Who Leads Your ChamberYour Chamber is run by its members. The 21 members of the elected Board of

Directors determine policies and set goals. Seven directors are elected each year for three-year terms. The Executive Committee is elected by the Board. A Chair-man presides over all Board meetings. The day-to-day operations are handled by a paid professional president and staff.

Momentum: Terrell area economy picks up steam

uilding on a rock-solid past with an eye to a prosperous future continues to be the focus of several entities working in partnership to ensure growth and upward

momentum for Terrell and the surrounding area. “It’s a lot about momentum,” according to Terrell

Mayor Hal Richards. “From my observation, you have upward momentum or downward momentum, and it is a very powerful thing.”

Those comments were made in November 2013 as developers and area officials announced major commer-cial development plans for what has historically been pastureland at the confluence of Interstate 20, Spur 558 and Farm to Market Road 148.

Included in the near term is a Buc-ees travel plaza. Those plans for following years include thousands of square feet of retail, dining, health care and entertain-ment development.

Dallas developers George and Justin Allen and their Oakridge Investments, said they have tentative agreements with several anchor tenants for their Terrell Market Center development. Also in the mix is another commercial developer, Retail Connection, which is planning an entertainment complex with stores, restau-rants and hotels/motels.

Volunteers and staffers with the Terrell Chamber of Commerce, Terrell Economic Development Corporation, the City of Terrell and the city’s Convention and Visitor Bureau are constantly focused on fueling that momen-tum. Richards said the multiple announcements in late 2013 should bode well for Terrell in 2014 and beyond.

“This gives us some incredible momentum,” Richards said. “Terrell has always been a major trading center for the whole region, from the time the railroad was established, and this is going to continue that.”

Richards said Terrell still generates well over half the sales tax and half the retail sales in the county. The latest development news indicates the city’s leaders and developers are taking advantage of Terrell’s location on main transportation routes to ensure a prosperous future.

An exciting futureThe city has played a pivotal role in regional com-

merce, the mayor said.“Our past is unique and interesting,” Richards said.

“Present day Terrell is thriving. Our future is exciting and will be even better.”

While some people may view Terrell as a suburb or bedroom community to the Dallas metro area, Richards said Terrell is far more.

“Many people are surprised to discover that we have 11,000 jobs in Terrell,” he said. Those jobs include positions in manufacturing, distribution, retail, medical, service and education sectors.

“Other towns adjacent to the Metroplex don’t offer the same opportunity to live and work in your home-town,” Richards said.

Justin Allen said Oakridge Investments has owned property for the planned Terrell Market Center since 2007. Their plans got delayed by the lingering global economic downturn.

“The recession slowed us down,” Justin Allen said. But as the state and nation emerge from that recession the developers are in a prime position to move forward.

The Allens said they expect Terrell Market Center to have three phases. With lease agreements, among other details, to put together, George Allen estimated construction would start in late 2015. Construction would take between nine and 12 months, he said.


Building on partnershipsBuc-ee’s, also part of the center, may see construc-

tion begin on its newest store in 2014, according to Torry Edwards, Terrell City Manager.

Edwards said luring Buc-ee’s to Terrell was the result of a series of partnerships between city, county, develop-ers and economic development officials.

“They’re not a truck stop. It’s a 63,000-square-foot shopping experience,” Edwards said. “It’s an amazing phenomenon that’s hit our area, and we’re pleased to have it in Terrell.”

Plans call for the Terrell Buc-ees to include more than 80 fueling pumps.

Terrell Chamber of Commerce President Danny Booth believes that people stopping at Buc-ee’s will go across the road to shop at the retail section of the center.

Another part of the center project is Baylor Health Care systems. George Allen said Baylor is committed to locating in Terrell because it has invested $16 million.

“They tell us they cannot start [building] until the infrastructure is in place,” he said.

“They are doing a study right now to determine [the area’s] needs. The [facility] will be driven by needs [de-termined in the] study.”

George Allen said the hospital could start construc-tion in 2015.

Terrell City Manager Torry Edwards said luring Buc-ee’s to Terrell was the result of a series of partnerships between city and economic development officials.

Buc-ees founder and co-owner Arch “Beaver” Aplin III said the store will initially employ about 125 people with a possibility of increasing that number of 200. It will also have 84 fuel pumps.

Buc-ee’s, he said, normally pays salaries about 45 percent above the industry standard. A basic cashier could start out at $11 to $11.50 an hour.

He hires people who are driven, friendly, move fast, smile, and excited about working at Buc-ee’s.

He had several reasons for choosing Terrell for a new Buc-ee’s. The number one reason was that he found it was an extremely friendly community.

“That is quite important for us,” Aplin said. “We have not done ‘great’ projects before because [the people] were not friendly.”

It became apparent to him that he had to work out the specifics and make it happen in Terrell.

“I am in a hurry,” Aplin said. “I am ready to start moving dirt A.S.A.P.”

they plan to put into the commercial development, Mike Sims, Terrell assistant city manager, said the require easy access.

