PREVENTION AND CONTROL OF ZIKA VIRUS CARRYING MOSQUITOES INTO CHINA

Zika virus disease is an emerging mosquito-borne virus caused by Aedes mosquitoes. To date, there is no known vaccine or treatment to combat the virus. Cases of Zika virus infections have been reported in Africa, the Americas, Asia, and the Pacific

The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of China, issued an announcement regarding Prevention Measures of Zika Virus into China to prevent and control the virus from spreading across Mainland China. The Law of the People’s Republic of China on Frontier Health Quarantine Inspection set out its implementing rules on Public Health Emergency Ordinance and International Health Regulations (2005). The relevant provisions of the announcement dated March 2, 2016 are shown below:

• “Transportation vehicles as well as containers from Zika affected countries or region shall have conducted effective mosquito eradication measures. In case unable to provide proof eradication action, immediate mosquito

eradication will need to be performed under the supervision of the inspection and quarantine authority. Strict quarantine inspection shall be observed on transportation vehicles, cargo, containers, luggage and postal parcels from those affected counties and region.”

• “Port authorities should take effective mosquito eradication measure to eliminate mosquito breeding sites and reduce the mosquito density in the port area. Inspection and port authorizes shall strengthen border sanitation and health supervision work, to prevent the mosquito in port area spreading Zika virus and other infectious diseases.”

This said notice is valid for 12 months from the date of publication. Countries and regions with subsequent occurrence of local Zika virus infection should comply according to the implementation of this announcement.

Based on a report dated March 31, 2016 by the European Centre for Disease Prevention and Control, there were 45 countries and territories that have been reported to have autochthonous cases of Zika virus in the past two months. These include:

ABOUT THE COMPANY

Sumisetsu Philippines, Inc., better known to customers as SPI, is an electrical and mechanical contractor, with its head office in Makati City, Philippines. Incorporated in 1990, SPI is an affiliate of Sumitomo Densetsu Co. Ltd., a company established in Tokyo, Japan in 1950 to address the electrical and other system needs of buildings. INSPECTION BODY OF MINERALS SERVICES REMAINS STRONG WITH NEW ACCREDITATION

The inspection body of the Minerals Services Division of SGS Philippines, Inc. achieved ISO/IEC 17020:2012 accreditation from the Philippine Accreditation Bureau. The said accreditation is valid until October 2019, subject to the Body’s continuing conformity with the criteria and PAB conditions for accreditation.

ISO/IEC 17020 is an International Standard, prepared by the ISO Committee on conformity assessment, to promote “confidence in bodies performing inspection.” ISO/IEC 17020:2012 is the second version of the standard, replacing ISO/IEC 17020:1998. It details requirements that will establish competence of inspection bodies and promote “impartiality and consistency in their inspection activities.”

To become ISO/IEC 17020:2012 accredited, the team took the following crucial actions:

• Analyzed gaps in terms of documentation and resources against ISO 17020 standard

• Identified action steps to address the identified gaps

• Underwent relevant training

• Aligned existing documentation to comply with ISO 17020 requirements; three standards – ISO 9001, ISO 17025, and ISO 17020 – were integrated in the Management System Manual

• Conducted an internal audit and management review

VALUE OF ACCREDITATION

Obtaining this accreditation is one of the initiatives toward continual improvement of the Division’s inspection operations.

OIL, GAS AND CHEMICALS LABORATORY IN MAKATI IS ISO/IEC 17025 ACCREDITED

After almost a year of preparation, SGS Oil, Gas and Chemicals testing laboratory in Makati City, Philippines is now ISO/IEC 17025 accredited for chemical testing. ISO/IEC 17025 is the global recognized standard that was developed specifically for testing and calibration laboratories that intend to seek accreditation.

