The Board of Swim Ontario September 14, 2017 Dear Board,
Swimming Canada would like to thank and congratulate Swim Ontario in contributing
to the success of not only Swimming Canada but Swimming in Canada.
As a member of Swimming Canada, Swim Ontario and its staff have always been willing go
above and beyond to take leadership roles in programming, support and leadership. The
organization’s collaboration, and ability to integrate and align with Swimming Canada’s
objectives and strategic plan has been a key component of the current success of our
Strategic plan objectives. The athletes that Swim Ontario is currently supporting and
producing is coming from a variety of diverse sources whether it be at the club, university or
training centers. While it is it not easy to maintain such a strong swimming ecosystem we
congratulate you and the members of Swim Ontario.
Coaches, athletes, officials and staff from Ontario continue to assist Swimming Canada on
the world stage and we are proud of you all as members.
Swimming Canada has very aggressive goals for 2020 and soon to be 2022 and 2026. We
look forward to Swim Ontario to continue to assist us and Canada on the world stage.
Well done to all the athletes, coaches, officials, volunteers and staff of Swim Ontario.

We should all be proud to represent swimming and we should be doubly proud to represent Ontario swimming. For decades those
in our sport might only mumble that they were from Ontario while other provincial organizations soaked up the praise and
garnished high-fives; now we can say, we are back.
Our membership is over 19,000 swimmers
Our club base is stable
Coaching membership is growing
While we can’t take credit for it, new pools are coming on-line in communities around the province
Our sport is growing
Still while we pat ourselves on the back (or you are encouraged to) we need to also reflect on a few sobering details.
Ontario High Performance Sport Initiative & the Ontario Swim Academy
At the last AGM, a notice of motion asked the following question,
MOTION: S. Baker/P. Robertson
To direct the Swim Ontario Board of Directors to investigate the ways & means within the organization’s policies
and procedures to cease funding to the Ontario Swim Academy in its current form. *That being a resident based
Academy. The motion was carried.

December 2016 - SO approves participation in OHPSI program for 2017-2018
Jan - Mar 2017 - Finance Committee reviews staff reports on OHPSI program

In sum, a junior resident full-time training environment is required to apply for funding. Funding envelopes the High-Performance
Centre, in and out-reach programs; everything. Funding (partners CSIO, SNC and Own the Podium) is tied to Swim Ontario
demonstrating this criterion. As well as demonstrating the resident based environment Swim Ontario also has to demonstrate our
own partnership investment. So, what does it cost us? For the 2017-18 Fiscal year (beginning April 1, 2017) Swim Ontario will be
contributing $38,000 (rounding, exact numbers in the report) for which the partners and participating athletes contribute $379,000.
The review of Swim Ontario policy and procedure says that the OHPSI and the OSA is within the purview of staff operations and
aligns with the Strategic Plan and not supporting these programs might in itself be indefensible. While some view the negative
impacts to the OSA, the positives need to be considered. OSA provides significant benefits that our sport would be disadvantaged if
we discontinue in the OHPSI program. Funding and partnerships would be significantly compromised to the detriment of Swim
Ontario. Staff and the ED committee structures have also taken steps to address the concerns raised in the relationship of OSA
coach and club coaches.
Masters Swimming
A report from the Masters Committee is included in the AGM report. Staff, the Committee and Board worked very hard to expedite
procedures and handle questions for the majority of the year. From September to January, Swim Ontario and MSO were striving to
sanction meets and building procedures in anticipation of shared data with SNC. This changed when the Swimming Canada and
Masters Swimming Canada deadline terms were not met. Swim Ontario was reminded of our responsibility for sanctioning
competition including Masters, and for the registration of Masters for September 2017.

Governance
Swim Ontario this year spent much of the first months working on not for profit sport organization governance and best practices in
parliamentarian procedure with many conversations, consultants, workshops and training undertaken. This was done both to
educate and, in some cases, affirm the procedures undertaken at the board level. Collectively, the board must:
Determine a governance model and ensure that appropriate organizational policies and structures are in place.
o Ours is a policy-based governance model. The Board should not be involved in operational decision making.
Instead we have a committee structure – which embraces a number of coaches, officials and other members or
our community – to thoughtfully consider and build the guidance for specific area. To define their boundaries, we
rely on Terms of Reference for each Committee. Within the TOR is the blueprint for the committee to move
forward.
Participate in the development of a mission and strategic plan for the organization
o The current Mission and Strategic plan runs to 2020. Modifying the strategic plan was not identified as an
immediate priority.
Hire and ensure that an effective senior management team is in place (i.e., Executive Director)
o Welcome back to John Vadeika and thank you to Darin Muma for stepping in as interim ED. Our staff works very
hard and has the professional experience necessary to lead in many areas of our sport.
Maintain effective partnerships and communication with the community, the organization’s members and its stakeholders
o We communicate through the TAS bulletin and our electronic distribution lists created by our registration
database. Our website and social media applications are used constantly. Board reports are found on the website.
Some reports are necessary to be kept internally due to confidentiality and strategic needs.
Maintain fiscal responsibility, including raising income, managing income, and approving and monitoring annual budgets
o The Finance Committee and staff work closely to ensure our monthly reporting and annual budgets are within
expectation. Our finances are audited and the Board is updated quarterly by the ED who at that time answers any
questions which may arise.
Ensure transparency in all communication to members, stakeholders and the public
o Communication from the board is in the form of minutes. Minutes are the actions undertaken by the board at a
meeting – and should not be considered a transcript. Many of the actions taken by the board resulted in
communication by staff (announcement on Masters for example).
Evaluate the organization’s work in relation to the strategic plan
o Annually the Board hears from staff at in-person update on strategic plan. This year the update indicated that in
all areas we were ahead or tracking with plan.
Evaluate the work of the board of directors, ensuring continuous renewal of the board, and plan for the succession and
diversity of the board
o Our bylaws call for a nominations committee. This is for a number of reasons. Firstly, we want the best candidates
possible and we want them vetted to ensure they meet the expectations as directed by the Nominations
Committee Terms of Reference. Secondly a nominations committee insures that the candidates for election are
truly independent. Unlike other organizations we have more people than positions annually seeking to be a
director of Swim Ontario.
To all who seek to stand – thank you!
As mentioned we had a great year in the pool. While there are areas for improvement in the organization, that should be
considered as normal. Every organization has something to work on or accomplish. We should all be thankful that the topics of
concern are manageable.

