Having continuously operated in the Kurdistan Region ever since, QANDIL’s main priorities of work are construction and infrastructure activities, refugee and IDP initiatives, health, water, sanitation and hygiene, and capacity building. With an annual budget of $15-$20 million, QANDIL is currently UNHCR’s biggest implementing partner in Kurdistan Region. Protection and Reintegration Center (PARC) is a joint project funded by the UNHCR and implemented by QANDIL. The objective of PARC is to fulfill the rights of refugees, asylum seekers, and Iraq’s internally displaced persons (IDPs). Through PARC, QANDIL currently employs more than 120 full-time staff providing various types of services. PARC’s Refugee Component provides refugees assistance with Registration, Legal Aid, Community Services, and Protection, all in a one-stop-shop. In close cooperation with the KRG Directorate of Residency, QANDIL also helps refugees obtain their residency permits to be able to live and work in Kurdistan Region. While most of the refugees are Syrian, Turkish, and Iranian of Kurdish origin, a smaller number of them are Palestinian, Pakistani, or of other nationalities. QANDIL’s Registration Clerks are not only based at PARC inside Erbil City; there are also Registration Clerks stationed daily in four Syrian Refugee Camps: Basirma, Darashakran, Kawergosk, and Qushtapa. PARC’s IDP Component provides Legal Aid, Community Services, and Protection assistance to IDPs. Most of these IDPs are originally from the Iraqi governorates of Al-Anbar, Mosul (including Shingal), and others parts of Iraq. They are of multiple ethnic and religious backgrounds, including Yezidi Kurds, Shabaks, Arabs, Christians, and more. In order to offer legal, protection, and community service assistance to the maximum number of refugees and IDPs, QANDIL has formed PARC Mobile Teams. These Mobile Teams consist of Lawyers, Protection Assistants, and Community Service Assistants (CSA) who conduct daily field visits throughout Erbil Governorate where refugees and IDPs live, incl. those in camps and outside of camps, such as in churches, schools, unfinished buildings, and incomplete construction sites. Job Description: Reporting to QANDIL’s PARC Protection Coordinator as his/her direct supervisor and to the UNHCR Staff in Erbil as the partners, the IDP PARC Manager will be responsible for the overall implementation of the IDP PARC project. S/he will draft the work plan of each of the IDP teams, Protection Assistants, Legal Assistants, and Community Service Assistants. S/he will ensure that each team is following the proper work plan while remaining flexible towards the rapidly changing protection priorities of the IDPs. will also need to hold regular meetings with the various IDP and staff to ensure that service gaps in are identified, and solutions are found in close consultation with the UNHCR staff. S/he will be responsible for identifying shortages of staff, drafting accurate and professional bi-weekly and monthly reports, providing constructive feedback to current staff and orienting newly hired ones. As a dynamic and self-motivated team-leader with strong staff supervision and project management skills, the PARC Manager will also be responsible for the quality of the job performance of the staff. S/he will enhance QANDIL’s interventions throughout Erbil Governorate to meet refugees’ and IDPs’ protection needs. In consultation with the PARC Protection Coordinator, the Program Director, the Country Director, and the UNHCR; the PARC Manager will attend protection meetings with the humanitarian and donor community regularly to increase QANDIL’s visibility and to identify future opportunities of intervention for the organization. Main Duties and Responsibilities: • Manage more than 50 staff, incl. Lawyers, Protection Assistants, Community Service

Assistants, Database staff, Drivers, Guards, Cleaners, and team leaders, and resolve staff issues skillfully,

• Meet with team leaders and staff on a regular basis to improve their overall job performance,

• Prepare and submit biweekly and monthly reports, and contribute to annual reports, • Develop good working relationships with governmental departments, local and

international organizations in each thematic area, • Stay overtime when required to meet the needs of unforeseen IDP influxes, • Oversee project budget and work plan to ensure timely and successful implementation, • Liaise and coordinate with UNHCR staff to maintain a close and healthy working

relationship, • Attend relevant meetings of partners and the donor community to identify gaps and to

improve QANDIL’s presence and need for future humanitarian interventions, • Maintain up-to-date numbers of staff, and respond promptly to anticipated shortages and

gaps; • Stay well-informed about that employees’ tasks, data on IDPs, and activities • Participate in recruitment of new staff, in drafting TORs, interviews, shortlisting, etc. • Review employees’ various types of leave requests, ensuring that the necessary targets

are met, • Perform other relevant duties as directed by senior managers. Qualifications (Education, Knowledge, and Skills): • MA/M.Sc. or BA/BSc from an accredited university, or advanced training in development,

law, engineering, or other programs related discipline strongly preferred. • Minimum of 5 years’ of relevant work experience, especially in project management. • Fluency in the written and spoken English is a must. Kurdish and Arabic skills a plus. • Strong leadership with excellent communication, reporting, and interpersonal skills. • Familiarity with the UN agencies’ nature and modalities of work is a major plus. • Willingness to work overtime when required for urgent project matters. • Work closely with QANDIL’s project managers and supervisors to collect accurate

information about initiatives and activities, and to report them in communications; • Pay regular visits to sites in urban and rural areas where projects are conducted; • Develop a well-organized archive of QANDIL’s publications and communications; • Readiness to attend meetings and workshops to represent QANDIL and its work.