CERTIFICATION

RISK BASED THINKING

Closely aligned with the focus on organizational context is the requirement to adopt a risk-based approach during the development and execution of an OHSMS. An organization must recognize the risks and opportunities that need to be tackled to guarantee that the OHSMS can accomplish its intended outcomes. The organization must also strategize how to deal with these risks and opportunities, then implement and evaluate the effectiveness of planned actions into its OHSMS processes.

LEADERSHIP: COMMITMENT FROM SENIOR MANAGEMENT

Top management must now exhibit its direct involvement with the OHSMS, considering OHS performance in strategic planning, conveying the importance of an effective and compliant OHSMS, and leading organizational culture with regard to the OHSMS.

FUTURE UPDATES

A three-month review period is currently being done by the National member bodies of ISO. If a positive outcome is achieved, the next step will be the publication of a final draft international standard (FDIS).

The official ISO 45001 Working Group (ISO/PC 283) is responsible for developing and publishing the ISO 45001 standard.

ISO 45001 UPDATE: ISO/DIS 45001 PUBLICATIONThe latest stage in the development process of the ISO 45001 standard was reached on January 14, 2016 with the publication of ISO/DIS 45001. This draft international standard (DIS) explains the potential requirements for an Occupational Health and Safety Management Systems (OHSMS). It identifies the emerging changes predicted to be in the final version of the standard, planned for Q4 2016.

When it is finally issued, ISO 45001 will be the first ISO Standard for an OHSMS. ISO/DIS 45001 incorporates major stakeholder inputs and builds upon commonly used OHSAS 18001 specifications.

INDUSTRIES AND SECTORS THAT SGS SERVES

ANNEX SL FRAMEWORK

ISO/DIS 45001 adopts the clause structure stipulated in Annex SL – the mandatory framework for all new and revised ISO management system standards. This assures that the final version of ISO 45001 will be aligned with other management systems standards (e.g. ISO 9001, ISO 14001). The use of the Annex SL structure will ensure that OHSMS requirements are presented coherently and rationally closer to business language.

Other important changes proposed for ISO/DIS 45001 are:

• A greater emphasis on organizational context, with organizations obliged to reflect on what society expects from them concerning occupational health and safety management

• Based on the Annex SL, the encouragement to apply risk-based thinking with regard to the establishment, implementation and maintenance of the organization’s OHSMS itself, not just the occupational health and safety (OHS) risks

• Assignment of responsibility for an OHSMS on top management in organizations adopting an OHSMS (versus delegation of accountabilities to health and safety managers)

• A prerequisite for organizations to account for how their contractors and suppliers cope with risks

• The replacement of the term “Documented Information” with “Documents and Records” allowing for the utilization of electronic information not contained in a formal document system

The intent of ISO DIS/45001 is to provide an organization with a high level, conceptual comprehension of the significant issues that can affect the management of its responsibilities toward individuals working under the control of its OHSMS.

SGS JOINS CCIP PRESIDENT‘S CUP 2016SGS was one of the sponsors of the President’s Cup 2016, an annual event organized by the Chamber of Cosmetics Industry of the Philippines, Inc. (CCIP). PCPUG 15TH TECHNICAL FORUMSGS Philippines, Inc. was one of the sponsors of the 15th Technical Forum hosted by the Philippine Coal Plant Users Group (PCPUG) on May 20, 2016 in Novotel Manila.

The event allowed the Minerals division of SGS in the Philippines to share advice with local coal industry players regarding achieving sustainable solutions for coal plant operations. Goodies were also given away as a way of thanking visitors for dropping by the SGS booth.

Themed “Setting the Benchmark for Philippine Coal Fired Power Plants,” the forum speakers and keynote presenters delivered topics that ranged from operations safety, efficiency, and sustainability, environmental excellence, integrity management, and reliability, to program benchmarking and recent power plant technologies.

PCPUG is a non-profit organization representing companies involved in the generation of electricity in the Philippines. It aims to bring to the highest performance and uplift the standard of coal fired plant operators in the country.
