Midterm Evaluation (MTE) of the programme “Strengthen capacity for implementation,

monitoring and evaluation of the National Strategy and the National Programme on

Gender Equality” (2012-2016)

1. Introduction

UN Women Viet Nam is seeking an external international consultant for the Mid-term Evaluation (MTE)

of its 5-year programme on “Strengthen capacity for implementation, monitoring and evaluation of the

National Strategy and the National Programme on Gender Equality (NSGE and NPGE)” under the

framework of the UN One Plan 2012-2016.

This MTE will focus on a formative evaluation of a specific component (Component 3) of the programme

after 2 years of implementation which works with the objective of strengthening the capacity of the

national implementing partner, the Gender Equality Department of Ministry of Labour, Invalids and

Social Affairs (GED/MOLISA). Other components have been separately reviewed. The evaluation

background is as follows.

2. Mid-term Evaluation Background

In May 2012, United Nations in Viet Nam and the Government of Viet Nam signed the One Plan 2012-

2016. The One UN Plan 2012-2016 is a common programmatic framework detailing the programmes and

objectives of all UN agencies operating in Viet Nam. This framework is developed in agreement with the

Government of the Socialist Republic of Viet Nam and will be implemented with the leadership of the

government and support of donor agencies. The One Plan outlines three broad focus areas which includes

supporting the Government to achieve inclusive, equitable and sustainable growth; access to quality

essential services and social protection; and enhanced governance and participation. Work in these areas

corresponds to Viet Nam’s own socio-economic development priorities outlined in the Socio-Economic

Development Strategy 2011-2020 and the Socio-Economic Development Plan 2011-2015.

Under the framework of the One Plan 2012-2016, specifically on Focus Area II on social security and

protection, Outcome 2.4 which states: ‘By 2016, national and sub-national institutions, in partnership

with communities, more actively address inequalities through implementation and monitoring of laws,

policies and programmes that promote gender equality and women’s empowerment, and an effective and

sustainable response to HIV, reducing stigma and discrimination’ and its related outputs: (i) “Gender-

related legal and policy frameworks programmes and practices strengthened to effectively address gender

inequality and inequity, gender discrimination and gender-based violence” and (ii) “Multi-sectoral

coordination mechanisms effectively guide comprehensive evidence-based planning, budgeting, M&E for

a sustainable response to gender inequality, inequity, discrimination and gender-based violence”, UN

Women Viet Nam is supporting the Ministry of Labour, Invalids and Social Affairs (MOLISA) with the

implementation of a programme “Strengthen capacity for implementation, monitoring and evaluation of

the National Strategy and the National Programme on Gender Equality (NSGE and NPGE)”. The long

term objectives of the 5-year programme is to support effective implementation of National Strategy and

the National Programme on Gender Equality and other sectoral plans related to promotion of gender

equality.

The total programme budget is USD 2,482,834 of which UN Women committed to support USD

2,383,034 and the estimated counterpart fund from the state budget is 2,086,000,000 VNĐ (equivalent to

USD 99,800). The approved Detailed Project Outline (DPO) attached to the TOR has three main

components that UN Women has agreed to in partnership with MOLISA which are as follows:

Component 1. Strengthening the capacity of the Ministry of Labour, Invalids and Social Affairs in

implementing CEDAW toward realization Women’s human rights and gender equality in Viet Nam

(implementing partner: Gender Equality Department, MOLISA).

Component 2. Empowering women migrant workers in Asia (implementing partner: Department of

Overseas Labour, MOLISA)

Component 3. Strengthening capacity for the implementation and monitoring of the National Strategy

on Gender Equality (implementing partner: Gender Equality Department, MOLISA).

It is estimated that the budget for Component 3 is about USD 1,200,000 over five years from 2012 to

2016. The related results and objectives related to Component 3 being evaluated through the MTE,

according to the programme logical framework, are as follows (Please see Annex 1: Project Document)

Long-term objective: Support effective implementation of National Strategy and the National Programme

on Gender Equality and other sectoral plans related to promotion of gender equality.

Specific objective 1: Enhanced knowledge and skills of the government staff from the national to

provincial levels to effectively implement and monitor the implementation of the National Strategy

and the National Programme on Gender Equality at the whole country.

Expect result 1.1. Strengthened capacity for organizing, analyzing and evaluating implementation

of the Gender Equality Law and the NSGE and NPGE period 2011-2015.

Expect result 1.2. Strengthened capacity for collection and use of sex-disaggregated data for

reporting and evaluating the implementation of Gender Equality Law, NSGE and NPGE period

2011-2015.

Expect Result 1.4. Enhanced capacity for coordination to strengthen gender mainstreaming in

some selected sectors and localities.

Specific objective 3: Gender Action Partnership (GAP) effectively guides comprehensive evidence-

based planning, budgeting, monitoring and evaluation for a sustainable response to national gender

inequality issues.

Expected result 3.1. Conducted dialogues and established mechanisms for updating information

about activities, projects and programmes that promote gender equality in Viet Nam.

Expected result 3.2. Strengthened capacity to develop and implement activities on gender equality

and prevention of violence against women of member organizations.

Note that Specific Objective 2 of the DPO is not included in this mid-term evaluation.

3. Mid-term Evaluation objectives and scope

The purpose of this MTE is to provide an independent assessment of the programme to improve

programme implementation, and making necessary course corrections. The evaluation will assess

relevance, effectiveness, and sustainability of the programme within the country context of the

implementation of the One Plan and UN Women Annual Work Plan. The MTE report will also be used in

providing information for the implementation of UN Women annual work plan in Viet Nam until 2016.

More specifically, the objectives of the MTE will be to assess:

Progress made toward the achievement of the expected results and performance after 24 months of

implementation (from September 2012 to date).

Relevance of the programme strategies and design in the evolving context of changing socio-

economic developments and realities in Viet Nam.

Effectiveness of the pogramme in achieving the specific results of the programme.

Progress made by the ministry in institutional capacity and resources to maintain results over time.

Recommend adjustments, if any, to programme strategies and directions for the remainder of the

programme.

Potential sustainability of the programme

The primary user for the MTE is Gender Equality Department under MOLISA, Ministry of Planning and

Investment, and UN Women. Secondary users will be the Viet Nam UN Country Team’s Result Based

Management working group and Gender Joint Programme coordination group.

4. Mid-term Evaluation criteria and key questions

The MTE will look at the following criteria.

Relevance will look at the planning, design, implementation and coherence of the programme of the

UN Women programme to Viet Nam’s development concerns. The MTE will make suggestions on

improvement of the programme design to achieve the results.

Effectiveness will examine factors contributing to achievement of the results in time. The MTE

should also examine UN Women’s coordination role and look at the level of ownership among the

stakeholders in the programme. Any lessons learnt at this stage of the programme should be identified

by the MTE.

Sustainability will look at the aspects of the programme which is contributing to the continuation of

the results of the programme after its completion. Suggestions on further activities to improve

sustainability of the programme can be made.

The MTE should be able to answer (but are not limited to) the following questions:

within the established time schedule and with the allocated resources

(including human resources)?

b. Does the programme, its outputs and outcomes display continued relevance

to the UN Women strategic plan, the One Plan context; the development

policies, programmes and needs of the government of Viet Nam; and other

international policies?

c. Are there any related aspects which should be considered to make the

programme more relevant to the current and future needs of Viet Nam?

d. How appropriate and useful are the indicators described in the project

document for monitoring and measuring results?

e. If necessary, how should they be modified to be more useful? Are the means

of verifications for the indicators appropriate?

f. Was the strategy for sustainability of impact defined clearly at the design

stage of the project? If yes how? and was the methodology / approach taken

appropriate to the context.

Effectiveness a. Are UN Women and Gender Equality Department / MOLISA on track to

achieve expected results on time? To what extent has the programme

contributed to the results (catalytic role, etc.)?

b. How have stakeholders been involved in project implementation and assess

the level of ownership of the project among the stakeholders?

c. Assess the effectiveness of the activities implemented by partner institutions

and their contribution to the immediate objectives of the project.

d. Assess the lessons learned from these partnerships to date and the

possibilities to replicate them.

e. Is the project on track to developing and building capacities of partners on

planning for reconstruction and development activities?

f. How effective is the collaboration with other participating UN organizations

and what has been the added value of this collaboration?

g. How did factors outside of the control of the project affect project

implementation and project objectives and how did the project deal with

these external factors?

h. Are there any and what alternatives strategies would be more effective in

achieving its objectives?

Sustainability a. Assess to what extent a phasing-out strategy has been defined and what steps

have been taken to ensure project sustainability.

b. Are the project results, achievements and benefits likely to be durable? Are

results anchored in national institutions and can the partner maintain them

financially at end of project?

c. Can the project approach or results be replicated or scaled up by national

partners? What would support their replication and scaling up?

d. Are any further activities / inputs needed to ensure sustainability of the

programme?

5. MTE methods, process and timeframe

Methodology

The evaluation will be a transparent and participatory process involving relevant UN Women

stakeholders and partners at the global, regional, and country levels. The evaluation will be based on

gender and human rights principles, as defined in the UN Women Evaluation Policy1 and adhere to the

United Nations norms and standards for evaluation in the United Nations system2. The evaluation

methodology will employ mixed methods for data collection. The logic model based on UN Women Viet

Nam’s Strategic Plan 2011-2013 and 2014-2017 will be used to assess whether this area is on the right

track and whether the proposed interventions have the potential to achieve proposed outcomes in the

suggested time-frame.

The evaluation will have two levels of analysis and validation of information:

Level 1 will start with a desk review of information sources on UN Women’s Viet Nam’s work available

through project document, detail AWP between UN Women and MOLISA since 2012 to date, progress

reports and annual project reports prepared by GED/MOLISA, monitoring reports prepared by UN

Women staff and relevant government reports on the implementation of the project; technical products

developed during the project implementation, meeting minutes of the important meetings, capacity

assessment report conducted in the beginning of the project implementation.

Level 2 will involve in-depth analysis of the programme both by qualitative and quantitative data

collection. Level 2 will involve field visits in two provinces in Viet Nam: one is in the North and one in

the South of Viet Nam and will employ a number of evaluation methods ranging from document review,

interviews, focus group discussions, surveys, observation depending on the final methodology. A

qualitative comparative case study analysis can be applied too.

