Some challenges• sovereign nations with domestic targets, goals, priorities and
interests, including changes over time
• different countries are at different temporal levels in the MSP process,
which can make coordination difficult
• plans have different legal status which also will, and are proving a
challenge – guiding versus obligatory
• unsolved border issues

Ecosystem sensitivity
map (Swedish draft)
• We identify areas of particular sensitivity
• We examine the cumulative impact of the MSP draft
• We identify areas where impact is too high
• We analyze which pressures that contribute to the bad situation
• We use this information to discuss with stakeholders
• We develop alternative plan
• We examine the cumulative impact of the new alternative plan
• We iterate until good plan is found
• The method is transparent
• The method can be used in any country and as a basis for transboundary consultations
• HELCOM is using similar method, for assessment

Helcom Vasab MSP
workgroup
A joint co-chaired Working Group on Maritime Spatial Planning was launched in October 2010 by HELCOM and the Vision and Strategies around the Baltic Sea (VASAB) Committee on Spatial Planning and Development of the Baltic Sea Region (CSPD/BSR)
The Regional Baltic Maritime Spatial Planning Roadmap 2013-2020 calls for the development of guidelines regarding:
• a) Transboundary consultations and cooperation in the field of MSP and
• b) Public participation for MSP with transboundary dimensions.
Jan Schmidtbauer Crona
Guidelines on
transboundary
consultations,
public
participation and
co-operation
Jan Schmidtbauer Crona
Recommendation
• Broadening the scope of transboundary dialogue: Building on the Espoo Convention while strengthening the scope of consultations
• Establishing a formal process of transboundary information exchange and consultation early in the MSP process
• Organising stakeholder involvement in the transboundaryconsultation process
• Developing a transboundary consultation strategy
• Strengthening informal transboundary cooperation processes
Jan Schmidtbauer Crona
Recommendations for
transboundary pan-Baltic
cooperation on MSP
• Continuing policy guiding at pan-Baltic level
• Creating and facilitating expert groups for pertinent MSP topics and issues and implementing their results
• Engaging and cooperating with other pan-Baltic organisations on a continuous basis
• Promoting informal pan-Baltic co-operation of MSP practitioners
