ASSOCIATION WIND UP

The Perth Cricket Association Association Wind Up will be held on Friday 31st March, 2017 at the Subiaco Football Club.

UMPIRES FEES

Association umpires are paid $120 per umpire per day in all grades. Half of these amounts are paid by each team on each day of the match and must be paid prior to the start of the match.

CAPTAIN’S ASSESSMENT OF UMPIRE

The Captain’s Assessment of Umpire Report form (provided by home team) must be completed jointly by both captains at the completion of the game. The Captain’s Assessment of Umpire Report form must be scanned and emailed to Umpires Co-ordinator Bill Powell on [email protected] no later than 9.00 am Tuesday after the match. Please note Clubs are to retain all forms. A $10 fine is imposed for each form which is not received by the 9.00 am Tuesday deadline.

REPORTING TO THE PCA

TEAMS LIST: (1) If an Association umpire is in attendance, the umpire will forward the Teams List form to the Statistical Officer. (2) The Teams List must be supplied and completed by the home team and forwarded to the Statistical Officer for matches where an Association umpire is not officiating. (3) The names of players in each team must be written on the Teams List before the start of the match. If alterations are made to players’ names after the Teams List has been filled out, the opposition captain must initial every alteration.

HOME TEAM DUTIES

The home team (mentioned first in fixture) is required to perform these duties at least 20 minutes prior to start time;(1) Ensure that a continuous boundary line is marked with at least 20 boundary flags or markers on the boundary line(2) Provide two (2) sets of good uniform wickets - 6 stumps, 4 bails and chalk (3) Ensure that creases are marked clearlyon the pitch (4) Ensure there is moist soil in the wicket boxes (5) Provide a broom to sweep the pitch and sweep if req’d.

• Ground allocations for all finals matches shall be at the discretion of the Management Committee• Normal match rules apply in all finals matches i.e. the team batting first must declare after 75 overs or at 5.20 pm• The highest qualifying team shall perform the flags and match scores duties both days• For player eligible to play in a finals match see By-law 6.2.1.• A player eligible to play for a higher grade team may also play a finals match for his Club’s next lower grade team provided that both teams are playing in finals matches on the same day• If a first innings decision is not reached in any finals match, the highest qualifying team on the ladder is the winner

WET WEATHER RULES

FITNESS OF GROUND, WEATHER AND LIGHT LAW 3(8) - LAWS OF CRICKET

The umpire is the sole judge of the fitness of the ground, weather and light for play. If the umpire considers play shouldcease because of bad weather then play shall cease. After play has been suspended, it is entirely up to the umpire as towhen play should re-commence.

IF THERE IS NO ASSOCIATION UMPIRE OFFICIATING - PCA BY-LAW 14.2.3

Both captains should make every endeavour to play cricket. If the captains can’t agree on whether there should be play:• Play continues if players are on the field• Play does not re-commence if players are off the field• Common sense should prevail and the reality of the existing weather conditions taken into account. Play shouldn’t take place in persistent or heavy rain where conditions make play unsafe for the batsmen or the bowlers and fieldsmen• If the players are off the field and the captains cannot agree regarding the re-commencement of play, players of both teams must remain at the ground until 5.50 p.m. (6.20pm in 1 day matches). If players of one team leave the ground, that team is liable to forfeit the match

In the event if time is lost, the number of overs prior to one team receiving 40 overs is reduced by 1 every 3.5 mins andthen each teams overs are reduced i.e. in 40 over game: Team A bats for 20 overs. It then rains for 35 mins (10 overs lost)- Team A gets 35 overs and Team B gets 35 overs. If it then rains again prior to Team A receiving the 35 overs, this willagain be readjusted and if it rains after Team A receives the 35 overs, Team B’s overs are reduced by an over every 3.5mins and unless they are bowled out, the game is deemed a draw.

GAMES CAN BE CALLED OFF OR CONTINUE SCENARIOS

Scenario 1 Any Grade (1st to 9th) - 2 day game. Team 1 makes 156 on day 1 and by 4.15pm on day 2, Team 2 passes the score. What happens? Game continues unless both captains agree to finish the game.

Scenario 2 Any Grade (1st to 9th) - 2 day game. Team 1 is all out for 65 and Team 2 bats and at 1.30pm on day 2 they are all out for 72. It is assumed by both Captains that a further result may occur, what happens? The game continues until time or until both captains agree to finish the game.

Scenario 3 All One Day Games - Team 1 makes 75. Team 2 passes the score in the 12th over. Is the game finished? Yes

A GUIDE FOR SCORERS

Scorers from both teams must sit together whilst scoring. Record the score at the end of each over and balance batting and bowling figures at least once every 5 overs. Have a routine: (1) add runs to the batsman’s score (2) add runs to team total (3) add runs against the bowler.

Recognised symbols in the bowlers’ figures are: (1) wide ball - W, or W surrounded by a circle (2) no ball - a dot in a circle (3) dismissals - shown as an X - not W (4) penalty runs e.g. ball hitting helmet 5P in a circle

Mark off runs in the team total according to the number of runs scored from a ball, not in single strokes, e.g. show 4 runsas 1 2 3 4 NOT 1 2 3 4. This will make it easier to check whether a scorer has forgotten to mark off runs in the team total, and will make it easier to re-construct the innings if scores do not balance

• Always acknowledge all umpires’ signals• The time of a batsman’s innings starts when he enters the field of play and ends when he is dismissed• Record the names of all fieldsmen and wicketkeepers (for BOTH teams) who take catches or make stumpings - check with the opposition scorer or captain if the name of the fieldsman is not known• At the fall of a wicket, mark down the team’s score, the name of the batsman dismissed, and the name and score of the batsman who is not out• A wicket is NOT credited to a bowler when a batsman is out obstructing the field, handling the ball or run out• Wide balls (1 run) and no balls (1 runs) are added onto the bowler’s figures at the end of the over in which they were bowled - byes and leg byes are NOT added onto the bowler’s figures• For a no-ball or wide a one run penalty plus any runs completed by the batsmen shall count. The penalty still applies if a wicket falls on the no-ball or wide• Wide called - one run to the wides plus any byes or overthrows to be scored as wides• No-ball called - one run to no-ball plus any runs off the bat scored to the batsman• No-ball called - one run to no-ball plus any runs not off the bat scored as no-balls• Mark “M” when a maiden over is bowled - an over is NOT a maiden if it includes a wide ball or a no ball• Show the exact number of balls bowled by a bowler, e.g. 7.5 overs, NOT 7 overs or 8 overs• Penalty runs recorded as such, not to the batsman, add to score only

CRICKET UMPIRING - ROLE OF SQUARE LEG UMPIRE

Players officiating as square-leg umpires are reminded that they are not batting coaches. Communication should only bewith the official umpire. Duties are making decisions such as: Run-out at striker’s end - Stumped - Hit wicketCounting - Count the balls of each over and signal to the official umpire when two deliveries remain to be bowledNo ball - when ... there are more than two fieldsmen behind square leg on the on-side ... the wicket-keeper takes the ball in front of the stumps (unless the ball has touched the bat or batsman)Assist the official umpire, when requested, by indicating the height of the full pitched or short delivery when it passed orwould have passed the strikerAppeals for Caught - If the official umpire requests indicate whether or not ...the catch carried to the fieldsman or ...thebatsmen had crossed in running before the ball was caughtOverthrows to the boundary - assist the official umpire, when requested, by indicating whether or not the batsmen hadcrossed in running before the fieldsman threw the ballShort runs - call and signal any short runs at your end

PCA BY-LAWS

THE LAWS OF CRICKETTHE PREAMBLE - THE SPIRIT OF CRICKET

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself.The major responsibility for ensuring the spirit of fair play rests with the captains. There are two Laws placing the responsibility for the teams conduct firmly on the captain:

RESPONSIBILITY OF CAPTAINSThe captains are responsible at all times for ensuring thatplay is conducted within the Spirit of the Game as well aswithin the Laws.

PLAYERS CONDUCTIn the event of a player failing to comply with instructionsby an umpire, or criticising by word or action the decisionsof an umpire, or showing dissent, or generally behaving ina manner which might bring the game into disrepute, theumpire concerned shall in the first place report the matterto the other umpire and to the players captain, and instruct the latter to take action. According to the Laws, the umpires are the sole judges of fair and unfair play -

FAIR AND UNFAIR PLAYThe umpires may intervene at any time and it is theresponsibility of the captain to take action where required.