The following data sources will be utilized and data will be triangulated to ensure validity and reliability:

Review of key documents: Strategic Plan; intergovernmental mandates; UN Women Annual

Reports; available portfolio analyses; baseline study; monitoring/reporting information, including

donor reports for specific global programmes and initiatives; previous evaluations; guidance

notes, etc.;

Interviews and focus groups with a purposive sample from UN Women staff, staff from

GED/MOLISA, other UN agencies, any civil society partners (NGOs, academia, foundations,

etc.).

MTE Process

This evaluation is taking place at the end of 2 years implementation of project activities. The MTE will

look at the progress made towards the results and suggest any changes to management to improve the

programme. The entire process of the MTE will take place over a period of five months (October 2014 –

February 2015), in which collection of field data should be completed over a period of one month from

the start of data collection.

The project is implemented in partnership with GED/MOLISA at the central level. The MTE is expected

to cover all stakeholders engaged in this project. The MTE should cover stakeholders at different tires of

government from central level to provincial, district and communal levels. Field level activities are

implemented in the north and central provinces.

The MTE will include the following steps:

Step 1: Inception meeting, desk review of key programme documents (e.g. DPO, LOAs, progress

reports, etc.) and key stakeholder interviews to understand the scope of the MTE. Review

programme theory (desk review and meetings) and Stakeholder analysis.

The evaluator will attend an inception meeting where s/he will be oriented on programme objectives and

key progresses made. At this stage of the MTE, the evaluator will have the chance to meet with UN

Women staff and staff from GED/MOLISA working on this programme to be oriented with the

programme and define scope as well as design of the MTE. At this stage, UN Women will provide the

evaluator with key programme documents for review. The documents could include legislation

authorizing a programme, cost sharing agreement with donor, letter of agreements between UN Women

and GED/MOLISA, capacity assessment report, monitoring reports by UN Women staff, post activity

reports by GED/MOLISA. Documents should provide a sense of the intent of the programme as well as

what is actually occurring.

Step 2: Submission of Inception Report and finalization of methodology and evaluation design

based on UN Women feedback.

The inception report should include final evaluation questions, identified stakeholders for interviews and

discussions, and present the methodology of the midterm evaluation. This will be finalized in agreement

with UN Women.

Step 3: Data collection (mixed-methods). Interviews and focus group discussions, or questionnaire interview should focus on what stakeholders

know and perceive to be true about the programme. Data from program staff, documentation, and

stakeholder interviews and group discussions are used to determine plausibility of the programme model.

That is, data are analyzed to determine the extent to which the program is properly implemented,

sufficiently developed, and activities appropriate, to reasonably predict that desired outcomes will be met.

Step 4: Data analysis.

Collected data should be analyzed. Analysis framework should be clearly explained in the report.

Step 5: Share preliminary findings and presentation draft report with UN Women.

The evaluator will share preliminary findings and recommendations with UN Women at the end of the

field visit and interviews with stakeholders. The evaluator will draft the report and present the initial

report to a group with representatives from UN Women and key stakeholders from GED/MOLISA.

Feedback will be taken into consideration and incorporated into the final report.

Step 6: Draw conclusions and make recommendations (analysis and report writing).

The evaluator makes conclusions and recommendations. Conclusions and recommendations are drawn

from the data. The evaluator is encouraged to guard against validity threats, such as personal bias.

Step 7: Draft report.

The evaluator finalizes a draft report. The report structure should follow the UNEG’s evaluation report

guidance. UN Women will review the report as part of quality assurance and will share it with the

reference group for their feedback.

Step 8: Finalization of the MTE report.

The evaluator will present the final draft MTE report to the stakeholders in a validation workshop.

Recommendations of the MTE report will also be presented and stakeholders will prioritize

recommendations to draft action plans for the Management Response. UN Women and Gender Equality

Department/MOLISA will be responsible for finalizing the Management Response and follow up of the

Actions Points.

Step 9: Dissemination of MTE report, and plan specific steps for utilization of MTE data. Based on the stakeholder analysis, UN Women will develop a dissemination plan from the beginning of

the evaluation process. It will follow the principles of gender and human rights, particularly participation

and inclusion of stakeholders.

The evaluator/s is expected to commit to 25 working days spread over three months and a half.

6. Deliverables

i. Inception report: The inception report should detail the evaluators’ understanding of what is being

evaluated and why, showing how each evaluation question will be answered by way of: proposed

methods; proposed sources of data; and data collection procedures. The inception report should also

include a proposed schedule of tasks, activities and deliverables. This inception report should also

identify the sites visits and it should elaborate on the selection criteria for those sites selected.

(Please follow UN Women guidance on inception report). UN Women guidance on inception report

is available.

ii. Preliminary findings: The evaluator shall share initial findings and recommendations with the UN

Women programme team prior to the stakeholders’ consultation.

iii. Draft reports: Report structure should follow UNEG evaluation report guidance.

iv. Facilitate and presentation of draft MTE report: A presentation will be given on the draft report

and the draft report will be shared with the UN Women Viet Nam Country Office and Regional

Evaluation Specialist (RES) for comments. In addition to validation of data, the evaluator should

draft practical recommendations in consultation with stakeholders.

v. Final MTE report: The final report will not exceed 30 pages (not including annex) in hard and soft

copy to be submitted to UN Women (please follow UN Women’s evaluation report guidance).

7. Management arrangement

The evaluator will work in close collaboration and consultation with UN Women staff and management

structure as per the table below:

8. Required skills and competencies

Following are the required skills and competencies expected from the selected applicant for conducting

this MTE. In the case of an evaluation team, it is expected that the team leader should fulfill all required

skills and competencies.

Education:

- Advanced degree in relevant discipline (e.g. gender, development and social studies, sociology,

political science, etc.)

- Advanced degree in evaluation is an asset.

Professional experience:

- At least 10 years experience in programme evaluation in a development context and proven

accomplishment in undertaking evaluations, including leading evaluations of multi-stakeholder

programmes for multilateral organizations.

- Experience in evaluating gender equality and human rights – related programmes/project.

- Experience in working in Viet Nam will be an advantage.

Knowledge and skills:

- Knowledge of evaluation.

- Knowledge in results-based programming.

- Proven expertise in evaluating programmes focusing on human rights and/or gender equality.

- Extensive knowledge of qualitative and quantitative evaluation methods.

- Excellent written and spoken English and presentational capacities.

- Knowledge of the UN system would be an asset.

Important: The evaluator/s has to explicitly declare his/her independence from any organizations that

have been involved in designing, executing or advising any aspect of the particular programme of UN

Women Viet Nam that is the subject of the Midterm evaluation. Selection process will ensure that the

evaluator/s does not have any relationship with this particular UN Women Viet Nam programmes in the

past, present or foreseen in the near future.

9. Evaluation ethics

Evaluations in the UN will be conducted in accordance with the principles outlined in both UNEG Norms

and Standards for Evaluation in the UN System and by the UNEG ‘Ethical Guidelines for Evaluation’.

These documents will be attached to the contract. Evaluators are required to read the Norms and

Standards and the guidelines and ensure a strict adherence to it, including establishing protocols to

safeguard confidentiality of information obtained during the evaluation.

10. Application Evaluation Criteria

The evaluator will be evaluated based on technical capacities (70%) and financial proposal (30%).

Technical evaluation will be based on the following criteria stated below.

1 Advanced university degree in relevant fields such as ender, development and

social studies, sociology, political science and evaluation.

2 Demonstrate experience from evaluations of similar types of programmes . 25 points

3 At least 10 year experience in programme evaluation in a development context

and proven accomplishment in undertaking evaluations, including leading

evaluations of multi-stakeholder programmes for multilateral organizations.

A two-stage procedure is utilized in evaluating the submissions, with evaluation of the technical

components being completed prior to any price proposals being opened and compared. The price

proposal will be opened only for submissions that passed the minimum technical score of 70% of the

The technical component is evaluated on the basis of its responsiveness to the Term of Reference

(TOR).

Technically qualified consultants may be selected for an interview before financial evaluation.

Maximum 100 points will be given to the lowest offer and the other financial proposals will receive the

points inversely proportional to their financial offers. i.e. Sf = 100 x Fm / F, in which Sf is the

financial score, Fm is the lowest price and F the price of the submission under consideration.

The weight of technical points is 70% and financial points is 30%.

Individual consultants will be evaluated based on Cumulative analysis, the award of the contract will be

made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical and

financial criteria specific to the solicitation.

I. Background and necessity of the project

1.1. Brief description of the master plan and development plans of the beneficiaries

in relation to the content of the Project

Gender equality (GE) and advancement of women have always been regarded as

important criteria to assess each nation's development. The United Nations in Viet Nam have

identified gender equality not only as the cross cutting issue but it has an outcome under the One

Plan 2012-2016.

In Viet Nam, the perspectives of GE and advancement of women’s status continue to be

embedded in advocacy, policies and laws of the Party and the State. In particular, the Gender

Equality Law was passed by the National Assembly on 29 November 2006 and was ratified on

01 July 2007.

In recent years, Viet Nam has attained various significant achievements on GE. The

ranking of Gender Development Index (GDI) increased from the low average rate in 1995 (value

0.537, ranked 72/130 countries) to the high average rate in 2009 (value 0.723, ranked 94/155

rated countries)4. Currently, Viet Nam's Gender Empowerment Index (GEM) has reached 0.554,

ranking 62/109 countries, belonging to the group of countries with average gender development.

Viet Nam is assessed as the country that has been one of the fastest in bridging the gender gap

during the last 20 years.

Nevertheless, the gender gap remains quite wide in a number of important fields such as

politics, education, health, culture and family. Women are still more disadvantaged than men.

Gender inequality between men and women still persists in accessing high-income employment

opportunities and in capacity to receive economic benefits. Gender stereotypes and a male-

preference mindset still exist, especially in rural, mountainous, remote areas inhabited by ethnic

minorities. Violence against women (VAW) is still widespread as evidenced by a recent national

study (2010). .