Report to the Board – M. Brown and E. Martin
At the 93rd Annual General Meeting held on Sunday, October 2, 2016 at the Toronto Airport Marriott Hotel a notice of motion from
the floor which said,
MOTION: S. Baker/P. Robertson
To direct the Swim Ontario Board of Directors to investigate the ways & means within the organization’s policies and
procedures to cease funding to the Ontario Swim Academy in its current form. *That being a resident based Academy. The
motion was carried.
Motion Clarification The motion’s wording has challenges in its exactness. To aid in the understanding, the following will be used for clarity. The key
elements of the motion are:
• Responsibility - Swim Ontario Board of Directors. To be clear a Board cannot be directed to do anything which would violate
their obligation to represent the corporation. 1
• Focus - Resident Based Ontario Swim Academy. The organization and the funding partners do not use the term resident-
based but rather Daily Training Environment (DTE).
• Scope - Policies and Procedures
• Direction – ways to cease funding
No deadline or date for completion is given
No report is requested
No indication to whom a report (if any) is to be given
Swim Ontario Procedures and Policies No Swim Ontario procedure has wording or direction which specifically impacts the motion. However, there are two Swim Ontario
policies which govern the actions of staff as it relates to the OSA.
Accountability & Transparency
Risk Management
Accountability and Transparency Swim Ontario shall review its programs and deliverables for all members and registrants annually, including but not limited to, Clubs, Swimmers, Para Swimmers, Coaches, Officials, SO Board Members and Swim Ontario staff. Swim Ontario’s programs shall align with its strategic plan and comply with its policies and by-laws
The Board annually ensures that the programming and actions of staff aligns with the Strategic Plan. Every spring staff makes an in-person presentation to the Board and outlines all the programming and operations which have been and are planning to be undertaken. With respect to OSA there should be support found within the Strategic Plan. Strategic Plan The 2013-2020 Strategic Plan:
1.3 Ontario Youth Initiatives
Swim Ontario will develop Ontario Youth Initiatives utilizing the new 2015 Pan‐Am Games facilities to further
identify and develop international podium potential.
While not specifically indicating a full-time academy, it does say that Swim Ontario will develop initiatives. The OSA can indeed be considered as complying with the Strategic Plan. A full-time DTE can be considered an initiative. Therefore, the ability to create the OSA is within the purview of staff.

Swim Ontario Vision
To be a world leader in swimming development at all levels.
As the OSA targets the development of youth swimmers in Ontario, this would align with Swim Ontario’s vision as outlined in the
Strategic Plan.
4.4 Risk Management
Swim Ontario will continue to develop and monitor all risk management issues and concerns and put
necessary policies and procedures in place to manage and mitigate all potential risk.
Risk Management is a necessary inclusion into the Strategic Plan. The management of all potential risks is highlighted in the section
immediately below.
Risk Management The purposes of risk management are to:
prevent or limit injury to participants, volunteers and staff;
help protect Swim Ontario and its volunteers and staff against litigation;
reduce the cost of insurance;
improve the services provided to Swim Ontario’s members;
practice sound business management; and
enhance Swim Ontario’s image and reputation. Improve the services provided to Swim Ontario’s members; The funding process for High Performance swimming is complex and not easily detailed. The Swim Ontario Finance Committee has been tasked to work with staff to prepare a document which better explains the process. The Ministry (through the CSIO) and Swimming Canada require Swim Ontario to demonstrate a high level of success in swimming internationally and have in place specific elements before even being considered for funding.
Swim Ontario must,
be prepared to contribute its own monies to any high-performance programming (Swim Ontario contributes $38,000 or
less, which is approximately 10% of total cost)
demonstrate a relationship with the national body (Swimming Canada)
International success
A full-time DTE for both senior (High Performance Centre) and junior (OSA) streams.

Failure to fulfill these items, including a junior full-time DTE would mean the loss of funding to swimming in the province. This would
immediately impact tour teams, access to TPASC pool and in-reach training programs and more. The loss of this funding would also
mean that to keep comparative programming Ontario swimmers, would need to pay more.
Enhance Swim Ontario’s image and reputation Swim Ontario’s image and reputation is dependent on how the sporting organization is viewed by all stakeholders. Swim Ontario
reputation emanates from all of the business activities and communications either intentionally or unintentionally. Swim Ontario’s
primary funding partners, the Ontario and Federal Ministries and SNC, hold this organization in high regard. Swimming is considered
a mature sport with a rich history with our funding partners. Its staff has the reputation of being very knowledgeable in policy and
procedures and Swim Ontario is provided significant respect for the way it operates and conducts its affairs.
To withdraw from the funding partners would not enhance the reputation or position of the organization, and therefore, would be a
risk contrary to the Risk Management Policy.
Finding The OSA is included within the Strategic Plan as a youth initiative and aligns with Swim Ontario’s vision. By improving the services
offered and continuing to enhance the reputation of the organization the programming can be seen as adhering to the Risk
Management policy.

There is no method within the policies and procedures of Swim Ontario for ceasing OSA and indeed to remove participation would
itself potentially breach two policies.
On behalf of Swim Ontario, I would like to offer my congratulations to the swimmers and coaches who are responsible for a very
successful string of strong performances in 2017.
From the World Championship Team, we had Kylie Masse, Linda Kiefer and Byron MacDonald team up to win gold in the 100m
backstroke, breaking a record from the performance suit era and setting the first Ontario produced World Record in eight years…
AWESOME!
Congratulations to Ben Titley, and the swimmers from the HPC Ontario, and to Coach Andrew Miller and Javier Acevedo for all of
their contributions to our double bronze medals in relays at World Championships. Swim Ontario athletes also had eight Top 8
performances all of which are highlighted later in this report.
Swim Ontario had 10 athletes named to the World Junior Championships in Indianapolis in August. That was 78% of the Canadian
Team. We suspected the meet would be very successful for our Ontario swimmers and they did not disappoint us. Our swimmers
won 11 medals in total including 6 gold medals. Ontario swimmers were responsible for 5 World Jr Records (4 relay and 1
individual), including Taylor Ruck’s semifinal swim in 100m backstroke. Wow!
Excellent results from our FISU Games Team members Jacqueline Kiere and Kennedy Goss and their coaches for their significant
contributions to the women’s 4 x 100 free gold medal relay. Ontario helped support 6 Ontario athletes to attend FISU Games in
Taipei, and we couldn’t be more pleased with their results.
Coaches Sean Baker, Rob Novak, Rob Garafalo, Janet Hyslop, Kevin Thorburn, and Ben Titley are to be congratulated for their efforts
involved in guiding the athletes to these outstanding performances which are also highlighted later in this report.
Swim Ontario would also like to offer our support and best wishes to the three Ontario swimmers heading to Mexico City next
week to compete in the World Para Swimming Championships. We sincerely hope that all of their planning and hard work pay
the expected dividends.
Domestically, Ontario swimmers also had a very successful summer.
Congratulations to the Oakville Aquatic Club, who captured the team title at Canadian Summer swimming Championships.
Team Ontario had a very successful Canada Summer Games in Winnipeg. Ontario won the team title that included 63 medals
with 28G - 23S - 12B and 24 of 33 athletes went home with at least one medal. Ontario’s individual highlight was Hannah
Henderson (ESWIM), who set a new Canada Games Record for most medals in a single Games with eleven – 6G-4S-1B. In the
boys competition Graysen Bernard (OSA/TSC) also broke the previous Canada Games medal record of nine, winning 10 medals
of his own. I would like to thank Canada Games coaches Vicki Keith, Kevin Anderson, Stu MacLean, and Sergei Soloukhin and
Team Manager Joni Maerten-Sanders for their time and extensive commitment to help ensure a successful Canada Games
experience for our Ontario athletes.
This past season has seen Swim Ontario and several of its clubs partner to contribute to the development of our sport in other
service segments of swimming. A big thank you to the Whitby Dolphins Swim Club for their support and commitment to the
North American Indigenous Games as well as to the Swim Ontario staff and Christy Yaremczuk for their leadership and
coordination on the event. Their contribution to hosting of the event made a lasting impact on the coaches and athletes. Swim
Ontario is continuing its support and outreach with leadership, and volunteerism at the upcoming Invictus Games. Thank you to
the lead Swim Ontario volunteer Eric Martin for his leadership and coordination in this upcoming event.

