Poker Night

Our monthly Poker Night is a fun-filled, no-limit, Texas Hold ‘em tournament. It occurs the first Friday of each month, starting promptly at 7:30 PM, and usually goes to “heads up play” by 11, finishing up shortly after that.

Chip rental is $30. No cash is paid out, but the top three finishers “get paid” to vacuum, take trash out and stack tables and chairs! So as you can see, finishing in the top 3 is highly recommended! We play on a point system with the top 8 players playing for a championship table at the end of year. No cash game, no cash allowed on table.

This is cheap entertainment and a great way to meet the neighbors. You are allowed to bring someone from outside the hood, and if they come twice in a row you earn a point! (You even earn a half point a month for just showing up!)

Don’t know how to play? Don’t let that stop you! Everyone is nice and patient and we will help you along – you’ll pick it up quickly!

Community News The Good Neighbor Project

Join your neighbors in making donations to a local food pantry! Did you know The Good Neighbor Project has partnered with House of Hope in Canton for several years to provide an easy way to donate food?

Here’s how it works: You spend two months fi lling up your Blue Bag (provided after you sign up, and also includes pick-up dates and suggested donations). On the designated date, set it on your front step.

House of Hope picks up your donations, and leaves the bag for the next pick up!

House of Hope will even send you an email reminder! The next pick up date is January 27, 2018

This is an easy way to donate regularly. Pick up a few extra items on your weekly grocery trip, put them in the bag, and put it on your step every two months.

Parking

Please remember that parking on the street AS A HABIT is against our covenants. We understand that not everyone has, or can budget for, an extra parking pad, but every

effort should be made to minimize on-street parking.

In addition, if you DO park on the street, you are NOT ALLOWED to park on the sidewalk, blocking a sidewalk, or with tires on the grass (which we have seen with some residents). This is a major inconvenience to pedestrians using the sidewalk and we will enforce that rule!

Please be courteous, and please adhere to the covenants… personal convenience should not create inconvenience to others, much less violations of our covenants, and we will enforce these violations when we record repeated occurrences.

The December YOTM will be judged by the yard with the best holiday decorations. Theme, creativity, and originality in ornamental lighting and decorations will be considered, as will daylight and evening display.

UPDATES TO COMMUNITY WIDE STANDARDS EFFECTIVE NOVEMBER 24TH, 2017

Please be advised that our "Community Wide Standards" (also known as "Architectural Standards") have been updated by the Board of Directors and took effect on November 24th, 2017. Per Article 7.1 of our "Covenants" (aka "Declaration of Protective Covenants"), a certified letter was sent to all association members to provide the required notification and distribution of those standards.

The Arbor View Community Wide Standards provide specific instructions for all association members in regard to home and lawn maintenance as well as various stipulations as it relates to noise, pets, home modifications, lawn/hardscape modifications, tree removal, etc. While these standards echo many of the architectural standards, restrictions, and rules as written in our Covenants, they also provide specific details and instructions in areas where our governing documents do not. The Community Wide Standards cannot change or overrule anything from our Covenants (that can only be done by an association vote), but they can and do provide details on what must be done in order to meet the Covenant rules. These standards are enforced by the Architectural Review Committee (ARC) and, ultimately, the Board of Directors.

A copy of the updated standards can be obtained by one of the four following methods:

• Download a copy from the Resident Area page on arborviewwoodstock.com;

• Download a copy from the “portal” (aka Edge by Heritage Property);

• Request a copy by emailing [email protected];

• Call Rex White, Board President, at 678-939-1238 and he will get a copy to you.

It is highly advised that you take some time to review the updated standards. However, for your convenience, we will highlight some of the changes below:

• Where appropriate, we have added the relevant article from our Covenants as a cross-reference (you may obtain a copy of the Covenants from the Resident Area page at arborviewwoodstock.com).

• We've included details about obtaining a Modification Request form online, and instructions for emailing your request.

• "Requests for any new fence which will adjoin to a neighbor's existing fence will require that you speak to that neighbor first."