UMPIRES SHALL INTERVENE IN CASES OF:• Time wasting • Damaging the pitch • Dangerous/unfair

bowling • Tampering with the ball • Any other action that they consider to be unfair

THE SPIRIT OF THE GAME INVOLVES RESPECT FOR:• Your opponents • Your own captain and team • The roleof the Umpires • The games’ traditional values

IT IS AGAINST THE SPIRIT OF THE GAME TO:• Dispute an umpires decision by word, action or gesture• Direct abusive language towards an opponent or umpire• Indulge in cheating or any sharp practice, for instance:(a) to appeal knowing that the batsman is not out(b) to advance towards an umpire in an aggressive manner when appealing(c) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of ones own side

VIOLENCEThere is no place for any act of violence on the field of play

PLAYERSCaptains & Umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this

BY-LAWS

1 REGISTRATIONS AND CLEARANCES

1.1 REGISTRATION LIST

1.2 NEW REGISTRATIONS

1.2.1. A MyCricket Registration showing the full name,address, telephone numbers and date of birth shall becompleted by the Club in respect of each player who has not previously played for the Club.

1.2.2. The Details must be lodged into MyCricket prior to the commencement of the first game the players plays in for the club

1.2.3. The Association, at its absolute discretion, mayrefuse, cancel or review the registration of any player.

1.3 CLEARANCES

1.3.1. MyCricket registration showing full name, address, telephone numbers and date of birth, shall be completed in respect of each player who is transferring from another Club of this Association or any other Cricket Association in the Perth metropolitan area.

1.3.2. The Clearance must be lodged and approved prior to the commencement of the first game the player plays in for the club

1.3.3. A clearance is required for a player who has played for any Club in the preceding 3 seasons, except as a junior Club or a country, interstate or overseas Club.

1.3.5. No clearance can be lodged between 1 April and 30 August each season.

1.4 GRANTING OF CLEARANCES

1.4.1. A Club shall, upon application, grant a clearance to a player who is financial but shall not grant a clearance to a

player who is unfinancial or indebted to the Club.

1.4.2. If a clearance is unreasonably withheld for a player, is refused for a financial player, or a Club does not reply to a clearance application for 7 days after receiving it, the Association may, upon application and receipt of proof of the player’s financial status, grant a clearance.

1.5 PENALTIES FOR UNREGISTERED, UNCLEARED OR INELIGIBLE PLAYERS

1.5.1. In the event that a team plays an unregistered,uncleared or ineligible player in a competition match, such team shall be declared to have lost the match on a forfeit. The opposing team shall be awarded the match on a forfeit and shall be credited with forfeit match points, plus any incentive points earned. If both teams have played an unregistered, uncleared or ineligible player, the result of the match shall be declared void. For the following infringements of the By-Laws the teamshall be liable for a fine (refer Appendix A), premiership points cancelled and player scores involved disregarded. The scores of the team and all other players, and the premiership points of the opposing team, shall stand.

1.5.2. Where a team plays a player for whom a MyCricket registration has not been correctly completed and lodged.

1.5.3. Where a player plays under a name other than hisown. (refer Appendix A) The player shall also be suspendedfor a period at the discretion of the Match Committee.

1.5.4. Where a player plays for 2 teams in the same set offixtures. The team for which he played second is penalised.

1.5.5. Where a player plays in a lower grade incontravention of By-Law 2.2. (refer Appendix A)

1.6 PLAYER PERMITS

1.6.1. Any player registered with a WACA Club may

compete with a PCA Club during the course of a cricket season, provided that a permit to do so has been obtained and signed by an official of the WACA.

1.6.2. A permitted player must complete a PCA Club registration form in accordance with By-laws 1.2.1 & 1.2.2. A clearance is not required from the WACA. Club concerned when the intention is to maintain the player’s registration within their competition.

1.6.3. A clearance, in accordance with By-laws 1.3.1 to1.3.4, 1.4.1 and 1.4.2 is required if the player wishes totransfer to another Perth Cricket Association Club under the permit system.

2 TRANSFERS BETWEEN GRADES

2.1 TRANSFER TO A HIGHER GRADE

A player may transfer from a lower grade team to a higher grade team any time.

2.2 TRANSFER TO A LOWER GRADE

2.2.1. A player may transfer from the higher grade teamfor which he last played in the current season to either of the next two (2) lower grade teams within his Club. Note: Unavailability for one fixture or more does not render a player exempt from this By-law.

2.2.2. No more than five (5) players who played theprevious match for a higher grade team may play for anysingle lower grade team in the next fixtured match.

2.2.3. A player cannot transfer to a lower grade team ofhis Club if the higher grade team for which he last played has a bye or a forfeit unless he has played for the lower grade team for the majority of his previous matches during the season. Should the Club involved be unable to field a full team in the appropriate grade under these provisions, nominated players from higher grades must be approved by the Match Committee following a written application before 10.00 am Friday prior to the match.

2.2.4. A player will not be able to play in a lower grade once he has scored 200 runs or taken 20 wickets in the higher grades during the season. An application

for exemption from this bylaw may be made to the match committee. Such application must be made to the Executive Officer by no later than 10am on the Friday prior to the match for which the exemption is sought and shall include reasons for which the exemptions are sought for.

2.2.5. A player may transfer from a higher grade teamduring a scheduled 2 day fixture to a One-Day Gradeteam if the transfer is more than 2 teams within his Club, provided that the player plays for only 1 match for the One-Day Grade team and that the Association is notified prior to the player playing the match. Such player shall not be permitted to bat higher than the number 5 position or to bowl prior to 20 overs having been bowled. When player/s contravenes the By-law, the player/s will incur a penalty in accordance with By-law 1.5.5.

3 WACA PENNANT RULES

All matches are played in accordance with the Pennant Rules of the WACA, except where they are negated or modified by these By-Laws.

4 TWO-DAY QUALIFYING MATCHES

4.1 HOURS OF PLAY

The hours of play are 1.00pm to 5.50pm. All times are bought forward 30 minutes for games played in October.

4.1.1. Afternoon tea shall be from 3.25pm to 3.45pm

4.1.2. If an innings terminates between 2.55pm - 3.25pm, afternoon tea starts when the innings is terminated and shall take the place of the 10 minute change of innings.

4.1.3. If the batting team has lost 9 wickets at 3.25pm, the afternoon tea interval shall be delayed for 30 mins or until the innings is terminated, whichever is the earlier.

4.1.4. Intervals of 5 minutes each shall be taken for drinks on each day at 2.15pm and 4.45pm. If a wicket falls within 5 minutes of these times drinks shall be taken immediately.

4.1.5. Drinks shall be taken on the field of play.

4.1.6. Drinks may be taken at intervals of 45 minutes onvery hot days if both captains agree to this arrangement prior to the start of the day’s play.

4.1.7 Drinks intervals shall not be taken if both captains agree to forego a drinks interval, or if an innings ends or there is an interruption in play caused by unfavourable weather within 30 minutes of the scheduled times.

4.1.8. If play does not start at 1.00pm caused by one team not ready to start, the time lost may be made up after 5.50pm. The umpire(s) must be notified by the team not at fault by 5.00pm if the offended team requires time lost to be made up.

4.1.9. The team causing the late start shall be liable for a fine. (refer Appendix A)

4.1.10 If both teams have completed an innings, and both captains agree play can cease at any time.

4.2 OVERS TO BE BOWLED

4.2.1. Unless the team batting first on day one has been dismissed or has declared voluntarily, it must close its innings on day one at the end of the 75th over (or end of the reduced number of overs established after any interruptions or delays that totalled less than 60 min). If necessary play extends beyond 5.50pm in order for these overs to be completed. (See By-Law 4.3.1). Once 75 overs have been bowled to the side batting first on day one, play ceases for that day, regardless of the time.

4.2.2. If, on day one, the innings of the side batting first ends before 5.35pm (other than compulsory declaration as per 4.2.1) then after the 10 min change of innings, play continues until 5.50pm. In these circumstances at least one over must be bowled for every 3.5 mins (or part there of) of time remaining. But if the innings of the side batting first ends at or after 5.35pm there shall be no further play on day one. If the 75th over has commenced on day one it shall be deemed to have been completed, even if the innings ends for any reason during that over, and there shall be no further play on day one.

4.2.3. If the side batting first is subject to a compulsory declaration as per 4.2.1 above, the side batting second must also declare its innings closed after it has received the same number of overs that were bowled to the side that batted first.

4.2.4 If the innings of the side batting first is closed other than by compulsory declaration as per 4.2.1 above, the side batting second commences its innings as per 4.2.2 above and can bat until close of play on day two. In addition to any overs it received on day one, the side batting second must receive a minimum of 75 overs on day two. The innings continues on day two until 75 overs have been bowled on that day, or until 5.50pm, whichever occurs last. A compulsory declaration cannot be imposed on the side batting second if one had not been imposed upon the side batting first. A new ball can be taken after a total of 75 overs have been bowled in the innings of the side batting second.