Swim Ontario extends our recognition to the Central Region for their partnership in the delivery of the Summer Provincial
Champs and AA competition. Also to ESWIM, WAC, MSSAC and their Local Organizing Committees for their hard working
volunteers who hosted a very successful Eastern Canadian Champs, PARA Can AMs, and the Canadian Junior Swimming
Championships respectively.
I would like to highlight an impressive benchmark this year, that we have surpassed 19,000 swimmers and are approaching
20,000. We have been fortunate that the general trend of our membership base over the last 10 years has been increasing
yearly as is noted further on in this report. That is mostly a testament to your hard work as member clubs and the success of our
Ontario swimmers on the world stage. We need to consistently monitor ways and means to ensure there is continued success
in our membership growth.
Swim Ontario also faces many other complex challenges on a daily basis. Our success has taught us, that we need to continue to
operate a strong corporate business model that takes into account all of these challenges to have a chance to achieve continued
success in the pool and with our registration numbers. If we have learned one thing from this summers’ many successful
performances, and last summers’ Olympic successes, Ontario is most definitely the engine which drives Canadian excellence.
Maintaining that engine as a finely tuned machine, requires experienced mechanics.
Thank you to the Swim Ontario staff, and volunteers (Board and committee members) for their time and commitment to keep
the engine of Swim Ontario running. Today’s successful amateur sport organizations are operating like our successful corporate
cousins, who work in a competitive international environment. This is contrasted by the “kitchen-table” or “cottage entities” of
our sport from twenty years ago. Our recent success to date has been neither coincidental nor accidental. Rather, it is a direct
result of our Swimming Canada inspired, Ontario made, Vision 2020 strategic plan.

As mentioned in the President’s Report, a report from the Masters Committee on the reintegration of Masters into Swim Ontario in
2017-2018 is included in this document. Procedures, affiliation and supporting documents have been updated and distributed and
affiliation for Masters clubs is now available. We are working hard to streamline this process and are looking forward to this change,
but we are aware that there are still some roadblocks ahead of us. Thank you to the Masters Committee for all their hard work on
this matter.

Registration numbers with Swim Ontario continue to grow across all categories. The 2016-2017 season marked the first time that
there were over 19000 swimmers registered in the province.

The 2016-17 season saw an increase in officials registration with over 7900 officials registered as active on the Swimming Canada
registration system, up 11% from 2015-16 season (7200 officials), primarily with Level I officials. The table and chart below

1. 2017 – 18 Programming
There are 9 qualified full time DTE athletes training beginning in September.
There are 3 qualified swimmers that have indicated they will be continuing their “in-reach” programming in September.
A living or billeting environment is still at the discretion of anyone interested and is not supplied by nor organized by Swim Ontario. This is considered a significant challenge among the sport partnership and management group and we continue to work towards an effective solution.

2. Sport Medicine Healthy Athlete Plan: a. Mental Performance Education
i. Dr. Judy Goss has been contracted for incoming OSA athletes and athletes in the OSA DTE.
ii. We will be initiating an online survey (roughly 75 questions), which will be a starting point to future discussion with the athletes.
iii. Dr. Goss will meet with the athlete individually on average, every 6 weeks.
iv. There will also be a group meeting and including monthly check in with Dr. Goss.
v. New OSA Swimmer individual meetings one on one with Dr. Goss.
This will help give us an analytical insight to the athletes before they join the DTE.
It will also allow us to monitor how things are going with daily training.
Our thought is that information relayed to billets may prove to be very helpful, as well to give them starting point for “chats” if and when needed.
vi. Dr. Goss also meets with the parents twice to give them a little inside on how to be great supportive parents.

b. Blood Analysis
i. The DTE athletes be getting blood work done quarterly to monitor, specific hormones for both genders, iron, ferritin and over 20 other components.
ii. We found initial testing in the 2016-2017 season, very useful as we were able to fix an issue with a swimmer which led to a huge increase in training performance, which transitioned very well into increased performance in races as well.
iii. We will use September testing - when the athletes had some recovery time, some sun, and no school, to get a "best scenario" of their blood data, then compare that throughout the season every quarter.
iv. The results will be used to educate the entire IST/coaching team; nutritionist, exercise psychologist, physical therapist, coaching staff, strength and conditioning team and bio mechanist in developing unique athlete profiles.
c. Quarterly IST Coach Meetings
i. IST/Coach Meetings with respect to each athlete’s performance and testing data, to track progress and analyze any gaps in training or competition performances.
d. Nutrition Education
i. We have scheduled one hour meetings quarterly to take a series of anthropometric measurements including skin folds
ii. We will use the blood test results as a starting point to access each individual’s special nutritional needs.
iii. On days of double practices, those mornings we will incorporate a specific nutritional recovery program so each DTE athlete will have proper post workout nutrition on the way to the car - to school.
iv. Our well received cooking demos are planned to continue every 6 weeks, as a tool to teach the athletes how and why they need to have certain things in their diet, and how efficient it can be to prepare good nutritious meals.
v. We are also planning a shopping lesson to facilitate athlete ownership in their food intake, shopping needs.
e. Video analysis and Communication Head-sets,
i. At the OSA we use our state of the art video system daily.
ii. Our goal in this area, is to teach the athletes specific technical interventions with a visual learning method.
iii. We use the video replay and looping replay evaluate the success those specific interventions.
iv. We also use video analysis to demonstrate successfully learned skills.
v. The head-sets allow the coach to speak directly with the athletes in real time to modify technical and tactical components inside sets.
vi. Experimenting with this new communication tool this past quarter has proven extremely effective.
vii. The swimmer head-sets will be used extensively throughout next training blocks.
f. Exercise physiologist – Testing and Monitoring
i. The DTE uses blood lactate testing to learn each athlete’s unique physiological characteristics.
ii. We can use test results to teach them about specific training workloads and their actual physical reaction to those certain sets.
iii. Using data and extrapolation methods and Max effort data collected at meets we can become better at developing individual training programs, including warm down protocols.
iv. When used in context with our other testing, these tests can also be a reliable monitoring system to ensure adequate athlete recovery from training efforts.
3. Open Water – New Program Initiatives
SO was contacted by Swimming Canada’s National Coach Open Water and Dist. Swimming Programs to develop a best practice alignment projects

