Foreword

The aims and objectives of the course "contemporary history of Kazakhstan"is to form the notion of main stages and content of contemporary history ofKazakhstan from the beginning of the XX century up to now, show examples fromdifferent eras of organic relationship between the history of Kazakhstan and worldhistory, as well as find out the general and special in the history of Kazakhstan anddefine its place at the world-historical process.

Mastering the discipline should be combined with the study of scientificworks and educational literature. All this ensures the formation of students’ highhumanitarian, political and historical culture, develops thinking and necessaryability to summarize the topic clearly and logically. Therefore on seminars thestudent can not be limited by only textbook knowledge. It is necessary to makenotes in accordance with the plans of seminars.

Seminars are one of the essential elements in the learning process whiletraining highly qualified specialists. The most important themes of the course arestudied on seminars, the acquired knowledge is checked during self-study, also thestudied material is analyzed and deepened. The seminar educates a creativeapproach to understanding problems of a particular discipline, improves the cultureof speech, analyze and learn to argue, think and prove the own opinions.

Seminars should involve independent preliminary work on the theme. Thesuccess of training depends entirely on how deeply the corresponding material isstudied. It is important to remember that necessary training requirements for theseminar are to make systematic notes of historical sources and other recommendedliterature. The forms of notes can be different: writing out, annotations, abstracts,synopsis. The student depending on skills, studying literature and others may useany of these forms of notes. The content of notes is checked on seminars.

15 seminars are required for the course of contemporary history ofKazakhstan. Students must make notes for all 15 classes. Students can be admittedto the exam on the subject, if they have positive marks on all 15 seminars and arepresented full synopsis before exam at the request of the teacher, also if they haveprepared 3 term papers in time.

The instructor has the right of choosing the form of seminars depending onthe level of training, knowledge, students' activity (debates, method of "RoundTable", "Aquarium" method, "Small groups" method, Case - method, Businessgame, "Brainstorm" activity, yes-no as well as free answer questions).

Recommendations

On the first question:- pay attention to the process of ethnogenesis in the XI-XII centuries. It was a

period of rapid crushing merging, differences, losses, consolidation and migrationof various ethnic, linguistic, racial and cultural elements that naturally slows downthe process of addition of nationalities on the territory of Kazakhstan;

- it is necessary to consider the ethnogenesis of Kazakh people, highlightingthe two core aspects in the origin of the people - linguistic and anthropological;

- consider various theories of Kazakh people ethnogenesis and the problem ofKazakh zhuzes origin;

- the student has to know the historical background of the formation ofKazakh nation, the main stages of its formation and ethnic components included inits composition.

Considering the second question:- pay attention to the fact that the exodus of sultans Kerey and Zhanibek in

the second half of the 50s of the XVc. was an important link in the chain of politicalevents that contributed to the formation of the Kazakh Khanate;

- it should be noted that the formation of the Kazakh Khanate was notassociated only with exodus of Kerey and Zhanibek but stipulated by all economic,social, political development of medieval Kazakhstan and the features of the ethnic

history of the Kazakhs. Students have to understand the historical and socio-economic prerequisites for the formation of the Kazakh state;

- it is necessary to analyze and explain historical facts based on thecomprehensive study of the sources and value of the significance of mid XV – thebeginning of the XVIII cc. events in the history of Kazakhstan: the period offormation, development and weakening the Kazakh Khanate.

Theme 2. Social and economic situation in Kazakhstan is prerequisites ofthe struggle for independence

1. Changes in the economy of traditional Kazakh society. The aggravation ofrelations in the agricultural sector.

2. Features of industrial centers formation on the Kazakh land and its colonialcharacter. Transport. Trade. Banking system.

Recommendations

On the first question:- it is necessary to reveal the essence of administrative and territorial reforms

of tsarism in the second half of the XIX century. The students have to analyze thefollowing documents: "Provisional rules of peasant relocations to Zhetysu" in 1968,“Syrdarya region in 1886”, “Akmola and Semipalatinsk regions in 1889”;

- analyze large-scale Stolypin’s agrarian reform, reveal the aims andobjectives of Stolypin’s agrarian reform;

- characterize the consequences the resettlement policy of tsarism: massdispossession of the Kazakhs, their pauperization, breaking the traditional economicstructure, demographic changes (a significant decrease in the proportion of theKazakhs), breaking traditional socio-cultural foundations, russification and others.

