Case Study: Site Waste Management PlanRegulations introduced in 2008 require any project worth more than 300,000 to have a Site Waste

Management Plan (SWMP), to predict and monitor the amount and type of waste produced on a construction

site and to indicate how it will be reduced, re-used, recycled and disposed of.

Tata Steel Projects Environment Team created a SWMP template which has been successfully employed on

both rail and industrial projects and can be used from option selection stage all the way through to post

construction. This template allows for the early identification and management of key targets and objectives for

clients and enables challenging but realistic Key Performance Indicators (KPIs) to be established and influenced

at an early stage then monitored throughout the design and construction process.

The template puts sustainability at the heart of the process, ensuring designers account for their decisions and

consider all possible ways to reduce waste and rationalise material usage.

Tata Steel Projects have prepared bespoke Site Waste Management Plans for major clients including Network

Rail, Crossrail Ltd, Scunthorpe Site Security Scheme and the Thameslink programme. These plans have

facilitated the early identification and management of key issues leading to reduced project costs and crucially,

a reduction in site waste to landfill.

The template was an industry first and it has now been included in Network Rails Contract Requirements.

Case Study: Green Travel PlanAs Crossrails Principal Contractor for the lengthening of Platform 1 at Hayes and Harlington station, Tata Steel

Projects supported Crossrails sustainability policy by preparing a Green Travel Plan for travel to and from the

    construction site.

The plan was designed to minimise disruption to the surrounding neighbourhood and its residents, to control

nuisance parking, and to help Crossrail meet its carbon reduction targets by encouraging more sustainable

travel methods such as walking, cycling, use of public transport and vehicle sharing. Our plan also encouraged

people to avoid travel altogether by using teleconferencing, video conferencing, and other alternatives where

    possible.

Before the project began, Tata Steel Projects provided all staff with bus and train timetables and a map showing

transit stops near the site. During construction we monitored travel with site attendance sheets. We had

expected to monitor about 600 visits to the site but the resulting data showed the number to be closer to 2,000.

Through effective engagement with staff and subcontractors the targets we set out in the plan were

    substantially exceeded:

Single occupancy vehicle travel was reduced by 40% from the predicted levels pre-construction

48% of all trips to site were made by sustainable travel modes50% of all management trips to site were made by sustainable travel modes

52% of total time spent travelling to and from site was made using more sustainable methods of transport,

helping reduce the impact on local air quality and reducing the contribution to climate change

Grange over Sands, a small resort town on the coast of Morecambe Bay. The foreshore at Grange over Sands is a

protected wetland, designated under the international Ramsar convention and is also located in a Special Area

of Conservation and a Special Protection Area for wild birds.

During the design work for a 1.3 million underpass to replace the Bailey Lane pedestrian level crossing, the

Tata Steel Projects Environment Team advised the designers that their programme had not accounted for the

acquisition of a licence from Defra to undertake works along the foreshore. Without this licence, works wouldnot be permitted due to the sites protected status. To ensure that the licence was obtained without delaying the

works or requiring a costly overhaul to the project programme, the Environment team formed a steering

committee that included representatives of all the key stakeholders.

The team consulted with the relevant statutory authorities, Defra, Natural England, Environment Agency, Local

Authority and the client to determine the likely impacts of the project and provided them with detailed plans

and proposals before submitting a formal application. This proactive approach ensured that the application

met formal requirements and that a licence was quickly and easily approved.

During the subsequent tender process, Tata Steel Projects provided further technical input by helpingdetermine the contractual requirements based on their expert knowledge of the environmental issues and

constraints related to the site. In 2007 this project won the Best Practice Award in Tata Steel Projects Business

    Excellence Awards.