4. Para OSA Program
SO was contacted by Swimming Canada’s Senior Manager HP Para Swimming Programs and ParaSport Ontario to develop a best practice alignment project
We have developed a Para OSA coach athlete tandem “in-reach” program with these partners as requested.
Part of the program will include coach mentorship development and two coaches of Para ID athletes will be added to four coaches of OHPSI ID swimmers to the Ontario Coach Accelerator Program (OCAP).
There was also a coach mentorship program in and around Can Am Champs in March in Windsor.
There was a Para NextGen Camp April 18-25 at TPASC sponsored by Swimming Canada. i. Don and Amber participated and met with the National Para Physiologist, Dr. Jared Fletcher and National
Para S & C Coach Tessa Gallinger.
The OSA PARA integration was announced earlier this month in August with a projected launch of October 1, 2017.
Invitation letters went out to 21 identified athletes, as well as coaches and families, after Swimming Canada published their article.
We are budgeting as follows: i. Swim Ontario VIK contribution (H/C staff time) of $15,000 for this program.
ii. $8-10,000 from OHPSI to cover the Biomechanist’s extra time. iii. Up to $3500.00 to cover TPASC pool time from Swimming Canada iv. Extra grant money has been requested to SS/SM contract work for swimmer and coach mentorship from
the CDN tire Jump Start program.

8. Competitions Ontario Junior International (OJI) - 2017 The Ontario Junior International competition is scheduled for December 15 to 17, 2017 at the Toronto Pan Am Sports
Centre. The time standards were reviewed and adjustments made to attract more swimmers (350 is the target) from
outside of Canada and larger team contingents from Canadian clubs and provincial teams.
2017 Swim Ontario Competitions & Provincial Programming for 2017-20
Swim Ontario sanctioned over 400 competitions from 92 clubs in Ontario this past season. Thank you to the host of our
Provincial and national meets this past season. Brantford Aquatic Club, Etobicoke Swimming, Markham Aquatic Club,
Mississauga Aquatic Club, Windsor Aquatic Club and Swim Ontario provided quality competitions to competitors. Our
provincial deliveries serviced over 3000 swimmers in the province. The North American Indigenous Games took part in
Ontario in 2017 with host Whitby Dolphins this past July and Ontario is also hosting the 2017 Invictus Games in late
September at the Toronto Pan Am Sports Centre headed by Eric Martin. Swim Ontario provided leadership, competition
design and support for sports and management delivery for these events.
The following are breakdowns of the different types of sanctions approved last season and the number of competitions per

The provincial programs development and deliveries were reviewed this past year with the goal of developing programming
that would be sustainable for the remaining of the quadrennial. Time standards and competitions were reviewed with
input from the technical leadership and Sport Development Committee of Swim Ontario.
Significant changes include the addition of a separate AA championships to the provincial deliveries in order to target a
larger population of Ontario swimmers, the removal of the 14 year olds from Festivals Championships and a long course
delivery for the Festival in the summer.

9. Officials Development Plan Update A total of 92 clubs hosted competitions in Ontario for the 2016-17 season (as compared to closer to 100 clubs for previous
two seasons). A total of 12 clubs submitted or were given an opportunity to submit an official’s development plan for the
2016-2017 season in order to obtain exemption from the ODP requirements. By mid-season almost half had reached ODP
requirements and approximately ¼ were making progress.
A revised updated Official’s Development Program (ODP) procedure was developed with the SOOC and Sports Development
Committee of Swim Ontario in February 2017. The required number of officials were modified slightly to help clubs and
procedures for obtaining exemptions were clearing defined in the procedure. 2017-18 ODP compliance has seen some club
fall below the ODP requirements, sometimes due to increase number of families based on registered competitive swimmers
and others with lack of participation in registering and updating officials’ online profiles. All clubs, except those that did
not register officials in 2016-2017, were given an opportunity to provide officials development plans to be reviewed by
Swim Ontario in order to give them an opportunity to continue to host competitions.
10. Swim Ontario Officials Committee (SOOC) In 2016-2017 the SOOC provided support to independent officials and member clubs in the development of their volunteer
officials. The SOOC advises the Executive Director or designated staff of Swim Ontario in areas related to officiating and
competitions in Ontario. A comprehensive report from the SOOC on official’s education, evaluation and certification is
provided for the Annual General Meeting.
Officials Development Budget
Revenue for Official’s development services came from officials registrations. Expenses for Official’s development services
are broken into general categories shown below. The 2016-17 planned balanced budget showed a surplus due to increase
in official’s registration numbers. Over 80% of expenses dealt with the delivery of the certification pathway and helping
officials move up in levels. There is no increase in the official’s registration fees for 2017-18 season, however, Swim Ontario
has planned increase funding for clinic deliveries for clubs in outlying areas as well as funding for officials development.

National and International Events in Ontario
Ontario was host to three national competitions and two international events during the 2016-17 season. Many Ontario
officials had leadership roles in the delivery of these events with the introduction of the National Meet Referee and
National Meet Director roles at the national events. The Can Am Para Championships held in Windsor provided an
opportunity to develop additional Para officials in the province and both Speedo Eastern Champs in Etobicoke and Canadian
Junior Champs at TPASC provided our young and upcoming Level IV/V officials opportunities to work senior level positions
and exposed more clubs to hosting national level competitions.
Upcoming for this season are many opportunities for Ontario officials. Windsor will once again be host to a national event
with Speedo Eastern Champs in late April 2018. Canadian Swimming Trials will be held in Montreal in early April 2018 and
Canadian Junior Champs will be held in Winnipeg in July 2018.
Communication
Communication is both through TAS Bulletin, Officials Bulletins and utilising the Swimming Canada registration system to
send reminders and quick communications to Meet Managers and Club Officials Chairs/Administrators.
11. Coaching There were 977 coaches registered with Swim Ontario for the 2016-2017 and we continue to see coaches continue to progress through the NCCP education pathway. There were 24 courses offered across the past season with 20 101 courses, three 201 courses and one 301 course. Registration is currently underway for 2017-2018 fall courses. Coaches Association of Canada has now implemented Professional Development point tracking for swimming, which has been rolling out across all sports gradually. Certified and trained coaches have to collect an allocated number of points in a five year period in order to maintain active certification status. Coaches are being notified about their status and current PD points upon registration this season. Swim Ontario is currently working on developing some online opportunities for PD points for coaches and hope to start these this season. 12. Communications
Swim Ontario continues to use the website, social media, and MailChimp email distribution to communicate directly to
the membership to keep everyone up to date with information. The email list is retrieved from the Swimming Canada
registration database and is updated on a monthly basis. Information is also available on our website for those who
opt out of mailings.
Thank you to the swimming community for all their hard work and performances this past season; we are looking forward to
continued success in 2017-18.