For the Gender Equality Law to be fully implemented it is desirable to set up the basis for

development of policies and measures with a view to gradually implement the gender equality

goal as stipulated by the Law. Simultaneously it is necessary to fulfill Viet Nam's commitments

to the international community in implementation of CEDAW and MDGs as well as the issues

raised at the Beijing Platform for Action. Moreover, the Prime Minister approved the National

Strategy on Gender Equality (NSGE) period 2011 - 2020 via Decision No. 2351 dated 24

December 2010. This strategy has the overall objective to ensure that by 2020, substantive/de-

factor equality between men and women with respect to opportunities, participation and

enjoyment in the fields of politics, economy, culture and society will have been achieved,

contributing to the rapid and sustainable development of the country. Additionally, the National

Programme on Gender Equality (2011-2015) was approved via Decision No. 1241 dated 22 July

2011 with the objectives of creating a powerful change in awareness to promote behavior

changes in implementation of gender equality in the whole society; step-by-step narrowing the

gender gap and enhancing the status of women in some areas where inequalities or high risks of

inequalities still exist, contributing to the successful implementation of the objectives set out in

the NSGE phase 2011 - 2020. Thus, the Ministry of Labour, Invalids and Social Affairs

(MOLISA) shall have the responsibility to lead and collaborate with relevant ministries and

People's Committees of provinces and cities under Central control to organize the

implementation of the NSGE nationwide, ensuring the close adherence to pertinent strategies led

and implemented by other ministries and sectors; to formulate and submit to the Government's

Prime Minister for approval of the National Programme on Gender Equality (NPGE) periods

2011 - 2015 and 2016 – 2020. MOLISA shall also bear the responsibility to develop and

organize the implementation of annual plans on gender equality in accordance with this Strategy

and the Socio-economic Development Strategy period 2011 - 2020; to review for amendment

and supplementation in conformity with its competence or to make recommendations to

competent agencies for amendments and supplements to the system of laws and policies to be

aligned with principles of gender equality. Additionally MOLISA shall guide, examine and

consolidate the strategy implementation progress; to preside and collaborate with pertinent

ministries to formulate implementation plans and coordinate Programme's activities; to preside

over the management and implementation of Projects assigned in the Programme in compliance

with current regulations.

Therefore, in an attempt to ensure the effective implementation of the NSGE and NPGE,

technical and financial support from multiple resources are strongly needed to further improve

the quality of activities on gender equality from the central to the grassroots levels. With an aim

to enhance capacity in coordination and mobilization of resources for the quality in

implementation of gender equality work, it is advisable for the Ministry of Labour, Invalids and

Social Affairs to have a project to support capacity enhancement in implementation of the NSGE

period 2011-2020 and the NPGE period 2011-2015to ensure accountability of the country for

redressing the gender issues that have existed and emerged in the development process and to

meeting international commitments related to gender equality such as CEDAW, Millennium

Development Goals and the Beijing Platform for Action for the advancement of women.

1.3. Lessons learnt from the previous National Programmes implemented in

collaboration with UN.

Through the UN – Government Joint Programme on Gender Equality (JPGE) is UN

Women focused their support in implementing the priorities set out by GED (MOLISA). This

support was practical and effective, contributing to enhancing state officers’ capacity in

development and implementing gender-responsive programmes and activities as well as to

promote gender equality in activities.

There is a need to assist in strengthening the capacity ofgovernmentagenciestoimplement

the National Strategy and Programme on GE in order to improve the legal and policyframeworks

on equality and effectively implement gender related policies at grassroots levels. Attention

needs to be paid to the provision ofskillsand techniques for gender mainstreaming, identification

of gender responsiveness of the State Management Agency (SMA) on GE and pertinent

ministries, departments and localities. There should be an effective monitoring and evaluation

system in place to monitorand evaluate the implementation of the Gender Equality Law that is

consistent in approaches, monitoring and evaluation indicators and system of reporting. The

national coordination mechanism on GE work should be strengthened in order to coordinate

gender equality activities among governmental agencies, and other active stakeholders working

on gender equality, women’s advancement and women’s empowerment.

Due attention should be paid to behavior communication change (BCC) for people on

GE. Focus also needs to be on locality-based investment and technical assistance to create

equitable assistance for disadvantaged groups, especially in far, remote andhighmountainous

areas.

Duplicationand overlap needs to be avoided which will be addressed

throughenhancingcoordination and collaboration amongthe UN partnering agenciesas well as

otherstakeholdersthroughthe development ofeffectivepartnershipsamong the Government,

UNagencies, donorcommunity and relevant organizations.

Finally,formulation of master plans, annual and quarterly plans and monitoring of

implementation of plans is critical to ensure the achievement of project objectives as well as to

have appropriate revisions if anyproblems arise.

1.4. Brief introduction issues that need to be resolved within the scope of the project

With a view to enhancing the effective implementation of the Gender Equality Law (GEL),

NSGE and NPGE, a number of issues need to be taken into account for provision of appropriate

modes of investment and support.

Enhancing awareness of officers in ministries, departments and localities on gender-

responsive policies and programmes, providing basic trainings and trainings to enhance

gender mainstreaming skills, skills in analyzing and assessing gender impacts in formulation

and implementation of policies and plans of sectors and localities, developing a team of TOT

(resource teachers) on gender and development.

Strengthening capacity of monitoring and evaluation of implementation of the NSGE and

NPGE in alignment with regulations of the Gender Equality Law for consistent application

nationwide. This attempt to intensify the objectiveness and comprehensiveness in

implementation of inter-sectoral collaboration and accountability for the results of the GEL

implementation under law regulations which include the improvement of the evidence-based

database related to international migration for policy makers.

Enhancing technical assistance to state management agencies on gender equality of some

provinces in order to organize and implement of National Strategy and National Programme

on Gender Equality, Action Plan on gender of provinces and promote gender mainstreaming

in sectoral plans of the provinces.

Enhancing the effectiveness of the dialogue forum on GE among ministries, departments and

international organizations in Viet Nam with a view to discussing and identifying gender

issues and sharing achievements and experience on GE work.

1.5. Direct beneficiaries of the project

Gender Equality Department and Department of Overseas Labour of Ministry of Labour,

Invalids and Social Affairs will be direct beneficiaries of the project. Besides, the project

beneficiaries will include staff working on women’s advancement and gender equality in all the

line ministries, and at the provincial levels. In addition, a numbers of government officials from

central to local level and NGOs staff working on women’s rights will be project beneficiaries

II. Basic for proposal of the funding agency

2.1. Legal foundation for the project establishment

approval a list of phase 1 projects funded by UN Women, period 2012-2016, including

the Project on "Strengthen capacity for implementation, monitoring and evaluation the

National Strategy and Programme on Gender Equality. "

Decision No. ....... / QD-MOLISA ....... dated October….2012 of the Minister of Labour –

Invalids and Social Affairs that is assigned the Department of Gender Equality be

responsible for managing the project "Strengthen capacity for implementation,

monitoring and evaluation the National Strategy and Programme on Gender Equality”

funded by UN Women.

Letter of Agreement will be signed annually between the UN entity on Gender equality

and empowerment of women (UN Women) and the Ministry of Labour- Invalids and

Social Affairs to implement the project on capacity development for the implementation

of the Strategy and national program on strengthening capacity of organization,

evaluation and monitoring the implementation of the National Strategy and Programme

on Gender Equality.

2.2 . Basic for the proposal of the funding agency

The Project is funded by UN Women under the UN One Plan period 2012-2016 to ensure

that legal andpolicy frameworks, programs and practicesrelated togender issues will be

strengthened in an attempt toeffectively address issues of inequalitiesand gender inequities,

gender discrimination and gender-basedviolence. It will also develop a multi-sectoral

collaboration mechanism to effectively guidethe formulation of plans, budgeting, the evidence-

based monitoring and evaluation ofsustainableresponses to inequalities andgender inequities,

genderdiscriminationandgender-basedviolence.

The Socio EconomicDevelopment Plan period 2011-2015has affirmedthe importance

ofgender equalityfordevelopmentof the country.Thesupports provided byUNWomenwill directly

assistthe Governmentin implementing the NSGE period2011 - 2020with an aim to

contributetothe overall goal, whichis"By 2020, basically, ensuresubstantiveequalitybetween men

and women with regard to opportunities, participation and enjoymentin the fields ofpolitics,

economy, culture and society, contributing to therapid and sustainabledevelopmentofthe

country".

2.3 Rational for the selection and advantages of funding agency in terms of technology,

management experience and policy consultation in the financed fields.

Viet Nam has entered low Middle Income Country status,whichrequires the learning of

goodpractices, quality policy advice/consultationon responses to the challengesposed tomiddle-

incomecountriessuch asgender inequality. The UN is playingan important

roleinprovidingpolicyadviceand access tovaluableinternationalexperienceto helpgovernments

deal with limitationsin their policies. Practical experiencein the field ofgender mainstreaming

andgender equalityis one of thestrengths of UNWomen. UNWomenhas its guiding principles,

objectivesandwork experiencein the field ofgender equalityand women empowerment and have

been supporting Viet Nam for more many yearsinthis field.

UNWomen, formerly UNIFEM, has been operating in Viet Namsince 2004, focusing on

somekey issuessuch asexpanding andintensifyingwomen's voice, their rights to leadership and

participation; strengthening CEDAW reporting and implementationcombating violenceagainst

women, empowering womeneconomically and placing gender equality in the priority position

inbudgetplanningfromnational leveltolocalities and sectors. UNWomenalso possesses

comparative advantagesin providing policy adviceon mainstreaming of gender inlegal

documentsand monitoringthe implementationof genderpolicies and lawsin accordance with

views ofCEDAW.

The Project funded by UN Women is the non-refundable ODA technical assistance project,

which is appropriate to socio-economic conditions as well as to priorities ongender equalityin

Viet Nam.

2.4. Obligatory conditions according to regulations of funding agency and the

possibility of satisfying these from the Vietnamese side

National Implementing Partners (NIP) including the Gender Equality Department and the co-

implementing partners the Department of Overseas Labour (CIP) shall allocate necessary

resources which include the capable human resources and counterpart fund for management and

implementation of the project activities.

Project interventions will be developed using the evidence-based approach, human rights

based approach, principles of equality that are appropriate to Vietnamese culture.

