    No one would have blamedKristen Hallock-Waters if shestopped running.

    After struggling to completeher secondNew York CityMarathon inthe fall of2009, she knewsomethingwas wrong.Three monthslater, she faint-ed, diagnosedwith bradycar-dia, a slow

    heartbeat, andgiven a cardiac pacemaker.

    The pacemaker did not markan end to her running career,though; it was just another obsta-cle to overcome.

    It wasnt that I was afraid torun again, it was more of a fearthat I wouldnt be able to run any-more, Hallock-Waters said.

    The Tabernacle TownshipCommittee unanimously ap-proved an ordinance to add moreoversight on rental propertieswithin the township.

    Discussion on the ordinancebegan more than a year ago butcame to the forefront recentlywhen residents from SummitDrive spoke to the township com-mittee about drug activity intheir area that they believed cameas a result of property owners

    renting rooms.Included in the ordinance is

    the requirement that all rentalproperties be licensed prior tobeing rented.

    A $50 licensing fee per propertywill be assessed to the owner, andfor properties with multipleunits, an additional $5 per unitwill be charged. Additionally,owners will need to file for regis-tration and pay these fees annual-ly. Owners of rental propertiesneed to provide the names of all

    adults in the unit and notify thetownship if occupancy changes.Owners also need to provide thetownship with a layout of therental property. They are re-

    quired to post the maximumnumber of occupants on the prop-erty.

    The ordinance allows the town-ships zoning officer to inspectthe property if he deems it neces-sary.

    Ken Hall, a resident of SummitDrive, suggested the ordinanceinclude mandatory, yearly inspec-tions.

    The township committee dis-cussed inspecting every rentalproperty prior to licensing, butdue to staff limitation in the zon-ing office, it opted to make it dis-

    cretionary at the suggestion ofRobert Perri, the townships codeenforcement officer.

    Committeewoman Kim Brownis confident the township will beable to inspect properties if thereis an issue.

    The ordinance includes issueswith the health code, the housingcode and the fire code, Brownsaid. There are a lot of tools toget them in the door if there is aproblem.

    If in the course of inspecting

    the property, the inspector finds aproblem, the owner of the unithas 30 days to correct the issue fornon-health and safety-related vio-lations and 10 days to correct

    health and safety violations.Penalties for failing to comply

    are steep. They include a $1,250fine and potential imprisonmentfor up to 90 days. Each day of non-compliance is considered a sepa-rate offense.

    Cranberry Harvest Kick-Off set for Sept. 27

    No one would ever accuse Gov.

    Christie of being reserved, of

    not speaking his mind, or of

    not taking chances.

    No one.

    Last week, he solidified that once

    again when he decided to lift New Jer-

    seys ban on sports betting. His deci-sion which came as a surprise to

    many around the state and nation is

    in direct opposition to what he said a

    month ago when he told us all to forget

    about sports gambling.

    With the governors decision, and

    directive to law enforcement, casinos

    and horse race tracks can start offer-

    ing bets on professional and collegiate

    sports as soon as a judge affirms

    that what Christie is doing is legal, or

    at least isnt illegal.

    A federal law prohibits sports bet-

    ting in all but four states. When New

    Jersey challenged that law, it went all

    the way up the legal ladder, but the

    Supreme Court decided not to hear the

    case. So, alas, no overturn of the feder-

    al law.

    But a federal appeals court just

    below the Supreme Court said nothing

    was preventing New Jersey from re-pealing its own ban and not regulating

    the industry much like the states of

    Washington and Colorado do with

    marijuana.

    So last week, thats what Christie

    did. He repealed the state ban on

    sports betting and said New Jersey

    wont regulate, license or authorize

    sports betting officially. Acting state

    Attorney General John Hoffman said,

    in fact, that the state will be telling

    casinos and tracks that they wont be

    held liable for sports wagering.

    Its not the avenue that Christie, or

    any one else at the state level, wanted

    to take, but it seems as though its the

    road they feel they were forced down

    because they want sports wagering so

    badly.

    And can you blame them for this?

    Three Atlantic City casinos shut down

    in the last month, and one more, the

    Trump Taj Mahal, just announced it

    would be closing in November. Those

    four closings will eventually result in

    the loss of more than 10,000 jobs and

    be a hit on a big tax money-maker for

    the state.

    Bets cant be placed yet a federalcourt is expected to affirm Christies

    position in a few weeks and when

    they are, you wont be able to bet on

    any professional sports event held in

    New Jersey (no Jets, Giants or Devils

    home games) or on any New Jersey

    college team no matter where they

    play (no Ray Rice alma mater). Every-

    thing else, though, will be offered on

    the big board.