4.2.5. If a total of more than 60 min are lost on day one, due to bad weather or any other interruption, the side batting first can continue batting on day two. However before the start of play on day two, the time lost on day one is halved and the 75 overs allowance is reduced by one over for every 3.5 minutes (or part thereof) of half the time lost on day one. The side batting first must then declare after that reduced number of overs has been bowled. (Example: 2 hours lost on day one is halved to 60 mins ÷ by 3.5 = 18 overs reduction. The side batting first must declare after 57 overs.) (See the note to 4.2.4.) If the side batting first is dismissed or voluntarily declares before the reduced number of overs has been bowled, the side batting second can bat until the close of play and one over must be bowled for every 3.5 mins (or part thereof) of playing time remaining.

4.2.6 If for any reason the time lost on day one exceeds 240 mins, the minimum number of compulsory overs is40. On day two the starting and/or finishing times can be adjusted, upon agreement of both captains, to accommodate the extra overs (ie 80 in the day) but the match is still played under 2 day conditions.(ie, no 8 over limit on bowlers, no wide lines used, 2 short deliveries allowed per over.)

4.3 ADJUSTMENT OF OVERS TO BE BOWLED

4.3.1 If the start of the match is delayed or play temporarilysuspended for less than 60 minutes due to unavoidable circumstances, the number of overs shall be reduced onthe basis of one over for every 3.5 minutes or part thereofof time lost.

4.3.2 If the reduced number of overs have been bowled prior to 5.50pm, on either day, play continues until 5.50pm, provided no more than 75 overs are bowled.

4.4 PENALTIES FOR OVERS NOT BOWLED

A team shall incur a penalty of 6 runs for each over not bowled to be credited to the batting team in each of the following instances:

4.4.1 By the team bowling first if it has not bowled 75 overs (or the reduced number of overs as per 4.3.1) by 5.50pm on day 1 and the team batting first has not been dismissed or has not voluntarily declared.

4.4.2 By the team bowling second if it has not bowled 75 overs (or the reduced number of overs as per 4.3.1) by 5.50 pm on day 2 and the batting second has not been dismissed and has not voluntarily declared.

4.4.3 By the team bowling second if it commenced bowling on day 1 and has not bowled a minimum of 75 overs from 1.00pm to 5.50pm on day 2 and the team batting second has not been dismissed and has not voluntarily declared.

4.4.4 If time is lost in either team’s innings due to circumstances beyond the control of the bowling team and the players were not required to leave the field, any penalty to be imposed will be determined by the Match Committee. In these circumstances umpires have the discretion to allow an extra ten minutes for the overs to be completed, provided they are satisfied that the bowling side has not deliberately wasted time and has made clear attempts to complete the overs in time.

4.5 THE TOSS FOR INNINGS

The toss for innings is between 12.30pm - 12.45pm. This applies even if the start of play is likely to be delayed for any reason. The captain who wins the toss must notify

immediately the opposing captain and umpire of his decision to bat or field. That decision can’t be changed.

4.6 THE FOLLOW ON

The team which bats first and leads by at least 100 runs on the first innings shall have the option of requiring the opposing team to follow their innings.

4.7 LAST HOUR OF MATCH

4.7.1. If both teams have completed an innings, the umpire shall inform both captains and signal to both scorers when one hour of playing time remains on the second day of a match. There shall then be a minimum of 17 overs bowled, providing a decision is not reached earlier or there are no interruptions or intervals.

4.7.2. If play is interrupted by unfavourable weather or any other unavoidable circumstances, the number of overs to be bowled shall be reduced on the basis of one over for every 3.5 mins or part thereof of time lost.

4.7.3. If a new innings starts within the last hour of a match, the minimum number of overs to be bowled shall be calculated on the basis of one over for every 3.5 mins remaining for play, when the innings started.

4.8 MATCH RESULT

The match shall be won:

4.8.1. On the first innings by the team which scores the greater number of runs in its first innings, irrespective of the number of wickets lost by either team, provided that the team which bats second has received the corresponding overs (By-laws 4.2.3 or 4.2.5).

4.8.2. Outright by the team scoring the greater number of runs in both innings, irrespective of the number of wickets lost by either team, than the opposing team has scored in both its completed innings.

4.8.3. By an innings by the team scoring the greater number of runs in one innings, irrespective of the number of wickets lost by that team, than the opposing team has scored in both its completed innings.

4.8.4. The match shall be an outright tie if the scores of both teams are equal, provided that each team has had two innings and provided that the team batting last has completed its innings.

4.8.5. The match shall be a draw if the team which bats second has not received the corresponding overs (By-laws 4.2.3 or 4.2.5) and its innings has not been completed, and it has not scored an equal or greater number of runs than the team which bats first.

4.9 NO BALLS AND WIDE BALLS

4.9.1. If a bowler bowls a full toss which passes, or would have passed above waist height of the batsmen standing in an upright at the crease, the umpire at the bowler’s end shall call and signal “no ball”. In the event of a player bowling a third full toss above waist height to the batsmen standing in an upright position at the crease, in an innings, the umpire will remove the player from the attack and the bowler will be unable to bowl further in that innings.

4.9.2. A bowler is limited to two short pitched deliveries per over. A short pitched delivery is a delivery, which passes, or would have passed, above the shoulder of the batsmen standing upright at the crease. In the event of a bowler bowling more than two (2) short pitched deliveries in an over, the umpire at the bowler’s end shall call and signal “no ball” on each occasion.

4.9.3. If a bowler bowls a ball which strikes the grass surrounds of the pitch, the umpire at the bowler’s end shall call and signal “no ball” and advise the players that the ball is ‘dead’, i.e. the ‘no ball’ score will be added to the team score, and no further action by the batsmen towards the ball may be taken.

4.9.4. If the bowler bowls a ball sufficiently wide on either side of the wicket to make it impossible for the striker, standing in an upright position at the crease, to play a normal cricket stroke, the umpire at the bowlers end shall call and signal “wide ball”.

4.9.5. The umpire shall not adjudge a ball as being wide if the striker, by moving from his guard position, either cause the ball to pass out of his reach or brings the ball within his reach.

5. ONE-DAY QUALIFYING MATCHES

5.1 HOURS OF PLAY

The hours of play are 1.00pm to 6.20pm. All times are bought forward 30 minutes for games played in October.

5.1.1. A tea interval of 20 minutes shall be taken at the conclusion of the first innings of the match.

5.1.2. If play does not start at 1.00pm, caused by one team not ready to start, the team causing the late start shall be liable for a fine (refer to Appendix A)

5.1.3. Drinks intervals of 5 minutes each shall be taken after 20 overs in each innings. If a wicket falls during the 20th over then drinks shall be taken immediately.

5.1.4. Drinks shall be taken on the field of play.

5.1.5. Drinks shall not be taken if both captains agree to forego the interval or if an innings has been reduced to less than 30 overs because of interruptions.

5.1.6(a) The game is completed once the team batting second is dismissed or when it has passed the score of the team that batted first.

5.1.6(b) If the match is won by the side that batted first, the winning margin is expressed as runs.

5.1.6(c) If the match is won by the side batting second, the winning margin is expressed as a win by “the number of wickets still then to fall”.

5.1.6(d) Bonus points shall be awarded to winning teams when wins have been achieved by: (1) exceeding an opposing teams score and in a lesser number of overs: or (2) dismissing an opposing team prior to attaining the required runs and in a lesser number of overs; or (3) exceeding an opposing teams score but in a higher number of overs: or (4) dismissing an opposing team prior to attaining the required runs but in a higher number of overs.

5.2 OVERS TO BE BOWLED

Each team shall bowl 40 overs and no bowler can bowl

more than 8 overs. If a bowler can not complete an over, it shall be completed by another bowler and that over shall count as 1 of the 8 over limit for BOTH bowlers.

5.2.1. If a team hasn’t been dismissed it must compulsorily close its innings after 40 overs, or the reduced number of overs caused by rain, etc. (refer By-Law 5.3.1).

5.2.2. If the number of overs bowled to the team batting first is reduced by rain or other causes, the team batting second shall receive the same number of overs.

5.2.3. If the team batting first is dismissed prior to receiving the reduced number of overs, the team batting second shall bat for a maximum of 40 overs.