• "All deck surfaces must be kept clean, free from mildew and stains. Any damage, excessive bleaching (from the sun) or deterioration must be addressed within reasonable time after first discovery."

• "Garages should not be left open for extended periods of time. Dented or damaged garage doors should be addressed as soon as possible."

• "Parking pads must be single width and parallel to the side of the house. If a sidewalk exists, pads can be no closer

than 3 ft. from the sidewalk; otherwise, pads can be no closer than 5 ft. from the curb. No driveway entrance from the street can be widened for access to an approved pad. Parking pads cannot extend further than the rear corner of a house if the area is without an incline or decline; otherwise, parking pads cannot extend beyond the front corner of the house. No parking pad may extend beyond an installed fence."

• "When walking your pets, remember that owners are responsible for cleaning up their pet’s waste. There are two “Doggie” stations in the Community that are cleaned regularly - one is located across the street from the Manor Playground and the other is located on the east side of Highlands Drive near Edgebrooke Lane."

• "Portable basketball goals may not overhang into any street. A goal may be placed in a cul-de-sac as long as neighbors of that cul-de-sac approve. Basketball goals should be properly weighted to ensure safety and kept in good repair."

A Note From the BoardWHAT WE’VE BEEN UP TO

Merry Christmas and Happy Holidays, Arbor View!

We have updated the community wide standards (architectural design standards), and you should have received a certified notice about those changes. You will also find details in this issue of The Voice. Also, notices about the annual meeting (scheduled for January 29th) will be going out sometime over the next couple of weeks. The plan is to include "online voting" along with our traditional proxy voting. If you plan to take advantage of this method, it will be important for you to carefully review the notice once it arrives and follow the directions to register. With any luck we will FINALLY reach a quorum! The notice will also give a way to sign up for anyone wishing to run for an opening seat on the board.

We have also updated our violation letters to provide what we hope will be better information and guidance, as well as a more “neighborly” tone. That said, we are still working with Heritage regarding the process as a whole. It's a work in progress, so to speak.

Here’s a list of some of the things we’ve been working on over the past couple of months:

• Updated and approved changes to Community Wide Standards (read more on page 6 of this issue).

• Updated our violation letters to include more information (date of inspection, more details as to the nature of the violation, and photos when possible). The letters have been updated and should go into effect soon, but we are still working with Heritage to make the process better.

• Started to review plans to update mailbox standards – we hope to have a plan sometime in early 2018.

• Installed new pins into pool deck to better secure the pool cover.

• Replaced the old plastic benches at the tennis courts with new benches engraved with “Arbor View”.

• Placed Benches near both doggie stations, as well as in the dog park and playground (at the Manor).

• Moved a picnic table down to the park at the Manor.

• Upgraded the light at the basketball court by the clubhouse.

• Replaced a roof on the playground equipment (by the Manor) that was damaged.

• Winterized pool and irrigation system.

• Collected 2 of 3 bids to add lights (and possibly expand the court) at the Manor park. We expect to move forward with one of the bids early Spring, 2018.

We’d like to thank Suzanne Chace for another wonderful Tween Halloween Bash at the clubhouse. We’d also like to remind everyone that Suzanne is stepping down as coordinator for this annual event, so we’ll need a volunteer to step up if it is to continue. Thanks for many years of service, Suzanne.

Thanks as well to Keri Daniele, who is stepping down as the Easter Egg Hunt Coordinator. She has done a fantastic job for many years, but is ready to pass the torch to another bunny-loving resident! Thank you, Keri!

We’d also like to show our appreciation for Chuck Waldsmith. Chuck does so much for our community; he paints, repairs, moves benches and tables, picks up trash, coordinates electrical work and light bulb replacements at our tennis and basketball courts, and so much more. Thanks for all you do, Chuck!

And to all of our unsung heroes who help the coordinators plan, set up, decorate, clean up, etc., THANK YOU!

