CHAPTER 10− WETLANDS
1. 10.3.1 Objective
My submission is that:
The Director−General of Conservation (the Director−General) requests the followingamendments be made to Objective 10.3.1 so that:
a) The services provided by wetlands are clarified. These services includeproviding base flows for streams, especially during critical low flow p~iodsand removing silt and nutrients from any −,,cater entering the wetland andpurifying it before discharge downstream; and
b) This objective gives effect to section 30(1) (c) (iiia) of the ResourceMarmgement Act 1991 (the RMA).
c) This objective gives effect to flae National Policy Statement for FreshwaterManagement 2011 (NPS for Freshwater Management 2011) in particularObjectives A1, A2, BI, B2, B4 and C1 and Policy C1.
Decision sought:
10.3.10ta~o's wetlands and their values and ecosystem services will bemaintained ~and enhanced for present and future Renerafions.
Policies Policy 10.4.6 except 10.4.6 (b)and 10.4.6(e)
My submission is that:
The Director−General suppo~s the amendments made to the above policies as they areconsistent with Part 2 of the RMA in p~icular section 5, section 6(a), 6(b), 6(c), and6(e), and section 7(a), 7(aa), 7(c), 7(d), 7(f), and 7(g). These policies give strongguidance when considering activities within wetlands. By maintaining flows instreams whose source is partially or fully from wetlands these policies also protect thehabitat of indigenous fish, of which a number of species are threatened withextinction.
The proposed amendments also give effect to the NPS for Freshwater Management2011 in particular Objectives A1, A2, B1, B2, B4 and C1 and Policies A1 and C1.

Policy 10.4.6 (b)
My submission is that:
The Director−General supports the amendments made to Policy 10.4.6(b) asmonitoring of wetland condition is essential to ensure that the Otago RegionN Council(t2ne Council) is carrying out its functions under section 30(1)(c)(iiia) of the RMA.
Decision sought:
Policy 10.4.6 (b) be retained with no amendments.
Policy 10.4.6 (e)
My submission is that:
The Director−General considers this policy fails to give e~ect to the NPS tbrFreshwater management 2011, and in particular Objectives A1, A2, B 1, B2, B4, C1and Policy C 1. Accordingly, the Director−General requests the following amendmentsbe made to Policy 10.4.6(e) so that the values of and se~wices provided by wetlandsare clarified.

CHAPTER 12− RULES: WATER TAV~ USE AND MANAGEMENT
5. Rules
My submission is that:
The Director−General supports the amendments made to the above rules as they areconsistent with Part 2 of the Resource Management Act 1991 in particular section 5;section 6(a), 6(b), 6(c), and 6(e); and section 7(a), 7(aa), 7(c), 7(d), 7(f), and 7(g). Bymaintaining flows in streams whose source is partially or l~Jlly fi'om wetlands theserules protect the habitat of indigenous fish. These rules also reflect Council functionsunder section 30 of the RMA.
The proposed mnendments also give effect to the NPS for Freshwater Management2011 in particular Objectives B 1, B2, B4, and C 1; and Policies B5 and C 1.

My submission is that:

My submission is that:
The Director−General requests the following amendment to Rule as theaddition of such nutrients directly to Regionally Significant Wetlands is highly likelyto adversely affect them and so should be subject to some restraints.
Such a change would also give effect to NPS for Freshwater Management 2011 inparticular Objectives A! and A2 and Policies A1 and C1.

19. Rule

The Director−General requests the tbllowing amendment to Rule I as thecun'ent non−definition of pipes would allow the erection or placement of"pipes" suchas tile drains which could be used to take water fi'om a wetland.
Such a change would give effect to Part 2 of the RMA in particular section 5, section6(a), 6(b), 6(c), and 6(e), and section 7(a), 7(aa), 7(c), 7(d), 7(f) and 7(g).
Such a change would also give effect to the NPS for Freshwater Management 2011 inparticular Objectives BI, B2 and B4 and Policies B5 and C1.

The Director−General requests the following amendment to Rule so that theremoval or clearance of plant material exotic to New Zealand can not be used as apretext to damage Regional Significant Wetlands and/or any regionally significantwetland values.

My submission is that:
The Director−General requests that the following new Rule be adopted infull and applied only to the proposed extensions to the Upper Taieri WetlandsComplex as contained and described (on maps 22, 23, 24, 25, 26, 27 and 28) inAppendix 2 of this submission and to the map describing the extent of the Ida ValleyKettle Holes as contained and described in Appendix 3 of this submission. These areasact as buffer zones for the Upper Taieri wetlands Complex. The Ida Valley KettleHoles are also collectively significant. The Director−General considers that theRegionally Significant Wetland Values, as described below, of both these areas are notthreatened by vegetation removal such as haying.
Upper Taieri Wetlands Complex Regionally Significant Wetland Values:
® A2 Critical habitat for the life cycles of indigenous fauna which are dependenton wetlands;
® A3 High diversity of habitat types;
® A5 Wetland scarce in Otago in terms of its ecological or physical character;and
® A8 Regionally significant habitat for waterfowl
® A9 Significant hydrological values including maintaining water quality or lowflows, or reducing flood flows.
Ida Valley Kettle Holes Regionally Significant Wetland Values:
® A2 Critical habitat for the life cycles of indigenous fauna which are dependenton wetlands;
® A5 Wetland scarce in Otago in terms of its ecological or physical character;and