I would like to thank the Swim Ontario staff who have worked hard in preparing useful information sessions for our club administrators
and coaches. We are always looking for ways to make this AGM weekend better and we are always look forward to constructive
feedback.
When you review the Audited Financial statements for 2017 you will see we projected a small deficit of $78,900. However with
adjustments in the operational surplus procedure and fee increases, we observed a surplus of $284,177.

In the previous 5-6 years, the organization has focused on a strategy compliant with our operating surplus procedure to reduce the
then surplus. During the 2015-16 membership season, the Finance Committee reviewed this policy based on the significant growth in
the organizations overall budget and expenses. From that review and the increase in the organizations expense budget in excess of
$1.8 M, the finance committee and board approved to raise the targeted operating surplus amount to be between $800,000 to
1,000,000 ($500,000 to $800,000 previously). We now are demonstrating a $995,433 surplus. Over the next year, the Finance
Committee will continue to work on a plan to keep our surplus within the designated range, as defined by the procedure.
Throughout the season the committee maintained and worked with staff to monitor the various pressures on the budget. Given our
fiscal health, Swim Ontario has been able to manage and adapt to those pressures where needed.
The committee was tasked with some investigative review based on the motion at the 2016 AGM, as it pertained to the financial
impact and to understand the overall financial and organizational risks and impacts of potentially withdrawing from the sport
partnership related to the Ontario Swimming Academy.
A comprehensive internal report to the Board of Directors was provided detailing the partnership commitment between Swim Ontario,
Own the Podium (OTP), the Canadian Sport Institute Ontario (CSIO), Swimming Canada and the Ontario Ministry of Tourism, Culture
and Sport (MTCS) with respect to The Ontario High Performance Sport Initiative which includes the Ontario Swim Academy (OSA).
Part of the focus of the report included the financial impact of withdrawal from the OHPSI program partnership as a result of
eliminating Swim Ontario’s support of the OSA DTE.
The report covered the requirements and considerations for Swim Ontario Partnered funding programs, specific to OHPSI and the
OSA. Our partners not only directly support Swim Ontario programming, but their partnership also offers political capital, respect and
credibility within the ranks of sport in Canada, and more specifically, sport in Ontario.
In review of the OHPSI application and grant program process, the following conclusions were drawn with regard to Swim Ontario’s
partnered Funding:
1. Swim Ontario’s contribution to the OSA DTE is only $38,000.00
2. The Partner Agreement specifically outlines the conditions of partnership, where ALL conditions are met,
including the OSA DTE, or the PSO is ineligible.
3. If Swim Ontario removes itself from the partnership the result will be in a loss of upwards of $449,000 in funding, revenue and value in kind donations.

An organization’s policies and procedures are living documents, which should be reviewed on a regular basis in light of the
organization’s current environment. As such, new policies or procedures may need to be created, and old policies or procedures may
need to be amended. Such newly created or amended documents are to be drafted in manner which helps ensure effective and
efficient operation of the organization. The Policy and Planning Committee worked hard this past year to help achieve this desired
outcome.

The Committee’s process was significantly different this year, given the revised Committee Terms of Reference approved by the
Board of Directors at its June 2017 meeting.
The Self Evaluation Board Member Survey conducted in 2016 was extremely helpful to last year’s Committee and was undertaken this past May. Board response was informative again this year. Among the changes to the Terms of Reference was a limit to the number of nominees presented for election to the Membership at the AGM and a more rigorous procedure, potentially involving screening. The Committee did its due diligence, including personal interviews for those who responded to the widely cast invitation for Expressions of Interest in serving on the Swim Ontario Board of Directors. After a minimum of 60 hours invested by the Committee Members, six nominees were put forward for election by the Membership at the AGM. Swim Ontario through Swimming Canada, has the authority/jurisdiction for competitive swimming and competition sanctions in this
province.
Sanction and the integrity of sanction is something we all should embrace and make sure doesn’t erode as it really is at the heart of
our competitive organization. Records, times, achievements, qualification to provincial and national teams are based on everything
being perfect including the right-sized pool, timing equipment, certification of officials; proper club affiliation, individual registration
and that the registrants participating are properly registered.
For two decades Swim Ontario received a membership number from Masters Swimming Ontario (MSO) each season. Swim Ontario
billed $2 (because registration to be recognizing cannot be free) and considered that was all that was needed. But times change.
Swimming Canada (SNC) has a robust registration system which ensures that everyone competing is registered and can be accessed
across the country. Go to a meet in Quebec, because it is a national database, the meet manager with confidence can ensure an
athlete is registered. With an MSO database, this could not happen. Seven provincial bodies were on the national system and the
rest needed to change (PEI, BC and Ontario).
SNC made it clear to MSO that they would need to adopt the national registration system (at no cost to MSO) or create an API
(information bridge) to ensure sanction/registration integrity; SNC offered to pay for the API development. SNC gave MSO a
deadline of September 2016. That date came and passed but Swim Ontario appealed to SNC that with a change in the MSO board
perhaps the balance of 2016 could be considered a transition period. SNC agreed. SNC put their programmers on notice, ceased
development on a number of projects and waited for MSO.
Concurrently Swim Ontario working with MSO, created a temporary pathway for sanction approvals that still allowed MSO to vet
and approve sanction requests for competitions. By the end of December 2016, with the deadline approaching, Swim Ontario and
MSO had jointly approved a number of meets.
In December, the MSO Board approved a motion effectively ending the project with SNC. SNC withdrew their offer to work with
MSO and Swim Ontario was faced with the implications.
Two months of conversations followed. If there was going to be sanctioned competitive swimming for Masters in this province it
would be through Swim Ontario.
Swim Ontario created an ad hoc committee to integrate Masters swimming into existing policy, procedure, bylaws and more. The
Committee was composed of Board members (Eric Martin, Jocelyn Jay and Bud Seawright), insight from MSO (Brian Sheridan) and
MSC (Ralph Ades) along with staff (John Vadeika and Brian Ward). The committee worked overtime given the breadth and scope of
impact.
In the end, a package for competitive Masters swimmers was presented to the community. Is it complete? No. This still needs work
and many concerns such as ‘independent’ swimmer status and non-competitive masters’ swimmers still need to be addressed.
Thank you to the members of this committee for their hard work. Additional thanks go to staff who spent hours working on the
integration of Masters’ procedures, providing definitions and more. Also thanks to the Finance Committee, New Club Review
Committee and the Policy Planning Committees for their support and understanding in moving this project forward.