5.2.4 If the number of overs to be bowled by a team is reduced, a bowler may still bowl a maximum of 8 overs.

5.3 ADJUSTMENT OF OVERS TO BE BOWLED

5.3.1. If the matches start is delayed or play temporarily suspended due to unavoidable circumstances, the number of overs shall be reduced on the basis of one over for every 3.5 mins or part thereof of time lost. If an interruption/delay occurs during the innings of the side batting first, the time lost is halved and the 40 over requirement is reduced by 1 over for every 3.5 mins (or part thereof) of time lost. Example: 30 mins lost in the 1st innings. This is halved to 15 ÷ 3.5 = 4.28 so 5 overs are deducted and both sides must now bowl 35 overs. If during the innings of the side batting first the players are off the field at 3.00pm or later for any reason tea shall be taken immediately and that 20 mins shall be deducted from the total time lost before any reduction of overs to be bowled is made.

5.4 PENALTIES FOR OVERS NOT BOWLED

A team shall incur a penalty of 6 runs for each over not bowled to be credited to the batting team in each of the following instances:

5.4.1. By the team bowling first if it has not bowled 40 overs by 3.30 p.m. (or the reduced number of overs as per 5.3.1) and the team batting first has not been dismissed or has not voluntarily declared.

5.4.2. By the team bowling second if it hasn’t bowled 40 overs from 3.50 pm to 6.20 pm (or the reduced number of overs as per 5.3.1) and the team batting second has not been dismissed or has not voluntarily declared

5.4.3. By the team bowling second if it has not bowled 40 overs in 2 hrs 30 mins from the time it commenced bowling (or the reduced number of overs as per 5.3.1) and the team batting second is not dismissed or has not voluntarily declared.

5.4.4. If time is lost in either team’s innings due to circumstances beyond the control of the bowling team and the players were not required to leave the field, any penalty to be imposed will be determined by the Match Committee. In these circumstances umpires have the discretion to allow an extra ten minutes for the overs to be completed, provided they are satisfied that the bowling side has not deliberately wasted time and has made clear attempts to complete the overs in time.

5.5 THE TOSS FOR INNINGS

In accordance with official Law 12.4 the toss occurs between 12.30pm and 12.45pm. This applies even if the start of play is likely to be delayed for any reason. The captain who wins the toss must immediately notify the opposing captain and umpire of his decision to bat or field. That decision can not be changed.

5.6 NO BALLS AND WIDE BALLS

5.6.1. If a bowler bowls a full toss which passes, or would have passed above waist height of the batsmen standing in an upright at the crease, the umpire at the bowler’s end shall call and signal “no ball”. In the event of a player bowling a third full toss above waist height to the batsmen standing in an upright position at the crease, in an innings, the umpire will remove the player from the attack and the bowler will be unable to bowl further in that innings.

5.6.2. A bowler may not bowl any short pitched deliveries which are defined as a delivery, which passes, or wouldhave passed, above the shoulder of the batsmen standing upright at the crease. In the event of a bowler bowling a short pitched delivery, the umpire at the bowler’s endshall call and signal “no ball” on each occasion.

5.6.3. The Batting Crease shall be 1.22m (4ft) from its back edge (closest to the stumps) to the edge of the bowling crease (ie the edge furthest from the batting crease)

5.6.4. The off-side wide lines shall be 1m either side of the middle stump at each end. These lines are to be used by the umpires in judging off-side wides in one day matches.

5.6.5. The leg-side wide lines shall be 0.4m either side of the middle stump at each end. These lines are to be used by umpires in judging leg-side wides (note leg-side wides can only be called if the ball passes behind the legs of the striker).

5.6.6. If a bowler bowls a ball which strikes the grass sur-rounds of the pitch, the umpire at the bowler’s end shall call and signal “no-ball” and “dead ball”. The “no-ball” score will be added to the team score, and no further action by the batsman towards the ball may be taken.

5.6.7. If a bowler in his delivery stride does not have some part of his back foot grounded on the defined pitch area the umpire shall call and signal “no-ball”.

5.7 12 PLAYERS OPTION

In One Day Fixtures - Grades 6 to One Day Grade, teams have the option to play 12 players - any 11 may bat and any 11 may bowl. They don’t have to be nominated before play (only 11 fielders at any one time). The 12 names must be included on the team list prior to the toss.

5.9 MATCH RESULT

5.9.1. The match shall be won on the first innings by theteam which scores the greater number of runs in its firstinnings, irrespective of the number of wickets lost by either

team, provided that the team which bats second has received 40 overs or the same number of reduced overs.

5.9.2. The match shall be a draw if the team which batssecond has not received 40 overs or the same number ofreduced overs and its innings has not been completed, and it has not scored an equal or greater number of runs than the team which bats first.

5.9.3. The match shall be a draw if one or both teams have not received 15 overs.

6 FINALS MATCHES

6.1 TEAM QUALIFICATIONS

6.1.1 In each grade, all teams shall be ranked according to their relative positions after the home and away rounds.

6.1.2 Finals matches shall be contested between the top4 teams in each grade at the completion of the qualifying matches. If two or more teams are level on points, the positions shall be decided by averages.This is determined by: (1) higher number of matches won, (2) if matches won are equal, higher number of outright wins gained, (3) if the number of matches won and number of outrights wins are equal the formula shown here under will be utilised to separate the teams:

The team with the higher points under this formula will be placed in the higher position on the table.

6.1.3 A team declaring its innings closed is deemed to

have lost the number of wickets that have actually fallen.

6.1.4 Teams forfeiting are deemed to have lost no wickets.

6.1.5 A team that is dismissed shall be deemed to have lost 10 wickets. A team is considered dismissed even if batsmen are absent, ill or injured.

6.1.6 The team winning the 1st semi-final shall play theteam winning the 2nd semi-final in the Grand Final todetermine the premiership.

6.2 PLAYER QUALIFICATIONS

a. To be eligible to play in a finals match a player musttake part in at least six (6) days of fixtured games with his club in that grade or lower to be eligible for finals. Should a season be shortened due to unforeseen circumstances the Executive may restate the number of qualifying days.

b. Only in the event that a club has teams in consecutivegrades within that clubs structure, in a finals match on aparticular day: If a player has qualified with the club in the higher grade but is not selected to play in that team, he may be considered for selection in the next grade regardless of the number of qualifying matches he has played in that grade. Such a player may not continue to play in the lower team for the duration of the final matches if the team for which he is qualified is not playing finals. Players may only drop down one grade within the clubs structure when these special conditions apply.

Once a team is eliminated in a final - no player from thatgrade may play in a lower grade except under By-Law 6.2.a

6.2.1. Players may come up from lower grades, providingBy-Law 6.2.a is met.

6.2.2. One day grade (tier three) do not qualify towards two day grade (Tiers 1 & 2) finals.

6.3 DAYS AND HOURS OF PLAY

6.3.1. Each finals match, except in grades playing only1 day matches, shall be played under 2 day qualifying match By-Laws on the Saturday & Sunday of 1 weekend.The playing times for 2 day finals on both days will be

12.45pm to 5.35pm. An afternoon tea break will betaken from 3.10pm to 3.30 pm. Drinks intervals to occurat 2.00pm and 4.30pm.

6.3.2. Each finals match in grades playing only one-daymatches shall be played under one-day qualifying matchBy-Laws on Saturday.

The player times for one-day finals will be 12.45pm to6.05pm. A break of 20 minutes shall be taken betweenthe first innings of each team. Drinks will be taken after20 overs in each innings.

6.5 GROUNDS TO BE USED

6.5.1. Ground allocations for all finals matches shall be at the discretion of the Management Committee.

6.6 MATCH RESULT

6.6.1. In all finals matches, if neither team has won on the first innings, the team finishing in the higher position on the Points Table at the completion of the qualifying matches shall be declared the winner.

6.7 HOME TEAM DUTIES

The team finishing in the higher position on the PointsTable shall position the flags and telephone scores to theAssociation on both Saturday and Sunday.

7 CRICKETWEST MATCHES

7.1 CRICKETWEST COMPETITION

The PCA may be represented in the CricketWest competition conducted by the CricketWest Executive.

7.2 PLAYER SELECTIONS

7.2.1. To qualify for colts matches, a player must be under 21 years of age as at 1 September, prior to the season in which the player competes.

7.2.2. To qualify for veterans matches, a player must beover 35 years of age on 1 September, prior to the seasonin which the player competes.

7.2.3. Clubs that have either 1st or 2nd Grade PCA teams within its structure must nominate a minimum of 2 players to represent the PCA in Senior CricketWest matches.

7.2.4. Where a selected player does not play in the matchwithout reasonable excuse and without notifying the PCA,such a player shall be fined {refer Appendix A) suspendedfrom the next Club competition match.

7.2.5. Players nominated for PCA teams shall be notifiedat least three (3) days in advance of the date and venueof practice sessions conducted for such teams. Playersselected to represent the PCA in a CricketWest match shall be notified of their selection at least 3 days in advance of such match.

