Sa pagsasara ng telon para sa ika-6 na Sangguniang
Panlalawigan, hudyat ng pagtatapos ng kanyang pag-iral sa
lalawigan at sa larangan ng pagbabatas, sumisilang ang isang
bagong sanggunian na tatawaging ika-7 Sangguniang
Panlalawigan (7th
SP), upang maipagpatuloy ang marangal
na adhikain ng pagbabatas ng mga pro-aktibo at de-kalidad
na kautusan at kapasyahan upang maisulong ang mabuting
uri ng pamumuhay para sa mga Bulakenyo.
Nagsisimula na ang 7th
SP kung saan ang miyembro nito,
may nagbabalik-SP, may bagong dating, ay punumpuno ng
pag-asa tungo sa mas maigi at higit na mabungang hinaharap
para sa lalawigan. Nakatunghay sila sa isang sangguniang
may kasiglahan, katapatan at pagtatalaga sa paglilingkod na
nahahandang humarap sa mga pagsubok at oportunidad sa
daraanan. Taglay nila ang pag-asa na sa kabila ng kanilang
pagkakaiba-iba ng pinag-aralan at karanasan sa buhay, ng
interes at pananaw, ay may iisa naman silang tunguhin sa
pagtahak sa masalimuot na landas ng paglilingkod sa
larangan ng lehislatura, ng iisang layunin na maging
makabuluhang sangguniang makapag-aambag sa kaunlaran
at kagalingan ng lalawigan at pamayanan, kung saan ang
kanilang mga sariwang ideya at konseptong pambatas ay
maihahain bilang mga makahulugan at napapanahong
ordinansa at resolusyon.
Ito ang tinuran ng Pangalawang Punong Lalawigan Daniel
R. Fernando, “Buong kapakumbabaan naming tinatanggap
ang pasya ng bayan na iluklok kami bilang mga lingkod na
uugit sa ating Sangguniang Panlalawigan sa loob ng tatlong
taon, at hindi po namin sasayangin ang inyong tiwala at
pananalig na ibinigay sa amin. Umasa po kayo na aming
itataguyod ang mga programa at proyektong magsusulong sa
kagalingan at mag-aangat sa kabuhayan ng ating mga
kababayan, lalo na yaong mga higit na nangangailangan. Ito
ang aming magiging kontribusyon at ambag sa dakilang
adhikain ng ating Punong Lalawigan Wilhelmino M. Sy-
Alvarado.”

IDINAOS noong Hulyo 15, 2010 sa Bulwagang Pulungan ng Senador Benigno S. Aquino, Jr. ang makasaysayang Pasinayang Pulong (Inaugural Session) ng ika-7 Sangguniang Panlalawigan bilang lehislatibong sangay ng Pamahalaang Panlalawigan ng Bulacan na may mandatong gumawa ng mga batas na magsusulong ng kaunlaran at maghahatid ng pangkalahatang kagalingan ng mga Bulakenyo. Ang pasinayang pulong ay dinaluhan din at sinaksihan ng mga pinuno ng iba’t ibang tanggapang pampamahalaan, nasyonal at lokal, ng mga kilalang personahe mula sa iba’t ibang sektor ng pamayanan, gayundin ng mga mamahayag. Pangunahing tagapagsalita ang Punong Lalawigan Wilhelmino M. Sy-Alvarado na nagpahayag ng kanyang mensahe o “State of the Province Address” (SOPA) kung saan inisa-isa niya ang kanyang 7 Punto ng Pamahahala (7 Point Agenda) tungo sa pagtatamo ng mabuting pamayanan sa larangan ng pag-iingat sa kapaligiran, kalusugan, edukasyon, ma-panagutang pamamahala, kabuhayan, kaayusan at kapayapaan at kasaysayan at kultura. Binanggit din ng butihing gobernador ang ilang mga dagliang pagkilos upang lutasin ang mga nakapangangambang suliranin ng pamayanan, partikular ang may kinalaman sa pagkasira ng kapaligiran. Tinukoy din niya ang kanyang dalawang Kautusang Tagapagpaganap na nag-aatas sa pangangalaga sa ating mga kabundukan, kagubatan at mga baybaying dagat habang hindi pa napapagtibay ng Sangguniang Panlalawigan ang isang kumprehen-sibong batas pangkapaligiran. Gayundin, hinikayat niya ang bumubuo ng Sangguniang Panlalawigan na makiisa sa kanyang hangarin sa pama-