Sims said the funds have been secured for infra-structure and highway improvements. Construction is expected to start in the first half of 2014 in the vicinity of FM 148, Spur 557 and Interstate 20.

Sims said two participating partners in that commer-cial development recently anted up their share of funding — about $2 million — for infrastructure. Baylor Health Care Systems and Terrell Market Center have provided the city with funds they previously have committed to.

Sims said those projects are a part of work that will be going on over the next couple of years to make way for previously announced development. Prior to developers starting construction on their respective projects they re-quired improvements in access with a variety of widening and other roadway projects.

“We’re looking at five major capacity projects there and we have commitments of $4.5 million from the pri-vate sector to fund those,” Sims said.

Sims said the first work will be on FM 148 South. Following projects will include work on the Spur 557 ramps and frontage roads, I-20 frontage road work and eventual construction of a $3 million Las Lomas Park-way Bridge.

Tilting toward the futureEdwards, Terrell’s city manager, said the community’s

housing stock has stabilized after the recession that started in the 2008-09 time frame.

“We are heavily tilting our entire community with

revitalization,” Edwards said. “It is difficult to make that tilt.”

Permit valuations have increased 83 percent from $21.3 million to $39 million, while crime has been reduced by 39 percent since 2009, according to city officials.

Other economic indicators pointing toward future momentum include bank deposits, which have been on an upward trajectory in recent years. The Federal Deposit Insurance Corporation reported Kaufman County bank deposits stood at $1.141 billion as of June 30, 2013 — the last period they released figures for.

Bank deposits grew by $60.944 million between mid 2012 and June 30, 2013, or an increase of about 5.6 per-cent. Over the past five years, bank deposits in the county have jumped 26 percent, or $237.1 million, since mid-year 2008 when they stood at $904.2 million, according to FDIC figures.

Other signs of growth are evident too.The 2013 Christmas holiday season turned out to be

a record-breaking one for businesses located in the city.For the first time ever, the city of Terrell’s monthly

share of sales tax revenue topped $800,000 in February. February’s sales tax revenue to cities and other entities across the state represents taxes collected in December.

The previous record high one month sales tax revenue tallied in Terrell came in February 2008 — right before the recession that dragged on for several years. That month’s sales tax revenue for Terrell was $791,900.

February is normally the largest month of the year for sales tax revenues for cities because it reflects business from December.

QuikTrip is investing several million dollars in a new

location off of State Highway 34 and north of Interstate 20. Construction started in late 2013 and is expected to be

completed in 2014.

I am truly humbled and honored to serve as the 2014 Chairman of the Board

for the Terrell Chamber of Commerce. Having been active in the Chamber for

several years and serving as Vice Chairman Economic Development for the past

four years, I have witnessed an incredible organization that is focused on the

success of local business and industry.

The Terrell community exhibits a tremendous sense of community pride that is

obvious from the unbelievable network of volunteers and hard working servant

hearts found here. I believe this is part of what has earned Terrell the endearing

term that Mayor Hal Richards has coined, “Terrell America”.

Your hard working Chamber board has already met to develop the 2014

Plan of work. To no surprise, another busy year is ahead of us. The Annual

Terrell Heritage Jubilee is just around the corner with opportunity to exhibit

in the Business Expo. We will continue to support the Terrell Business and HR

Association through the sharing of timely topics, and we will also continue to

support the small business environment by promoting such events as “Christmas

in July” and “Shop Home for the Holidays”. In October, we will host the 33rd

Annual Terrell Civic Auction. Known to be one of the largest in the state, this

event would not be possible without the previously noted network of volunteers.

And, of course, none of this would be possible without a Chamber staff that is

second to none.

An Oncor employee of over 36 years, I am fortunate to work for a company

that allows me time to give back to the community, which I greatly enjoy. We are

committed to the communities we serve and strive to support the betterment of

the community and economic development of the area.

of the most popular Chamber programs. The mixers pro-vide members with an opportunity to exchange business cards, make new contacts and have a lot of fun.

The New Member Orientation offers a time to meet fellow new members, learn about the Chamber and put in a “plug” for your business.

Board of Directors Luncheon — The meeting is open to all chamber members. The Executive Committee reports on the activities of the Chamber at the noon lunch meeting on the third Monday of each month.

JANUARYBoard Retreat: The Terrell Chamber of Commerce/

CVB Board of Directors meets to make plans for activi-ties and events for the upcoming year. Volunteers discuss how they can best fulfill their mission to improve the com-munity through its support of Terrell residents, business owners, city leaders and the school district. The meeting promotes interaction between members of committees who develop a comprehensive Program of Work to promote fun-draising, tourism and economic development efforts.

FEBRUARYIndustrial Recognition and Membership Lun-

cheon: With an average attendance of 300, local industry and chamber members gather to honor our local industries and the chamber volunteers. The luncheon includes a key-note speaker and recognition of industry and individuals who are instrumental in the success of Terrell. The high-light of the event is the presentation of the Rotary Club’s Community Service Award to an individual who best ex-emplifies the club’s motto, “Service Above Self.”