8 FORFEITS

8.1 TEAM WITH FEWER THAN SEVEN PLAYERS

If a team has fewer than 7 players available to start play at 1pm or 12.30pm in finals, a toss shall then be made for the choice of innings. If, after 30 minutes have elapsed, the team still has fewer than 7 players at the ground, the opposing team shall win the match on a forfeit.

8.2 FORFEITURE OF A MATCH

8.2.1. If a team of an affiliated Club forfeits a scheduledfixture for any reason whatsoever, the offending Club shall be liable for a fine. (refer Appendix A). Where a team from an affiliated Club forfeits 3 matches in a season, that team will be withdrawn from the competition.

8.2.2. The offending Club shall be liable for the total amount of the umpire’s fee for both teams if a PCA umpire arrives to officiate at the forfeited fixture. 8.2.3. If a team of an affiliated Club forfeits a scheduledfixture and the Club does not notify the PCA by 6.00pm on

the Friday before the scheduled fixture of its intention toforfeit, the offending Club shall be liable for a fine. (referAppendix A)

8.2.4. If a Club forfeits a match in one or more grades, it must forfeit first in the lowest grade in which it is

represented. Failure to comply result in the cancellation of all match points and incentive points awarded to the lowest grade team of the Club in that fixture.

8.3. MATCH WON ON A FORFEIT

If a team wins a match on a forfeit in accordance withBy-Laws 8.1 or 8.2, it shall enter the completed teams list into MyCricket showing the names of its players. The form must be entered by 6.00pm. on the first Tuesday following the completion of the scheduled match.

9 CRICKET ATTIRE

9.1 CRICKET ATTIRE PERMITTED

9.1.1. Every player participating in Club matches shall wear proper cricket attire, which comprises predominatly white or cream long trousers, white or cream shirt or as approved in By Law 9.1.2 with collar attached, white socks, cricket shoes or boots, white or Club jumper, white or Club-coloured protective headgear, white hat or cap, or Club hat or cap in Club colours.

9.1.2. Club or other logos may be worn on shirts, but only with the approval of such logos or emblems first having been obtained from the PCA Committee.

9.1.3. Players that have earned the right to wear a PerthCricket Association cap, are permitted to wear the cap inClub matches.

9.2 COLOURED CRICKET ATTIRE

9.2.2. In all matches the only coloured markings permissible are except that coloured shirts are permissible, but only with the approval of the colour(s) and design of the shirt first having been obtained from the PCA Committee.

9.3 PENALTIES FOR INCORRECT CRICKET ATTIREFor each infringement of this By-Law, the Club shall beliable for a fine. (refer Appendix A)

10.1.1. Deleted

10.2 BOUNDARY LINES AND MARKERS

10.2.1. Each Club shall ensure that the boundary of theirhome ground(s) is permanently marked by a continuousline measured 68.58 metres (75 yards) from the centreof the wicket, or the maximum size of the ground. Thisrequirement applies even when the home Club is notplaying at the venue.

10.2.2. Each affiliated Club shall possess, for each of itsteams, at least 20 boundary flags or markers in Clubcolours. The flags or markers shall be positioned on eachday of the match by the home team.

10.2.3. Deleted

10.2.4. For each infringement of this By-Law the Clubshall be liable for a fine. (refer to Appendix A).

10.3 CRICKET BALLS TO BE USED

10.3.1. A new ball shall be used in the first innings of both teams in any competition match. In the second In the second innings a new or good used ball may be used at the option of the fielding team.

10.3.2. A two piece Kookaburra brand leather cricket ballmust be used in a competition match played on syntheticwickets. The minimum two piece Kookaburra brand leather cricket ball to be used is a “Kookaburra Tuf Pitch”.

10.4 PREPARATION OF PITCHES

Each affiliated Club shall be responsible for groundsbooked under its name whether utilised by one of itsteams or not with regard to:

10.4.1. Clearly marking creases on the pitch.

10.4.2. Ensuring that the amount of moistened soil in the wicket boxes is adequate to enable the proper construction of the wickets on the pitch.

10.4.3. Providing a broom to sweep the pitch on their home ground or the ground allocated to them as a home ground.

10.4.4. Providing two (2) sets of stumps and bails at their home ground(s) or the ground allocated to them as a home ground. These stumps must be entirely manufactured in wood only. Steel ferrules are not permitted.

10.4.5. For each infringement of this By-Law the Club shall be liable for a fine. {refer Appendix A}

10.5 PLAY ABANDONED

10.5.1. If play is abandoned on the first day of a two day(2) match because of unfavourable weather conditions orbecause a ground or pitch is unfit or unavailable for play,the match shall be played on the second scheduled dayas a one-day match. If a toss was taken and a team’s listcompiled, such toss and teams list shall be declared voidand the captains shall toss and compile teams lists priorto the commencement of play on the second day.

10.5.2. If play is abandoned for the second day of a match for any reason, the result of the match shall be a draw if a first innings decision has not been reached.10.5.3. If a ground or pitch is unavailable for play, thecaptains may agree to a change of venue for both days ofa two-day match to a spare ground designated as such by the PCA, and may agree to a change of venue to another ground for a one-day match. If the captains cannot come to an agreement, the PCA umpire shall be the sole judge of whether there should be a change of venue.

10.5.4. When the PCA Executive determines that playshall be abandoned due to unfavourable weather in all grades on a particular playing date, all Clubs and Umpires must be notified prior to 11.00am on that day.

10.6 TERMINATION OF MATCH

If play in any match is terminated prior to the scheduledtime of completion of the match by any act of vandalism,deliberate sabotage or any other action which appears tohave been done to cause a premature end to a match,such match shall be drawn or completed or replayed, atthe discretion of the Management Committee.

10.7 FIELDSMAN ABSENT from GROUND

10.7.1. The consent of the umpire at the bowler’s end must be obtained for a player to leave the field or return

to the field during a session of play.

10.7.2. A player who leaves the field and is absent fromthe field for longer than 15 minutes shall not be permitted to bowl after his return until he has been on the field for at least that length of playing time for which he was absent.

10.8 SUBSTITUTE FIELDSMAN

10.8.1. The consent of the opposing captain must beobtained for the use of a substitute if any player isprevented from fielding for any reason other than illnessor injury suffered during the match.

10.8.2. If a member of the fielding team is late taking the field at the start of a new day’s play, he may bowlimmediately on his arrival. The consent of the opposingcaptain must be obtained for the use of a substitute insuch cases.

10.8.3. If consent is not obtained or the opposing captainhas not been advised of the player’s absence or late arrival, the player who has been substituted or late in arrival shall not be permitted to bowl for that length of playing time for which he was absent, provided that time was longer than 15 minutes.

10.8.4. A substitute fieldsman must be a registered player of the Club for which he is substituting.

10.9 SCORES IN DISPUTE

At the end of each innings the captains must sign off thescore before proceeding with the game. In the event of a dispute in the scores, both scorebooks shall be impounded by the umpire, who shall forward them to the PCA within 48 hours of the close of play on the day of the dispute.

10.10 PLAYER SMOKING ON THE FIELD

Players are not permitted to smoke on the field during amatch or drinks intervals. For each infringement the Clubshall be liable for a fine. (refer Appendix A).

10.11 CHANGEROOMS/TOILETS

When available, the home Club will ensure changerooms and/or toilets are made accessible to the participating teams, even when the match does not involve a team of

the home Club. For each infringement of this By-law, the Club shall be liable to a fine (refer Appendix A).

10.12 UNAUTHORISED CLUB PERSONNEL ON THE FIELD

Permission is required from the umpire for any additional team players, non-playing Club official/s and/or supporter/s to enter the playing arena whilst the match is in progress. Contravention of the By Law incurs a fine/s in accordance with Appendix A. Registered player/s (or club members/officials) of a club are also subject to a reportable offence in accordance with Appendix C.

11 PREMIERSHIP POINTS

11.1 MATCH POINTS

11.3.3. Overs not bowled by the bowling team in the lasthour of the match (By-Law 4.4.4).

11.3.4. Match forfeited in incorrect grade (By-Law 8.2.4).

12 GRADINGS

12.1 GRADES

12.1.1. The Association shall consist of numerical grades1st, 2nd, 3, 4th etc, sub-divided into three (3) tiers.

12.1.2. Each grade shall comprise no more than eight (8)teams, unless otherwise authorised by the PCA Committee.

12.1.3. A Club may not have more than one team in eachgrade, unless otherwise authorised by the PCA Committee.

12.2 TIERS

12.2.1. Tier 1 shall comprise the 1st, 2nd, 3rd and 4th grades of the competition.

12.2.2. Tier 2 - all grades not in Tier 1 and Tier 3.

12.2.3. Tier 3 shall comprise the lowest grade, whichshall play only one-day qualifying and finals matches.

12.3 PROMOTION

Subject to the provisions of By-Laws 12.5.1 and 12.5.2:

12.3.1. Teams finishing the qualifying matches in the top position on the points table in Grades 1st - 9th shall be promoted to the next highest grade where possible. The team that wins the Grand Final shall also be promoted if that team is the same as the top team then the team that finishes the qualifying matches in 2nd position shall be promoted also.