magitan ng paggawa ng mga batas na sumusuporta sa mga adhikain ng kanyang administrasyon sa pagsa-sakatuparan ng mga prayoridad na programang pampamayanan. Ganito rin ang naging buod ng mensahe ng tagapangulo ng Sangguniang Panlalawigan, ang Pangalawang Punong Lalawigan Daniel R. Fernando, na humihikayat sa kanyang mga kasamahan na isantabi muna ang mga pansariling interes at pamumulitika alang-alang sa bayan na kanilang sinumpaang paglilingkuran ng tapat. “Mag-isang loob tayo sapagkat walang ibang magkakapatid kundi tayu-tayo rin,” tinuran niya, mga salitang hiniram niya mula sa dating Pangulong Emilio Aguinaldo.
Matapos ang pananalita ng Pangalawang Punong Lalawigan, isa-isang nagpahayag din ng kanilang mga pagbati at damdamin ang mga miyembro ng ika-7 Sangguniang Panlalawigan, bawat isa ay sumasang-ayon at nag-aanyaya na sila ay magkapit-bisig at sama-samang gumawa upang makamit ng lalawigan ang kaunlaran at mabuting pamumuhay para sa mga mamamayan. Matapos ang mga mensahe, bilang unang hakbang, pinagtibay ng bumubuo ng Sangguniang Panlalawigan ang kanilang Panloob na Alituntunin at Patakaran na siyang gagabay sa lahat ng kanilang mga gawaing isasakatuparan sa hinaharap bilang mga mambabatas.
Si Governor Wilhemino Sy-Alvarado habang ipinapahayag ang kanyang mensahe (State of the Province Address).

Si Gng. Pascual ang namatnubay sa
bumubuo ng Sangguniang Panlalawigan sa ginawang
pagrepaso at pag-amyenda sa bisyon at misyon ng Sangguniang
Panlalawigan, gayundin ang pagtatalakay sa “7 Point Development Agenda” ng Punong Lalawigan Wilhelmino M. Sy-Alvarado. Pinangasiwaan naman ni
Abgdo. Moreno ang ginawang pagbalangkas sa Legislative
Agenda ng Sangguniang
Panlalawigan para sa tatlong taon (2010-2013) na isinaalang-alang
ang 7 Point Development Agenda ng Punong Lalawigan, at ang
pagbuo ng mga hakbangin (Action
Plans) na isasagawa upang maisakatuparan ang takdain ng
nasabing Legislative Agenda.
Sa isinagawang seminar na ito,
naipamalas ng mga miyembro ng Sangguniang Panlalawigan ang
kanilang pagkakaisa at pagtutulungan upang matagumpay
na maisagawa ng maayos ang iba’t ibang aktibidad tungo sa
pagkabalangkas ng inaasahang
adyendang panglehislatura.
Sa huling araw ng seminar, nagkaroon sila ng panunumpa at
pagtatalaga tungo sa pagiging
isang epektibo, episyente at responsibong Sangguniang
Panlalawigan sa buong panahon ng kanilang panunungkulan.

Vice-Governor Fernando, Cesar F.
Ramirez, in real life, is a well known
movie/TV/stage actor whose stint as a
public servant began when he was
elected Kabataan Barangay chairman of
his own barangay in 1980-1984 where
his desire to become public servant first
bloomed. Born on May 12, 1962 in
Tabang, Guiguinto, Bulacan, Fernando
finished his Bachelor of Science in
Electronics and Communication
Engineering degree at the University of
the East in 1992.
Although he was very much involved in
his career as an entertainment
personality, he never let go of the chance
to serve his fellowmen when he has the
time and opportunity to do so. But he felt
he can do more for his provincemates if
he becomes a public official, so he
desired to run for an elective position.
When the opportune time came, he ran
as vice-mayor of his hometown but lost
in the election. This setback did not
dampen his spirit and when the next
opportunity came in 2001, he ran again,
this time as board member of the 2nd
district of Bulacan and easily won, even
garnering the most number of votes
which gave him the privilege to become
Senior Board Member of the
Sangguniang Panlalawigan. In 2004, he
ran again in the same position and was
chosen senior board member for the
second time. In 2007, he ran as vice-
governor but lost to Vice-Governor
Wilhelmino Alvarado. In the last
election, he ran again and won as
Governor Alvarado’s running mate.
Board Member Fermin, while belonging
to the younger members of this august
chamber, is considered as one of the
more seasoned legislators of the 7th
Sangguniang Panlalawigan as he grew
up breathing politics. Born on October 9,
1976 in Calumpit, Bulacan, Fermin
formally began his political career when
he was elected Sanggunian Kabataan
president of his barangay and was later
chosen as SK Municipal Federation
President, thus becoming an ex-officio
SB member of the SB-Calumpit. Later,
he was elected as regular SB member for
three consecutive terms. In his last term,
he was elected Philippine Councilors
League (PCL)-Bulacan Chapter
president, thus earning him the enviable
opportunity of becoming an Ex-Officio
member of the Sangguniang
Panlalawigan for 2007-2010.
He was chosen as “Gawad Galing
Sanggunian Most Outstanding
Councilor” of the province in 2006 and
as a “Dangal ng Calumpit”, just a few of
the numerous recognitions he had
received through the years which only
confirmed his outstanding tract records
as a legislator and civic leader. Right
now, he is taking up Law at the Bulacan