President’s Club Kickoff: The President’s Club kicks off with a luncheon to announce the year’s theme and goals. The purpose of the club is to recruit new members, assist with various projects and promote the Chamber. Volunteers are divided into teams that earn points by participating in various Chamber-sponsored activities and events. Individual and team winners who accumulate the most points each quarter are recognized with a gift. The individual who has the highest total of points at the end of the year is recognized at the Chamber banquet with the President’s Award.

MARCH: Dinner/Dance: The No. 1 British Flying Training

School Museum Dinner/Dance will be held in March. En-joy an evening of dining and entertainment by the Heri-tage Brass Band performing hits from the 1940’s vocals by the “Andrews Sisters” and much more. Sit back and re-lax while listening to the wonderful music, or dust off your swing shoes and enjoy a few rounds on the dance floor.

Kaufman County Day: Community leaders visit the State Capitol in Austin each year to meet personally with legislators about issues that directly affect Kaufman County. The annual visit provides local volunteers and business leaders an opportunity to take part in planning for growth while working to ensure that the city retains its value as a rural community.

APRILTerrell Heritage Jubilee: Held each spring, the

long-standing celebration marks the community’s biggest attraction of the year. Designed to attract visitors and pro-vide entertainment for local residents, the annual weekend festivities attract crowds in excess of 15,000 people. Fea-tured activities include a barbecue cook-off, quilt show, arts and crafts vendors, health and business expo, carni-val, ranch rodeo, 5K run, and numerous other events.

Historic U.S. Hwy. 80 Sale: Sponsored by the East Texas Tourism Association, the Terrell Downtown Busi-nesses support the twice yearly event designed to promote traffic along the historic highway which runs from Savan-nah, Ga. to San Diego, Calif. The spring sale is scheduled for the 3rd weekend of April.

MAYRelay For Life: Kaufman County Relay For Life is

an all-night fundraiser for the American Cancer Society. Held each spring, the event attracts hundreds of volunteers who compete on teams to raise money and awareness for people with cancer. The event, which kicks off at 7 p.m., includes a luminary ceremony, a survivor walk, a silent auction and on-site fundraising at campsites set up around the school track.

Run for the Wall: More than 350 motorcycle riders from across the United States pass through Terrell each year as part of a cross-country ride to raise awareness for all veterans, Prisoners of War, those Missing in Action and those killed in the line of duty.

Designed to promote healing among veterans and their families, the ride starts in California and arrives in

Washington D.C. on Memorial Day. The Chamber solicits community donations to pay for food and gas for the riders. More than 150 area riders accompany the group on a day ride for the next leg of the journey to Longview.

JUNEAntique Tractor Show: The North Texas Antique

Tractor and Engine Club members host their annual week-end show in Ben Gill Park. The event attracts hundreds of visitors who display their antique farm machinery. Mem-bers offer demonstrations of wheat threshing, corn grind-ing and rope making as well as exhibits of tools and ma-chinery used in early farming trades.

TISD Employee Appreciation: The Terrell Inde-pendent School District and the Chamber staff host an em-ployee appreciation breakfast every year to honor the work of teachers, administrators and support personnel. The an-nual event includes a catered meal and the presentation of service awards and “Teachers of the Year.”

Allied Ride: The No. 1 British Flying Training School Museum is also proud to host the Allied Memorial Remembrance Ride in June of this year when motorcycle riders from all over North Texas (and elsewhere) will make their annual pilgrimage to Terrell to honor the fallen he-roes of the United Kingdom, U.S. and Canada.

JULYJuly 4th Celebration: Families and friends cel-

ebrate the nation’s birthday with a number of festivities including a tricycle/bicycle decorating contest, refresh-ments, entertainment, and a fireworks show. The show at-tracts hundreds of visitors throughout the area.

PUSH America: Bicyclists pedal though Terrell each year as part of a cross-country ride to raise awareness about people with disabilities. Since its beginning in 1987, the ride has developed into a fraternal fundraising event which has raised more than $500,000 to date. The Cham-ber works with local service clubs to support the cyclists who ride to Washington D.C. Their visit typically includes a puppet show for area day care children, and a visit to

Terrell State Hospital where they play games and enjoy a meal with the Terrell State Hospital child and adolescent patients.

SEPTEMBEROn the third Saturday of September, the No. 1 British

Flying Training School Museum sponsors a fly-in at the Terrell Municipal Airport. The fun filled day includes: a pancake breakfast, flight simulators, vintage aircraft static displays, parachutists, classic car show, model airplanes, stunt helicopters, guest speakers, fly overs and a food court. A Kids Zone provides educational exhibits and activities, interactive games, and contests with awards and prizes.

OCTOBERThe annual Civic Auction is the Chamber’s major

fundraiser of the year. Now in its 33rd year, the annual event attracts almost 900 people and boasts a raffle, a si-lent auction and a live auction with close to 1,000 items. This past year, the Chamber was the only chamber in the state to reach their auction goal. Money from the event is used to promote Chamber activities throughout the year. Planning for the following year’s event begins shortly after the auction is over. Dozens of volunteers and the Chamber staff ensure the success of the event.