MONTHLY BOARD MEETINGS

Monthly board meetings are held on the third Monday of each month at 7:30 PM; in the event that a meeting must be rescheduled, we will provide notice via our official Facebook page.

Typical meetings include an update from the treasurer and reports from various Committees. All residents are invited to attend. If any resident wishes to address the board regarding an issue or concern, please let us know by emailing [email protected] so we can add you to the meeting agenda.

Please note if you need to address the board regarding a violation or a personal financial matter, that will more than likely require a separate hearing and cannot be done during a routine board meeting.

2017 SURVEY RESULTS

HOW CAN THE BOARD BETTER SERVE YOU AND THE COMMUNITY?

Online voting. Make it easier to change the covenant.

Stop the significant disregard of violations and forgive the less significant violations. I see significant deviations to the covenants and no approvals and then someone complains about a hose not hidden. Get real!

We just need a board to listen to the people and carry out the collective voice. We don't need a board that has it's own agenda and then is determined to enforce their own agenda. We also need a board that is diverse: folks that are empty nesters, no children, parents with small children, and parents with teenagers, involved with tennis, uses pool frequently, cares about people's yards, etc.

Have constant / better communication for people who do not use facebook.

I would like to see a list, published in the newsletter, of those who have gone delinquent on their dues by more than 6 months. Also, you guys rock!! This is one body of government for which I wouldn't mind there not being term limits!!! Thanks for your diligence!

you are doing a pretty good job. On line voting would help. These surveys are a great idea.

The board is doing a fantastic job. I have no complaints. Would love to see the neighborhood communication be more official through email so all residents get it rather than combing FB where so many comments get out of hand and inappropriate. There are many residents not participating in the forum and not even aware of it. It's useful for being "neighborly" I guess, but things about the pool, new rules, voting, etc should be via email.

Thanks for all your hard work! I have only lived here a few months but am very satisfied with how things are run.

Online voting. ARC needs to enforce the "weeds" section of the covenant not just the mailbox section. Apply the rules consistently.

There's been some great event planning I think it's really great for the neighborhood

This seems to be the best board we've ever had. We appreciate your efforts and ideas. Don't cave in when someone challenges your comments or requests (referring to Facebook). That is only 1 or 2 people while the rest of the community stands behind you.

Enforce requirements

There has been much conversation and little action to help curb the speeding in the neighborhood. A past board took it upon themself to request the county to re-evaluate and INCREASE the posted speed limit. This request was a response to complaints from residents that lived the back of the neighborhood because it took just too long to drive to the back. As such, each decision the board makes must be weighed against the long term outcome. Sometimes the most minor changes that appear to have no negative impact can cause grief and turmoil for years to come.

Board is amazing. Wish there was a way to get people to help beyond offering opinions. Get involved drive, maybe adult social events. We have a lot of new neighbors. Hard to break in and meet people. Had an idea a few years ago about a chili cook off in the fall. Even hood wide progressive

dinners. Meet your neighbor kinda thing.

Continuity planning is paramount so the processes set in place can be transferred to future BOD.

The Property Management Company is a joke, have no idea what we pay them monthly, but for sure it is 100 PERCENT TOO MUCH

The current Board goes above and beyond. Keep doing what you're doing!

You are terrific. We have no concerns with you and appreciate your efforts on our behalf.

We need to plan more social events for the community...I look to you all to help facilitate us being a tighter community.

But I see no problems with board approving items as needed, they have been great. I say roll as much of the money we can save on budgeted line items back into reserves and stress this to members that they don't have to spend it, if something comes up unexpected, the board is ready to approve expenditures where needed."

The following are the results of the 2017 Homeowners Survey which was made available to residents via the newsletter, email and Facebook. 129 residents took the survey, which was twice as many as those who participated the first year (2016). The Board used the feedback to guide their initiatives and plans for the neighborhood. There are plans to do another survey in 2018, so be on the lookout for information on how your voice can be heard in Arbor View!

Doing a great job!