The son of one of the most illustrious
statesmen of the country, the late Blas
Ople, Board Member Toti Ople is a
first term member of the Sangguniang
Panlalawigan. Before his assumption
of office as board member, he had
served as municipal mayor of Hagonoy
for three consecutive terms in 1998-
2007 and as one termer councilor in
1995-1998. For his outstanding
performance as local chief executive of
his municipality, he was honored as
Most Outstanding Mayor–Gintong
Kabataan Awardee in the years 2005,
2006 and 2007.
Aside from his current government
position, he is presently the Vice-
President of the Blas F. Ople Policy
Center and Training Institute located in
Metro Manila. He obtained his AB
Economics degree at the Ateneo De
Manila University.
He currently chairs the Committee on
Environmental Protection and
Committee on Labor and Employment
in the Sangguniang Panlalawigan.
HON. DANIEL R. FERNANDO Vice-Governor and Presiding Officer
To hone his skills and prepare for his
work as presiding officer of the
Sangguniang Panlalawigan, VG
Fernando had attended a week-long
course on good governance and
legislation held at the University of the
Philippines.
~ FIRST DISTRICT ~
HON. MICHAEL C. FERMIN
State University College of Law and
now in his third year of studies.
He is chairman of the following
committees in the Sangguniang
Panlalawigan: Committee on
Cooperatives, Committee on Education
and Committee on Tourism, Culture and
the Arts. He is in his first term as a
regular board member. Just recently, he
was elected Secretary-General of the
Philippine Board Members League of
the Phils. (PBMLP)-Region III.
HON. FELIX B. OPLE
The “only rose among the thorns,” Board
Member Ayee, as she is fondly called,
comes from the well known clan of the
Oples. Her father was former Vice-
Governor Bernie Ople, brother of Blas
Ople. She is a first degree cousin of Board
Member Felix Ople, and the older sister of
Malolos City Councilor Jong Ople. She
finished her Bachelor of Science in
Business Administration at the University
of Sto. Tomas.
Before her election to the provincial board,
she served as the only lady city councilor
of the City of Malolos in 2007-2010 where
she had honed her skills as a legislator to
be able to sponsor the enactment of
legislative measures geared towards the
social welfare development. As an
outstanding lady legislator, she was
awarded the “Gawad Medalyang Ginto-
Natatanging Babae sa Larangan ng Pulitika
ng Lungsod ng Malolos” in 2009.
A first termer, she presently chairs the
Committee on Ethics and Privileges.
~ SECOND DISTRICT ~
HON. RAMON R. POSADAS
As a lawyer, he is an active member of
Philippine Trial Lawyers Association,
Knights of Rizal and Integrated Bar of
the Philippines. He had also spearheaded
or helped launch and organize some
laudable undertakings such as the
Aklatang Bayan Foundation and Ang
Mabuting Paglilingkod Movement.
Among the feathers in his cap are his
being adjudged as “Outstanding Board
Member of the Philippines,” as
“Outstanding Plarideño in Public
Service” and as an Outstanding Lawyer.
He chairs the following committees in
the Sangguniang Panlalawigan:
Committee on Trade and Industry,
Committee on Legislative Backstopping
and Committee on Rules.
HON. ENRIQUE V.
DELA CRUZ, JR.
Board Member Dela Cruz or “Atty.
Buko” to his friends and acquaintances is
another first termer in the 7th
Sangguniang Panlalawigan. But unlike
his fellow neophytes, this young man, it
seems, has more than enough preparation
for the expected work of a legislator,
In 2001, he resumed his studies and
finished his Masters in Public
Management at the Ateneo de Manila
University, and in the ensuing year, he
became a Fullbright scholar at the John
F. Kennedy School of Government of
the Harvard University, USA and earned
another post graduate degree, Masters in
Public Policy.
In 2005, he again finished another
degree, Masters of Law (With
Distinction) from the University of
London as a British Council scholar.
In 2007, he was elected councilor in the
Municipality of Baliwag, Bulacan and
served his constituents well until his
election in the provincial board.
Presently, he is partner at the Ponce
Enrile and Cayetano (PECABAR) Law
Office, Makati City and a law professor
at the Ateneo de Manila University,
University of Sto. Tomas, FEU-DLSU
Institute of Law and at the Bulacan State
University College of Law. A two-time
“Gintong Kabataan Awardee” in 1997
and 2002, he was also awarded as one of
the “Ten Outstanding Councilors of the
Philippines” by the National Jaycees in
2006.
He is chairman of the Committee on
Ways and Means, Committee on
Transportation and Communications and
Committee on Justice and Good
Government. Recently, he was elected
president of the National Movement of
Young Legislators (NMYL)-Bulacan
Chapter.
Board Member Monet Posadas, newly
installed Majority Floor Leader of the 7th
looking at his educational attainment. A
consistent full university scholar, he
finished his Bachelor of Arts in Legal
Management in 1996 at the University of
Sto. Tomas graduating with honors (cum
laude) then finished his Bachelor of
Laws, again with honors (magna cum
laude), in the same institution in 2000.