Historic U.S. Hwy 80 Sale: Sponsored by the East Texas Tourism Association, the Terrell Downtown Businesses support the twice yearly event designed to promote traffic along the historic highway which runs from Savannah, Ga. to San Diego, Calif. The fall sale is scheduled for the 3rd weekend of October.

Downtown Trick-Or-Treat: Downtown Terrell comes alive with ghosts and goblins as the Chamber works with the area busi-nesses to host this annual Halloween evening event.

NOVEMBERShop at Home: Small Business Saturday is held the

Saturday after Thanksgiving and is hosted by the Terrell Small Business Organization in conjunction with the Ter-rell Chamber of Commerce. The event provides a unique shopping opportunity to visit the many small businesses that make Terrell one of a kind. Business owners tradi-tionally offer holiday refreshments, special offers and the change to win gift baskets worth hundreds of dollars.

DECEMBERTerrell’s historic Social Science Club annually hosts

the Christmas in A Small Town tour of homes early in De-cember. The event provides visitors a glimpse into several of the city’s historic and beautifully decorated residences.

Other popular events include Cornerstone Baptist Church’s “Walk with the Wisemen,” an outdoor Christmas drama, First Baptist’s Church’s “Merry Christmas Terrell” musical program, First United Methodist Church’s chil-dren’s play and Christmas Cantata. The holiday season would not be complete without downtown holiday decora-tions and the community tree that inspires the holiday en-vironment for local residents and visitors alike. Lifepoint Church’s annual Evening Christmas Cantata has become a Terrell tradition providing guests the chance to heard the sounds of Christmas.

Christmas Parade: The Annual Stanley Ballard Sr. Christmas Parade, held on the second Saturday of Decem-ber, boasts floats, local bands, drill teams, local dignitar-ies as well as horse and motorcycle groups. The Hella Shriners join the parade each year to entertain the crowds with their antics. •

SHOPPING AND DININGConveniently tucked in the middle of several ma-jor thoroughfares, the downtown area is still a prominent part of the city, thanks in part to a $4 million Texas Main Street Program grant which provided funding for city lead-ers to preserve many historic buildings, some of which are still in use today.

Those efforts are being enhanced with a new façade improvement incentive program kicked off by the Terrell City Council in early 2014.

In April, residents and visitors join together for a week-end of Heritage Jubilee activities at Lions Club and Ben Gill parks. Festivities include a barbecue cook-off, a 5k race, a quilt show, a carnival, a car show, a motorcycle ral-ly, a book sale and a health and business expo. Throughout the weekend, various musical groups, dance groups and gymnastics teams provide entertainment. a

The event, which attracts more than 15,000 people annually, also features a petting zoo and dozens of arts and crafts and food vendors.

A ranch rodeo also is conducted off site at Wade Arena. With its prime spot along U.S. Highway 80, Terrell is on the route of the 392-mile U.S. 80 Highway Sale & Cruise which is designed to promote tourism along the historic highway.

During the Heritage Jubilee and again in October, the East Texas Tourism Association encourages road-side vendors to display their wares in towns along the way during the High-way 80 Sale.

Terrell also hosts the North Tex-as Antique Tractor and Engine Club Show where visitors are invited to view a collection of antique farm imple-ments and learn about the life of early Texas farm families. Club members are on hand to give demonstrations of equipment and provide tractor rides to area children.

Area residents also look forward to peach season when the doors of Ham Orchards open for business. This family-owned market has grown from a small stand on the side of the road to an air-conditioned store that of-fers fresh peaches and other produce, homemade ice cream, pick-your-own blueberries, homemade fudge, ham-burgers, hot dogs, chips and baked goods made fresh daily.

Each summer, the chamber and the Terrell Alliance for Education and the Arts co-host a 4th of July Fire-works Show.

The event kicks off with a tricy-cle/bicycle decorating contest and pa-rade followed by a patriotic concert by the North East Texas Symphony Or-chestra. The event is an area favorite that normally attracts a crowd of about 6,000 people.

The Terrell Small Business Or-ganization hosts Christmas in July on a Saturday with many shops, bou-

tiques and service businesses offering specials, refreshments and a chance to win hundreds of dollars worth of gifts. That same group, in conjunc-tion with the Terrell Chamber of Com-merce, the Terrell Heritage Museum and North East Texas Art Alliance, is organizing ArtWalk Terrell as a new event in 2014 to help bring the com-munity together.

The Terrell Downtown Associa-tion eagerly awaits Halloween each year so it can cater to area ghosts and goblins at the downtown trick-or-treat event. Families are invited to stroll Moore Avenue where merchants hand out candy to local youngsters.

The holiday season is alive and well in Terrell. City crews work fe-verishly to decorate downtown with lights, wreaths and holiday decor. A community tree greets residents and visitors alike.

On the Saturday after Thanksgiv-ing shoppers are enticed to Shop At Home during Small Business Satur-day. Terrell merchants join forces to promote the event and offer special discounts, refreshments, open houses and prize drawings.