The Sport Development Committee (SDC) is an Operations Committee of Swim Ontario. The Committee may be appointed annually
by the Executive Director of Swim Ontario following the Annual General Meeting. The Committee assists in, and provides input in,
the process under which Swim Ontario directs the operations of the provincial team development strategies, provincial competitions
and other technical initiatives.
The Sport Development Committee was reconstituted by the Executive Director on March 6, 2017 and met five times between
March and July.
The SDC will continue to work closely with the Performance Coaches’ Committee and discuss many important initiatives such as
Athlete Funding, Provincial Programming, Strategic Performance Goals.
Other upcoming topics of discussion in in near future will include event hosting, facility usage and team selection.
Below is a summary of the recommendations sent to the Executive Director for his consideration this swim season:
1) Accept and recommend Swim Ontario staff request for changes to the July 2017 provincial technical and meet packages for relays as follows:
Move all relays to the end of each session
Limit clubs to two (2) relay entries per age group per event
Limit relay age groups to for each relay gender/event to the following: o 14 & Under o 15 & Over
2) For the summer of 2017, the top 3 medalists in each event for both the Provincial Championships and AA Meet will be awarded regardless of qualifying time achievement.
3) To have the deadlines remain as currently published in Swim Ontario policy and procedure (i.e. 10 days in advance of the first day of the meet) for both June 2017 Festivals and 2017 Summer Provincial Champs/AA meet.
4) Effective for the February and June 2018 Festivals, remove the 14-year-old age category from the event list.
5) Effective for the June 2018 Festival recommend that the Summer Festival swim meet be held as a Long Course competition in a workable timed final format.
6) For the proposed AA Meet, amend the proposed age groups as follows:
17 & Over instead of 15-18
Relays 15 & Over instead of 15-18
7) Use an overflow seeding scheme, if needed, to manage prelim timelines at Provincial Championships and the AA Meet.
8) For both the AA Meet and Provincial Championships change the morning seeding to 15 & over and 14 & under to more easily accommodate the possibility of overflow session in the afternoon.
9) Effective September 1 2017, change the regeneration policy/procedure wording to allow for time trials for swimmers to qualify for Eastern Champs, due to the date change for this meet by Swimming Canada.
10) For the 2017-2018 season, the regeneration period dates should be March 5, 2018 through March 22, 2018 inclusive in order to accommodate meet sanctioning prior to the statutory holiday(s) in late March of 2018.
Swim Ontario staff create wording to change the policy/procedure to create protection from the sanctioning of competitions that directly conflict (programming, time standards etc.) with the Swim Ontario Championship competitions (Festivals, AA, Prov. Champs)
Competitions that do not conflict (as above) will still be allowed to be sanctioned.

11) Recommend to approve the Provincial Program qualifying time standards as published.
12) Recommend to approve Para Performance funding as published
13) Recommend to approve the para travel funding document as published.
14) Recommend to approve the Athlete funding criteria as presented by Swim Ontario staff as a result of the discussions and recommendations from the Performance Coaches’ Committee.
Recommend creating a sub-committee to study and suggest possible improvements and enhancements to the Swim Ontario Athlete Funding programs to better align with other existing stakeholder funding programs.
15) Recommend to accept single age groups for Ontario Provincial Records as follows: (1) 11 through 17 Boys & Girls (2) Open Men & Open Women (3) Age eligibility continues as the first day of the meet

The Performance Coaches Committee (PCC) is an advisory sub-committee to the Sport Development Committee. The Performance
Committee may be appointed annually by the Executive Director of SO following the Annual General Meeting. The Performance
Committee support the goals of the Strategic Plan. It assists in, and provides input into, the process under which Swim Ontario
directs the operations of the provincial team development strategies, provincial competitions and other technical initiatives.
The Performance Coaches Committee held three lengthy teleconference meetings through the 2016-2017 season prior to beginning
a very busy summer of international competition.
Our committee debated and based on a report developed by Kevin Thorburn and Don Burton, ultimately recommended the
framework for the 2017-18 Athlete and club funding programs endorsed by the Sport Development committee as follows:
1. Sr. Athlete Performance Funding program – Top 50 World Rank funding – Olympic Events 2. Jr. Athlete Performance Funding program – selected off On Track times 3. Club funding programs for both Jr. and Sr. National team members

submitted for the Education/Professional development program as follows:

Bill O’Toole: for the portion of his visitation to SwimMac that was not covered by Swimming Canada's funding as part
of their Coach Mentorship program.
Ron Campbell: for travel to Indianapolis to for Mentorship opportunities with Team Ontario and to support his
swimmers at the Arena Pro Series meet.

In 2016-2017 the Swim Ontario Officials Committee (SOOC) composed of Suzanne Paulins and Nicole Parent as Co-Chairs, Rob
Filion and Trevor Cowan from Huronia region, Daryle Martin from Northwest region, Paul Corkum from Central region, and Dave
Shewfelt from Western region provided support to independent officials and member clubs in the development of their
volunteer officials. The SOOC advises the Executive Director or designated staff of Swim Ontario in areas related to officiating
and competitions in Ontario. Daryle Martin continued as a valuable member of the Sport Development Committee,
representing the SOOC.