Sangguniang Panlalawigan, is considered
the most senior and most experienced
among the present members of the
provincial board. A resident of Sta. Ines,
Plaridel, Bulacan, he finished his
Bachelor of Arts, major in Political
Science and his Bachelor of Science in
Business Management at the De La Salle
University, while his Bachelor of Laws
was completed at the University of Sto.
Tomas.
A lawyer by profession, Posadas first
served as board member of the
Sangguniang Panlalawigan in 1995-1998
and in 1998-2001 in which term he was
chosen Senior Board Member for
garnering the highest percentage of votes
in the election. After his two terms in the
sanggunian, he ran for Congress in the
next election but lost. After six years of
hiatus from politics, he ran again in 2007
for board member and easily capped his
second opportunity as Senior Board
Member.
HON. THERESE CHERYLL
B. OPLE
Meet the 7

This young man, though only in his first
term as board member, is another of the
more seasoned legislators of the present
batch having served his hometown, San
Rafael, Bulacan in almost a decade. Board
Member Nono, as he is fondly called, was
a former two-term vice-mayor and
presiding officer of the Sangguniang
Bayan of San Rafael from 2004 to 2010
and a one-term councilor in 2001-2004.
Castro was born on October 28, 1978 and
presently resides in Barangay Lico,
San Rafael, Bulacan. He finished his
Bachelor Science in Commerce major in
Accounting degree at the University of
Sto. Tomas in 1999. A businessman by
profession, he had attended numerous
trainings and seminars to polish his
legislative skills and acumen which
eventually help him become an
outstanding lawmaker as proven by his
being conferred the following honors,
namely “Gintong Kabataan Awards” in
2002, “Gawad Galing Sanggunian
(GGS) Most Outstanding SB Member”
in 2003 and “GGS Most Outstanding
Presiding Officer” in 2006 and 2008.
Concurrently, the Senior Board Member
of the 7th
SP, he presently chairs the
Committee on Agriculture and
Committee on Civil Service.
HON. ENRIQUE V. VIUDEZ II
Board Member “Asac”, as he is popularly
called, hails from Barangay Matimbubong,
San Ildefonso, Bulacan, He took up
Bachelor of Science in Civil Engineering
at the University of Sto. Tomas and
graduated in 1967. A naturally charismatic
person, he had his baptism of fire in the
political arena when he ran and won as
municipal vice-mayor of San Ildefonso in
1995. After serving for one term, he
decided to run for the mayoralty of his
town and succeeded in 1998.
But not all was rosy in his political career
as he lost in the ensuing election when he
ran for board member of the third district
in 2001. But as fate would have it, in the
next election he ran again and won this
time. And the rest is history as we say it.
He is the chairman of the Committee on
Appropriations and Committee on Peace
and Order.
~ FOURTH DISTRICT ~
HON. EULOGIO C. SARMIENTO III

