President’s Message

At our next meeting we will be electing our Officer and Board for 2014. Our Board

oversees the activities of the Chapter. You may be asking yourself – why volunteer

for this?? This is a time for you to give back to your Chapter! It is your time to shine!

A volunteer is someone who gives his or her time and talent by choice, does a good

deed for free, and helps other. I know with busy lives, it can be hard to find the time

to volunteer. However, the benefits of volunteering are enormous to you.

friends, reach out to the community, learn new skills, expand your network, and even

TACNIGP October Monthly Membership Meeting and Fall Seminar

On October 8, 2013 please join us for the monthly membership meeting

and Fall Seminar, our guest lecturer will be NIGP’s First Vice President, Don

Buffum. Don is the Director of Procurement and Contracts for Mississippi

State University. He will be speaking on the following topics:

– Negotiations

– Specifications – Cooking up a good recipe for a successful

procurement

– IFB or RFP? That is the question.

The meeting and seminar will be held in Room 170 of the Carr Building at

the Department of Environmental Protection, 3000 Commonwealth

Boulevard. Lunch will be served at 11:30 and will cost $5 per person.

Seminar begins at 12:30pm and will end at 5:00pm.

Attendance at this event earns .50 points.

6 Procurement Questions of the Month

Since this is the season of Thanksgiving and celebrating the abundance in our lives, there is one extra seasonally appropriate question this month.

1. Careless County recently lost an important court case in the State Supreme Court.

The court decision will now impact every county in the state, and the decision may be used to argue other cases as well in other jurisdictions in the future. The type of law developed through court case decisions is known as:

A. Administrative Law B. Statutory Law C. Common Law D. Contract Enforcement Law

Extra credit for defining each one. 2. A buyer has been working on a solicitation for several days. Now the end users

have requested that the buyer mail the bid only to local vendors. How should the buyer respond to this request?

A. Add language to the bid that only local vendors can submit proposals B. Explain that agency procedures require that all bids be electronically posted to allow for open and fair competition C. Explain that he can only put “Buy America” language in bid specifications D. State that the WTO requires the agency to support the NAFTA program

3. Communication between and buyers and vendors: A. Is best done at the vendors work site. B. Is exclusively accomplished by face to face meetings. C. Is greatly enhanced by computerized communication applications. D. Is compromised by email and electronic forms.

4. If considering contract termination, the agency should first:

A. Take punitive action against the contractor. B. Stop accepting delivered products or services offered by the contractor. C. Start a file that documents the conflicts. D. Notify the authorities.

5. What is outsourcing? Name something good and/or bad about it.

6. Often the exact same line item within a budget is called by some people an

obvious turkey. While others claim it is an excellent local project to promote the economy, increase jobs and better the quality of people’s lives. Why can that be so?

Meeting called to order at 3:59 PM by President-Elect Donna Smith in Jessie Moseley’s absence.

Board Minutes from July 2013 presented for approval, motion made by Nancy Jewett, Sandy Rogers

seconded, & everyone passed motion.

President’s Report: Jessie Moseley {Absent} via Sandy Rogers, wanted to get the membership to renew their

profiles. She also wants to announce that members should begin to think about being officers and board

members.

Treasurer’s Report: - Nancy Jewett: Have to pay for software licenses for our accounting program and

Chapter Manager, and it costs the Chapter $620 to send Sandy to National Forum because she’s not a

National Member.

Secretary’s Report: - Sandy Rogers, No report, needs to schedule training with Diana Trahan.

Reverse Trade Show: – Jessie is going to be the Chair; Donna Smith: is still working on the “how-to” notebook.

Scholarship Committee: - Donna Smith, Budget entirely disbursed.

By-Laws Committee: - Nancy Jewett: No activity

Professional Development/Education: - Lori Newman: October 8th Seminar will have Don Buffum as the

speaker. November meeting will be a panel of members.

Communication Committee: – Diana Trahan: No Report, {Absent}.

Membership Committee: –Sandy Rogers: No report. Need to get trained in the Chapter Manger program.

Volunteer Committee: - Ed Valla – No report, {Absent}.

Next Board Meeting will be Tuesday, September 3rd, 2013 @ 4:00 P.M., EDT.

President Jessie Moseley called the meeting to order at 12:01 P.M.

Invocation: Bill Spencer, FL Dept. of Law Enforcement

Pledge: Sandy Rogers, FL Dept. of Corrections

President Jessie Moseley asked for motion to approve the May 2013 Chapter meeting minutes, Chuvala

Snell-Brown motioned, Donna Smith seconded, motion carried.

Sandy Rogers seconded, motion carried.

One guest and four (4) new members were present, and one promotion; Sandy Rogers’ promotion to

Purchasing Specialist at the Department of State, & a job opening announcement was made Chuvala

Snell-Brown of the City of Tallahassee.

Officers’ Reports:

President’s Report: President Jessie Moseley stated that she is the Chairman of the Reverse Trade Show

(RTS) scheduled for April 8, 2014, and she is looking for volunteers, & would like for people to start

thinking about volunteering for this fund-raiser. The Reverse Trade Show is a venue that enhances

relationships we have in Procurement, and the relationships we all have, their importance in our lives,

both professional and personal, and building trust in each relationship. This ensures open, honest

communication between staff and vendors, enhancing the procurement processes.

