Dear Participants to the 18 th International Conference on Electrical Machines-ICEM 2008
On behalf of APDEE (The Portuguese Association for the Promotion and Development of Electrical Engineering) and the Local Organizing Committee of ICEM 2008, it is my great pleasure to extend to all of you, Authors, PhD Students, Exhibitors, Companions, our most warm and cordial welcome to the 18th International Conference on Electrical Machines in Vilamoura, Algarve, Portugal.
This Conference, now in its 18th edition is the only major International Conference devoted entirely to electrical machines, and recognized as one of the largest and most important scientific events in the field of electrical machines. Started in London in 1974, ICEM is now established as a regular biennial event. Very successful conferences were held in Cracow (Poland) in 2004, Chania (Greece) in 2006, just to mention the last two editions.
This Conference like its predecessors is a world forum for specialists from Academia, Industry and Research Centers, engaged in the design, analysis, simulation, testing and teaching of electrical machines, to discuss current progress, future developments and trends, to exchange information and experiences, in the field of electrical machines.
The official language for this Conference is the English language, and for the first time we had the Conference web page presented in a multi language platform. The Conference web page was on line one year before the Conference days and an active News Service kept informed all the interested Participants.
In this edition we had an overwhelming participation of authors that submitted more than 720
extended summaries from 59 different countries for evaluation and eventual presentation at the Conference.
The International Editorial Board Scientific Committee was composed of 106 distinguished
personalities from 23 countries, with world recognized competence in the topics and subtopics covered in the Conference that selected circa 600 high quality papers that will be presented at this Conference in 15 Oral Sessions and 5 Poster Sessions.
Each paper was peer reviewed by at least two members of this Editorial Board Scientific Committee in order to qualify its suitability for inclusion in the Technical Program of the Conference.
All the accepted papers are published in the Book of Proceedings of the Conference in the form of CD-Rom distributed to all the Participants at the beginning of the Conference. No distinction is made between the papers presented in these two types of Sessions. Oral Sessions are more focused for a wider and more general audience whereas Poster Sessions more addressed for a more specific and specialized audience.

We are pleased to inform that the authors of the accepted papers, come from 57 different
countries what also shows the continued interest that this Conference is keeping among a wider world audience.
The authors of acceptd papers were asked to submit a full version of their communication, to undergo a second peer review process, for eventual inclusion in IEEEXplore and a few in the International Journal COMPEL.
We will also have 3 Plenary Invited Keynote Lectures to be given by specialists in key topics of great actuality and interest.
In addition to the Technical Sessions a number of social events has been arranged, like the th thWelcome Reception on the 6 of September, and the Gala Dinner on the 8 of September. The
latter will take place at Casino de Vilamoura where a special musical show will be offered to the entitled Participants.
For the Accompanying Persons we have also arranged a special Program, that will join the Participants of the Technical Sessions in the Social Events scheduled.
Vilamoura, in the Algarve (the southern coast of Portugal), known all over the world as a superb resort to receive high quality events, was the chosen place to host the Conference ICEM 2008, and the Conference will take place in the Vilamoura Marinotel Congress Centre.
A Technical Exhibition will run permanently and in conjunction with the Conference. Many leading Companies will attend this Exhibition and demonstrate their latest technological developments and achievments.
Before finishing this welcome address, we would like to express our sincere thanks to several people and Institutions.

Admission Badge
An admission badge will be provided for each participant. This badge entitles access to all the sessions and should be worn thoughout the Technical Sessions and all the Social Activities either for Authors, Accompanying Persons or other Participants.
The official language of the Conference is the English language.

Vilamoura is a resort located in the Algarve, south coast of Portugal, and it is the name given to an area rather than to any actual town. It is outstanding in that it is one of the largest single tourist complex in Europe and covers some 2.000 hectares of land. The land is variable in its vegetation, some parts covered in pine forests whilst others open recovered marshland. Vilamoura is a special place, a unique leisure and recreation resort community where the pace of life is so easy it feels like summer all year round.

The Conference will take place at the Congress Center within the Tivoli Marinotel, a magnificent 5 star Hotel, in the center of Vilamoura between the marina and the sea with direct access to a reserved beach, surrounded by 30000m2 of landscaped gardens.