SANTOS, JR.
Board Member Eulogio “King” Sarmiento
comes from the well-known Sarmiento
clan of the City of San Jose Del Monte,
Bulacan whose family name is
synonymous with politics and agriculture.
BM King finished Bachelor of Arts,
Human Resource Management (HRM) at
Another one of the “young Turks” in the
7th Sangguniang Panlalawigan is Board
Member Jonjon Delos Santos, now in his
second term of office. The son and
namesake of former three-term Board
Member Enrique “Ike” Delos Santos,
from whom he has inherited his wits and
vigor as a public servant, BM Jonjon was
born on May 20, 1979. He finished his
Bachelor of Science in Business
Administration, major in Marketing at
the Far Eastern University.
A successful businessman, he is very
much involved in the marketing of
construction supplies where he has put to
good use what he has learned in his
formal schooling. In another realm, that
is, politics, BM Jonjon is an epitome of a
energetic legislator full of energy, ideas
and enthusiasm as he is always on the go,
leaving no stone unturned whenever he is
inside the session hall deliberating with
his colleagues.

Benilde. Presently, when he is not busy
with his legislative responsibilities, he
attends to his duty as a board of director of
their companies.
Now in his second term, BM King’s first
taste of politics occurred when he was
elected as the youngest city councilor of
the City of San Jose del Monte. In the
ensuing election, he ran for reelection and
easily won a second term. His outstanding
works in the local legislature rewarded him
with awards such as “Most Outstanding
Public Service Provider” in 2005 and 2006,
“Most Outstanding City Lawmaker in
Community Service-SJDM” and “Most
Outstanding Councilor-Bulacan” in 2006.
The committees he presently chairs in the
Sangguniang Panlalawigan are the
Committee on Women, Family and Social
Services and Committee on Health.
Considered as one of the most senior and
experienced members of the legislative
chamber, Board Member Viudez is no
doubt, also, the most popular and
ubiquitous of them all as he is often seen
gracing or heard saying a mouthful in
various gatherings inside and outside of the
Provincial Capitol.
~ THIRD DISTRICT ~
HON. RINO V. CASTRO
Another neophyte in the field of legislation
and public service is Board Member Allan
Robes who hails from Barangay Sto.
Cristo, City of San Jose Del Monte,
Bulacan. Born on October 8, 1973, this
young man finished his Bachelor of Arts,
Philosophy at the University of the
Philippines and his Bachelor of Business
Administration, Computer Information
Systems at Baruch College, New York,
USA. Not satisfied with what he had
already achieved academically, he recently
finished his Masters in Public
Administration at the Ateneo de Manila
University.
A business executive by profession, he is
confident that he can perform his
legislative functions and responsibilities

HON. FERDINAND V. ESTRELLA
Sangguniang Panlalawigan today, is
currently an Ex-Officio member by
virtue of his election as President of the
Liga ng mga Barangay- Bulacan
Chapter. Now on his third year of tour of
duty, Estrella was born on September 5, 1979 in Baliwag, Bulacan. He took up
Bachelor of Science in Entrepreneurial
Management at the University of the Asia
and the Pacific and graduated in 2002.
In 1996, he was elected municipal
councilor of the Municipality of Baliwag
and served until 2002. In 2007, he was
elected Barangay Captain of Barangay
Poblacion, Baliwag that paved the way for
his election as Liga ng mga Barangay
provincial president.
The son of the municipal mayor of
Baliwag, Mayor Romeo Estrella, this
bachelor owns or co-owns and manages
several business firms in Baliwag.
Presently, he is chairman of the Committee
on Human Rights and Committee on
Barangay Affairs.