The focus interventions will be designed under the evidence-based and human rights

approach as well as equity principles that suitable to the Vietnamese culture. At the same time,

these interventions shall focus on the issues related to the NSGE period 2011 -2020.

The Project shall be mainly implemented at the Central level. However, some

provinces/cities will be selected to implement the interventions based on UN criteria and needs

of MOLISA.

IV. Results of technical assistance and assessment of the ability of application in practice

4.1.Expect result 1: Strengthened capacity for organizing, analyzing and evaluating

implementation of the Gender Equality Law and the NSGE and NPGE period 2011-2015

Group activities:

Activity 1.1.1: Conduct assessment and survey of the capacity for formulation and

implementation of laws and policies on GE at the central and provincial levels, city and

grassroots levels to serve as input database for the project.

This includes the evaluation on the state capacity on gender equality and will be

conducted two times during the project cycle, one will be the project starts and one will

- Draw out specific recommendations to strengthen the capacity of the

VII. Implementation and management of the project

7.1 Structure of the project

In line with Decree 131/2006/NĐ-CP on Management and Use of ODA Fund and

Harmonized Programme Project Management Guidelines (HPPMG) between Viet Nam and the

UN, MOLISA is Project Owner and is accountable to the Government of Viet Nam and UN

Women for implementation and success of the Project. MOLISA will play the role of the

implementing partner during the process of project implementation to achieve the best results of

support for the implementation of the NSGE and NPGE. Through the working process with UN

Women, MOLISA have proved their capacity for effective technical assistance. MOLISA is

committed to implement highly specialized interventions during the next 5 years in an attempt to

better perform the task of implementing current policies related to GE. MOLISA will also

commit to allocate resources for management and implementation of technical and financial

assistance within the framework of this Project.

In order to achieve the objectives and expected results, it is critical to have participation of

two departments under MOLISA which are Department of Gender Equality and Department of

Overseas Labors. In the next five years, Department of Gender Equality and Department of

Overseas Labors are committed to implement technical interventions at a higher level with an

aim to improve the capacity on gender equality. MOLISA designate to Gender Equality

Department to be the National Implementing Partner (NIP) directly manage and run the project

following the commitment of the donors and Viet Nam's regulations; and Department of

Overseas Labors will be co-implementing partner. Gender Equality Department is the state

management agencies on gender equality and advisory to the NCFAW in order to promote

gender equality and empowerment of women. Department of Overseas Labors is the state

management agency on Vietnamese migrant workers who work overseas including women

migrant workers.

UN Women will provide technical and financial assistance to MOLISA upon the signed

project document. While providing technical assistance to project activities implemented by the

national implementing partner, UN Women is responsible to directly implement some project

activities that agreed and specified during the implementation of the project.

7.2 Management and implementation of the project

Under the Decree 131/2006/ND-CP, a decision on establishment of a PMU shall be made

to help themselves to manage and coordinate resources, develop, implement work plans and

report on project implementation progress with regard to contents and finance. 01 leader of

Gender Equality Department will be assigned as the Project Director. 01 representative from

Gender Equality Department will be assigned as Project Deputy Director who is in charge of

gender equality. 01 representative from Department of Overseas Labor will be assigned as

Project Deputy Director who is in charge of women migrant workers. Other member of PMU

Project Management Unit includes representatives from Gender Equality Department, NCFAW

office, Department of International Cooperation, and Ministry Office.

The PMU will set up an office of PMU at MOLISA in order to support PMU in

management of project activities. Project staff will work at project office based in MOLISA

office to implement project and support effectively for project activities.

Within this DPO, some ODA budget will be used to recruit one Project Coordinator and

one Accountant cum Admin Assistance working full time for the project. These staff will be

recruited following HPPMG. MOLISA will assign some staff to work part-time for the project

and receive allowance following Government regulations.

UN Women in Viet Nam will assign one staff to be focal point on behalf of UN Women

in Viet Nam to manage the project following Letter of Agreement between MOLISA and UN

Women.

Main tasks of PMU include:

Assisting MOLISA in instructing, executing and managing the project, monitoring and

supervising the project implementation in line with approved work plans and budget after

the project's signing as well as annually approved budget;

Acting as a focal point to collaborate with Government Aid Coordinating Agencies

(GACA) and UN Women Office in dealing with arising issues of the Project during the

implementation process;

Reporting on progress of activities and delivery/disbursement of the Project on a

quarterly and annual basis while using the forms/templates provided by UN Women for

all project activities.

Direct implementation of activities in line with the approved plan, manages resources,

delivers/disburses based on the budget allocated to Project in conformity with financial

management regulations of the Government of Viet Nam and HPPMG

7.3. Working mechanism, relationships among agencies, units, PMU and UN Woman

In general, the project will be implemented following provisions on project management

specified in the HPPMG. Beside, some procedures of project impelemtation will follow UN

Women's regulations as stated in LOA. MOLISA is the implementing partner (NIP) and is

responsible to the Government and UN Women.

NIP and CIPs will sign contracts following HPPMG as basic for coperation between

stakeholders.

Based on this DPO, NIP will develop the Annual Work Plan and Quarterly Work Plan to

implement project activities in order to achieve project outcomes and reports.

The PMU, on behalf of the MOLISA, is responsible to coordinating and monitoring the

implementation of project activities.

Changes related to project activities will be considered, approved and implemented

following the decentralization of power and agreements with UN Women.

IX. Risks assessment and management

The proposed project will apply two implementation modalities, i.e., National

Implementation Modality (NIM) and Direct Implementation Modality (DIM). NIM is applied for

project activities implemented by national partners such as Gender Equality Department and

Department of Overseas Labours. DIM is applied for project activities implemented directly by

UN Women.

With regards to preparation of work plans and estimated budgets, MOLISA from the

Government side and UN Women from UN side are responsible for preparatory work and

coordinate consultation process as per provisions in the HPPMG for development of annual work

plans which comprise of substantive contents and budgets for activities supported by UN

Women. The AWP, the basis to review the project implementation progress, is being developed

based on the approved DPO and contributes to the respective One Plan Results and will serve as

basic for project evaluation. AWP will also clearly indicate activities supported by UN Women.

Meanwhile, UN Women will work with GED and DOLAB to develop the Letter of Agreements

which describes project activities and the UN Women’s financial assistance annually for the

approval of the Regional Programme Director of the UN Women Sub Regional Office East and

Southeast Asia. Every year in October, the PMU will develop the Annual Work Plan based on

priority activities and the approved budget. The Annual Work Plan will be finalized through

discussion and agreement between the implementing agency and UN Women Viet Nam Office.

The Annual Work Plan shall be signed between UN Women and PMU. The AWP will be

attached with the approved LOAs. Based on the approved AWP, the both sides develop and

endorse on the quarterly work plan which comprises the substantive contents and estimated

budgets for the activities (one Quarterly Work Plan for one quarter). UN Women will transfer the

funds to the project account base of Quarterly Work Plan and the PMU will take responsibility to

transfer the money to provinces where project activities to be implemented.

Regarding reporting, MOLISA from the Viet Nam side, synthesis progress report for

each quarter (one report for one quarter) and for a year (one report for one year) following

HPPMG for all project activities. UN Women will provide comments to finalize the progress

quarter and annual reports. For the financial report, UN Women will provide guidance for

MOLISA in preparation of the quarterly and annual reports according to the UN Women’s

specific requirements.

The Director of the PMU is the onwner of the project account. The project account will

be opened in a Bank selected by PMU. PMU has its stamp. Auditing will follow

HACT/HPPMG.

X. Monitoring and Evaluation

Monitoring and evaluation are of great importance in project management. The national

partners and UN Organizations apply a results-based management approach which ensures that

inputs and project implementation procedures will produce quality outputs and yield expected

results. Implementation progress towards expected results at the levels of long term and specific

objectives will be monitored regularly and measured by selected indicators and set targets to

ensure that the set targets will be achieved and resources will be used efficiently. During the

implementation process, officials in charge of both sides will consult each other to ensure the

progress, quality and timely adjustments, if needed. In development of annual work plans, the

PMU will coordinate with UNFPA to unpack project indicators and targets into annual targets to

help monitoring and evaluation.

The following monitoring methods will be employed for this proposed project:

Quarterly meetings: Quarterly project review meetings with participation of all

stakeholders to review the progress and monitor project activities. All project

stakeholders will together made decisions in these meetings.

Monitoring of progress and quality conducted by the PMU: the PMU shall monitor

on a daily basis the implementation of activities in line with quarterly work plans and

conduct appropriate adjustments when needed to ensure the achievement of annual

targets.

Periodical Project Review: Annually, MOLISA shall organize an Annual Project

Review with participation of stakeholders to review progress and achievements. Results

of the annual review meeting include conclusions on progress and quality of annual

targets; draft Annual Report of the Project and orientations, priorities and implementation

measures for the next year.

Field monitoring trips: Field monitoring can be conducted by MOLISA and UN

Women (with possible participation of GACA, if necessary). UN Women will work with

MOLISA to monitor and periodical evaluate with active participation of beneficiaries. At

the end of each field trip, PMU and UN Women shall discuss with the DOLAB and GED

on the findings and reach agreement on the follow-up activities. Other UN agencies and

NGOs will be invited to join monitoring trips.

Financial spot check: On-spot financial check is the project-based periodical check

conducted by UN Women in order to assess the effectiveness of internal financial control

measures of MOLISA and the levels of preciseness/accuracy of financial vouchers stored

by the PMU, through which solutions to deal with weaknesses and shortcomings (if any)

shall be proposed and the management of received funds can be strengthened.

XI. Sustainability of the project

The project aims to support capacity building for Gender Equality Department / Ministry

of Labor- Invalids and Social Affairs to implement Strategy and Programme on gender equality

as well as Action Plans on varous specialized sectors. Goals, specific targets to eliminate gender

inequality in the fields of social life are embedded in this project. The Project will work on

capacity building on gender and development in the planning and implementation of laws and

policies for staff working on gender equality and the advancement of women from central to

local levels. After project ended, the Ministry of Labour- Invalids and Social Affairs and the

Department of Labour - Invalids and Social Affairs may use trained staff to advise in the

development and implementation of policies, programmes related to gender equality, as well as

outreach and training staff at all level of the province.

