CTC Campaigns and Policy Manager, Roger Geffen, said: “As well as increasing its funding for cycle facilities and cycle training, the Government must tackle rising traffic levels in order to meet its target to triple cycle use. It is estimated that the retail sector invests between a quarter and one third of abillion pounds each year in training, yet staff in the industry remain under quali-fied with 20% having no nationally recognised qualification and only 12% withqualifications at an equivalent level to a degree. Sadly this has led to many out-side of the industry regarding retail as a low skilled sector, one that provides littletraining or development for its employees. These negative perceptions have ledto criticism of the industry for being unproductive, poorly managed, for failing toraise skill levels and for offering “second rate” careers. There are a variety of issues that underpin such views, none more evident thanthe declining take up by retailers of nationally accredited and government fundedtraining programmes and qualifications. The result has been the development ofa qualifications framework and supply network that doesn’t meet the needs of thesector, in particular being seen as bureaucratic, delivered through inappropriatemeans and not fit for purpose. In an effort to bring about positive change Skillsmart have over the past year,worked with retailers of all sizes to develop a skills and qualifications strategy forthe sector. Now a simple online feedback form allows retailers to express theirsupport and to provide further input into the development of the strategy.

A champion of a man who was able, so easily, to rub shoulders with champions andhelp everyone to be at ease in such company was Rex White. He originally worked forLambretta Concessionaires in the late 50’s and 60’s and only last year was a valuablecontributor to the success of the 50th year celebrations of the Lambretta Club of Gt.Britain, held on the Isle of Man. Sadly a heart attack has robbed him of life and lostscootering the gentle giant who throughout his high position in motorcycle sport neverforgot the Lambretta or the people who made the marque so popular....the club members. With his enthusiasm and work his product knowledge and desire to succeed made theLambretta a sure fired winner. Dealers climbed on the back of the little scooter and themerry-go-round took off. It was the beginning of a long relationship between Rex, Lambrettaand the LCGB. He was a key figure, instrumental in the direction of the scooter week inthe Isle of Man in the late 50’s through to 1976. He was the man sent by Lambretta’sPeter Agg to see if the scooter week was something that could be done in conjunctionwith the Isle of Man tourist board. Along with the tourist board at the time, Rex worked toprovide a holiday week for scooterists on the island and the rest is history. So popular was the event, Innocenti Lambretta factory sent over teams of riders tocompete, so highly was the event thought of at manufacturers level. Rex was one of thevery few who captained his club as the General Secretary, a position in those days thatcould mean he wore many hats. Hard work and a desire to give the membership of theLCGB made Rex a popular Secretary. Following on from Lambretta he successfully adapted to the demands of Suzuki GBand as well as being instrumental in the company’s development he was the Race TeamBoss, when the legendary Barry Sheene won the 500cc World Motorcycle Champion-ship. Sadly in 2003 Barry passed away and Rex was very sad at the loss of a dear friend. Rex, although being in his mid 70’s was a boy at heart. You could count on him helpingand devising ways to do something with ease. He delighted in being part of what wasgoing on around him, and in his retirement years he enjoyed caravanning. Many of thosearound him enjoyed little things that he had created to make caravanning a little bit easier. Early in his life he had a nasty accident and damaged his leg. This was to prove trou-blesome as time wore on and in later years where walking was necessary, but awkward.However rarely did he complain, suffering quietly and enjoying the company of thosearound him., he was a quiet spoken man, and revelled in his family and with his wifeDorothy he enjoyed his scooter chums and connections he had in the sport and industry. Last year in the Isle of Man he purred like a V12 Jaguar engine with delight seeing howthe Lambretta Club had regained a foothold in the Island for scooters, having had prob-lems getting scooters onto the island in the 80’s. His delight at seeing many old friendsfrom the island was a joy in itself. He was a real gent, with a great sense of humour. Hewill be dearly missed by everyone he touched in his 75 years. Our condolences to hisfamily and to his wife Dorothy. Rex White may be gone, but for as long as Lambretta enginesrun he will never be forgotten. Norrie Kerr