12.3.2. Promotion from the grade in which a team finishes the qualifying matches in the top position on the ladder or wins the Grand Final, where that Club also has a team in the next highest grade, shall be at the discretion of the Management Committee.

12.4 RELEGATION

12.4.1 Teams finishing the qualifying matches in the last 2 positions on the ladder in each grade shall be relegated to the next lowest grade.

12.4.2 Relegation from the grade in which a team finishes in the last 2 positions on the ladder and that club also has a team in the next lowest grade, shall be at the discretion of the Management Committee.

12.5 TIER 1 CRICKET

12.5.1. First tier grades shall consist primarily of first teams of Clubs at the discretion of the PCA Committee.

12.5.2. To be eligible to field teams in first tier grades, aClub must field at least 2 teams in the PCA competition.

12.6 TIER 3 ONE-DAY GRADE

12.6.1. To be eligible to field teams in one-day grade, aClub must field at least 2 teams in the PCA competition.

12.7 TEAM NOMINATIONS

Each Club may lodge a submission with their annual team nominations to alter the gradings of their teams from that as provided by By-Laws 12.3 & 12.4. A submission must provide comprehensive information to explain why the gradings should differ from that as provided by By-Laws 12.3 & 12.4 and shall be considered by the PCA Committee.

13 MATCH RESULTS DUTIES

13.1 MATCH RESULTS FORMS

At the completion of each match, a Club shall key intoMyCricket the following forms for each of its teams.

13.1.1. Score Sheet containing full & proper details of team scores and player’s individual statistics prior to 6pm on the first Monday following the completion of the match.

13.1.2. A Teams List, containing the names of each team’splayers participating in the match and information ofinnings’ times and the condition of the ground and pitch,players’ attire and conduct.

Where an Association umpire is not in attendance, the Teams List must be provided by and forwarded to the Association by the home team. Both captains at the completion of the match must sign the Teams List after all information is completed on the form including Cricketer of the Year votes.

13.1.3. For each infringement of this By-Law the Club shallbe liable for a fine. (refer Appendix A)

13.2 MATCH RESULTS SCORES

13.2.1. The scores at the completion of each day’s play must be entered into MyCricket by 12pm by the home team the following day.

13.3 CAPTAINS’S ASSESSMENT OF UMPIRE REPORT

The Captain’s Assessment of Umpire Report form (to beprovided by the Umpire) must be completed jointly by both captains at the completion of the game. It must be scanned and emailed to the PCA Umpires Co-ordinator Bill Powell on [email protected] no later than 9.00am Tuesday after the match.

14 UMPIRES

14.1 ASSOCIATION UMPIRES

The PCA shall appoint independent umpires to officiate inClub competition matches. Such umpires must have attended a course conducted by or approved by the PCAand successfully completed an examination on the Lawsof Cricket and PCA By-Laws. All umpires shall periodically undertake such examination.

14.2 ASSOCIATION UMPIRE NOT IN ATTENDANCE

14.2.1. If an official Association umpire is not appointed to or is not in attendance at the scheduled start time of amatch, the captains may agree to appoint a person orpersons to act as umpire(s) for the match.

14.2.2. If an official Association umpire is not appointed to or is not in attendance at the scheduled start time of amatch, and it is not agreed that another person act asumpire for the match, a player or player(s) of the battingteam shall act as umpire(s) for the innings of his team.14.2.3. Any dispute which arises in regard to the fitness

of play due to unfavourable weather conditions shallbe resolved by the captains. If the captains can’tcome to an agreement over the commencement or re-commencement of play, the players of both teams shall remain at the ground until the scheduled timefor cessation of play.

14.3 UMPIRING ATTIRE

14.3.1. Every official umpire shall wear approved umpiring attire, which comprises long black trousers, white shoes, a long sleeved PCAUA shirt and white hat. A $10 fine may apply for non-conformance.

14.3.2. Players officiating as square leg umpires shall wear coloured vests as provided by the PCA. Minimum dress standard is footwear, shorts or long trousers and a sleeved shirt with a collar including the coloured vest. Headwear should be Club colours or plain un-marked.

14.3.3. Umpires can not smoke on the field during a match or drinks intervals. For each infringement of the By-Law the umpire is liable for a fine. (refer Appendix A)

14.3.4. Upon agreement between the Captains or a rulingby the umpires, water bottles may be carried by the square leg umpires. No other equipment (e.g. bats, stumps, helmets etc) can be held by square leg umpires.

14.4 UMPIRES’ INSURANCE

All umpires officiating in Club competition matches shall be covered by appropriate insurance taken out by the PCA.

14.5 UMPIRES’ FEES

14.5.1. In all matches except in Grand Final matches, theumpire(s) shall be paid by each team in accordance withamounts as determined by the PCA Committee. (referAppendix B). The amount shall be paid in cash and shallbe paid no later than the afternoon tea interval.

14.5.2. The umpire shall be paid by each team if, at 3.40pm, no play has been or will be possible because ofunfavourable weather conditions. (refer Appendix B)

14.5.3. In Grand Final matches, the umpires shall be paid by cheque by the Association. (refer Appendix B)

14.6 TEAMS LIST & SPLIT PLAYER OPTION

14.6.1. The umpire will ensure that a Teams List containing the names of each team’s players participating in the match, is completed by both captains prior to the start of the match. Once the two players are named on the team list under the ‘Split Player Option’ they cannot play for any other grade, including the one day grade, for that round.If 11a bats in the 1st innings, 11b can’t, but can bat in a2nd innings - unless 11a has batted in the 2nd innings in week 1. In this case 11b can’t bat in the 2nd innings.If 11a bowls in the first innings, 11b can’t, but could bowl in a 2nd innings - unless 11a has bowled in a 2nd innings in week 1. In this case 11b can’t bowl in the 2nd innings.

14.6.2. The Teams List, containing the names of eachteam’s players participating in the match, and informationconcerning innings’ times, and the condition of the groundand pitch, players’ attire and conduct shall be forwardedby the umpire to the Association by the first Wednesdayfollowing the completion of the match.

14.6.3. For each infringement of this By-Law the umpireshall be liable for a fine. (refer Appendix B)

14.7 REPORTS

14.7.1. The umpire(s) shall report any infringement ofthese By-Laws committed by any Club or player in a Clubcompetition match on the field of play or at the groundon which the match is played after the completion ofthe match. The umpire shall after the close of play on the day of the offence being committed, notify the Umpires Co-ordinator by phone of his intention to report and the nature of the charge. The Executive Officer is to be verbally advised of the report by the Umpires Co-ordinator orreporting umpire by 10.00am on the Sunday following completion of the days play.

14.7.1.1 The President and Executive members also havethe power to report any player or official for any breach ofthe laws of the game or the rules or By-laws of the PCA.

14.7.2. Report lodged in writing (by email) at the PCA office no later than 10.00am on the first Monday after the completion of the match in which the offence was committed.14.7.4. A player may accept the minimum prescribed

penalty (refer Appendix C} for a reportable offencewithout the necessity to attend a meeting of the Disciplinary Tribunal. The player, or the player’s captain, shall indicate on the Player Report Form his acceptance or otherwise of the minimum prescribed penalty.

14.7.5. The player’s Club will then be advised by theExecutive Officer by 1.00pm on the Tuesday followingcompletion of the match in which the report was madeif the player will be required to attend a meeting of theDisciplinary Tribunal.

14.8 CAUTIONS

14.8.1. The umpire may issue a caution to a player who has committed a misdemeanour in a Club competitionmatch. At the time of the misdemeanour the player and, as soon as possible his captain, shall be informed that a caution is being considered. The umpire may but does not have to inform the captain or the player concerned if he intends to issue a caution.

14.8.2. If he decides to proceed the umpire must email the completed caution form to the Umpires’ Coordinator no later than 10.00am on the day after the conclusion of the match. The Umpires’ Coordinator shall then ensure thatthe form is forwarded to the Executive Officer of the PCA immediately. A copy of the caution must then beforwarded to the secretary of the player’s club no later than the Tuesday after the match was completed. 14.8.3. A player receiving two cautions during the currentseason will be suspended for the next Club match (2 weeks) for, which he is eligible. After receiving two cautions, a player will be suspended from one Club match (2 weeks) for which he is eligible for each additional caution received in the current season.