After closing, the project activity will contribute to the implementation of project number

2 on capacity building of staff working on gender equality (National Programme on Gender

Equality 2011-2015) and implementing Goal 7 of the National Strategy on Gender Equality

2011-2020. At the same time, support to the successful implementation of the Gender Equality

Law in practice, thereby contributing to improving the quality of life, as a foundation to ensure

sustainable social and economic development.

Along with the commitment of the Government in contributing counterpart funds as

mentioned above, project outcome 1 will contribute the sustainability of capacity development as

well as equipment of necessary skills for staff working for state management agencies on gender

quality from central to local level as well as staff working on gender equality from functional

ministries/agencies to develop a core of tools that can be replicated for future workshops,

publication and initiatives on gender equality.

The project outcome results 2 will ensure the sustainability via capacity building and

strengthening, improving evidence-based database system for advocacy and formulation of

policies in relation to international migration with gender sensitive.

The project outcome 3 ensures sustainability through the coordination of partnerships

among civil society groups engaged in GE activities and by providing a policy dialogue as well

as implementaiton of different researches in order to feed directly back into ongoing policy

dialogue, advocacy and intervention programmes not only within UN agencies, but among

Government, other donors, INGOs and civil society. This component will also establish and

maintain a pool of gender expertise within government, development agencies and groups from

civil society, thus enabling synergies and good practices to be shared and replicated throughout

the Government. In addition, the project outcome 3 ensures sustainability by developing and

strengthening existing research and data systems that can be adapted and expanded for use across

line ministries and at the sub-national level. In addition, the JP will establish systems for data

collection and management which will form a baseline and facilitate future monitoring and

evaluation of the implementation of National Strategy and National Programme on Gender

Equality as well as other commitments on gender equality in Vietnam

XII Capacity for organizational management and project implementation management:

The Ministry of Labour, Invalids and Social Affairs (MOLISA) is the agency of the Government

responsible for State administration over issues related to gender equality as well as the standing

agency of National Committee for the Advancement of Women in Vietnam (NCFAW)

including develop strategy, programmes on gender equality as well as organization of training

for staff. In particular, important responsibilities on state management agency are:

1. To submit to the Government, the Prime Minister to promulgate the national strategies,

policies, programmes, plans and targets on gender equality, measures of gender equality

promotion; In collaboration with ministries, ministerial-level agencies and socio-political

organisations at Central level to preside over the implementation of such strategies, policies,

programmes, plans, targets, measures.

2. To submit legal documents on gender equality to the State competent agencies for their

promulgation or to promulgate them and to organise their implementation.

3. To participate in evaluating the mainstreaming gender equality issue in formulating

legislative documents.

4. To propagandize, disseminate, educate policy and legislation on gender equality.

5. To provide a guidance on gender equality activities, skills on mainstreaming gender

equality issue in operations of agencies, organizations.

6. To preside over the developing, training, retraining the cadres that perform activities

on gender equality in collaboration with ministries, ministerial-level agencies.

7. To conduct scientific researches, apply scientific progresses in the field of gender

equality.

8. To make a preliminary summing up; to summarize; to report annually and periodically

the implementation of gender equality.

9. To implement statistic documentation and publicize information, data on gender

equality nationwide as stipulated by law.

10. To engage in international cooperation on gender equality in its scope of State

management as stipulated by laws; to propose a signature, accedence of international treaties on

gender equality and to organise the implementation of international treaties on gender equality

in which Vietnam is a member.

11. To examine, inspect the implementation of gender equality legislation; to deal with

complaints, denunciation and to handle violations against the laws on gender equality.

12.2 Function and responsibility of Gender Equality Department (GED):

The Gender Equality Department (GED) in MOLISA having responsibility to assist the

Minster to implement state management on gender equality pursuant to the Law with tasks as

follow:

1. Researching and building for submission to the Ministry:

- Long term and annual strategy, programme, plan, project proposal and targets on gender

equality

- Law, policy-related projects, ordinance and legislation documents on gender equality

- Regulations and policies to eliminate gender discrimination, creating equal

opportunities for women and men in the economic and social development

- Measures to promote gender equality in the fields of politics, labour, culture,

information, physical exercises and sports, tourism, health, family and other fields

2. Directing, guiding and inspecting the regulation implementation of the State, of the

Ministry on gender equality

3. Participating in the evaluation of mainstreaming gender equality issues into the

development of legal normative documents

4. Participating the statistic work and provision of information on gender equality

5. To conduct international cooperation on gender equality as assigned by the Ministry

6. Participating scientific researches, conducting IEC activities on gender equality as well

as training courses on gender equality for staff and civil servants of the State as assigned by the

Ministry

7. To make a preliminary summing up; to summarize; to report annually and periodically

the implementation of gender equality

The GED was established in March 2008. Since then the Ministry has been given the

responsibility of the permanent agency of the National Committee for the Advancement of

Women in Vietnam (NCFAW). The Gender Equality Department (GED) has been assisting the

Ministry both tasks of state management agency on Gender Equality and the assistance body of

NCFAW. the GED was assessed to implemented and coordinate effectively ODA projects

related to Gender Equality as mentioned in Item 1.2 of Part I on Background and necessity of

the project .

From 2009 to March 2012, staff of GED implemented effectively activities of the VN

Government and UN Joint Programme on Gender Equality. Staff assigned the responsibility to

implement project has been improving their capacity by conducting cooperation programme and

projects on the field of gender quality and advancement of women.

DECIDES:

Article 1. Having approved the National Strategy on Gender Equality (NS on GE)period

2011-2020 with the following main contents:

1. Standpoints:

a) TheNS on GE is an important part of the Socio-Economic Development Strategy of the

country, a foundation of the human development strategy of the Party and the State. Gender

equality is one of key factors for enhancing the quality of life of each individual, family and the

society as a whole.

b) Strengthen the direction and guidance of the Party’s committees, authorities at different

levels, the collaboration of socio – political organizations, social organizations, socio – political

occupational organizations, economicalorganizations, specialized units, the participation of each

individual, family and community into gender equality work. Maximizing all resources’

mobilization for effectively implementing gender equality.

2. Objectives of the Strategy.

a) General objective:

By 2020,basically,ensure essential equality between men and women on opportunities,

participation and enjoyment in political, economic, cultural and social sectors, so that contributes

to the rapid and sustainable development of the country.

b) Specific objectives:

* Objective 1:Strengthen women’s representation in leadership and management positions

in order to gradually reduce a gender gap in politics.

- Target 1: Efforts to be made so that the rate of women representing in the Party’s

committees at different levels will reach 25% and above for the term of office between 2016 and

2020; the rates of female members of the National Assembly and People’s Councils at different

levels will reach 30% and above for the term of office between 2011 and 2015 and more than

35% for the term of office between 2016 and 2020.

- Target 2: Efforts to be made so that by 2015, 80% of Ministries, the ministerial-level

agencies, the agencies attached to the Government, the People’s Committees at different levels

must have women among their leaders and by 2020, 95%.

- Target 3: Efforts to be made so that by 2015, 70% of the Party’s and State agencies and

socio – political organizations with women making up 30 per cent and above of their labour

force must have women among their leaders and by 2020, 100%.

* Objective 2:Narrow the gender gap in the economy, employment and labour; Increase the

access of poor women in rural areas and ethnic minority women to economic resources and

labour market.

- Target 1: Annually, ensure at least 40% of each sex (men and women) in the total number

of people finding newly created jobs.

- Target 2: The rate of women who are entrepreneurs will reach 30% by 2015 and 35% and

aboveby 2020.

- Target 3: The rate of rural female labourers under 45 years of age who are vocationally

and technically trained will reach 25%by 2015 and 50%by 2020.

- Target 4: The rate of female labourers in poor rural areas and ethnic minority regions in

need who get concessionary loans from programs for employment and poverty reductionand

other formal credit sources will reach 80%by 2015 and 100%by 2020.

* Objective 3: Improve female human resource, gradually ensure equal participation of

men and women in education and training.

- Target 1: The literacy rate of men and women aged from 15 to 40 in isolated, remote,

ethnic minority and extremely difficult regions will reach 90%by 2015 and 95%by 2020.

- Target 2: The rate of women who have master’s degreewill reach 40%by 2015 and 50%by

2020. The rate of women who have PhD’s degreewill reach 20% by 2015 and 25% by 2020.

* Objective 4: Ensure gender equality in accessing and receiving health care services.

- Target 1: The sex ratio at birth will not exceed 113 boy-babies/100 girl-babies by 2015

and 115/100 by 2020.

- Target 2: Reduce the maternalal mortality ratio below 58,3/100.000 live births by 2015

and below 52/100.000 live births by 2020.

- Target 3: Increase the rate of pregnant women, who have access to services for caring and

preventing HIV transmission from the mother to the child, up to 40% by 2015 and 50% by 2020

in comparison with 2010.

- Target 4: Reduce the abortion ratio below 27/100 live births by 2015 and below 25/100

live births by 2020.

* Objective 5: Ensure gender equality in culture and information.

- Target 1: By 2015, reduce 60% of gender-biased culture and information products and by

2020, 80%. Increase broadcasting time for programmes, columns and quantity of propagandic

and educational products on gender equality.

- Target 2: By 2015, 90% and by 2020, 100% of national and local radio and television

stations shall have their column, special subject for awarenessraising on gender equality.

* Objective 6: Ensure gender equality in family; step by step eliminate gender based

violence.

- Target 1: Reduce the time engaging in housework of women in comparison with men by

two times by2015 and by 1.5 times by2020.

- Target 2: By 2015,40% of identified victims of domestic violence shall receive counseling

services on legislation and health and shall have support and care from helping centers for

domestic violence victimes and by 2020, 50%. By 2015, 70% of identified perpetrators shall be

counselled at the domestic violence prevention counselling centers and by 2020, 85%.

- Target 3: By 2015, 100% of trafficked victims, who return by themselves or by

authorities or who are rescued, shall enjoy supporting and community integration services and

this rate shall be maintained up to 2020.

* Objective 7: Enhance capacity of state management on gender equality.

