    ZDC INTERVIEWS 12/3/03 - Washington D.C. Enroute CenterIssue of recording interviews comes up. Raised by David W eigand and Kenneth (ZDCUnion Rep).     . - W orking Area 4 (Morefield) Sector for last 4 years. Spent 10 yr s in Area BHJ training? Yes, dozens of times. Always in the simulator. Monitor for HJ, ifyou see one, let supervisor know.V Any training on what to do if lost transponder, comm s? No, but if the word "trip"was used, would know it was a HJ.- Real world experience where both transponder an d comms lost? No.- Pre-9/11 transponder loss? Yes, regularly. Communicate with ac to reset an d

    check transponder.- Aware of gaps in primary coverage? W ell, "mosaic" systems w ill always havegaps. Not perfect accuracy or coverage. Our ac separation is] 1 at terminalsit i'sD(more precise radars)- Pre\9/l 1 understanding of NOR AD? Yes, basically DO D air defense for thenation. Knew they used different radars. M inimal interaction withNORAD/Huntress.9/11: W as training awatchstander in Sector 3, We worked FLT 77 outbound.No problems w hatsoever. Never knew of any issues with it.- Supervisor, Dennis O'Hare came around an d notified everyone on the floor thatan ac had run into the WT C. Others came in with word that a 2nd ac hit W TC."Pretty much chaos" after that. W e were instructed to land all ac.Chaos? Frpm th e standpoint that we were careful NOT to talk about the HJs onthe comms.- Told of other, hj? W e were told that there may be others (hj) ~ was notified that anumber of ac from overseas were suspect.- Not aware of any HJ ac inbound to D.C.W e understood that Cleveland Center ha d called us to help track an ac in theirarea that they were concerned it was h j .Made aware of FLT 77 was missing, probably 20-30 minutes after it went missing.Instructed by his Supervisor (recall it distinctly) to turn on primaries to look fo rAN Y unusu al primaries - not specifically FLT 77, Looking for high-speedprimaries.

    - Primary searching was before th e mass-landing order.Instruction to land all ac came down, don't remember exactly how. BecameVER Y busy in coordinating. Instructed pilots that inquired that it was a "nationalemergency." Everyo nd lands. W e had military fighters everywhere.W e had a line of comm unication w ith HUN TRESS. But I do not specificallyremember talking to them u ntil much later in the day. In our area we were talkingto them via the Sector 6 ('] |) as it has a dedicated line of

    communication line with HUNTRESS. 1 iI 1Unsure if any other bays had that pre-9/11.GS coordinated thearrival of theAttorney General - spoke to thepilot of AG's ac,an d with a very low level person at HUNTRESS.Could anything that day happened better? No.

    When primaries are turned on you get thousands of hits - even automobiles on thehighw ays, the hit on a Toyota is the same size as an ac. Can only differentiatebased on speed. "Probably the same for all of the bays."