The ROR input in the development and management of officials will continue to be valuable in the coming years. We appreciate

the continued support in producing top quality officials.
The SOOC-ROR members completed several projects and provided recommendation to both the Sports Development
Committee and the Executive Director of Swim Ontario. In particular, an Official’s Handbook for Ontario was completed and an
updated Official’s Development Program Procedure was completed and put in place for this upcoming season. The SOOC also
provided feedback and input to the Executive Director on the Ontario officials named to the Canada Games technical crew, the
2017 National Certification Pathway, the e-learning modules, and clinic updates procedure from Swimming Canada to be
implemented in the 2017-18 season.
Education
All clinics were instructed in person with qualified instructors. A total of 401 clinics servicing over 4450 officials across the
province were conducted in the 2016-17 season. Within each region, separate regional seminars were conducted with several
clinics offered during the one day. Resources for member clubs and funding for regional clinics are provided by Swim Ontario.
Swimming Canada has revamped and updated all officials clinics since the beginning of the season with the last two available in
the past season (Meet Manager and Referee). A new separate clinic for Safety Marshal has been launched. These
new/revamped SNC clinics have now replaced the Swim Ontario clinics in the goal of a consistent nationwide education delivery .
PowerPoint presentations and quiz answers for all Swimming Canada clinics are available to instructors and officials chairs
through a Dropbox folder.
Swim Ontario continues to provide feedback for the Swimming Canada e-learning modules beta testing. The launch of the Intro
to Swim Officiating and Safety Marshal clinics through online E-modules are anticipated for this fall.
Evaluation and Certification
Swim Ontario continues to educate officials on the certification pathway and has oversight of Level II to V certification. All
clinics, deck evaluation and certification requirements are maintained on the registration system.
Swim Ontario had 40 evaluators available for 26 Level IV & V certification evaluation (coordinated through Swim Ontario) in
2016-2017. In total 201 officials reached Level II, III, IV and V in 2016-17.

The SOOC continues to push for consistency throughout the province in standardizing deck evaluations and certification by the
regions and their RORs. An updated National Certification Pathway will be introduced for the 2017-18 season which will help
with applying this consistency throughout the province.
Swimming Canada and the Officials Competitions and Rules Committee (OCRC)
Following the National Officials Symposium in December of 2016, the OCRC has continued the revamping and updating of the
National Clinics for use across the country. This is now complete with all clinics updated as of May 2017 with the addition of the
Safety Marshal clinic. The main goal was to standardize the content nationally and have consistency throughout the country
with clinic deliveries.
A sub-committee of the OCRC was tasked with making improvements and updating the National Certification Pathway. Input
and feedback from all provinces was sought over the 2016-17 season.
The SOOC committee is fortunate to have two of its members on the OCRC, and they continued to advocate for updates to the
Certification Pathway to support officiating in Ontario and address the frequently asked questions regarding the 2007 pathway
received by Ontario officials.
The OCRC continues to provide interpretations of rules and procedures. This included direction on the use of swimwear,
backstroke ledges, Warm-up Safety Procedures and swimmer taping.
Lastly, the SOOC members and I would like to thank my co-chair Suzanne Paulins. Suzanne was instrumental in introducing and
facilitating the work with the Swim Ontario Officials Committee from its inception and her tremendous engagement with the
revamping and updating of the National Officials Clinic this past season. We look forward to working with her in her new role at

o In 2017, there were 22 TAS Applications – 10 male and 12 female. Swim Ontario would like to congratulate all
applicants on both their academic and swimming pursuits. The grade point average was 89% and the point score
average 678. Swim Ontario would also like to thank Team Aquatics Supplies for their ongoing support of this
award and recognition of the high school student athletes.

Division II – Team Showdown – was hosted by Brantford Aquatic Club with positive feedback from all regions.

Both Brantford and Whitby have confirmed commitment to host these team competitions in 2017-2018 with Swim
Ontario branding.
A three year review of these competitions will be had in June 2018.
At the May 2017 Swim Ontario Board meeting, a session was devoted specifically to the regional budget allocation, as well as the
process. The 2017-2018 budget was approved with the same allocation per region, with the feedback that a “checklist” of approved
projects be provided to the regions. The officials’ allocation was increased and transferred to the SOOC Budget.

Regional Programs & Projects Highlights 2016-2017 Regions were able to support a variety of opportunities for swimmers & coaches by accessing SO special projects, Learn to Train & Fundamentals Camps, and coach NCCP certification funding including LF funding, Swimming 101, 201 and 301 support. Eastern Region Highlights – Brandon Oates (outgoing RD) & RD Rachelle Campbell The Eastern Ontario Region had representation by four swimmers at the 2017 Canada Games, and three swimmers with Team
Canada (1 Worlds, 1 World Juniors and 1 Para Worlds).
On December 16-17 Eastern Region held the Learn to Train Camp/FUNdamentals camp, in conjunction with the OJI swim meet at
the Toronto Pan Am Sports Centre. Several athletes from the region shared accommodations, traveled and swam together multiple

times with great coaches supporting them. These athletes also attended an OJI finals session giving them a chance to see the skills
they focused on in the pool earlier in action!
Most teams participated in the Regional Kick Challenge. Thank you to Rod Agar for organizing this again this year. Several new
coaches participated in NCCP Swimming 101 courses, while a few coaches pursued their Age Group and Senior Coach requirements.
The 2018 Eastern Ontario Regional Short Course Championships will be held in Belleville on February 2-4 and the 2018 Eastern
Ontario Regional Long Course Championships will be held in Nepean on June 1-3. Applications to host the 2019 Eastern Ontario
Regional Championships will be accepted until mid April 15, 2018.
Updated Regional qualifying standards were created for the 2017/2018 season.

Method 2: If a swimmer qualifies in two events, they may swim those two events plus one bonus event in the meet. This structure will be in affect for one year and reviewed accordingly.
Brandon Oates has taken a step back from being the Regional Chair for the region. Thank you Brandon for all that you have done to
make the region stronger in the swimming community. Heather Page Fairley will continue her excellent work as Coaches
Representative for the upcoming season and we are all grateful for her continued contributions to the region. I look forward to
working with her this season!
Western Region Highlights – RD Jocelyn Jay The Western Region voted to support Para swimming with Approved projects funding this year. The support of multiple Para
swimmers to compete in Miami at the Can Am Championships, using improved performance as a marker for funding.
The region also continued to support all athletes selected for training camps at TPASC, with mileage submissions. Western Region
had a great showing at Canada Games this summer, and every little bit of funding helps our families and athletes.
The Western Region would like to congratulate all our swimmers, age group, para and varsity that swim or began their swimming
careers in our region, and were selected and performed at the International championships this summer – World Championships,
World Junior Championships, World Para Championships and FISU Games. Congratulations to Kylie Masse, who began in Windsor
and is now a World Record Holder. Very exciting both for our sport and our Town of LaSalle!
North East Region Highlights – RD Dan Taylor NEOR was quite busy in 2016-2017 hosting two Fundamentals and two LTT Training Camps. All of these experiences where very
successful for the developing swimmers and coaches in NEOR region with energetic participation at each camp.
The Region also hosted two training experiences, one with NEOR swimmers, which included awesome assistance from the Ontario
Swimming Academy biomechanist Amber Hutchison. We received, very positive feedback from this experience, in particular, the
video analysis and technical tools that could be brought back into home programming. A second joint camp was with the University
of Ottawa and Laurentian University which focused on the train to train and train to compete athletes and their coaches. This was
also a very successful weekend and we plan on another in 2017-2018.
The Region also had at least five of our swimmers attending the OSA on multiple occasions through the year, which really assisted
with the development of the swimmers and the coaches. The in-reach/out-reach approach is very helpful to NEOR athletes, coaches
and families and we plan to access the OSA even more this upcoming season. A big thank you to Don Burton and all the OSA and SO
staff for their assistance and direction.
NEOR must also recognize the great achievements of Olivia Starzomski and her gold medal performance in the 200 Breast at
Canadian Junior Championships, in mid July.