- Target 1: By 2015, 80% of draft legal documents with contents related to gender equality

or with gender inequality issues, gender based discriminationshall be gender-mainstreamed and

by 2020, 100%.

- Target 2: By 2015, 100% of members of Drafting Boards, Editing Teams responsible in

formulating the draft legal documents with contents related to gender equality or with gender

inequality issues, gender based discriminationshall be provided trainingon gender knowledge,

gender analysis and mainstreaming skillsand this rate shall be maintained up to 2020.

- Target 3: By 2015, provinces and and centrally-run cities shall have full time staff on

gender equality; Set up a network of collaborators, volunteers working on gender equality and

women’s advancement and these shall be maintained up to 2020.

- Target 4: By 2015, 100% of cadres and staff working on gender equality and women’s

advancement at all levels and sectors shall be professionally trained at least one time and this rate

shall be maintained up to 2020.

3. Key measures to implement the Strategy.

a) General measures:

- Strengthen the direction, guidance, supervision the Party’s committees, authorities at

different levels on gender equality. Enhance capacity on the State management on gender

equality.Improve the system of policies and legislations on gender equality. Mainstream gender

equality issue into draft legal documents with contents related to gender equality or with gender

inequality issues, gender based discrimination. Mainstream gender equality issue into processes

of developing and implementing programmes, plans of action of ministries, branches; in

developing and implementing strategies, projects, plans on socio-economic development of

localities. Strengthen the monitoring and evaluation on implementation of gender equality

legislation. Develop an interdisciplinary collaboration mechanism to effectively implementation

gender equality.

- Promote information, propaganda, dissemination and education to raise awareness on

gender equality for cadres and staff, labourers and people.

- Develop and implement the National Programme on Gender Equality period 2011 - 2015

and period 2016 - 2020 to support Ministries, branches, local authorities to address urgent gender

equality issues.

- Develop a good quality service system to support men and women to have the same

opportunities, equally participate and enjoy achievements of all fields of social life.Intensify

socialization and inter-disciplinary collaboration in conducting activities on gender equality.

- Mobilize and utilize effectively financial resources for gender equality activities; allocate

State Budget for gender equality activities according to currently decentralized State Budget

procedures; Allocate priorly resources to branches, areas and regions with gender inequalities or

high risks of gender inequalities, rural and poor areas, mountainous areas with backwardpractices

and ethnic minority areas.

- Increase researches on gender equality in all feels. Build up a database on gender equality

to serve the purpose of researching and policy making. Develop a set of indicators for monitoring

and evaluating the implementation of GEL.

- Accelerating multilaterally and bilaterally international cooperation on gender equality.

b) Specificmeasures:

* Group of measures to implement the specific objective 1:

- Reviewing the Party’s and legal policy documents on the ages for training, retraining,

promotion, appoitment and retirement. Identify irrationalities and disadvantages to women in the

implemention of those documents to make amendments and supplement in accordance with the

Law on Gender Equality.

- Realize long-term female leadership and management preparation plan with concrete

targets and measures to implement.

- Strengthen the propaganda on gender equality in mass media to raise awareness on the

female cadre work to contribute to get rid of prejudice and unsuitable perceptions on the roles of

men and women in the family and the society. Diversify images of women with various roles and

professions.

- Strengthen the monitoring and inspection of the implementation of legal provisions on

gender equality, firstly provisions on the ages for training, retraining, promotion, appointment.

- The ministries, branches and local authorities continue to do pilot competitive

examinations for leadership positions and then learn lessons and initiatives to increase the rate of

female leaders and managers.

- Support capacity enhancement for young female leaders by implementing capacity

building programs and projects.

* Group of measures to implement the specific objective 2:

- Reduce costs related to get access to employment opportunities and job-seekingtime of

employees by establishing labour market information system, counseling on employment and

investment opportunities. Build up a database on labour market and vocational training with sex-

disaggregated information. Having specific measures to encourage investment in information

services on labour, investment and financial markets at low cost, with reliable and updated

information.

- Impove social insurance policies and expand target groups coveredby various types of

social insurance, particularly new labour groups; implement concrete measures to meet the needs

of women and men participating into voluntary and unemployment insurance, focusing on the

most vulnerable groups, such as migrant, poor laborers in rural areas and ethnic minority regions.

- Ensure conditions for women to fully and equally access economic resources such as land

for cultivation, access to credit, market information, legislation and policy information and equal

opportunities to participate in production and business sectors.

- Policies and programs on vocational training should focus on rural areas and ethnic

minority regions; attracting more female laborers; improving vocational skills, managing

manners, developing cottage industries, agricultural product processing, consumer goods

production, as well as expanding services to enhance livelihoods in rural areas. Provide support

policies to vocational training centers for rural labourers, especially those attracting more female

laborers.

- Ensure agricultural - fishery - forestry extension activities financed by the State budget to

attract an appropriate rate of female learners. Define and implement specific targets for women’s

participation in training and retraining for people in rural areas and suburbs, ethnic minority

regions and support them to apply advanced techniques to improve quality and competitiveness

of agricultural and processed products

- Intensify monitoring of the implementation of policies on female laborers in order to

ensure effectiveness and equity ofthe policy on vocational training, social insurance,

occupational and health safety and retirement.

* Group of measures to implement the specific objective 3:

- Gender equality should be included in the training curricula at the national education

system, especially in the secondary and primary schools. Gender also should be included in the

training curricula on state management and advanced political theories in order to raise

awareness of key leaders.

- Provide specificpolices for some targeted groups: policies, scholarships to support girls

and women to improve their qualifications, especially those encourage girls and women in rural

areas and ethnic minority regions; specific polices for nursery education in isolated, remote and

difficult regions; policies to attract male teachers to primary and nursery schools.

- Review the current training curriculumar to eliminate their messages and images with

gender biases.

- Mainstream gender issue into educational policies, programmes and plans; establish a sex

and nationality disaggregated database at all education levels and grades.

* Group of measures to implement the specific objective 4:

- Strengthen services on reproductive and sexual health for both women and men.

Particularly provide flexible, accessible and free services on reproductive health for women and

men in ethnic minority regions.

- Expand counseling network on reproductive health for men. Intensify training for medical

staff in anthology specialty at provincial hospitals.

- Intensify communicationsto raise awareness on reproductive and sexual health for both

men and women. Increase the participation of men in family planning programmes. Extend

communication activities to adolescents on sexual health and safe contraceptive methods.

- Mainstream gender issues into health policies, programs and plans.

* Group of measures to implement the specific objective 5:

- Raise gender awareness for people who produce culture and information products.

Eliminate messages and images with gender biases in the culture and information products.

- Intensify propaganda and education on gender in mass media with diversified and flexible

types of activities appropriate to each target group and each area.

- Regularly monitor and supervise culture and informationactivities and products from

gender lens.

* Group of measures to implement the specific objective 6:

- Promotethe development of model on cultural familyy with acriterion on gender

equality.

- Focus on establishment of models of happy, equal and non-violence family clubs; attract

men to actively participate in their activities.

- Establish and do pilot models on counseling and supporting in combating and prevention

of gender based violence and human trafficking; multiply the successful models.

* Group of measures to implement the specific objective 7:

- Establish full time staff on gender equality at different levels; develop networks of

collaborators, freelances on gender equality and women’s advancement, especially at commune

and village levels. Establish a network of gender specialists in all fields of social life.

- Cultivate skills on gender analysis, evaluation and mainstreaming for policy making

cadres and those who are directly involved in formulating socio-economic development plans.

Conduct training courses or workshops on gender knowledge, gender analysis and gender

mainstreaming for Drafting board’s and Editing team’s members who are responsible in

formulating the draft legal documents with contents related to gender equality or with gender

inequality issues, gender based discrimination

4. Phases to implement the Strategy:

a) The phase I (2011 - 2015):

- Increase the effectiveness of the state management on gender equality.

- Promote propaganda and education activities to raise awareness on gender equality.

- Conduct supporting and promoting activities to implement gender mainstreaming into

processes of formulation and implementation of policies, legislations, programmes, projects of

the Ministries, branches and local authorities.

- Conduct supporting activities to implement gender equality in areas and regions with big

gap on gender equality.

- Build up models on gender equality. Build up a database on gender equality; establish a

set of indicators for monitoring and evaluating the implementation of the GEL.

- Conduct a mid-term evaluation of the implementation of the Strategy.

b) The phase II (2016 - 2020):

- Based on the mid-term evaluation of the implementation of the Strategy in the phaseI

(2011-2015), adjust policies appropriately to deploy comprehensively measures to gain

successfully objectives of the Strategy. Concentrate resources to the identified areas having

difficulties during the implementation of the Strategy at the phase I.

- Multiply good models and continuously develop new models on gender equality.

- Develop, utilize effectively the database on gender equality for policy planning and

making.

- Promote to share information, lessons learned, good initiatives, effective models on

gender equality.

- Summarize and evaluate the implementation of the Strategy.

5. Projectsof the Strategy:

- Project for communication to raise awareness and change behavior on gender equality.

- Project for improving capacity and effectiveness of state management on gender equality.

- The project for improving capacity of National Assembly female members, female

members of People’s Council at all levels, women in leadership and management positions at all

levels; female candidates to the National Assembly, People’s Councilat different levels for the

term of the office 2016 - 2020, female cadres who are planned for promotion.

- Project for supporting implementation of gender equality in the fields, sectors, regions

and local areas with gender inequalities or high risks of gender inequalities.

- Project to support establishing and developing gender equality counseling and supporting

services.

Article 2.Organizing the implementation of the Strategy

1. In collaboration with the Ministry of Planning and Investment, Ministry of Finance and

other related ministries, branches, the Vietnam Women’s Union at central level, the socio –

political organizations and the People’s Committees of the provinces and centrally-run cities, the

Ministry of Labour, Invalids and Social Affairs shall preside overthe deployment of the Strategy

in the whole country, ensure its incorporation with other related strategies presided by other

ministries, branches; develop and submit to the Prime Minister a National Programme on Gender

Equality period 2011 - 2015 and period 2016 - 2020; developing and implementing annual plans

on gender equality in accordance with this Strategy and Socio-Economic Development Strategy

period 2011 - 2020; reviewing policies and legal documents to admen and supplement them

within their respective competenceor suggesting the State competent agency to amend and

supplement them in accordance with gender equality principles; providing guidance, supervising

and summarizing the implementation of the Strategy and reporting periodically to the Prime

Minister; Making a preliminary summing-upof the implementation of the Strategyat the end of

2015 and summarizing it at the end of 2020.