Please think about hiring an collections attorney to recover the outstanding HOA dues/fees owed to Arbor View. I was the treasurer for a 85 home subdivision in Cherokee County (Park Creek) and the hiring of an attorney to go after chronic debtors worked out very well for us. Also please enforce the no street parking violations that keeps

occurring throughout the subdivision with fines and towing.

The board does a fantastic job

Speeding towards the back is still a problem.

"Speeding is the biggest issue. Signage has help. Let's do more.

Amenities are next - Pool, Parks, Trail, Basketball Courts, Tennis Courts. Bike trail on the East side of the Manor Playground. Also enlarge green space at Manor playground. Add soccer goals at Manor playground. "

"Too many residents violate the basic covenants without any consequences. This includes tree removal, unauthorized modifications to structures, etc. I plan to have my house painted and since I plan to paint it in the same color, I do not have to have permission. I question what are considered community standards. Is it OK to have your house painted monochrome when the standards say not OK. What is going on here?

Who is in charge? You know who I am talking about. You are not going to do anytjing about this, but are going after others. Shame on you!"

"Improvements are needed to the tiles around the pool. They need to be replaced. The pool company is doing a better job not being so anal about having a beverage on the side of the pool. We are adults, not children. We like to go to the pool to relax and enjoy our friends and family. However, they need to do a better job keeping the pool clean. It got better since the beginning the season, but it still needs improvement.

We need a mailbox overhaul. If we can get nicer mailboxes and posts it will add to this community. Not to mention is should cut back on violations and notices the HOA committee sends each month.

I would like iron mailboxes throughout the neighborhood

Lights at the front Basketball court, increase size to full court at the Manor and add another goal so multiple groups can play.

Tables and chairs at pool need continuous cleaning. More activities for older kids.

With regards to street parking, I think it should be firmly stated at the HOA meeting and in the newsletter, that there is NOTHING the Board can do to curb the practice of parking on the streets, since the HOA does not own the streets!! This is a county issue. Those complainers should stop bothering the board and go speak with the county.

Parking on the street remains an issue especially on the curves on Highlands where they block visibility. Also habitual multiple street parkers at one residence as on Meadowwood cir.

I'd like to see the priority be to maintain/increase property values and a peaceful & safe living environment. As our neighborhood ages those things will be what makes the difference in the future if the neighborhood regarding livability & resale.

I think the most important things are to keep us safe and to keep the neighborhood pleasing to the eye visually (but to not go overboard). Having small children, we use the playgrounds/pool the most, so those things are more important to me than the tennis/basketball courts at this time.

I think we should focus more on the speed control coming down Highlands Drive. We live on the main road and I would never allow my child to play out there due to the speed of cars. We need to revisit more stop signs or speed humps again especially after the car accident that happened at our neighbors across the street due to someone speeding and cars parking on the main road. I think that is another one to hit on this year. We need a better process. Maybe you can only park on the street for 48 hours before being towed at the homeowners expense added to their dues. People need to use their drive ways if not that then park at a public parking area. Or make the parking pad guidelines less strict so more people can do those for additional parking. Speeding and cars parking

on the main road are a HUGE problem for us who live on Highlands Drive.

If we received the money from unpaid accounts, our dues would have not gone up as much.

The safety and lighting at both basketball courts, as well as their upkeep/resurfacing had been neglected compared to other amenities.

Let's start putting back into the things he kids use more which are the pools and the parks.

I'd really like to see the neighborhood mailboxes changed to the upscale looking black metal mailboxes. The neighborhood my parents live in made that change a few years ago and it greatly improves the curb appeal. We would really like the board to consider allowing storage sheds that are not attached to the house.

Also, I would like to see a mushroom water feature /splash pad at the pool instead of the kiddie pool as an upgrade to attract families."

I feel like I've listed too many things as "high" or "very high" and do not expect the board to have time to cover them all. Even some of those (street parking, speeding), I'm not sure exactly what the board can do about those issues; I marked them "high" because they are clearly problems. I marked the 3 "updates" questions as "high" simply because I'm not sure any of those have been reviewed with an eye to being updated in over a decade--I would be okay with the board reviewing those things and determining that they are just fine as they are.