On the second question:- pay attention to the specific features of economic policy of the Russian

government at the national borders of the empire. Show the facts of the penetrationof capitalist elements in the region, the emergence of signs of economicspecialization in individual regions of Kazakhstan (West, Central, East);

- it is necessary to note the role of railways (their network, length, etc.) in theindustrial development of steppes, also credit and banking establishments, cities,fairs in the intensification of trade and monetary circulation;

- reveal the origin of national issue of the working class, its number andsocial position.

Theme 3. Kazakhstan at the beginning of the XXth century: struggle forindependence

1. National and liberation uprising in 1916: causes, driving forces, course andmain stages. Leaders of the movement.

2. The first wave of the Kazakhs mass immigration to China (Kuldja Region,Kashgar), Afghanistan.

Basic terms and сoncepts: national and liberation uprising, driving forces ofuprising, the colonial oppression, land seizure, tax, Russification, centers ofuprising, tsar's decree, "requisition of non-Russian", liberal and democraticintelligentsia, radical intelligentsia, repressive measures, immigration of theKazakhs.

Recommendations

On the first question:- pay particular attention to the economic development of the country at the

turn of the late XIX - early XX centuries, brewing the state crisis, worsening socialcrisis and foreign policy situation;

- pay the main attention to the causes of World War I, aggravation ofgeopolitical contradictions between the powers in Europe. Think if it was possibleto prevent the war in the early XX century. What were the goals of Russia and theconsequences for Kazakhstan in the war?;

- it is necessary to show the features of the national and liberation movementin 1916: its causes, course and consequences;

- prove the causes, driving forces, national and liberation character of themovement in the modern historiography;

- highlight the role and position of Kazakh intelligence in the nationalliberation movement. It was divided into two opposing groups;

- consider the role of the periodical press in the rise of national consciousnessof Kazakh people in the struggle against the colonial policy of tsarism;

- show the course and main stages of the movement in Semirechensk andSyrdarya regions, describe the events in Karkarinsk, Aulie-Ata and Shymkentdistricts and characterize the leaders of the movement as T.Bokin, B.Ashekeev,Zh.Mambetov, U.Saurykov;

- analyze massive and persistent character of Turgay center, describe the mainevents and show the role of Sardarbek A.Imanov in the organization of the rebelarmy;

- speak about the growth of class consciousness of Kazakh people;- characterize the repressive measures of the government and military actions

of punitive troops against the rebels.The second question is:- speak of how the punitive troops brutally punished not only the

participants of the national and liberation movement, but also civilians. Dozens ofKazakh and Kyrgyz villages were destroyed, the large human losses were provoked;

- it is necessary to consider how the Kazakhs and Kyrgyzs escape frompunitive actions of the tsarist army, crossed the Russian-Chinese border to Kuldjaregion and Kashgar;

- speak of the requirements of the Chinese to come down to their side, naturaldisasters or robberies from numerous gangs.

Theme 4. Formation of Soviet totalitarian Kazakhstan: character,measures and consequences

1. The development of education and science. Contradictions in the educationsphere. Opposition to the reforms of the group led by A.Baitursynov.

2. Culture and Art of the Soviet Kazakhstan. Destruction of national andcultural foundations.

the war and pay special attention to Hitler's plans against the Soviet state and Sovietpeople;

- describe various military units formed on the territory of Kazakhstan , giveexamples of patriotism and heroism of Kazakhstani on the war fronts, in thepartisan movement, Resistance detachments, liberation of Ukraine, Belarus, BalticStates and Eastern Europe from the Nazis;

On the first question: - first of all, the student should pay attention to the political situation in the

USSR in the late 80s and early 90s. Underline the growth of centrifugal forces.During this period, the allied states began to declare their sovereignty. The "Law onthe State Independence of the Republic of Kazakhstan" was adopted in December16, 1991;