14.8.4. There shall be no appeal against the first cautionissued by an Association umpire. If a player receives asecond caution the player may accept the prescribed penalty of a suspension of one Club competition match, orhe may have the second caution referred to the Executive for consideration. The player, or the player’s captain, shallindicate on the Player Caution Form which option is chosen.

14.8.5 If the second caution is referred to the Executivefor consideration then the first caution received can beused in the presentation of evidence as part of the appeal.

14.8.6. There shall be no appeal against the first cautionissued by an Association umpire. If a player receives asecond caution the player may accept the prescribed penalty of a suspension of one Club competition match, or he may have the second caution referred to the PCA Committee for consideration.

14.8.7. If the second caution is referred to the Executivefor consideration then the first caution received can beused in the presentation of evidence as part of the appeal.

15 PROTESTS, APPEALS AND COMPLAINTS

15.1 LODGEMENT OF STATEMENT

15.1.1. A Club or member thereof may lodge in writingwith the Executive Officer a protest, appeal or complaintfor anything done in contravention of these By-Laws.

15.1.2. The complainant must notify the Executive Officerverbally and 8lodge in writing a statement of his protest orcomplaint at the PCA office no later than the first Mondayfollowing the completion of the match to which the protest or complaint relates.

15.1.3. The statement must be accompanied by the match report of the match to which the protest, appeal or complaint relates, and a deposit. (refer Appendix A) The deposit may be forfeited to the PCA at its discretion if the protest, appeal or complaint is dismissed but will be refunded if the protest, appeal or complaint is upheld.

15.1.4. An appeal against a fine imposed must be lodgedin writing at the Association office within seven (7) daysafter notification to the Club. An appeal lodged after thistime will not be considered.

15.1.5. An appeal against penalty points imposed must be lodged in writing at the PCA office within 7 days after completion of the match. An appeal lodged after this time will not be considered. Additionally a deposit must accompany the appeal. The deposit may be forfeited to

the Association at its discretion (refer to Appendix A).

15.2 DISCIPLINARY TRIBUNAL MEETING

Upon receipt of a report, protest, appeal or complaint, theExecutive Officer shall immediately notify the members ofthe Disciplinary Tribunal and convene a meeting of sameto be held at a venue and time to be determined by theAssociation on the first Wednesday following completionof the match to which such report, protest, appeal orcomplaint relates, unless otherwise advised by theExecutive Officer.

15.2.1. The Management Committee representative, umpire, member or Club lodging the report and the member(s) and or the Club(s) reported must be present. An advocate, appointed by the aforementioned bodies can also be in attendance, other than a legal practitioner or a law clerk, so authorised in writing, at the meeting of the Disciplinary Tribunal.

15.2.2. If the member(s) and/or the Club(s) reported can’t be present or be represented, a Statutory Declarationsigned by a Justice of the Peace and a written statementconfirming or denying the charge must be forwarded to theAdministration Officer to be presented in their stead to theDisciplinary Tribunal.For each infringement of this by-law, the member(s) and /or the Club/s shall be liable to a fine (refer Appendix A) and player/s will be suspended from participating in any further matches until the case is heard.

15.2.3. An Office Bearer or a member of the PCACommittee may be present at each meeting of theDisciplinary Tribunal in the role of observer and adviserand the Executive Officer shall also be present at eachmeeting to take minutes of same.The Association will also adopt the WACA Cricket Council rules in relation to Protests and Disputes procedures, which are not covered under these By-Laws.

15.3 PROCEDURES FOR ADVOCATES

15.3.1 Eligibility - An Advocate may be any personrepresenting a witness but shall not be a Legal Practitioner.

15.3.2 DUTIES(a) Arrange for reported player and any witnesses to bepresent at the Tribunal hearing at the allocated time.(b) Prior to the hearing, assist the player or witness tofully prepare his account of the incident.

15.3.3 ADVOCATES WILL NOT BE PERMITTED TO:(a) Directly ask questions of his club’s player or witnesses.(b) Directly cross-examine umpires or witnesses.(c) Make submissions as to guilt or otherwise.

15.3.4 CROSS EXAMINATION:Matters to be asked for the purpose of cross-examinationshall be asked through the Tribunal Chairman who shallconsider its relevance and if appropriate, raise the issuewith the appropriate witness.

15.4 TRIBUNAL MEMBERS

The Tribunal comprises of a Chairman and any number of Tribunal Members and the Executive Officer Officer. Any matter asked for the purpose of cross-examination is asked through the Tribunal Chairman who considers its relevance and if appropriate, raises the issue with the witness.

15.4.1 POWERS AND DUTIES OF THE TRIBUNALThe Tribunal shall hear and adjudicate on all protests,charges, reports, disputes, reopen cases or any other matter referred to it by the Controlling body;(a) It shall insure that offending Players or Officials are heard in a fair and consistent manner in accordance with the procedures set by the Controlling Body.(b) It shall use the Minimum Prescribed Penalties to determine an Offender’s penalty and shall take into consideration any injury sustained by a victim and/or any previous convictions of the offender prior to the last 2 years of the Tribunal sitting, by increasing the Minimum Prescribed Penalties. The use of a Suspended Sentence may be used as an additional penalty to the Minimum Prescribed Penalties.(c) It may adjourn any hearing from time to time. If aDefendant is granted an adjournment, unless exempted by the Tribunal, he shall be ineligible to participate or represent a Club or Team in any capacity during the period of adjournment.(d) It may deal with any witness who fails without reasonable excuse to attend the Tribunal hearing and at its absolute discretion; impose any penalty, sanction or fine.

(e) It may, in the case of a Defendant not attending theTribunal, suspend that person from participating orrepresenting a Club or Team in any capacity until he attends a reconvened hearing.(g) It shall deal with any untruthful, uncooperative, misleading, or contemptible witness on the day of the tribunal and impose any penalty, sanction or fine consistent the misconduct charges in the Minimum Prescribed Penalties.(h) It may deal with other offences arising out of a reporton the day of the tribunal and at its absolute discretion;impose any penalty, sanction or fine consistent with theMinimum Prescribed Penalties.(i) It shall endeavour not to dismiss any case on the grounds of a technicality, but shall review the circumstances ofthe technicality and if necessary amend the original charge to reflect the expectations of upholding the integrity of the game and its Laws.(j) It shall have the right to admit or refuse entry to any person wishing to attend a hearing of the Tribunal.(k) It may allow the attendance of persons to witness Tribunal procedures(l) It may accept evidence from the Umpire’s Statement orStatutory Declaration from any witness provided always that the witness satisfies the Tribunal that he/she is unable to attend the Tribunal.(m) It may proceed and deal with a charge in the absenceof any witness or adjourn the hearing to such date and time at its absolute discretion.(n) At the conclusion of a hearing the Chairman shall sign off and record the Tribunal’s decision on the Tribunal Hearing Proceedings Form.(o) Where an Offender has been given a suspension, a specific date shall be recorded by to reflect the period of suspension up to and including that specific date.(p) Evidence collected from Social Networking sites, websites, electronic media and other related communicationplatforms can be presented as evidence in tribunals,investigations and hearings.

15.5 CONDUCTING A TRIBUNAL

15.5.1 ORDER OF PROCEEDINGS(a) Chairman invites the reported Player/Official, Advocate and the person making the charge (usually Umpire) with his Advocate into the hearing. The only other person in the room should be the Tribunal Secretary unless persons have been permitted by the Chairman to observe procedures.

(b) Chairman reads the charge and asks the Defendant’splea. Guilty or Not Guilty.(c) Chairman asks for Umpire to outline the charge. TheUmpire may be questioned by the Chairman. The Defendant’s Advocate may ask questions to the Chairmanand if necessary the Chairman will redirect the questionsto the Umpire.(d) Chairman asks for Defendant’s evidence.(e) Chairman asks if the Defendant’s Advocate has anywitnesses to offer other evidence. Questions may be asked by those in attendance through the Chairman.(f) Chairman may view Video evidence of the incident provided the game was independently recorded and authorised by the Controlling Body. Video evidence should include vision leading up to and after the reportable incident. Slow motion and frame by frame facilities for viewing the incident is recommended. Umpires and Witnesses may be asked to provide further evidence relating to the charge.(h) Chairman asks the Defendant’s Advocate to summarise his/her case.(i) Chairman asks all persons to leave the room.Tribunal deliberates to determine whether the charge issustained or dismissed.(j) Chairman recalls Defendant with his Advocate andannounces the verdict and penalty (if guilty) in accordance with the Minimum Prescribed Penalties.(k) Where an Offender has been given a suspension, theChairman shall record the Tribunal’s decision on the Tribunal Hearing Proceedings Form. Specific weeks will be recorded by the Chairman to reflect the period of suspen-sion. The form shall be signed by the Tribunal Members and the Offender (or his representative).(l) In the event of any witness who acts in an untruthful,misleading, uncooperative or contemptible manner at the Tribunal hearing shall be deemed guilty of misconduct and be dealt with at the conclusion of the hearing.The Chairman shall record the Tribunal’s decision on theTribunal Hearing Proceedings Form. A specific date shall be recorded by the Chairman to reflect the period of suspension. The form shall be signed by the Tribunal Members and the Offender (or his representative).NOTE: A Player or Official found guilty of an offence whohas been given a suspension, fine or any other sanctionby the Tribunal, shall not be permitted to enter the playing areas on Match days while the penalty remains unserved.