® A8 Regionally significant habitat for waterfowl
Decision sought:
Permitted activi~: No resource consent required
The removal of vegetation by haying from both the proposedextensions to the Upper Taieri Wetlands Complex (as containedin Appendix 2) and the Ida Valley Kettle Holes (as contained in~pendix 3) is a permitted activity providing:
The wetland alteration is limited to that necessary t%r theremoval of hay material;
All reasonable steps axe taken to mininaise the release ofsediment to the wetland during haying and there is noconspicuous change in colour or visual clarity_of the waterbody_.
28. Rule
My submission is that:
The Director−General supports the amendments made to the above rule as it isconsistent with Part 2 of the RMA in particular section 5, section 6(a), 6(b), 6(c), and6(e), and section 7(a), 7(aa), 7(c), 7(d), 7(f) and 7(g). The rule protects the cracialfloral element of Regionally Significant Wetlands. This rule also reflects Councilfunctions under section 30 of the RMA.

The above rule be retained with no amendments.
SCHEDULE 9: SCHEDULE OF IDENTIFIED REGIONALLY SIGNIFICANTWETLANDS
29. The Schedule of Wetlands
My submission is that:
The Director−General supports both the inclusion and the extent (as shown on theFSeries maps) of the following wetlands contained in ,Appendix 1 of this submission asthis scheduling and mapping is consistent with Part 2 of the RMA in particular section5, section 6(a), 6(b), 6(c), and 6(e), and section 7(a), 7(aa), 7(c), 7(d), 7(f) and 7(g),and this provides protection of many Regionally Significant Wetlands. This schedulealso reflects Council functions −under section 30 of the RMA. Where the Director−General supports the inclusion of wetlands, but seeks that they be extended in terms ofthis submission, the wetlands have been underlined.

Decision sought:
That the inclusion and extent wetlands (as shown on the F Series maps) of theattached Appendix 1 be retained without amendment.
30. Additions to the Schedule of Wetlands
My submission is that:
The Director−General considers the wetlands shown on plans contained in Appendix 2of this submission contain Regionally Significant Wetland values (some of which arenoted for individual wetlands) and that this part of his submission is consistent withPart 2 of the RMA in particular section 5, section 6(a), 6(b), 6(c), and 6(e), and section7(a), 7(aa), 7(c), 7(d), 7(f) and 7(g), and provides protection of many RegionallySignificant Wetlands. This Appendix also reflects Council functions under section 30of the RMA.
Decision sought:
That these be both included in Schedule 9 and their extent (as shown on theplans contained in Appendix 2 of this submission) be shown on the respectiveF Series maps.
31. Remapping the Extent of the ScheduLe 9 Wetlands
My submission is that:
The Director−General considers the areas adjoining the wetlands shown on planscontained in Appendix 3 of this submission contain Regionally Significant Wetlandvalues (some of which are noted for individual wetlands) and that this part of hissubmission is consistent wit2n Part 2 of the RMA in particular section 5, section 6(a),6(b), 6(c), and 6(e), and section 7(a), 7(aa), 7(c), 7(d), 7(~ and 7(g), and providesprotection of many Regionally Significant Wetlands. This Appendix also reflectsCounci! ~nctions under section 30 of the RMA.
Decision sought:
That the extent of the relevant Schedule 9 wetlands (as shown on therespective F Series maps) be amended so that the areas shown on the planscontained in Appendix 3 of this submission are included as part of theseRegionally Significant Wetlands.
SCHEDULE 10: SCHEDULE OF ADDITIONAL WETLANDS
32. Movement of Schedule 10 wetlands into Schedule 9

The Director−General considers that the deleted Schedule 10 Wetlands Site Numbers80 (Silver Peak Swanap) and 99 (Upper Waipmhi River Swamp) do respectivelycontain regionally significant wetland values and that this part of his submission isconsistent with Part 2 of RMA in particular section 5, section 6(a), 6(b), 6(c), and 6(e),and section 7(a), 7(aa), 7(c), 7(d), 7(f) and 7(g), and provides protection of manyRegionally Significant Wetlands and the NPS for Freshwater Management 2011.This Appendix also reflects Council flanctions under section 30 of the RMA.
Decision sought:
That the areas shown on the plans in Appendix 4 of this submission, being theareas in the current Schedule 10 Wetlands Site Numbers 80 (Silver PeakSwmnp) and 99 (Upper Waipahi River Swamp), be recognised in Schedule 9as regionally significant wetlands.
GLOSSARY
33. Addition of definition of "Ecosystem Services"
My submission is that:
In his submissions on objective 10.3.1 and policy 10.4.6(e) the Director−General hassought amendments to better define the services provided by Regionally SignificantWetlands. Such service is commonly defined as "ecosystem services" but as this termis not widely used or understood the Director−General requests that it be defined in theGlossary.
Decision sought:
Ecosystem services: are the benefits that people can obtain from ecosystems.These include provisioning, re aulating, supportin~cultural services.