2. In collaboration with the Ministry of Finance, Ministry of Labour, Invalids and Social

Affairs and other related ministries, branches, the Ministry of Planning and Investmentshall

preside overthe mobilising official development assistance (ODA) for programmes and projects

on gender equality; incorporate targets and indicators on gender equality into national annual and

5-year socio-economic development plans; provide guidance to incorporate targets and indicators

on gender equality in setting up targets and indicators of the strategies, programmes and plans on

socio-economic development of branches and localities and evaluating their implementation.

3. In collaboration with the Ministry of Planning and Investment, the Ministry of Finance

shall preside over the allocation of budgets, based on the annual State budget, for implementation

of programme and projects on gender equality after their approvals; providing guidance,

supervising and inspecting the use of budgets for approved programme and projects on gender

equality in a manner of observance of the Law on State Budget and other retaled legislations.

4. In collaboration with the Ministry of Labour, Invalids and Social Affairs and other

related ministries, branches, the Ministry of Justice shall preside over assessments on

mainstreaming gender equality issues in formulation of the legal documents with contents related

to gender equality or with gender inequality issues, gender based discrimination.

5. In collaboration with the Ministry of Labour, Invalids and Social Affairs, the Vietnam

Women’s Union at central level and other related agencies, the Ministry of Home Affairs shall

preside over developing, submitting to the Government for promulgation, guidance and

implementation of provisions on planning and creating a source of female cadres, rates of

women who can be appointed to positions of the Governmental agencies; reviewing, suggesting

competen authorities to revise, supplement, prove guidance and implement the provisions on the

ages of appointment, training, cultivation for female cadres and officers; providing guidance to

the ministries, branches, provinces and centrally-run cities in making their annual regular staff

plans on gender equality; identifying a number of regular staff on gender equality; integrating

gender and gender equality knowledge into curriculum for governmental cardes and officers.

6. In collaboration with the Ministry of Labour, Invalids and Social Affairs, other related

ministries, branches, the Vietnam Women’s Union at central level and the People’s Committees

of the provinces and centrally-run cities, the Ministry of Health shall preside over the

deployment of the Strategy on Population - Reproductive health period 2011 - 2020 after its

approval; accelerating the propaganda, warning and active controlling the sex imbalance at births

and addressing its underlying reason.

7. In collaboration with other related ministries, branches, the Ministry of Education and

Training shall preside over the deployment of the Education Development Strategy period 2011

- 2020 after its approval; conducting training on gender, sex, reproductive health, gender equality

for students; cultivating teachers and lecturers with knowledge gender, sex, reproductive health,

gender equality; mainstreaming gender equality issue in its development programmes and plans.

8. In collaboration with MOLISA, the Ministry of Information and shall preside over the

direction and providing guidance to mass media in accelerating and renovating communication

and education activities on the Party’s line, state legislation on gender equality; strengthening

supervision and inspection to activities on information, press, publication, information in Internet

on gender equality; penalizing strictly publications and information products with gender biases.

9. In collaboration with MOLISA, other related ministries, branches, the Vietnam

Women’s Union at central level and the People’s Committees of the provinces and centrally-run

cities, the MOSCT shall preside over the deployment of the VietNam Family Development

Strategy period 2011 - 2020 after its approval; develop and deploy activities on combating and

preventing domestic violence; mainstreaming gender equality issues in cultural institutions

towards the family to be wealthy, equal, progressive, happy and sustainable.

10. In collaboration with other related ministries, branches, the Ministry of Public Security

shall preside over the development and deployment activities on combating and preventing

human trafficking.

11. In collaboration with MOLISA, the Ministry of Science and Technology shall preside

over the development and direction on implementation research activities on gender equality.

12. In collaboration with MOLISA, other related ministries, branches, the Committee of

Ethnic Minorities shall preside over the propaganda, dissemination, education, campaign on

implementation of gender equality legislation for ethnic minority people; developing, submitting

to the competent agency for promulgation, guidance and implementation of specific policy

supporting gender equality activities in the remote, isolate areas, areas of ethnic minority groups

and areas with extremely difficult socio-economic conditions; mobilize ethnic minority people to

promote their good practice, customs and traditions according to gender equality goals.

13. The VietNam News Agency, VietNam Voice Radio, VietNam Television and other

mass media shall increase the broadcasting time, number of articles and enhance the

quality of communication on gender equality in their programmes, columns and specific

subjects.

14. The Ministries, the ministerial-level agencies, the agencies attached to the Government

shall participate in the implementation of the Strategy within their assigned functions and tasks;

develop and implement annual and 5-year plans of action on gender equality in accordance with

the Strategy; accelerating interdisciplinary co-ordination, especially in mainstreaming gender

equality issues into policy planning and making; regularly monitoring and evaluating the

implementation of this Strategy in their agencies.

15. The People’s Committees of the provinces and centrally-run cities shall deploy the

Strategy in their localities under guidelines of the MOLISA and functioning ministries, branches;

develop and implement annual and 5-year plans of action on gender equality in accordance with

the National Strategy on Gender Equality period 2011 – 2020 and their socio-economic

development plans in the same period; being creative and active in mobilizing resources for

implementation of this Strategy; incorporating this Strategy’s implementation with other related

Strategies within their localities; Place full time staff on gender equality within their localities;

accelerating interdisciplinary co-ordination, especially in mainstreaming gender equality issues

into planning and making socio-economic development policies in their localities; regularly

monitoring the implementation of this Strategy in their localities; doing annual report on the

implementation of this Strategy in their localities as currently stipulated.

16. Requesting the Vietnam Fatherland Front Central Committee, the Vietnam Women’s

Union at central level and their affiliations, within their functions and tasks to participate in

deploy this Strategy; accelerating the propaganda and education to raise awareness on gender

equality within their organizations; participating in policy and legislative formulation, in State

management on gender equality; participating in supervising the implementation of legislation

on gender equality; considering to place Women’s Union members to work as freelances,

propagandists on gender equality at grassroots level.

Article 3.This Decisionshall come into force after 15 days from the date of its signature.

Article 4.TheMinisters, the Heads of the ministerial-level agencies, the Heads of the

agencies attached to the Government, the Presidents of the People’s Committees of the provinces

and centrally-run cities shall have to implement this Decision./.

Pursuant to the Law on Government Organization dated December 25, 2001;

Pursuant to the Law on Gender Equality dated November 29, 2006;

Pursuant to Resolution 11-NQ/TW dated April 27, 2007 by the Political Bureau on women

affairs in the process of accelerated industrialization and modernization of the country;

Pursuant to Decree 58/2009/ND-CP dated May 19, 2009 of the Government on measures to

ensure gender equality;

Pursuant to Decision 2351/QD-TTg dated December 24, 2010 of the Prime Minister approving

the National Strategy on Gender Equality for 2011 – 2020;

At the proposal of the Minister of Labor, Invalids and Social Affairs,

HEREBY DECIDES:

Article 1. To approve the National Programme on Gender Equality for the period of 2011 – 2015

with the following details:

1. Objectives of the Program: To make a fundamental transformation in the public awareness

to promote behavior changes in substantial gender equality; to make steps towards bridging the

gender gap and promoting women’s status in areas where there is actual occurrence or high risks

of inequality, contributing to the successful implementation of the National Strategy on Gender

Equality for 2011 – 2020.

2. Target group and scope of the Program:

a) Target group of the Programme: Government agencies; economic organizations, civil

service organizations, and people’s armed forces; political organizations, socio-political

organizations, professional socio-political organizations, social organizations, socio-professional

organizations; households, and individuals.

b) Scope of the Programme: The Programme is implemented nationwide.

3. Key components of the Program:

a) Gender equality communication, awareness raising, and behavior change (Project 1)

- Project objectives: gender equality communication and awareness raising are provided to

70% of all government officials, civil servants, public workers, employees, military officers,

noncommissioned officers, soldiers, other paid workers employed by the armed forces, students

at all levels of education, and members of residential areas

- Scope of implementation: Nationwide

- Project activities: Training and skill development courses on how to conduct gender

equality communication will be provided to trainers, reporters, and editors working at media

agencies; communication projects and materials on gender equality will be researched,

developed, and improved; customized awareness raising activities and campaigns on gender

equality will be developed to fit different groups of audiences living in different regions; surveys

into public awareness on gender equality will be conducted.

- Project implementing agencies: Ministry of Labor, Invalids and Social Affairs (MOLISA)

as the key implementing agency in collaboration with the National Committee for the

Advancement of Women in Vietnam (NCFAW), Ministry of Information and Communications

(MIC), Ministry of Justice (MOJ), Ministry of Culture, Sports and Tourism (MOCST), Ministry

of Health (MOH), Committee for Ethnic Minorities (CEMA), National Committee of the

Vietnam Fatherland Front, the Central Committee of the Vietnam Women’s Union (VWU), the

Central Committee of Ho Chi Minh Communist Youth Union (HCYU), Vietnam General

Confederation of Labor (VGCL), Central Committee of the Vietnam Fatherland Front (CCVFF),

Vietnam Chamber of Commerce and Industry (VCCI) and related provincial authorities.

b) Capacity and efficiency building State management of gender equality (Project 2)

- Project objectives: 100% of staff working in the areas of gender equality and women

advancement, staff working as policy advisors and in legal divisions of ministries, sectors,

central level agencies and provincial authorities, as well as all gender equality collaborators at

grassroots, village, residential area level are trained on knowledge and skills to promote gender

equality; a gender equality database and a set of indicators are developed and put to use for

monitoring and evaluation of the implementation of the Law on Gender Equality.

- Scope of implementation: Nationwide

- Project activities (divided into three Sub-projects):

+ Capacity building for staff and collaborators/volunteers working in the area of gender

equality, policy advice and legal divisions (Sub-project 1): Training curriculum and materials on

gender equality promotion will be developed; short and long-term training courses will be

provided; refresher courses will be available; learning and experience sharing among

management and professional staffs will be organized under a plan.

