SECTION – II PROJECT DETAILSPROJECT DESCRIPTION The CAD wing of I& CAD Department Government of AP in partnership with Government of India and world bank is implementing ‘Andhra Pradesh Community Based Tank Management Project (APCBTMP)’ for improvement and management of minor irrigation tanks through monitoring to promote self sustaining water management by the WUAs for maximizing the economic returns through increased water use efficiency. The project adopts to assist “selected tank based ayacutdars to improve agricultural productivity and water use associations to manage tank systems effectively”.

There are about 11,300 tanks in a Andhra Pradesh each with a culture able command area (CCA) of 40 hectares or more. Of these about 3000 tanks with CCA varying between 40 to 2000 hectares having a total command area of 2.5 lakhs ha are proposed to be rehabilitated under the project (spread across 21 districts of the state) Originally the Project has to be implemented in a phased manner over a period of five years from 2007-12. Latter the Program was extended up to 9/14.

The major components of the project are:

Institutional Strengthening: The objective of this component is to enable community – based institutions – Water User Associations (WUAs), Fishing Cooperative Societies (FCSs), Farmer Interest Groups (FIGs) assume greater responsibility for tank system management and for improvement of tank based agricultural livelihoods.

Minor irrigation system improvements: The overall objective of this component is to enhance the efficiency of water use in tank areas selected under this project. Activities to be undertaken fall under two sub-components.

Tank Systems Improvements: The objectives of this sub-component are to:(i) improve the physical and operational performance of selected tank systems (which includes feeder channels above the tank reservoir, the tank complex, and the irrigation channels in the command area) through a range of interventions identified and executed in partnership with tank WUAS, (ii) secure the safety of the tank structure, and (iii) improve on-farm water management and water use efficiency.

Participatory Ground water Management: The objective of this sub-component is to enable groundwater users in those tank systems that are subject to groundwater stress, to improve the management of their groundwater resources, and thereby enhance their agricultural productivity and livelihoods.Agricultural Livelihood support services: The objective of this component is to

enhance tank-based livelihoods by increasing production, productivity and profitability of agriculture, horticulture, fisheries, livelihood and other significant productive activities.This would be achieved through improvements in production technologies and management practices, better input and output market linkages, more efficient and effective delivery of key support services, and augmentation of community level productive capacities as well as infrastructure.Project Management: The objective of this component is to ensure smooth implementation of project activities, monitoring of project implementation progress and outputs/outcomes achieved, and learning from project experience.

The agreement for the Extended Period Phase - II was for the consultancy services was for the consultancy services fixed at 16th Sept -2013 on the day consultant started

work on the project and completed by June 30th - 2014.

OBJECTIVES OF SERVICESThe objectives of the assignments are:

To assure that the quality of works along with workmanship is conforming to technical specifications ,contract designs/drawings, relevant Indian standards

To ensure sound construction procedures including deployment of the ‘state of the art/improved devices/engineering instructions’ to expedite quality control testing.

To undertake monitoring of the quality of materials used ,construction Procedures as per the agreed designs and quality of outputs at various

construction stages as per the bid specifications. To carry out the field tests required for assuring the quality in presence of the

regular QC staff and WUA committee members To give expertise measures for rectifying the defects observed during the

inspection. To inspect the works in design aspects and suggest for quality and

sustainability. To test check the accuracy of the methodology and equipment used in the QC

labs/ in situ.SCOPE OF SERVICESQuality control testing services:

The consultant should be conversant with relevant I.S and USBR codes for quality management and quality evaluation system to be implemented on the proposed APCBTMP works and to also Bid Documents &Drawings for ensuring its follow up.

The consultant should also study and use the technical and quality control manuals prepared for APCBTMP, while carrying out their task.

The consultant should also study relevant dam safety panel’s recommendations in the tank estimate to be made on the quality aspects and rectifications carried on the recommendations of the safety panel in the particular to these tanks.

Visit tanks where rehabilitations works are ongoing at least once per week during periods of substantial construction works to inspect the works under construction with special emphasis on, but not limited to, quality control, proper recording of works and quantities carried out ,performance and capacity of field supervisors ,accuracy of payment certificates .

The consultant should develop in consultation with GOAP, check lists of all items of works and monitor the implementation through OK card system or other similar means, the system should be such that the implementing agency ,WUA and consultant representative and department representative sign off during periodic inspections on the works that have been done and confirm they are satisfactory .If deficiencies are found, they should be recorded in writing in the OK card or similar system and reported to DPD/SE and Chief Engineer MI

To develop and establish system for monitoring and reporting of progress of works and their associated quality control and quality assurance aspects , acceptable to DPU, PMU, GoAP and the bank.

The consultant need to conduct quality control tests as per Appendix-l. The consultant can establish own base lab or can get the QC tests done at any reputed lab on payment.

To agree with Chief Engineer (MI),GOAP on frequency of tests, in respect of earthwork ,plain & reinforced concrete ,cast-in-situ cement concrete lining, masonry, shortcrete, epoxy concrete ,and any other tests specified by the Chief Engineer, M.I.

To inspect on the regular basis the laboratories used by the QC sub-divisions for testing of materials and to review the results of the tests made in such laboratories in presence of the departmentstaff todetermine the accuracy and reliabilityofthevarious tests.