HISTORIC TREASURESThe Terrell Heritage Museum takes visitors on a walk through Ter-rell’s colorful history. Housed in the 1914 Carnegie Public Library build-ing, the museum’s exhibit includes an extensive collection of historic memo-rabilia that pays tribute to Terrell’s agricultural, domestic and economic history dating back to the city’s earli-est days in the late 1800s.

The R.A. Terrell Home, one of the first homes built in Terrell, is one of only 20 surviving octagon-shaped houses in the United States and bears the distinction of a state and national historic landmark.

Terrell also boasts one of the few remaining Sears and Roebuck houses that were built from a kit that could be purchased from the legendary re-tailer’s catalog.

The No. 1 British Flying Training School Museum, on the grounds of the Terrell Municipal Airport, is

dedicated to the more than 2,000 British Royal Air Force and American Army pilots who were trained at the facility during World War II.

The museum hosts one of the most unique collections of World War II flight memorabilia. Volunteers are working on rebuilding an aircraft of the type used during the days was home base for training allied pilots, an AT-6.

VETERANS MEMORIALAn outpouring of local sup-port combined with the spirited fun-draising efforts of the Terrell Marines Corps League fueled progress on con-struction of a veteran’s memorial park in Terrell.

The memorial, which was com-pleted in 2011, made its home ad-jacent to the Terrell Chamber of

Commerce. The memorial honors ser-vicemen and women with Terrell ties that were killed in action since WW II in a special section. Names of other servicemen and women who served our country will be listed in a sepa-rate section.

Baylor Medical CenterThe future of healthcare in Terrell is looking brighter

than ever thanks to the incoming Baylor Medical Center as part of a major development near the intersection of Interstate 20 and Spur 557.

Baylor has already invested about $16 million in the property and as its share of infrastructure improvements the help make access easier.

Construction is expected to begin in 2015 on the facility, which is expected to be the largest medical complex in Kaufman County upon completion in terms of patient space. It also is planned to anchor a series of retail, office and other commercial properties in the surrounding area.

The development was made possible in part by a tax-increment financing agreement approved by the city of Terrell in 2009.

Baylor Health Care System already has a presence in town with Family Medical Center at Terrell, a neighborhood family practice affiliated with Baylor through its Health Texas Providers network.

The facility at 200 N. Virginia St. is open weekdays during regular business hours. It has served the Terrell and surrounding communities for more than two decades, and shares a building with Regional Imaging Center of Terrell.

TRINITY VALLEY COMMUNITY COLLEGE — Higher education does not require traveling far from home for lo-cal residents.

Trinity Valley Community College’s Terrell campus of-fers many options for its students.

The Terrell location of TVCC is on a 40-acre campus at Interstate 20 and Wilson Road.

The school complex includes science and computer labs, a learning resource center, student lounge, cosmetol-ogy lab and a greenhouse.

“We are experiencing continued growth here on our campus,” Provost Dr. Algia Allen said. “The TVCC nurs-ing program has grown tremendously, and a lot of students take their prerequisite courses here.”

Another area of growth has been dual-credit course offerings for area high school students.

TVCC and Terrell ISD have partnered to offer free dual-credit courses to qualifying students starting in the 2014-15 school year.

TISD will cover the cost of tuition, books, fees and transportation to and from the TVCC. Students will have the option to choose from three different pathways: a 24 credit hour plan in which students will take six hours per semester during their junior and senior years; a plan to earn credits in core courses that will transfer to public universities in Texas; and a plan by which students could earn an associate’s degree.

TVCC is based in Athens with additional campuses in Kaufman and Palestine.

Students who are planning to continue to a four-year university will find a wide range of general education courses for credits that will transfer with them.

“People are looking for ways to meet their educational needs, and this is a very pleasant place to be,” Allen said. “Our faculty has a passion for teaching, and a compassion for students.”

For those who are seeking occupational skills or edu-cation for individual enrichment, TVCC Terrell offers day-time and evening courses in business and office technol-ogy, child development, computer science, cosmetology, criminal justice, fire science technology, horticulture and management.

The campus also hosts classes that are prerequisites for students preparing to enter the TVCC nursing program, which is located in Kaufman.

The Learning for Living Academy program allows in-dividuals to participate in college courses without entrance exam requirements.

SOUTHWESTERN CHRISTIAN COLLEGE — South-western Christian College has provided a Christ-based education to students since moving to Terrell more than 60 years ago.

Located close to downtown Terrell, SWCC — which opened in Terrell in 1949 at the location of a former mili-tary school — offers the benefits of a small-school en-vironment while offering a two-year program for an as-sociates degree in liberal arts and a four-year bachelor’s degree program in Bible and Religious Education.

The faculty and students at SWCC make it part of their mission to participate as difference-makers in the community.

“During the summer, we feed between 300 and 400 kids breakfast and lunch through our summer feeding program,” said Albert Rice, SWCC student support ser-vices director. “There are a lot of activities, and it gives us the opportunity to work with these kids and give them something productive to do.”

The school also operates an Upward Bound program, part of the school’s mission to prepare high school stu-dents for college life.

The college holds an annual homecoming and found-ers week — called the SWCC Lectureship — during which spiritual workshops are held, as well as homecom-ing festivities.