Marco PantaniWhen many were celebrating St.Valentine’s Day, Marco Pantani’s cardwas called in a Rimini hotel. The mostsad end to an icon. At first, they had called him Elefantino,or little elephant, because he had bigears and a small frame. But forget thosecharacteristics because there has neverbeen anyone quite like him since thedays of Fausto Coppi. Marco Pantani was later called ThePirate when his hoop earring and thebandanna that covered his bald headwas so often seen breaking from thethick of a skirmish in a cycle race. But did it matter what he was called,for he was a man who could ridemountains as so many others could onlyride very little hills. Our lost hero, the grimace and thepedalling action that lifted you aboveordinary mortals, have gone for ever butcan never be forgotten. At the late February meeting called by ANCMA to reviewprogress in the bicycle industry’s total objection to the removal of anti-dumping duties on China, the undoubted star of the meeting wasPasquale de Micco of Italy’s Ministry of Production and Commerce. In Bologna the hundred and more industry representatives heard Mr.De Micco give a very thorough and clear explanation of the whole anti-dumping process. To the bicycle and parts makers who made up theaudience he acknowledged the strong feeling of the meeting that actionhad to be taken and indicated that the government had great sympathywith the position of the industry. After Mr. De Micco’s explanations and suggestions had ben outlinedhe was followed by Brian Montgomery of the EBMA who brought themeeting up to date on the latest bicycle import figures into Europe, theUSA and Japan - where due to Chinese imports the industries are al-most moribund. Brian Montgomery challenged the way the Chinese bicycle industrymade use of export subsidies of 14% on Chinese bicycles and parts,which incidently are completely forbidden by WTO rules. He questionedthat China is still considered as a member of the Generalised Systemof Preferences (GSP) for bicycles when they really have the capacity toproduce 80% of the world’s bicycles. “Why the preference” he asked. The audience of the ANCMA meeting were reminded of a system thatsaw mainland China bicycle makers sending containers of bicycles toEurope, yet with the complete shipment papers for import coming to theEuropean port of arrival from their friends in Taiwan. Sometimes, heexplained, this was done by another bicycle producing country in theFar-East with Chinese connections. “This is all done to escape the anti-dumping duty, and to grasp further parts of the EU market - in whichcase both the EU industry and the Commission lose”. There is also massive stockpiling of Chinese bicycles going on in thecountries who will join the EU-15 in 2004. These bicycles are alreadythere or are in shipment, he concluded, not to serve the EU-10 markets,but a clear indication of intent to flood the market seen because the

On the surface here’s one of those businessesthat seems to continually attract attention wherever youturn. Often it looks effortless - although there’s some-thing of the swan about VE UK. Out of sight there’s awhole lot of hard work going into forward movement. Butthen getting the best out of propulsion units has beenthe Norrie Kerr forte for years, writes Peter Lumley. The company was nominated for two prestigiousawards - Best Niche Marketing and Best Marketing &Trade PR in the Dealer News Industry Awards, and thatdoesn’t come easy. It’s the longterm effort that turns the