Enforcement of specifications: To monitor the quality of works in time bound manner to ensure that the

works executed are per the approved designs ,drawing specifications sound construction procedures / practices and goods workmanship with due emphasis on fulfillment of environmental safeguards.

To ensure, through perusal of the designs/drawings that the actual construction in the field confirms strictly to the detailed designs/drawing issued by the competent authority.

To promptly (within 24hours by e-mail/letter /fax) bring any deviations and variations observed from the approved designs /drawings to the notice of the contractor and also the concerned Engineer/superintending engineer and chief engineer for appropriate action. The Project Engineer at work site shall also be informed of such deviations ,duly discussed with him ,and also make an entry to this effect in the site instructions register recommending ‘stoppage of work’ till such time the deviations/variations are set right.

Whenever constructions material not conforming to the “acceptance quality test criteria” are observed to be used in the works the consultant promptly (within 24 hours by e-mail/fax/letter)bring such variation/cases events to the notice of the contractor as well as to the engineer-in-charge to recommending stoppage of use of such materials , and entry to this effect duly made by Quality Control Engineer (Dept) in the site instructions register ,based on the above recommendation of the consultant the DPD is required to take a decision on resuming the work based on his satisfaction to the effect that the remedial actions have taken and duly recorded in register and okayed by the Quality Control Engineer.

Execution of works: Rehabilitation of tank system under the project involves resectioning and

strengthening of bund and channel comprising earth fill placement with each layer to be compacted to the specified density before the next layer can be

allowed to be placed. In view of the wide spread out of works and in order that the progress of earth fill placement does not suffer want of conducting the density tests to the required speed with conventional ‘core cutter’ or ‘sand replacement method’. The consultant should provide ‘Density Testers’ to enabled rapid on site determination of compaction parameters (moisture content ,wet density ,dry density ,and degree of compaction in terms of proctor density).such a state-of-the art devices shall be of immense practical utility in expediting the process of quality control testing relating to earth work and CNS compaction.

Proctor tests need to be carried out in a laboratory by using core cutter and replacement operations .Typically compaction is controlled by measuring the dry density and the water content of the compacted soil and checking that target values have been achieved .The direct dry density is typically measured by Rapid Moisture Metre.

PROJECT ADMINISTRATIONThe Project team has been mobilized for undertaking various tasks in order to fulfill the project objectives. The team is headed by Dr. Pratap Singh, Country Manger, M/s TAHAL Consulting Engineers Ltd, in case if any special services are required Specialist in that field will be utilized for discharging quality service. The Unit-III Office has been opened at Mahabub Nagar. The address is given below:Project office at Mahabub Nagar,M/s Tahal consulting engineers ltd.,H.No. 7-37/A-GF&1st Floor, Srinivasa Colony, Mahabub Nagar-A.P.

The Team Leader, with large experience in area of third party testing will manage the project by undertaking overall responsibility for the project from state project Director, APCBTMP. He will also liaise with client and the World Bank representatives.

In corporate terms, the Team Leader will liaise with resident manager of Tahal Consultant Engineer Ltd. Dr. Pratap Singh who is director of projects and responsible for M/s Tahal in India operation will be the resident project manager he is stationed at Delhi in the Head office in India and will ensure that the consultant team in A P is properly resourced and has all necessary head office support to fulfill its functions.

Project office will be located at with consultant on with client an administrative clerical member of staff will be attached to the team leader / project coordinator to assist him in managing the project.

For quality, the project will be reviewed quarterly, at Team Headquarters in India by an advisory committee made of experts in field of third party testing, geotechnical and irrigation.

A senior staff member of the advisory committee will visit the project once every year to meet with client and consultant team to discuss consultant team performance and how that may further by improved.

Our team commenced collecting data for the project and visited various tank sites in Adilabad, Nizamabad and Medak districts, we have commenced and collected the data, specifications, designs and drawings for Unit I. Project commencement, services and activities, sequences’, responsibilities, task assignments has been conducted.

The Team has visited ---- no. of tanks in Mahabub Nagar, Ranga Reddy and Nalgonda districts during that period from 16-09-2013 to 30-06-2014 and tasks achieved is as under.

Sudharshanam is a specialist who is expert in Geo technical assigned as team leader has inspected and all the tanks monitored and advised on overall third party quality control and periodic testing for developing quality management system, technical management system of all contract services during implementation of the project. The team leader supervised internal quality audits, maintained tour diaries, Implementation of O.K Cards system and submitted on monthly basis, and confirmation done in approving laboratory results

Narayan Goud is a specialist in costruction Management has inspected the tanks and reviewed detailed project reports and monitored and changes made in the designs .Visited each tank at regular intervals and monitored quality of supervision and contract administration testing procedures of materials and works .During the inspection checking also done in maintaining the recods of tests done at site.

Ram Reddy is a specialist in Testing & Quality control of Materials has inspected and all the tanks monitored and overall reviewed the designs and estimates with reference to the relevant Indian Standard codes and other good construction practices.During the progress of work reviewed contractors proposed installation and commissioning methodology and work plan and suggested modifications . Evaluated the procedures procedures, technical management system of all contract services during implementation of the project.,verified the Implementation of O.K Cards system .