15.6 PRESCRIBED PENALTIES:

Prescribed Penalty: means a set sanction or penalty for a reportable offence that is offered to an offender by theControlling Body or its Delegated Authority in lieu of attending a Tribunal Hearing.The Prescribed Penalty is derived from the minimum penalty of a specific reportable offence listed on the Minimum Prescribed Penalties Form.If an Offender elects to attend the Tribunal in lieu ofaccepting the Controlling Body’s offer of a PrescribedPenalty and is subsequently found guilty of that offence,then the resultant penalty shall be equal to or greater than the Minimum Prescribed Penalties. It shall not be less than the Minimum Prescribed Penalties for that offence, unless mitigating circumstances are established at the hearing. If mitigating circumstances are established, The Tribunal Chairman shall state and record the circumstances on the Tribunal Hearing Proceedings Form.

15.7 DISCIPLINARY TRIBUNAL DECISION

15.7.1. In all matters referred to the Disciplinary Tribunalthe decision(s) of the Disciplinary Tribunal shall bereported to the Management Committee. Any such appeal relating to the decision(s) of the Disciplinary Tribunal shall be referred to the Management Committee, which shall have the power to modify or increase any penalty provided for in the Constitution or By-Laws. In such cases thedecision(s) of the Management Committee shall be final. The Association will also adopt the WACA Cricket Council rules in relation to Protests and Disputes procedures, which are not covered under these By-Laws.

15.7.2. A record of all cases heard by the DisciplinaryTribunal and the Executive Officer thereof shall maintainthe decisions in a Disciplinary Tribunal Register.

15.7.3. A player who is suspended by the DisciplinaryTribunal shall not play, act as a substitute player or in any way participate in any Club competition match played by any team of his Club for the period of his suspension.

15.8 WACA DISCIPLINARY TRIBUNAL DECISION

15.8.1. Any player representing the PCA in a representative

team is reported and subsequently suspended by the WACA Disciplinary Tribunal shall not play, act as a substitute or in any way participate in any Club competition match played by any team of his Club for the period of his suspension.

16 TROPHIES

Trophies are awarded annually, to be decided by the PCA

16.1 TEAM TROPHIES

16.1.1. The Premier team in each grade shall be awardeda Shield, to be held for a period of twelve (12) months only.

16.1.2. To qualify for Premier Team shields, pennants andClub Championship trophies, the Club must be financialwith the PCA. The PCA will retain shields and or pennantsuntil the Club becomes financial.

16.1.3. The Champion Club shall be awarded the ClubChampionship Trophy, to be held for a period of 12 months.The Champion Club criteria is to be determined by the PCA each season and the clubs advised accordingly.

16.2 PLAYER TROPHIES

16.2.1. Players in each grade are awarded trophies for the:• Cricketer of the Season• Highest batting aggregate.• Highest batting average.• Highest bowling aggregate.• Lowest bowling average.• Most allrounder points

16.2.2. The player in each grade receiving the highestnumber of votes awarded by Association umpires shall beawarded a trophy, and such player shall be known as theCricketer of the Year. A player that is suspended during the season is ineligible for the award. The Statistical Officer, in consultation with the umpires (as required), will award votes for every match on the basis of 3 votes for the best player, 2 votes for the second best player and 1 vote for the third best player. This will inform the selection of the Cricketer of the Year for each grade.

16.2.3 The player in each grade receiving the highestnumber of all-rounder points scored shall be awarded a

trophy, and such player shall be known as the all-rounderof the Year. To qualify for the all-rounder trophy, a playermust meet two out of the three following criteria:(a) batsmen must have scored at least 150 runs or more.(b) bowlers must have taken at least 15 wickets or more.(c) fieldsmen must have made 15 dismissals

16.2.4. To qualify for individual trophies:(a) a batsman must have batted in 8 innings or more inthat grade and scored at least 300 runs or more.(b) a bowler must have bowled in 8 innings or more inthat grade and taken at least 25 wickets or more.

16.3 LIFE MEMBERSHIP

Life membership may be awarded to a person who hasgiven outstanding service to the PCA in any capacity as determined by the PCA Executive.

16.4 OTHER TROPHIES

For any other purpose, at the discretion of the Committee.

17 FINANCIAL

17.1 FEES and FINES PAYABLE

Moneys due to the Association shall be paid as follows:

17.1.1. Nomination fees, prior to the AGM, as determined by the Management Committee. A portion of the total amount for the season, determined by the PCA Committee and notified to the Clubs prior or at the AGM no later than 31 Oct. The balance of the total amount for the season no later than 31 Jan.

17.1.2. Fines to be paid within 30 days of date of issue.

17.1.3. Amounts levied for Wind-Up tickets to be paid by 31 January. Each Club shall be debited with the cost of 2 Wind-Up tickets for each team fielded in the PCA.

17.1.4. New 1 team Clubs joining the PCA are required tomake full payment by 31 Oct of season fees according to By-Laws 17.1.1 & 17.1.3 before the season commences.No match points will be awarded until the Club complies.

17.2 OUTSTANDING AMOUNTS

17.2.1. Any Club failing to make payment by the due dates, in accordance with By-law 17.1.1 forfeit all match points in all grades until the outstanding fees are paid.

17.2.2. Clubs must be financial with the PCA to enable any of their teams to participate in final matches. If outstanding monies are not received prior to the commencement of the finals, the offending Club will forfeit the right to participate.

17.2.3. A monthly charge (refer Appendix A) is imposed on the amount outstanding on the last day of each calendar month if any amount is outstanding after the completion of qualifying matches.

17.3 UNFINANCIAL CLUBS and PLAYERS

17.3.1. Any Club or person failing to comply with By-Law

17.3.2. Shall not participate in any competition match conducted or controlled by the Association until the amounts are paid.

17.3.2. If any team participates in a competition match before payment is made, match points shall not be awarded to the team in default but match points as earned by the opposing team shall stand. If both teams are in default, the result of the match shall be declared void and match points shall not be awarded to either team. Incentive points shall not be awarded to or deducted from the defaulting team(s) but individual scores in the match shall stand for the purpose of awarding trophies.

17.3.3. In the event that a team plays in a competitionmatch a player unfinancial to the Association, such teamshall be fined for each offence (refer Appendix A) andshall be declared to have lost the match on forfeit. Theopposing team shall be awarded the match on a forfeitand shall be credited with forfeit match points, plus anyincentive points earned. If both teams play an unfinancial player, the result of the match shall be declared void, but the scores of such match shall stand, for the purpose of percentages and trophies.

17.3.4. Any Club which has not made itself financial up to the date of the AGM, or any adjournment thereof, will

not be permitted to take part in any discussion or to vote upon any matter then submitted for decision. Neither will any such Club be permitted to affiliate with the PCA until any arrears relating to any previous season have been satisfactorily adjusted with the PCA. The PCA may, at its discretion, demand that any Club which has offended under this By-Law shall pay all fees for the ensuing season in advance.

17.4 BONDS PAYABLE

17.4.1. The Association may require a Club to deposit with the Association a bond, as determined by theManagement Committee, to indemnify the Associationagainst any misdemeanours by the Club or membersthereof during the current season.

17.4.2. The imposition/amount of bond is adjudged by the Management Committee having regard to previous misdemeanours, ie appearances before the Disciplinary Tribunal and/or adverse reports by PCA umpires, by the Club or members in the previous 2 seasons.

17.4.3. Such bond will be refunded in full at the completion of the season should no adverse reports be received by the Association on the Club or members thereof during the season or in part, at the discretion of the Committee, should adverse reports be received.

17.5 GROUND HIRE FEE

It is the Club’s responsibility to meet charges relating toground hire levied by the Council/s and/or school/s forreserves allocated as “home” venues each season. Thisresponsibility extends into the final/s series.