“During this event, we honor and recognize our pio-neers and founders,” said James Maxwell, SWCC vice president of institutional expansion, during this year’s

lectureship, which was the college’s 76th. “We want our

present and future students to know they’re foundation.” •

Micheal French set a clear goal when he was hired in May 2013 to serve as the district’s superintendent: to improve student achievement in all areas.

“What’s key for parents, and even a taxpayer that doesn’t have kids, is you want an educated community,” French said. “When you’re talking about getting your freshman and sophomore years of college in high school, you have a built-in scholarship program for those kids that are willing to work. I’m very proud of our school board because they’re going to commit some resources to this.”

Community organizations, including Terrell Kiwanis, Rotary and Lions clubs, are active on campuses with student-led groups that learn leadership through service projects and outreach.

Students also participate in student government and a variety of clubs and activities

Setting the vision and course for the district is the elected school board, which works to keep all of the departments and campuses on a path of constant growth.

The athletics program at TISD will be in District 12-5A beginning in the fall along with Forney, North Forney, Mesquite Poteet, West Mesquite, South Garland, Rockwall Heath and Royse City.

Fine-arts programs feature music and art education beginning in the elementary schools. Students may participate in many award-winning performance arts including one-act play, the Fightin’ Tiger Band and choir.

According to Terrell Mayor Hal Richards, the school and city are linked with a common goal.

“Even though the school district and the city are different entities and have different roles to fill, the end product of what we are both working for is a really good, desirable, quality place to live, work and raise your family.” Richards said. •

reating strong ties between the community and the school system is a priority for Terrell leaders, as evidenced by the development of the Terrell ISD Excellence Foundation.

The foundation is an independent, non-profit corpora-tion that provides funding for programs and projects that do not fall within the budgetary guidelines of TISD, or that cannot be funded with tax dollars.

The effort goes beyond the students, also helping teach-ers who want to develop their own abilities.

“We want to knock down financial walls,” Lucas said. “If they find training that they know will give them ideas and tools to teach better, but the district can’t do it, we want to send them there.”

The first round of grants were awarded in the fall of 2009, with $50,000 of funding distributed to 11 projects.

Since its inception, the foundation has awarded about $319,000 in grants.

One of the latest grants was given to Nathan Fieldsmith, a teacher at Terrell Alternative Education Center, who was awarded $9,848 to build a greenhouse at the campus.

“It’s a greenhouse that we’ll use for science class, like when we discuss germination,” Fieldsmith said. “The hope

is to either donate the vegetables we grow, or use them our-selves. Either way, we’ll involve the community.”

The largest grant yet awarded, $20,400, was given to Terrell High School teacher William Wallace in fall 2012 to purchase virtual welding stations.

“It allows students to weld without actually using the welding rods,” Wallace said after receiving the grant. “It works mostly off the computer, which will report back to them how good their welds are and their technique.”

Having such a generous and active group investing in the future of TISD has proven very beneficial, giving the district’s educators and students a boost in morale as well as direct monetary contributions.

“We’re just excited that we’re able to get the grants,” said Peggy Bridges, director of the TISD Career and Tech-nical Education program, at a past check presentation. “Some of the equipment we would like to have, we can’t afford in our budget.”

Donations from a wide spectrum of Terrell businesses and individuals fund the foundation, and grants are made based on applications submitted by students and faculty from TISD.

Grants are awarded in three general categories: Career and Technology Initiatives, Advanced Learning Initiatives, and Professional Development Initiatives.

tered education for their children. This fully-accredited school,

which was founded in 2002 and is just north of Terrell, includes kin-dergarten through 12th grade and has an enrollment of more than 220 students.

The school offers an academi-cally excellent college-prep pro-gram.

In addition, PCCS distinguished it-self in the area of learning differences when its LINK Lab program and its 10 teachers was applauded by the Scottish Rite Learning Differences department as well as the SACS accreditation team.

Parents play a key role in making the school affordable to families by playing key roles in operational func-tions.

“The way we make our private school more accessible to families of various income levels, is through strong fiscal management and the Parent Part-ner Program, which accounts for more than 1,700 volunteer hours per month,” said Anne Horan, the school’s founder and administrator.

The lower tuition at PCCS, less than daycare costs, has provided op-portunities for a private education to families who might not otherwise be able to afford it.

“In this economy, families are pleased they can afford to keep their children in a Christ-centered school,”

admissions director Mica Pryor said.Horan said the vision of PCCS is to

prepare students to be responsible and Christ-centered members of the com-munity while ensuring academic profi-ciency.

More than 50 courses are offered

during the last two periods of the day including: drum line, danger rangers, chess, 4-H, digital pho-tography, modern marvels, men at work, pottery, literary circles, cooking, twirling and sign lan-guage.

On an annual basis, 2013 turned out to be a record setting year for sales and the related sales tax rev-enue. The city collected $7.89 million for the January through December period.

That was up considerably from 2012, when the city’s share of sales tax revenue was $7.28 million.

If the trend of the early months of 2014 continues this should be yet another record setting year.