No distinction will be made between papers presented in Oral and Poster Sessions, as both will be published in the Conference Proceedings CD-Rom, and both types (full paper) will be reviewed again for eventual inclusion in IEEExplore and a few in the International journal COMPEL.
Oral Presentations
Poster Presentations
Oral presentations are allocated 20 minutes, 15 minutes for the talk and an additional 5 minutes for questions and discussion. Session timings and indication of papers to be presented can be found in the technical program. Session Chairs will strictly enforce these time limits.
All oral presentations should be prepared in Microsoft Powerpoint format. You are kindly asked to send the file of your presentation Paper ID, Title, Author Registration Name and ID and Power Point Presentation, well in advance by email to the Secretariat that will upload it to the System, so that when you arrive everything is ready.
Those who can not do that should hand in the file on a USB Memory Stick well in advance before the Session where it will be presented, and ask the Assistant to upload it on the System.
The day of their oral presentation, all speakers should "check in" with the session chairman at least 10 minutes before the scheduled start of the session in order to inform him/her of the name of the author (or co-author) who will present the talk. Session Chairs have the responsibility of reporting "no-shows" to the Editorial Board. No-show papers will not be considered further
Please arrive at least 10 minutes ahead of the scheduled poster session to arrange your poster and check that all necessary supplies are present. One or more of the authors including a prime presenter should be present at the poster for most of session and be capable of explaining it. Session Chairs have the responsibility of determining whether papers have actually been presented. Failure to attend or adequately explain your poster will result in your poster being deemed a "no show". No-show papers will not be considered for further publications.
Poster boards will be available for the presentation of poster papers. Before the session begins, the conference organizer will place the paper number on the top left of the board, as shown in picture. Prepare your poster in format A0 portrait (85cm (width) × 120cm (height)). Your paper title and author names, affiliations should be displayed prominently across the top of your poster. Double-sided adhesive tape will be provided by the conference organization.

Papers Presentation
All poster materials must be removed promptly at the end of the session. Poster materials not collected immediately by an author will be removed by the organizers to allow preparation for the next poster session.

Papers Publication
The papers were accepted on the basis of the extended summaries. These will be included in the Conference CD-Rom with ISBN number, and will be distributed to all the participants of the Conference upon arrival at the Conference Registration desk.
The full papers will undergo a second peer review and the selected ones will be sent to IEEExplore. A few set of these will also be published in the International Journal COMPEL.

TOUR A - BOAT TRIP
Full Day Tour
The Algarve coast line stretches about 100 miles from the western-most tip to the Spanish border, and as well as being most well known for its expansive and extensive beaches of fine golden sands, there are also some of the most dramatic cliff faces and rock-formations in the world.Experience the pleasure of a boat cruise along the coast admiring its long beaches, cliffs, rock formations, caves, and old fishing villages. Depart from Vilamoura towards the west side of the Algarve.From the sea you will be able to see the fishing village of Olhos de Água, the town of Albufeira and a range of isolated little sandy beaches protected by the fascinating rock formation that characterizes this part of the Algarve.
During the day you will stop in an isolated beach for a BBQ lunch, while the crew prepares the lunch there will be time to swim and sunbathing.

TOUR C - SIGHTSEEING TOUR TO LAGOS & SAGRES
Depart from the Hotel and drive along the costal area of the Algarve. The West Coast offers dunes framed by inspiring cliffs to shelter golden-sandy beaches.The first stop is at the Fortress of Santa Catherine in Praia da Rocha, from where you can see a lovely old castle on the left bank of the river. On the right bank there is the long sandy beach of Praia da Rocha.Continue to Lagos, which is a bustling town full of activity and history. The monuments and architecture take us back to the many different peoples who have settled here and to the glorious period of the Portuguese Discoveries.During the walking guided tour you will be able to visit the Golden Church of Saint Anthony, the Museum, the old walls of the Castle and the slave market building.The nearby beaches are among the best in the region and the rocky headland of Ponta da Piedade is outstandingly beautiful.
After lunch, continue to Sagres, situated in the Southwest Alentejo and Costa Vicentina Natural Park. To the Romans this location was known as "Promontorium Sacrum - the end of the world where the waters of the ocean boil at sunset". Today, this small town is close to the most southwestern point of Europe known as Cape St. Vincent.