- study two historical documents "Declaration on State Sovereignty of theKazakh SSR" and the Constitutional Law "On State Independence of the Republicof Kazakhstan." It is necessary to analyze and compare the content of such conceptsas sovereignty and real independence;

On the first question:- it is necessary to study and compare the statistical data provided by the

results of population census in 1999, 2009, considering the migration, demographicprocesses in Kazakhstan. The materials of statistical collections contain thefollowing information: the population and its ethnic composition, its age and sexstructure, mastering official, Russian and other languages, level of education, meansof livelihood, and some other data;

- consider the main directions of state migration policy, including therepatriation of ethnic Kazakhs. It is necessary to determine the program "NurlyKosh" (2008), the purpose of which is carried out on a voluntary basis rationalsettlement and promotion of employment and settling ethnic Kazakhs and formercitizens of the country who wish to return to Kazakhstan and internal migrants inthe interests of demographic and socio- regional economic development andrealization of participants potential. Determine what main problems are mentionedin the program in order to achieve this goal.

Considering the second question:

- speaking about Kazakhstani identity and characteristics of Kazakhstan'smodel of peace and harmony, it should be noted that with the strengthening ofKazakh state in the XXI century the priority was to develop a migration strategy ofethnic groups into a single civic multi-ethnic nation;

- analyze two important documents: "Doctrine of National Unity" (2010),"The concept of strengthening and development of Kazakhstani identity and unity"(2015). On the first question- considering the Strategy "Kazakhstan-2050" of 14 December 2012, it is

- it is necessary to show the plans and some innovative ideas while studyingthe Message "Kazakhstan's way-2050: common goal, interests and future" (January2014);

- show that the Message is a harmonious development of the Strategy"Kazakhstan-2030" on a new stage and includes the 7 fundamental principles, theimplementation of which will allow Kazakhstan by 2050 to become one of the 30most developed countries of the world.

Considering the second question- speaking about features of "Nation plan - a way to Kazakhstan's Dream", the

one has to show that the essence of five modern reforms is a peculiar Kazakhresponse to the global and domestic challenges;

Considering the first question:- first of all it is necessary to reveal the historical aspect of concept "Mangilik

El". Denote the consolidating values on the basis of Mangilik El ideas - civilequality; hard work; honesty; cult of learning and education; secular country is acountry of tolerance;

- studying this question, it is necessary to pay more attention to the fact thatKazakhstan is a multiethnic state, and 2015 is the anniversary year under theauspices of the Assembly of People of Kazakhstan, which is an important elementof the political system of Kazakhstan, strengthening the interests of all ethnicgroups, ensuring strict observance of human rights and freedoms regardless theirnationality.

On the second question:- analyze the Assembly of People of Kazakhstan's activities in the

implementation of the state national policy, ensuring social and political stability inthe country and improving the efficiency of cooperation between state and civilinstitutions of the society in the sphere of interethnic relations;

Recommendations

On the first question:- tell about the formation of Kazakhstan's foreign policy strategy, with the

acquisition of Kazakhstan's sovereignty and recognition by the internationalcommunity. Kazakhstan was accepted into the United Nations at the plenarymeeting of the 46 session of the General Assembly on March 2, 1992. Kazakhstanhas become a full member of authoritative international organizations andinstitutions;

- characterize the process of Kazakhstan formation as a subject ofinternational law, Kazakhstan is recognized as a responsible and reliable partner inworld politics, using an undisputed international authority;

- considering the question of multi-vector foreign policy of independentKazakhstan show the commitment of the Republic of Kazakhstan as the concept ofa multipolar world.

Considering the second question- it should be noted that the President of the Republic of Kazakhstan

determines the foreign policy of the state. On the basis of the development ofKazakhstan's foreign policy is the principle of multi-vector. Determine the mainpriorities of foreign policy of Kazakhstan. Consider the foreign policy initiatives ofthe Head of the State: voluntary renunciation of the Republic of Kazakhstan fromthe nuclear weapons, convening of the Meeting on interaction and confidencebuilding measures in Asia (ICA), idea of Eurasian Union formation, integration ofthe Eurasian Economic Community, forum of peace and spiritual accord in Astana,