Terrell and Kaufman County are also doing well in the job creation business.

According to the Texas Workforce Commission, the county continues to

do set new records.For December 2013, the last

month for which figures are available, Kaufman County’s unemployment rate was 5.6 percent. That is down from 6.2 percent a year ago.

The county’s December unem-ployment rate has dropped each of the past five years after topping out at 8.8 percent in December 2009. Between December 2012 and December 2013, Kaufman County added about 1,000 workers to local payrolls.

Employment in the county stood at 48,682 in December, reflecting a new record number of people on payrolls for that month. •

Transportation assistanceStar Transit, which is based out of

the historic Terrell Depot train station along with Kaufman County Senior Citizens Services, provides public transportation assistance for Terrell residents who need assistance with rides to medical appointments, errands, shopping or other needs.

Typically, Star Transit is able to accommodate requests with one day of advanced notice for doctor visits, including trips to Dallas-area hospitals

and medical offices. Discounted fares are offered for riders over age 60.

Although the service regularly runs weekdays from 8 a.m. to 4 p.m., dispatchers can arrange extended hours on an as-needed basis.

In terms of optometry, Terrell patients have their eye on Premier Vision at 808-B W. Moore Ave. The practice, led by Dr. Kent A. Wilson, offers a range of services including comprehensive eye examinations, optical dispensing, surgery co-management, glasses, contact lenses, laser vision correction, eye infections and injuries, and treatment of eye diseases such as cataracts and glaucoma.

Care United Medical Center in Forney, which is open seven days a week, is a convenient option for patients with services including urgent care and minor emergencies, family medicine, women’s health, occupational medicine and a weight-loss program.

Terrell Pharmacy, a full-service Health Mart pharmacy located at 642 N. Rockwall Ave., has been family owned and operated since 1969. The practice prides itself on strong customer care as it provides full prescription services including compounding, personal medication counseling, diabetic supplies, medical equipment, vitamins and herbal supplements and other products. It also offers free delivery within the Terrell city limits and to selected assisted living centers.

Terrell Women’s Health Center, under the direction of Dr. Reba Williams-White, recently moved its practice to a larger facility at 109 Tejas Drive, Suite 100, to accommodate growth, and opened a second location in Rockwall. With more than two decades of experience in obstetrics and gynecology, Dr. White and her staff have been a primary source of care for expectant families in the Terrell area. •

BIRMINGHAM, Ala. — Terrell native Carnell Horn Jr. helped the UTEP men’s track and field team earn the Conference USA indoor track championship on March 1.Horn, Roberto Camacho, Abiola Onakoya and James Bias finished in second place in the 4x400 relay with a time of 3:13.73. Louisiana Tech won the event with a time of 3:13.48.Horn, now a sophomore at UTEP, was a standout of the Ti-gers during his time at Terrell High School, qualifying for regionals three times.UTEP will now begin its out-door track season.The C-USA outdoor champion-ships will be held in Houston on May 15-18.

CRANDALL — The Terrell varsity soccer team needed a little boost before its week-long hiatus.The Tigers (7-9-3, 3-4-3) had lost their past four matches in District 23-4A play — two in penalty-kick shootouts to Forney and Mes-quite Poteet and two close losses to Kaufman and West Mesquite.Terrell snapped its losing skid with an 8-0 shutout of Crandall on Friday night.“We have hit the post or crossbar of the goal 13 times in district play, so it was nice to hit the net after a good shooting practice [on Thurs-day],” Terrell head boys soc-

cer coach Joe Stephens said.The Tigers had a slow start, Stephens said, but started tallying goals around the 25-minute mark, when Luis Campos scored off a pass from Anthony Torres.Kristof Kover earned a hat trick, notching three goals in the first half with the help of teammates Michael Dennehy and Mauricio Villa.Villa also found Bryan Lara with about 14 minutes left in the opening half to make the score 5-0.Dennehy, Andreas Candis and Edgar Fierros all found the back of the net in the sec-ond half.

FORNEY — The Terrell varsity softball team couldn’t gain traction against North Forney on Friday night.The Lady Tigers (2-12, 0-2) were shutout 15-0 by the Lady Falcons (11-3-2, 2-0) in a in a run rule shortened District 10-4A game.Christi Flanigan pitched all three innings for the Lady Falcons, tallying eight strike-outs and not allowing a hit.“Christi has really come on strong and is throwing re-ally well,” North Forney head softball coach Scott Delozier said. “I think she feels better because she knows she can go out and give it her all and if she runs out of gas, she has Peyton [Hedrick] to come in and finish things. I think

that’s helped both of them a lot, and it also helps the men-tality of the team knowing we have two strong pitchers.”Peyton Hedrick and Mari-lyn Rizzato hit back-to-back home runs in the bottom of the third inning.The win followed up North Forney’s 10-0 shutout of Car-rollton Creekview on Tues-day.“It’s definitely a good start to district, especially with the win over Creekview,” Delozier said. “They went four rounds deep in the playoffs last year.”The Lady Falcons will play road games against Highland Park and West Mesquite on Monday and Tuesday while Terrell will have its home debut against West Mesquite on Monday and travel to play Carrollton Newman Smith on Tuesday.

