by the Margaretville Area Tea PartyGroup for Wednesday, May 27,2015. (5) Ayes - Jake Rosal Brian Sweeney; JohnRoucek; Mike Finberg and Marjorie Miller - (0) Nays.

The Town Board reviewed the fumace issue installed by Knoth Heating as it wasnot vented properly, fan was not installed and the burner is too small.

Motion was made by M. Miller, seconded by J, Roucek to enter into ExecutiveSession at7:00 p.m. to discuss contract negotiations. Included in the Executive Session

was the Town Attorney. (5) Ayes - Jake Rosa; Brian Sweeney; John Roucek; MikeFinberg and Marjorie Miller - (0) N*y. Motion for adjournment was made by M.Miller, seconded by J. Roucek and the Executive Session was adjourned at 7:19 p.m. (5)Ayes - Jake Rosa; Brian Sweeney; John Roucek; Mike Finberg and Marjorie Miller- (0) Nays. There was no Board action taken per the Executive Session.

Motion was made by B. Sweeney, seconded by M. Milier to enter into ExecutiveSession at7:19 p.m. to discuss the employment history of an individual. Included in theExecutive Session was the Town Attorney. (5) Ayes - Jake Rosn; Brian Sweeney;John Roucek; Mike Finberg and Marjorie Miller - (0) Nays, Motion for adjournmentwas made by M. Finberg, seconded by J, Roucek and the Executive Session wasadjourned at7:55 p.m. (5) Ayes - Jake Rosa; Brian Sweeney; John Roucek; MikeFinberg and Marjorie Miller - (0) nays. There was no Board action taken per theExecutive Session.

Voucher #01 in the amount of $6,000. to Mark Project for the CDBG Housingwas approved for payment by motion was made by M. Miller; seconded by B. Sweeney.(5) Ayee - Jake Rosa; Brian Sweeney; John Roucek; Mike Finberg and MnrjorieMiller - (0) Nays.

The monthly vouchers were audited and ordered paid by a motion made by M.Miller, seconded by M. Finberg. (5) Ayes - Jake Rosa; Brian Sweeneyl John Roucek;Mike Finberg and Marjorie Miller - (0) Nays. Vouchers approved were #s 24641A,ffoucher #230-329 were voided as they were misnumbered) totaling$147,A67.27 .