    While the NFL and other profession-

    al sports leagues might fight this

    move, its unlikely they will prevail

    forever. Even NBA commissioner

    Adam Silver said its inevitable and

    that his league will ultimately partic-

    ipate in that.

    Will this be the shot in the arm New

    Jerseys gambling landscape needs?

    Can it finally, once and for all, turn

    into Las Vegas East? Its hard to tell.

    Her passion for running wasborn out of tribute to her latehusband Jeff.

    Jeff was diagnosed withglioblastoma multiforme on Jan.5, 2004. He was treated at The Pre-ston Robert Tisch Brain TumorCenter at Duke University andparticipated in several quality-of-life studies sponsored by the Tug

    McGraw Foundation. Jeff embod-ied the ya gotta believe spiritmade famous by McGraw, and heendured four craniotomies,weeks of radiation therapy, fouryears of various chemotherapiesand months of speech, physicaland occupational therapy.

    Through it all, he never lost hisstrength, determination, humor

    and incredible smile, Hallock-Wa-ters said.

    He was an endurance cyclist,and even during treatment, henever lost that commitment. Herode his bike through four yearsof chemotherapy, it was very im-portant to him. He was an inspi-ration to me, Hallock-Waterssaid.

    Jeff completed the AmericanCancer Society Bike-a-thon fromPhiladelphia to the New Jersey

    Shore the day before flying toDuke for his third brain surgeryfor a tumor recurrence. Sadly,Jeff passed away on Nov. 26, 2007,

    just three days after his 42ndbirthday. Hallock-Waters thinksof her husband often during herruns.

    I think about him a lot when Irun. That connection he had with

    being outside, with being in na-ture. I know he would be proud ofme, Hallock-Waters said.

    She admits he would have beensurprised to watch his wife turnmarathon runner.

    I dont think he would haveseen this coming, but he wouldhave supported it. There are somany people who cant physicallydo these things because of healthreasons, so as long as I can I will,Hallock-Waters said. You can

    find ways to be healthy and to beactive. You can overcome.After her pacemaker was im-

    planted in 2010, Hallock-Watersresumed training, running fourhalf-marathons and two 10-mileraces. And in 2013, she returnedto the New York City Marathon toonce again run for her husbandwith the Tug McGraw Founda-tions team. Her commitment hasimpressed family and friends aswell as raised a few eyebrows.

    Everyone has come to expectit from me, theyre proud of me. Ithink there are some people thatare concerned, but all my physi-cians say it is perfectly OK. Somesay Im a little bit crazy too, Hal-lock-Waters said with a laugh.After the pacemaker was put in, I

    was determined to do it again. Ihave this feeling, more like I wantto prove I can do anything thatanyone else can.

    Hallock-Waters moved to Tab-ernacle 14 years ago from Long Is-land, and the area has provided aperfect backdrop for her longtreks.

    Im in a good spot definitely,running through Tabernacle isbeautiful. Ill run into downtown

    Chatsworth. I like to go throughShamong into the trails throughWharton State Forest and aroundAtsion Village. There are noshortage of great, beautifulplaces to run in this area, Hal-lock-Waters said.

    The scenery will be slightly dif-ferent when Hallock-Waters par-ticipates in the Medtronic TwinCities Marathon on Oct. 5 in Min-neapolis-St. Paul, Minn., as aMedtronic Global Hero.

    This years team includes run-ners from 10 countries: Australia,Brazil, Canada, China, Colombia,Israel, Italy, Switzerland, the Unit-ed Kingdom and the UnitedStates.     performing routine aerial inspec-tions on the Jersey Central Power& Light transmission lines onThursday, Sept. 11. The routineaerial inspections in the JCP&Lregion typically require about 12-15 days for completion, so the aer-ial patrols are expected into thelast week of the month dependingon weather conditions, as well asother scheduling needs. The heli-copter will be flying slowly, 20-30mph, along the lines and mayhover at any time for a closer in-spection. The helicopter sched-uled for these patrols is blackwith red letters, MD 500, with reg-istration number N353AH on thetail.

    While this should have no im-

    pact on Tabernacle, it should be

    noted that the contractor hasbeen authorized to patrol thetransmission circuits in their en-tirety, so patrols on certain linesmay therefore extend into theneighboring regions.

    The flight crew provides infor-mation on their daily location toboth Transmission Lines Mainte-nance and the WCC, and the pilotwill be in communication withany local airports when in theirairspace.

    Please note that poor weatherand emergency patrols or repairselsewhere may cause re-schedul-ing and or delays in the projectedschedule.