HON. ARIEL S. ARCEO
Board Member Ferdie Estrella, another
one of our young turks in the
Undeniably, the youngest legislator of the
7th Sangguniang Panlalawigan, Board
Member Mark is also an Ex-Officio
member of the august chamber. He earned
this privilege for being elected as president
of the Sangguniang Kabataan Provincial
Federation in 2007. Also in his third year
of office, he was born on November 19,
1990 and presently lives in Barangay Sta.
Rosa II, Marilao, Bulacan. The grandson of
Mayor Epifanio Guillermo of Marilao, he
is currently studying at the St. Mary’s
College of Meycauayan taking up Bachelor
of Science in Hotel and Restaurant
Management and now in his third year.
A very promising political leader of the
future, BM Mark, in spite of his busy
schedule as a full time college student,
makes it sure that he is able to attend to his
duties and responsibilities as a legislator
and to serve his primary constituents, the
Board Member Ariel is the latest addition
to the 7th Sangguniang Panlalawigan, and
the third Ex-Officio member of the
provincial board. He had just been
recently elevated to the august body after
being elected as president of the
Philippine Councilors League-Bulacan
Chapter in a hotly contested election
between him and former Board Member
Rodrigo Santos held last August 19,
2010. Actually, he was part of the last
sanggunian as board member from the
2nd
district, so, in a way, he had just
returned after a brief respite.
Arceo, who hails from Guiguinto,
Bulacan, graduated with the degree of
Bachelor of Science in Economics at the
University of the Philippines. He had
also taken up Master in Public
Administration at the same institution
and had studied varied courses in some
prominent advanced learning institutions
through the years. Thus, he is more than
prepared to the tasks expected of a public
servant and legislator.
A man always full of energy and
enthusiasm, he is an active officer and
member of different national and local
organization, like the Rotary, Philippine
Jaycees, Chamber of Commerce, NMYL,
to name a few. He is also a recipient of
various awards and recognitions for his
exemplary service and performance as a
civic leader.
He chairs the Committee on Oversight
and Legislative Affairs.

Nanumpa sa tungkulin ang pamunuan ng Philippine Councilors League-Bulacan Chapter for 2010-2013, sa pangunguna ni Bokal Ariel Arceo, bagong halal na pangulo ng liga, noong Setyembre 6, 2010 sa harap ng Pangalawang Punong Lalawigan Daniel Fernando kaugnay ng pagdaraos ng palatuntunan ng lingguhang pagtataas ng watawat sa Bulacan Provincial Gym. Sa pagkahirang niyang ito, siya ay umaakto ngayon bilang ex-officio board member ng Sangguniang Panlalawigan. Ginanap ang halalan noong Agosto 19, 2010 sa Hiyas Convention Center Pavilion na dinaluhan ng halos 200 konsehal mula sa tatlong lungsod at 21 munisipalidad ng lalawigan. Dumalo rin sa nasabing okasyon sina Gov. Wilhelmino Sy-Alvarado at Vice-Gov. Daniel Fernando na nagsipagbigay ng suporta at pakikiisa sa makabuluhang okasyon.

Sa idinaos na pangrehiyong kumbensyon ng mga kagawad ng Sangguniang Panlalawigan ng Rehiyon III sa Fontana Leisure Park and Hotel, Lungsod ng Angeles noong Setyembre 24, 2010, nahalal si Bokal Michael Fermin bilang kalihim-heneral (secretary-general) ng Provincial Board Members League of the Philippines (PBMLP)-Region III Chapter.
Si Bokal Fermin ay buong pagkakaisang sinuportahan ng kanyang mga kasama sa Sangguniang Panlalawigan upang mailulklok sa nasabing tungkulin sa pambansang liga ng mga bokal.
Una dito, si Bokal Fermin ay itinalaga ng Sangguniang Panlalawigan bilang Provincial Liaison Officer ng lalawigan sa PBMLP sa pamamagitan ng pagpapatibay sa Panlalawigang Kapasiyahan Blg. 029-T’10 na itinaguyod ni Senior Board Member Rino Castro ng Ikatlong Distrito ng Bulacan. Buo ang paniniwala ng Sangguniang Panlalawigan sa kakayahan at karanasan ni Fermin upang gampanan ng mahusay ang naturang tungkulin.
Buong pagkakaisang inihalal ng kasapian ng National Movement of Young Legislators (NMYL)-Bulacan Chapter si Bokal Enrique “Buco” Dela Cruz, Jr. ng Ikalawang Distrito bilang pangulo ng samahan ng mga lokal na mambabatas sa lalawigan, kaugnay sa ginanap na pangkalahatang pagpupulong at halalan ng samahan noong Setyembre 13, 2010 sa Francisco Balagtas Hall, Hiyas Convention Center.