hobby touch into a worthwhile business with high home and international standing. First came the ability to make his scooter go a little bit quicker than the next, and be a bit more reliableinto the bargain. Then of course Norrie Kerr was always able to go through corners a bit on the quickside, as well. He was just destined to be champion standard and that’s helped him sort the bits that helpsVE be the niche operator. He taught son Robert most of the tricks that come from having loving relation-ships with motors that run hot, Robert is now helping to spearpoint VE trading activities. Their businessnowadays is the better for that youthful spell of development that left young hands a little oily. As for that nomination in the Dealer News Award for Best Marketing & Trade PR, then what do youexpect from a guy who once ran a scooter consumer magazine. He knows what editors want and heknows how to build compelling interest out of widgets and gadgets that the Retail Trade can sell. Knowing what the retailer needs from a wholesaler is the other important ingredient. VE UK is the sortof operation that can attract interest because they have the knack of getting what’s needed into theproduct portfolio, and doing well with it for both supplier and the buyer to boot. At the last EICMA show inMilan I spent a while with Norrie and Robert Kerr meeting principals and sales teams from some of thetop companies VE represents here in Britain. There has to be a lot of trust in such dealings and it is theno-nonsense, often forthright, attitude of a son of Scotland which comes through at these meetings. Healso knows a lot of people, does Norrie, and he’s been a long time in the job. Ultimately it is the scooterdealer and through them the rider who gets the best of this knowledge because VE put a great deal ofprofessional effort into making the message so easy to understand right across the board. It is not just internet or consumer magazine chatter either, over the time that I have published ScooterTrade & Industry I have noted a continual development of the VE UK operation. They have a big appetitefor space and facilities to do the job for retailers. They are no strangers to thinking big - and achieving it,as the Awards demonstrate. Theirs is not the lily-pad affair, where dealers couldn’t be sure what’s goingto be the pattern with the next order or what supply problems would catch them out. From the start withtheir lines, VE UK plan to have satisfied cus-tomers, that is evident when you take a while tostudy the stocklist or surf their Internet presence.Where Norrie Kerr once fettled and tweaked en-gines, what you find on the VE websites takesyou right to the heart of this operation. Anthony Jenner is the first cycle retailer mechanic to have a CyTech 3 accreditation. Heworks at Larkfield Cycles in Kent but judging by the number of candidates now undertaking their CyTechtraining this enviable title won’t be around for too long. CyTech 3 is the highest technical qualification available under the revitalised CyTech training andaccreditation scheme, which has been jointly developed by ACT and their preferred training providerPromech. The training and assessment programme is brand specific and endorsed by over twenty

suppliers and manufacturers. Tony Wilsher, owner of Larkfield Cycles, said: “We have always takenpride in being the best and CyTech 3 recognises Anthony’s skills and

provides us with an opportunity to promote our high standards against an industry recognised bench-mark.” The CyTech 3 certificate will be presented to Anthony Jenner at the Cycle & Leisure Show atSandown on March 30 by Promech md Alan Finch. CyTech 3 covers advanced skills in suspension systems, disk brakes, wheel building and high-endbike builds. Accreditation can be achieved by either a modular nine-day course or, for the more confi-dent mechanics out there, a straight two-day assessment. Thecourses - CyTech 1, CyTech 2 and CyTech 3 - have now gainedindustry-wide recognition and offer cycle retailers training and ac-creditation options to suit their business. The courses are avail-able to all IBD’s, but extra cost savings can be obtained for ACTmembers and SSC’s. Promech are now ACT’s preferred training provider and respon-sible for delivery of all the new CyTech courses. Alan Finch pointsout: “CyTech is the first qualification to receive the full support ofleading manufacturers and suppliers. The industry now has atailor-made qualification that will enable a mechanic to progressfrom basic skills through to becoming a recognised advanced cycletechnician, whilst having access to all the latest standards andtechnical information direct from manufacturers.” The mechanic focused courses are soon to be complementedby a broader range of training options encompassing areas suchas sales, customer service and business management. The new courses will also form part of the ACT’s forthcomingCycling Excellence initiative. This project will be the first of itskind and is intended to encourage investment in CyTech training,enabling shops who have achieved CyTech qualifications to gainindependent public promotion against the Cycling Excellence quality benchmark. Mark Brown from ACT says of the new initiative: “The fundamental aim of Cycling Excellence is toreward the investment made by IBD’s in CyTech training by recognising their skills and promoting theseto consumers. What we want to do is create a tangible benefit for both dealers and consumers: anindustry recognised independent quality symbol which promotes excellence in cycle retail. This protectsindependence but promotes quality of service.” Ideally there could be the opening of training satellites, with branches in areas such as the WestCountry, the North and in Scotland. Alongside CyTech the first year of Promech is crucial in establishinga mindset to take the whole trade forward, there certainly is a great deal of scope for it.