North West Region Highlights – RD Janet Hyslop Northwest region had an impressive season. Both Thunder Bay Thunderbolts and Kenora Swimming placed athletes in the Canada
Summer Games Team as Gabe Mastromatteo (KSS) and Lindsay Puhalski (TBT) participated and medaled for Team Ontario at the
Canada Games. Gabe won gold in the 50 breast, silver in the 200 breast, along with two more gold in the Team Ontario medley
relays and Lindsay gold in the 4x100 free, 4x50 free and silver in the 4x200 free . North West Region was also quite proud of Stewart
McLean, who was on the coaching for Canada Games, not only attending the Games itself, but also participating at Canada Games
camps throughout the season.
Gabe capped off his season as a member of Team Canada at the World Juniors winning gold as a member of the 4 x 100 mixed
medley relay and also finished top 8 in the 50 breast and 9th in the 100 breast. His performances also broke NAG and PROV records
as a 15 year old in the 100 breast.
North West Region would also like to congratulate local Level 5 official Daryle Martin, who proudly represented Canada, Ontario and
North West Region at the World Junior Championships.
North West Region would like to thank and congratulate all of the swimmers, coaches and officials in the region and the various
opportunities that participated in Swim Ontario camps, clinics and competitions at TPASC, OHPSI and OSA programming, both in-
reach and out-reach, as well as accessing North West Region approved projects funding to enhance their athlete, coach and officials
development.
North West Region also continues to offer NCCP Coaching Clinics in the Region, and is planning on hosting joint clinics and camps in
the upcoming 2017-2018 season.
Huronia Region Highlights – RD Jason Morawski Huronia Region a number of very excited coach and athlete experiences in 2016-2017. We received great feedback on our fall Learn
to Train experience from coaches, athletes and families, and this was definitely an inspiring way to start the 2016-2017 season.
Huronia Region would like to thank Rachael Kloosterman for planning this camp, as well for her many years of commitment to
Huronia region. Rachael took on a new opportunity overseas in the fall of 2016, and her position as coach representative continues
to be vacant. We are currently searching for a replacement.
Another highlight of the 2016-2017 season was the Swim Ontario Fundamentals Clinic at the TPASC in December. Huronia had over
15 participants, athletes and coaches, in this camp. It was a great opportunity for coaches and athletes to access TPASC experts, as
well as watch the OJI.
Huronia Region was once again part of the 2016-2107 NEOR Regional Championships and saw another successful performance
outcome ranging across the age groups.
With support and incentives to coaches to participate the 2016-2017 coach meetings and AGM, we had a good turnout and received
feedback on the Swim Ontario programming, as well as the Regional programming.
Central Region Highlights – RD Louise Barton Athletes from Central Region have seen many accomplishments this season, thanks to their incredible efforts and the excellent
coaching and support from their clubs and family. There are too many to acknowledge but we wish to acknowledge that every swim
is an accomplishment to that athlete.

We ran three CR officials clinics and are well attended in October , January and March
Central Region clubs provided 442 volunteer sessions for the 2017 Swim Ontario Summer Provincials & AA Meets. This was counting
both the Junior Officials that Central Region organized (Prov – 195, AA – 89) and the Senior Officials organized by Paul Corkum (Prov

– 114, AA – 44). We wish to thank all of our volunteers along with other who stepped up from other regions for providing the
championship opportunity to the athletes.

We ran the Learn to Swim Camp on March 11th led by Jim Snow and there were 31 swimmers and 9 coaches in attendance. The
Learn to Train camp was cancelled due to lack of interest from the swimmers who made the camp as only six swimmers were signed
up to attend. We have booked the McMurchy pool next year to run all the camps as it is facility that allows us to do all components
of the camp in one location

In October 2016, the OAHOF inducted Stephanie Dixon, Jennifer Fratesi and Gordon Kerr. It was pleasing to see so many family
members in attendance. The ceremony was enhanced by Swim Ontario’s special celebration of the 2016 Olympians and
Paralympians, coaches and support staff. Without doubt, some future Hall of Famers in that select gathering.
The activities of the Hall of Fame Board focus primarily on the Saturday Banquet during Swim Ontario’s annual Conference and
reflect the time and effort on the part of many. Board Member Eric Martin spends countless hours researching every inductee,
interviewing each and producing the first rate video presentations. Swim Ontario staff, Heather Dwinnell and Nicole Parent, assist
with many of the logistical aspects of the inductions.
Secretary Lisa Flood facilitates communications while Directors Paul Corkum, Anne Ottenbrite-Muylaert, Vicki Keith and Jane Wright
are ever supportive and contributory. All Board Members bring many good ideas to the table and the ongoing work of the Hall.
Thank you to all. One of the Hall’s recent initiatives has been a revival of the OAHOF Newsletter. Paul Corkum has capably
undertaken the lead and has produced some excellent results. Since the spring of 2016 the Hall of Fame has published many issues
with the most recent on being September 2017.

The Hall gratefully acknowledges the support, both in money and in kind services, from many sources. Team Aquatic Supplies,
eVideo Solutions, Nothers Sign Recognition, Swim Ontario and Etobicoke Swimming make each induction ceremony financially
possible.
Etobicoke Swimming’s annual Hall of Fame Meet in October is a welcome start for many to the season each year.
Nominations for future membership in the Hall are always appreciated and encouraged. One can access a nomination form from the
Swim Ontario or OAHOF web sites, complete it and send it either to the President or Secretary. We are hopeful that the other
aquatic disciplines (Diving, Water Polo and Synchro) may become more active participants.
Donations and sponsorship proposals are always encouraged.

ASSOCIATION PROFILE Mission Statement
Swim Ontario, its affiliates and stakeholders will provide an environment through which its participants lead Canadian swimming on all levels.
Swim Ontario is the non-profit sports governing body responsible for the organization and regulation of swimming in the Province. The organization is led by a volunteer Board of Directors, and administered by a full-time professional staff, located in Toronto. Swimming in Ontario is a grass roots community sport with 125 swim clubs throughout Ontario. In total, the association has approximately 19,000 fully registered swimmers, about 900 coaches, well over 15,000 officials, and numerous volunteers in its member clubs. Swim Ontario attempts to create and enhance an image for competitive swimming as a sport that involves fun, strength, attainment of personal excellence, dedication, health, safety, and discipline - in short, a sport of superior values.