Would love some sort of shade at the Manor playground. And keyed bathrooms. The board is doing a great job! You can't please everyone!

My biggest concern is parking on the street. At times it is very hard to get down Highlands because of the cars parked on the street.

2017 SURVEY RESULTS"The parking in the street and the speeding are infuriating and so dangerous. I know the board has been trying, but there's got to be more that can be done.

Also, the monthly inspections are too strict, especially since the entire neighborhood was sodded with grass that doesn't grow in the shade and then topped with huge shade trees. I know this is outrageous, but maybe we should use some of the dues to re-sod everyone's yard, since now the bulk of us are facing $1,000-$2,000 landscape bills for an error we had no control over.

"Negatives: Parking on the street is out of control. I'm tired of seeing empty driveways with a fleet of cars parked in the road. People drive down the center of highlands while staring at their phones. It's infuriating. I don't know what could be done though. You just can't fix ""stupid"".

Positives: This is a wonderful neighborhood, the majority of the people here are extremely friendly. The clubhouse and pool are fantastic, and Rex White is always more than willing to go above and beyond to help us out.

I just appreciate being able to provide feedback. For example, as a non-tennis home, anything tennis related does not concern us. As a parent of a teenage boy who loves to hang out with his buddies and play basketball, lights are our high on our list.

Things to focus on; SAFETY (double parking, speeding, neighborhood watch, security), VISIBILITY (things that maintain or improve the visual appearance of common areas and the homes - ensuring property values are maximized), OWNERSHIP (ensuring people pay assoc fees or get real penalties, minimizing renting, enforcing a minimum level of property maintenance and upkeep).

The pool bathrooms seems to have cleanliness and drainage issues... although pool bathrooms tend to be dirty as a general rule. Lol. I worry about security especially at the clubhouse and manor park with the drugs and debris that had been found. I would love to improve our covenant system to include online voting and eliminate non-family renters (or maybe have a board who approved renters)? Some think the ARC standards are too strict but from someone who spends a lot of time and money on the upkeep of their house and yard, I appreciate the guidelines and enforcement. They are manu houses in here that are desperate need of lawn maintainence and painting.

Parking in the streets on pretty much every street in the neighborhood is a problem. The daily and

nightly parking in the blind curve just past the first stop sign has gotten ridiculous.

"Money in" (collections) gives us cash to deal with all other spending items. Items where one neighbor affects another (barking, etc..) should be publicized to empower people to deal with it interpersonally without getting the board involved.

Thank you to the board for all of your leadership and great work. Your time and hard work is very much appreciated!

Neighborhood watch program would be excellent with so many kids running around and all the nefarious activity in the pool parking lot some nights. Knowing Pool improvements would be costly, it has to easily be our most used ammenity, it seems very in need of upgrades/improvements compared to other, smaller neighborhoods pool areas.

Would love a change to the mailboxes. We have been here from the beginning and are on our third mailbox. They get very expensive and don't seem to hold up very well.

Removing shrubs along lower court fence line. It harbors snakes and bees and could be a potential liability if someone got bit or stung.

Speed and parking seem to be hot buttons for everyone. Simply safety issues.

"Speeding always seems to be an issue. Most people speeding have a mile plus to get to back of neighborhood. Are we reconsidering having a 2nd entrance?

For the pool iprovements, have we looked into adding a splash pad or cool zone?"

It seems like our monthly inspection procedures are only performed when we hire a new team to manage the subdivision. My wife and I routinely walk the sub and the state of fences is not good.

While safety improvements have been made, there needs to be more emphasis in this area. I don't have stats, but I get the impression that over the past few years incidents of crime seem to be up including car break-ins, identity theft, etc. Additionally street and neighborhood safety needs to be an ongoing campaign, not just a one and done.

Consider Senior Citizen discounts on Home Owner Association Dues, especially since most seniors do not use the pool nor the tennis courts. In (17) years, I have never used the Pool, nor the Tennis Courts.