There are threelevels of cover and policies are beingsold through the Devitt DA appointedmotorcycle dealer network. Policies are Green Flag BreakdownService (GFBS) which costs £34.Roadside assistance more than onemile from the home address including60 minutes labour, recovery of the im-mobilised motorcycle up to 10 milesfrom the incident and assistance to fin-ish the journey at the customer’s ex-pense. The Green Flag Rescue Service(GFRS) sells at £49 and offers all thebenefits of Green Flag’s roadside res-cue and recovery service plus nationalrecovery of the immobilised motorcy-cle to either the home address, a des-tination in the UK, or an appropriate re-pairer within 10 miles of the incident,the customer’s home or the originaldestination. Green Flag Advanced Rescue Serv-ice is £69. All the benefits of Green Flagplus cover within one mile of the cus-tomer’s home address, onward travelfor the insured and passenger or pas-sengers and European cover for mo-torcycles up to 10 years old. In addi-tion, customers may choose to en-hance their level of cover by addingPersonal Plus costing £15. This ex-tends the benefits of the customer’schosen cover level to any vehicle thatthe customer, or their spouse, maytravel in. Louise Kinsey, Head of Bike Market-ing, at Devitt, said: “Although modernmotorcycles are extremely reliable,bikers can stil lend up stranded milesfrom anywhere. But with Green Flagmotorcycle breakdown cover providedby Devitt, bikers can have peace ofmind that fast and expert help is athand.”

Tuscany police confiscatesuspect helmets

Reports that some helmets explode, lose the chin straps or even developcracks at the first knock has drawn the Tuscany Financial police into confiscat-ing over 2,500 helmets in a safety scare. The dangerous helmets have ledItalian producers to comment that some companies with no scruples see thecorrect prototypes being tested and then they produce helmets that do not givereal protection at all. The result is that a helmet war has been declared and already more than tendenunciations against producers and distributors have been reported to judgesaround Italy. The honest producers and distributors are now asking for moreaccurate controls and more severe laws to protect themselves from the fast-growing army of importers and sellers who act without scruples. Like detectives, this band of companies have bought suspect helmets andthen sent them to lab tests. It’s even reached the tv screen, when Striscia lanotizia showed two reports on suspect helmets that had the regular homologa-tion label but fell to pieces during the tests. In Tuscany the Financial policeconfiscated 2.500 suspect helmets, more people have been reported to thepolice and investigations are on-going. It is reckoned that the authorities have found an organisation that tricks thelaws and the checks and sells very fragile helmets. The confiscation - explainsAncma - was done after a denunciation and a lot of other confiscations willprobably follow. “We are struggling against a fast-growing problem” they say,adding: “this does not involve big producers or brands, but always producerswith no scruples and importers who buy products in the Far East. They man-age to obtain the homologation and then put the helmets on the market”. How can this happen? From one side the checks are not enough and thelaws can be easily tricked, answers the lawyer at Ancma. “The European ho-mologation, at the end of which the producer obtains the label with the “E”followed by an identification number, is carried out everywhere in the world inspecialised laboratories or test houses and in Italy in the presence of officersof the Department of Transport”. During the first phase, the producer obtains the identification number, afteraccurate tests on 20 or 25 prototypes. Then, further two tests are made on thewhole production in order to check that the quality standard of the first helmets,or prototypes, remains the same for all the others. After the first makers printthe labels inserting the identification number, but sly producers begin to sellthe products without waiting the other tests. Moreover other sly producers tryto obtain the homologation certification in another European Country, avoidingthe controls of Italian technicians. This bureaucratic mess is causing big problems, say the authorities, and thathits the honest producers, explains the legal representative of Nolan, the mainhelmet producer in Europe. “We are surrounded by colleagues importing quiteunsuitable materials from China, who then try to homologate it with tricks. Chinais one of the most dangerous countries, not only for helmets. The Authoritieshave just confiscated about 3 millions objects from China that are illegal andcertainly dangerous. A lot of them had counterfeited marks.