She re-emphasized that we need Board Members & Officers, so please be thinking about running for an

office or the board.

Secretary’s Report: Sandy Rogers - No Report

Treasurer’s Report: Nancy Jewett – referred us to the Newsletter for usual statement. She also that we

will have to give the Civic Center a week’s notice for head-count for luncheons, so be sure you register

early. She also mentioned the new requirements for Scholarship awards.

Committee Reports:

Membership Committee: Sandy Rogers asked members to review their profiles and make updates of e-

mail addresses and the agency they work for if these things have changed.

Education Committee: Lori Newman – Stated that the next training will be instructed by Mr. Bill Buffman

of National NIGP.

Speaker: Lori Newman introduced our speaker of the day, Ommet Mbiza, who gave an update of the

Survey that was conducted in April regarding becoming a Florida Certified Negotiator that was very

enlightening.

Date: September 3, 2013 Location: Leon County Purchasing Bid Room, 2284 Miccosukee Road Members Present: Jessie Moseley, President; Donna Smith, President-Elect; Treasurer; Nancy Jewett, Board Members: Don Tobin and Gloria Dixon Also Present – Lori Newman, Chair Professional Development Members Absent: Secretary; Sandy Rogers President Jessie Moseley called the meeting to order at 4:00 PM. There were no Minutes from the August Board meeting available so they could not be approved. Officers Reports:

a. President – Jessie attended the National Forum in Tampa and will relate the experience with the membership at the November meeting.

b. Treasurer – Nancy passed out the balance sheet. Minor corrections need to be made. c. Secretary - Absent - no report.

Old Business: The educational seminar scheduled for October 8 will be held at DEP on Commonwealth Blvd. Lunch will be from Sonny’s and will be served at 11:30. Don Buffum CPPO of Mississippi State will conduct 3 classes beginning at 12:30 - Negotiations 12:30 to 1:45, Specifications 2:00 to 3:15 and IFP or RFP 3:30 to 4:45. Lunch cost for members will be $5. With the menu and schedule set, we need to get the information on the website and make announcements so that members can plan on attending. The Board has compiled definitions of “service” in regards to granting scholarships. Lori Newman will condense and redistribute for final approval. Committee Reports: 2013 Nominations Committee – Need to locate the nomination forms and make them available on the website. New Business: 2013 Holiday Committee – need to activate next month. BOSS’S DAY

Patricia Haroski, a secretary from Deerfield, Illinois, originated National Boss Day in 1958 in honor of her white-collar father, who helped all of his children with good advice throughout their careers.

In honor of the elder Haroski's birthday - October 16 - daughter Patricia registered the day with the U.S. Chamber of Commerce.

Four years later, National Boss Day was backed by Illinois Governor

Otto Kerner who officially proclaimed the day in 1962. The idea quickly

gained favor across the country and is now even observed in England, Australia and South Africa.

Today, National Boss Day (or Bosses Day) always falls on October 16

and is traditionally celebrated with greeting cards, e-cards, flowers,

bosses day gifts, and a few extra smiles in honor of the big Boss Man or Lady.

This year, mark your calendars for Wednesday, October 16, 2013 for

the official day to honor your boss on Boss’s Day.

HALLOWEEN

Halloween as it is celebrated these days is but a pale representation of its rich and multicultural history. It is not, as some would call it, a celebration of the Devil or of Hell or of the Damned, but rather a blending of the celebrations marking the end of the growing season, a heralding of the coming of the winter months and folk traditions that told of the day when the veil between the living and the dead, ever a transparent, gossamer veil at that, would lift and ghosts and ghouls would walk among the living. From those many traditions, coming to us from the Celts, the Roman rituals and even Catholic tradition, we get the stirrings of what would eventually become Halloween.

Gulf Consortium enlists Leon County Purchasing Division to assist in Deep Water Horizon.

Leon County Board of County Commissioners signed off on Leon County Purchasing Division staff being chosen to help coastal counties to develop an operating plan for restoring the Gulf Coast. The Gulf Consortium is a 23-county group adversely affected by the BP Deepwater Horizon oil spill in 2010.

Leon County will be a neutral source of experience in procurement and administrative services that will be working with federal agencies and money.

No state plan has been developed yet, but 818 individual projects totaling more than $14.8 billion have been submitted to the Florida Department of Environmental Protection as of June 7, 2013.

As counties are beginning to develop projects, the start for distributing funds is “not there yet,” said Cragin Mosteller, communication director at the Florida Association of Counties. “The first step was creating the consortium,” which will develop the state plan.

The exact amount of money available will be determined by the fines that are imposed on BP, which will likely be based on the number of barrels of oil spilled, either by negligence or as an accident.

Mosteller said Leon County will help ensure the highly detailed plan’s environmental and economic elements are being followed as the 23 county panels submit their proposals for a portion of RESTORE Act funds.

Leon County Administrator Vince Long had previously met with Florida Association of Counties staff and the Consortium’s interim general counsel to discuss the possibility of Leon County providing assistance.

According to the support material provided to commissioners, Leon County was chosen because it has an experienced and well respected procurement staff, has offices close to the FAC and because it is not a member of the consortium with any vested interest in securing funding for projects.