As for updates to By-Laws/Covenants, it is my understanding that they can not be done without a 2/3 approval by all residents. I have been here 18 years and only ones I've seen'/heard about are the speed bumps and rental issues. Although upon looking at the current ones,there are numerous changes that have taken place since we've lived here.

Solicitors, annoying for sure. There are signs posted at the front. What else can be done?

I think we need to use common sense when restricting what people do to their private property. If it doesn't negatively affect others home values, it should be permitted. I understand everyone has a different opinion on what might qualify as a negative affect, but variety in a neighborhood is a good thing.

"I would like to say that, even though we just replaced our mailbox (at a high cost), replacing the mailboxes and signs with metal is a very high priority for me, even if there is a cost to me. I feel metal signs and mailbox posts would give our neighborhood a much higher-end appearance.

A second priority would be getting rid of the bushes around the tennis courts. They attract bees (my daughter has a life-threatening allergy) and other insects, and because they are the kind with prickly leaves, it makes retrieving balls very difficult. I would love to see the ones at the lower courts replaced by some sort of pavilion with steps going down the hill toward the pool that could be used for swim meet viewing. "

I think basketball court needs better lighting to keep them from running tennis court lights to light up basketball court, some kind of timer on tennis court lights, I witness lights on on tennis courts almost every night with no one on them, hold people accountable for leaving them on when they leave

Pool- I know it isn't in the budget, but it would be nice to have a second pool. Especially during swim team season. Also, I wish there was a safer way to do parking for the swim meets. It is frustrating getting through the neighborhood during meets. I understand, but don't love it. I think that we should have some controlled access to the Manor playground parking lot. There are often cars parked there late at night, etc.

Please improve basketball goals at front pool and entrance to manor. Kids are not playing basketball at the Manor because they slide on the cement there and the goal is double rimmed and too rigid. It would be great to have a full court at the front near the pool.

Speed control on Highlands Drive remains an issues. I don't claim to know the answers to the problem, I just know that it is one.

Violation notices that seem hastily sent. i.e. for dormant spring lawns prior to turning green as I experienced.

Mailboxes are a must. Being in real estate for over 15 years, I find very few neighborhoods at our price point with such low standard mailboxes. They don't match the values and are very unsightly. If we're going to sell in the $300+ we need better looking Low maintenance mailboxes that are more fitting.

A big concern is the speeding with school starting again soon there will be kids walking to and from bus stop.

No parking on public street in curves or on hills in subdivision.

To log in, you should connect to the "Arbor View HOA" network and enter your member password. Your member password is the FIRST INITIAL of your LAST NAME followed by the LAST 5 DIGITS of your white pool key card.

Access is provided to members in good standing with the association.

NOTE: If it's a busy day at the pool and everyone is streaming Netflix, Pandora, Spotify, etc., obviously that may cause issues. We'll just have to see how it goes. In addition, the signal should be strong, but again, we'll just have to see how it goes and address issues if they exist, so your feedback will be helpful.

Access to the tennis courts and pool now use the same “white card”. In addition, if you reserve the clubhouse for an event, your magnetic key card will now give you access for that event! These cards can be deactivated if you are delinquent, so please be sure to stay in good standing so you don’t lose access to our amenities!

Tennis

New Benches Have Been Installed!

Timers have recently been installed and will allow the lights to be on for a maximum of 2 hours. If you need the lights for longer, just be aware that you will need to reset the timer before the 2 hours is up. Please turn off the timer (turn it to zero) if you are done and no one is waiting to play.

There is a tennis ball recycling box at the pavilion. A resident will be picking up your old tennis balls for Fido. If you need a few, take them, if you have a few, leave them.

Friendly Reminders:

· Empty trash cans on courts when needed. Put that trash in the big can next to the tennis

pavilion. If that can is almost full, please swap it out with one in the fenced corral in the parking lot.

· No glass containers are allowed on the courts

· No smoking or vaping is allowed on the courts.