They are carrying on the tradition of a family business at Fisher Outdoor Leisure, and it’s a bigjob because customer and supplier alike seem to all get treated as part of the family. Gordon Fishermay well tell you that the company has grown beyond being a family business but that dismissesthe hands-on involvement of the managing director and a Team that leads from the top. Five of thestaff - there are about forty full timers on site - have been with Fisher for over twenty years, eighteenmonths ago the company moved to an aircraft hangar sized new home, today that base is beginningto look hardly big enough. From seeking new lines through to their marketing and promotion thewhole operation is in house at Fisher. Take a look at their new catalogue - ‘a bumper issue that’s bigger than ever’ Richard Allmarkproudly pronounces - the fully illustrated, priced portfolio is produced for the Trade customer as well

as having an in-shop version for the end user - that carriesrrp indicators. The catalogue was published in time for theirdealer weekend event at West Bromwich at the beginning ofFebruary, when many of their suppliers helped to demonstrateall that’s good from the Fisher range. On my first visit back to the Fisher base at St Albans sincethe official opening, a time when many of these very samesuppliers helped fill an almost cathedral sounding buildingcomplex, today the yawning space under a high ceiling has

been mezzanined and stock plus lots more stock is housed ready for onward movement to shopshelves countrywide. Ongoing is the re-arranging the furniture to accommodate the throughput ofthis stock, with building of indoor satellites for functions such showing off their twenty or so brandsand the provision of a workshop for training and servicing kit from their suppliers. An enthusiastic Richard Allmark showed me round a complex that is bustling with activity ‘whatwe are doing here is make it really work for our customers and our suppliers'. That the practiceworks is evidenced by peer brands joining the portfolio - the latest being Look. ‘We are a company that can meet the changing Trade scene’ he added. www.fisheroutdoor.co.uk For the website, individual shops havetheir own log on code that interfaces withFisher’s full product listings, special offersscenarios and a ‘buy now’ section that putsshoppers from the public domain directlyin contact with the dealer of their choice.Dealers are finding new customers thisway, and also finding that the customer hasalready paid for the goods! The money isheld in a secure account, not Fisher’s, and all the dealer needs do is respond to an automaticallysent notification of the transaction and the contact details for the customer. The product for the early months of 2004 have already been demonstrated to the Fisher dealernetwork at their open weekend in West Bromwich, and will have further exposure when the Cycle &Lesiure Shows take place - in Harrogate and at Sandown Park. Product that will catch the dealer’s eye include the top of the range race shoe from NorthWave,the £250 priced Aerator. It’s an incredibly light and rigid shoe, with a mesh upper shoe that has athree strap system and added grip from a locking system that brings the tension closer around theback of the ankle. It has a Y shaped heel to it - ‘imagine gripping a tennis ball in your hand, wellthat’s how this shoe fits with greater retention around the ankle’ Richard Allmark told me. Hydrogenwas their biggest selling North Wave shoe last season, it’s ‘a three strap closure mountain bikeshoe at under £80 that looks better than anything else in the price point on the market’. New is theRunwaway leisure shoe, with either a blue flash or red on the front, a laced shoe with a good sole forwalking and on the bike - ‘at £70 there will be massive sales for this’. From Burley, Fisher will be supplying their tandems to order only. Revamped is the trailer selec-tion, using new polyester fabrics instead of nylon are Delight and Solo, there’s a sun visor, theimproved harnessing, and reversed waterproof zips, the trailers come fitted with a foot brake andbars to make it a into a stroller. ‘All these extras that cost no more on last years price for eachmodel, so all the customer has to do is buy the wheel and they’ve got a quality stroller’.
