State introduction
The land of confluence of two of India’s biggest rivers, the Ganga and the Yamuna, Uttar Pradesh is a state endowed with a rich variety of geographical lands and cultural diversities. The state is surrounded by Bihar in the East; Madhya Pradesh in the South; Rajasthan, Delhi, Himachal Pradesh and Haryana in the West; and Uttarakhand and Nepal in the North. It has the longest network of rivers and canals in India supporting a multitude of agricultural activities1. The state has the largest network of railways and 2nd largest network of roads in India2.

Agriculture and allied activities is a predominant sector in Uttar Pradesh contributing 23% to the state’s GSDP in 2014-1514.
Uttar Pradesh is the 3rd largest economy contributing 8% to India’s GDP5. The state has one of the highest consumer bases with 16.5% of India’s population4.
The state is also one of the major producers of horticultural crops and food grains in India which serves as a lucrative base for the food processing industry.

Wheat, Rice, Barley, Bajra and Sugarcane are the major crops produced in Uttar Pradesh. The state is also the largest producer of fruits (Mango, Gooseberry, Banana, Guava, Muskmelon and Watermelon); and vegetables (Potato, Peas, Pumpkin, Pointed gourd, Carrot and Bottle gourd)12. At 68.7 mn, Uttar Pradesh has the largest livestock population in India leading to the state being the largest producer of milk in the country17.

As per the Annual Survey of Industries, 2014-15, there are 2,055 registered food processing industry units (FPIs) in the state19. As per another study conducted by National Institute of Food Technology Entrepreneurship and Management for Uttar Pradesh in 2012-13, there are total 0.35mn FPIs in the state.

Glossary
Regulated markets- Wholesale market where buying and selling is regulated by the state government
through the market committee. The aim is to eliminate unscrupulous practices thereby reducing marketing
charges and providing facilities to producers and sellers.
Sub-markets- a specified area within a market yard including any enclosure, building or locality and declared
as such in any market area by the state government while being managed by the market committee.
Rural markets- periodical markets (haats, painths) and fairs held in rural and interior areas.
Mandis – physical markets predominant in rural areas facilitating direct marketing of agricultural produce
without the middlemen of the APMCs. Essentially these are the farmers’ markets.
Rural godowns- scientific storage capacity with allied facilities in rural areas to meet the requirements of
the farmers for storing farm produce, consumer articles and agricultural inputs; promotion of grading,
standardization and quality control of produce to improve their marketability and to avoid distress sales.

State government initiatives (1/2)
The state government has undertaken a number of reforms to offer an enabling and investor- friendly business climate for investors keen on setting up business in the state. Some of the key EoDB initiatives by the state include:
‘Nivesh Mitra’ has been set up as the online single window system of the state where entrepreneurs can apply for all the approvals/clearances required for starting a business through a Common Application Form (CAF).
‘Udyog Bandhu’ is the dedicated organization under the state government set up with a vision to promote economic growth by facilitating investment in industrial and service sectors and to provide a conducive business environment supported by a robust policy backbone.
There is an online system to provide information regarding all approvals required by the industries to set up their businesses.
Provisions for self-certification, deemed approvals and third party certification have also been made.
Strict and reduced timelines: Clear timelines have been specified for processing of applications related to land conversion and change of land use (CLU) and for approval/rejection of complete building plan applications. Existing timelines have been benchmarked against the best and necessary powers have been delegated to district level officers for timely disposal.
Investor handholding: The state has put in place provision of an online application system along with a dedicated helpline number for grievance redressal of investors
Simplified operations driving investor friendliness:
An online system for application, payment, tracking and monitoring has been put in place for environmental registration under UP Pollution Control Board.
Auto-renewal of CTO (consent to operate) for five years has been introduced for green category industries with satisfactory compliance history.
There is also provision for a single integrated return under all labour laws. A Trade Welfare Board is expected to be set up to safeguard the interests of traders
and nodal officers will be designated to facilitate mega projects.
Streamlined land allotment process
Information containing a comprehensive list of all procedures and documents required for land allotment is available online.
Geographical information systems providing details of land earmarked for industrial use has been implemented by various authorities.
The state has set up a digitized system for maintaining land records