FORNEY — The North Forney varsity baseball team found itself in a 4-0 hole against Royse City in the Falcons’ final nondistrict game on Friday night.

The Bulldogs had scored a run in each inning to hold the edge over North

ever, the Falcons (3-9) scored five runs in the bottom of the fourth inning to take the lead en route to a 5-4 win.

Terrell State Hospital has new super

Terrell State Hospital’s interim

superintendent has been selected as

the hospital’s new superintendent.

Dorthy Floyd on Sept. 16 initially

replaced interim superintendent

Jay Norwood, who returned to his

position as the nursing director for

the state hospital system, according

to Texas Department of State Health

Services officials.

Floyd, they said, has been at TSH for

29 years and has served in a number

of positions, including as program

director, psychologist and assistant

superintendent.

Norwood served as interim director

for three months.

TSH during 2013 was facing a

deadline to see whether nor not it

would lose about $4.6 million in

Medicaid and Medicare funding after

two deaths at the hospital.

The second one, which involved

a patient striking another patient,

resulted in TDSHS Commissioner Dr.

David L. Lakey visiting TSH during

the summer in 2013.

The man’s death was the first since

a 62-year-old woman died at TSH

in 2012. After the woman’s death,

Norwood was appointed acting

superintendent of the hospital to

replace Dr. Joe Finch in June 2013.

State officials said Finch resigned

in lieu of termination but would not

say if the resignation was connected

to the CMS investigation into the

woman’s death.

The woman had been in

restraints for 31.5 hours without a

doctor’s authorization, according to

documents.CMS officials conducted a surprise

visit to the facility during spring

2013 to see if hospital officials were

instituting changes to ensure patient

health and safety.

CMS officials sent a letter on May

24, 2013, to Finch calling for changes at

the facility or a loss of federal funding.

The Texas Department of State Health

Services oversees the state’s hospitals.

The CMS Dallas office received a

complaint on May 1, prompting the

investigation into TSH practices.

TSH, according to CMS regional

official David Wright, was out of

compliance on a couple of issues —

patients’ rights and nursing services.

‘Miss Pauline’ gets plenty of attention


It was almost as if seven decades had evaporated

on Saturday night at the Madix hangar as student and

instructor reminisced about what it was like at the No.

1 British Flying Training School in Terrell during World

War II.Pauline Bond Baxter, a WW II link trainer, and Royal

Air Force pilot Eric Gill also talked about what it was like

to be part of history in Terrell.

The backdrop was the 2014 No. 1 BFTS Museum

Hangar Dinner and Dance, at which “Miss Pauline,” an

AT-6 plane named after Baxter, was unveiled.

It was at the dinner dance in March 2013 that museum

board president Don Thurman announced the kickoff of

a fundraiser to buy an AT-6. The AT-6 was used by the

cadets during their pilot training.

During the rest of 2013 and the first part of 2014,

volunteers have been putting “Miss Pauline” together

piece by piece. The plane is now sporting a frame and

center wingspan mounted on wheels, an engine and a

propeller.People crowded around “Miss Pauline” on Saturday

night, waiting for their turn to have a picture taken with

her.“We wanted to build an airplane,” Thurman said.

“Look at what happened. We built an airplane.”

AT-6 was used by Royal Air Force, Canadian and American cadets for training at the No. 1 British

Burnett officials focus extra

attention on reading abilities

Burnett Elementary School administrators

have focused extra attention in recent years

on increasing students’ reading abilities so

they don’t fall behind when they move on

from the school.

To help meet that goal, a new addition to

the school library has been opened that will

feature books in both English and Spanish in

different genres and various reading levels.

Officials hope the new guided-reading library

will allow teachers to focus on specific areas

in which a student needs help.

At a ribbon-cutting ceremony held on

March 5, which was attended by district

officials, teachers, students and parents,

Burnett Elementary principal Angela Barton

expressed optimism about the library helping

prepare students for academic success as

they advance grade levels.

“We want our kids to be reading by the

time they leave Burnett,” Barton said. “We

want them to be more ready than they are

now.”The school, which houses the district’s

Head Start program along with pre-

kindergarten and kindergarten classes, was

awarded a $7,000 grant from the Terrell ISD

Excellence Foundation in fall 2012.

the proposed increased

during a special meeting

and workshop at 6 p.m. on

Thursday.The last time the fees were

changed, according to city

officials, was 2001.

changes, admission would

cost a dollar more for children

4-17 years old and a dollar

more for people 18 and older,

To rent the pool for two

hours, the cost for 75 people

and less would increase from

$150 to $200 while the cost

would increase from $200 to

$250 for between 75 and 125

people.A season pass for a family

of four would increase by $25

from $75 to $100.

For a family of four to

attend family night, the cost

would increase from $4 to $5.

And water aerobics/

zumba would increase from

$25 to $30.The council also is going

to discuss a resolution

cancelling the May 10

election because there aren’t

any races.District 3 candidate

seat while Councilman

D. J. Ory is not facing any