+ Assisting selected central Government agencies and provincial People’s Committees to

pilot the full process of gender mainstreaming in the development of legal documents (Sub-

project 2)

+ Developing and operating a gender equality database and indicators for monitoring and

evaluation of the implementation of the Law on Gender Equality (Sub-project 3)

+ Project implementing agencies: MOLISA as the key implementing agency in collaboration

with Ministry of Home Affairs (MOHA), MOJ, Ministry of Planning and Investment (MPI),

NCFAW, as well as other related agencies and provincial authorities.

c) Capacity building for female members of the National Assembly and the People’s

Councils of all levels, women holding management and leadership positions, female candidates

running for National Assembly and People’s Council membership for the coming term of 2016 -

2021, and female officials who are planned for promotion (Project 3).

- Project objectives: Measures are conducted to facilitate women’s participation in holding

management and leadership positions in State management and civil service agencies at all

levels; steps are taken towards creating a reliable supply of female personnel ready to take

management and leadership positions in the Party agencies, elective bodies, administrative

agencies, civil service agencies, and socio-political organizations at all levels to achieve the

targets set in the National Strategy on Gender Equality for 2011 - 2020.

- Project target group: Female members of the 13th National Assembly and of the People’s

Councils at all levels serving the term of 2011-2016; female holders of management and

leadership positions at all levels; female officials planned for promotion; and involved in the

making and implementation of policies directly affecting women personnel.

- Scope of implementation: Nationwide

- Project activities:

+ Researches and assessments will be conducted into the impacts of policies and the

institutional structures on women personnel.

+ Initial support will be provided to the preparation of female personnel for leading and

managing positions: surveying and assessing the situation of women holding management and

leadership positions from national to grassroots levels; recommending policies and measures for

employers to recruit, plan, train, and appoint female staff into key positions of State agencies at

national and provincial levels; assisting the preparation of candidates for the National Assembly

and People’s Councils elections.

+ Capacity building assistance will be given to national and local agencies who are

responsible for the planning and implementation of policies directly affecting female personnel.

+ Activities will be conducted to build the capacity of management and leadership position

holders and those who are planned for holding such positions in government agencies and civil

service agencies; and to create a supply of personnel for leading positions of the Party, elective

bodies, and socio-political organizations.

+ Activities will be conducted to enhance the capacity of female members of the 13th

National Assembly and 2011-2016 People’s Councils in promoting gender equality.

+ Forums and networks will be developed to facilitate experience sharing among female

members of the National Assembly, People’s Councils, and female holders of management and

leadership positions at different levels.

+ Project implementing agencies: MOHA as the key implementing agency in collaboration

with the Central Party’s Organization Committee, MOLISA, CEMA,, NCFAW, CCVFF, VWU,

other related agencies and local authorities to implement the Project’s first four activities.

MOLISA as the key implementing agency in collaboration with related actors to implement the

last two activities.

d) Promoting the implementation of gender equality in areas, sectors, regions, and localities

where there is actual occurrence or risks of gender inequality (Project 4)

- Project objectives: Five models of intervention for reducing gender inequality are

developed and piloted.

- Scope of implementation: Selected localities and agencies.

- Project activities:

+ Assisting women’s employment, business start-up, and business development in 10

vocational training and job placement services (Model 1): Providing vocational education and

business administration skills for women who want to start their businesses (small and medium-

sized); assisting women to start their businesses by providing such supports as letting them use

free shop spaces, helping them do marketing and sell their products, giving them soft loans.

+ Building 10 daycare centers in office buildings, vocational training centers, industrial parks

and processing factories to increase women’s participation in economic, cultural, and social

activities (Model 2): Providing support to acquire land area and buy initial equipment to open

daycare centers in selected office buildings, vocational training centers, industrial parks and

processing factories; piloting a collaboration mechanism between the Government agency, the

enterprise, and the employees in setting up and operating such daycare centers in industrial

parks.

+ Prevention and mitigation of the consequences of gender-based violence in 63 communes

(one commune will be selected from each province/city) (Model 3): Setting up and operating

Clubs for prevention and mitigation of consequences of gender-based violence. Enhancing and

providing technical and financial assistance to the operation of effective telephone hotlines and

“emergency shelters” or “safe addresses” for victims of gender-based violence. Supporting the

victims to get access to prevention, healthcare, and recreational services for social

reintegration.Conducting communication and education measures to raise awareness of the

public, especially young people, on gender equality and gender-based violence.

+ Supporting 315 communes (five communes per province/city) to develop or revise village

codes and community conventions towards securing gender equality (Model 4): Providing

technical and financial assistance to the review, revision, supplementation, and development of

village codes and community conventions to enshrine gender equality principles, with special

emphases on changing the mentality of preferring boys to girls and discrimination against

women in terms of inheritance rights. Providing training and communication activities for village

heads and respected individuals, and all community members in gender equality. Organizing

study visits, experience sharing, conferences, workshops, and forums to share lessons learnt and

discuss replication of successful models.

+ Piloting gender equality counseling and support services for ethnic minority people in 30

communes, wards, and townships in mountainous areas. (Model 5): Conducting surveys on the

situation of gender equality in mountainous communes. Developing pilot communication and

counseling services (delivered at communal culture-postal service centers or at the houses of

respected village members) in order to improve awareness of gender equality among ethnic

groups whose traditions and customs have direct adverse impacts on gender equality (child bride,

same-family marriage). Developing customized communications materials fitting different ethnic

groups to advocate for gradual changes of adverse traditions and customs of inequality.

Organizing study visits, experience sharing, conferences, workshops, and forums to share lessons

learnt and discuss replication of successful models.

- Project implementing agencies:

+ MOLISA as the key implementing agency in collaboration with MOH, MOCST, NCFAW,

VWU, VGCL, as well as other related agencies and provincial authorities to implement Models

1, 2, and 3.

+ MOCST as the leading agency in collaboration with MOJ, NCFAW, CCVFF, VWU,

Vietnam Farmer’s Union (VNFU), Vietnam Elderly’s Union, as well as other related agencies

and provincial authorities to implement Model 4.

+ CEMA as the leading agency in collaboration MOLISA, NCFAW, CCVFF, VWU as well

as related agencies and local authorities to implement Model 5.

e) Supporting the development of gender equality counseling and support services (Project

5).

- Project objectives: piloting the establishment and operation of 4 Social Work Centers

providing support services for gender equality.

- Project target group: Agencies, organizations, families, and individuals.

- Scope of implementation: in selected districts, towns, cities under provinces that represent

different regions of the country

- Project activities: Assistance will be given to 4 Social Work Centers in providing gender

equality promotion services to the selected districts, towns, cities under the provinces (four

provinces will be selected to represent the four regions including North, Central part, Central

Highland, and South). Reviewing the availability of and accessibility to gender equality

promotion services of the selected Social Work Centers.Proposing to supplement the tasks

relating to providing gender equality promotion services to these selected Social Work Centers.

Providing resources and technical assistance to develop counseling and support services on

gender equality. Studying to develop and issuing the guidance on the organization and operation

of units providing counseling and support services on gender equality.

- Project implementing agencies: MOLISA presides over and in collaboration with MOHA,

MOCST, NCFAW, CCVFF, VWU, VGCL, VNFU, and related local authorities to implement

the Project.

e) Programme monitoring and evaluation: annually, conducting the monitoring and

evaluation and periodically reporting or ad-hoc report in line with the implementation of the

Projects. A mid-term review is scheduled in 2013; and evaluation of effectiveness and impacts of

each Project and the overall National Program will be conducted in 2015.

4. Solutions for Programme implementation:

a) Enhancing the leadership of the Communist Party's Committees and the Government on

gender equality and advancement of women. Incorporating gender equality targets into the

annual and longer-term socio-economic development plans at national and local

levels.Enhancing the regular monitoring and annual, mid-term and final evaluation of the

implementation of targets on gender equality according to the five-year development plans of

different levels and sectors. Forming the regular communication and reporting mechanism to

update the information on gender equality to leaders at different levels.

b) Enhancing communications, advocacy, dissemination and education in order to raise the

awareness on gender equality among government officials, civil servants, public staff, workers,

military officers, noncommissioned officers, soldiers, other paid workers employed by the armed

forces, and the general public. Regularly reviewing and supervision of cultural activities and

materials through the gender lens.

c) Diversifying the mobilization of resources for the implementation of the Program from the

State, community and international assistance. Giving priority to allocating financial resources

for achieving of the national targets on gender equality.

d) Enhancing monitoring and sectoral and inter-sectoral inspections on implementation of

gender equality activities and violations of the law on gender equality. Enhancing capacity of the

sectoral inspection on gender equality from national to local levels.

e) Enhancing research and international cooperation in the area. Promoting international

experience sharing and cooperation; mobilizing and effectively using assistance.

5. Funding for the Programme:

- Funding for the Programme should be mobilized from various resources, including: the State

budget at national and provincial levels; international assistance; contributions of the society and

community and other legitimate sources of finance.

- The total budget for the Programme is estimated to be VND955 billion, including:

+ Allocation from the State budget: VND790 billion (including VND326 billion from the

national budget and VND464 billion from local budget).

+ International assistance, contributions of the national community and other eligible

sources: VND165 billion

-MOLISA, MPI and Ministry of Finance (MOF) are responsible for calculating and identifying

amount to be allocated from the State budget at national level for the implementation of the

National Programme on Gender Equality in the period of 2011-2015 according to the stipulations

of the Law on State Budget and its guiding documents.

Article 2. Organization of the implementation of the Programme

1. MOLISA presides over and in collaboration with MOF, MPI, MIC, MOJ, MOHA,

MOCST, CEMA, relevant agencies and organizations, People's Committees of provinces and

cities under the direct management of the central level to develop the implementation plan and

coordinate activities of the Programme; presiding over and managing and implementing the

projects under its responsibility under the Programme in line with the current legal regulations;

presiding over and in collaboration with MOHA to provide guidance to the establishment and

operation of Social Work Centers which provide gender equality services in selected districts,

towns and district-level cities; studying to assign adequate personnel to work in the area of

gender equality; developing a network of collaborators and volunteers for gender equality at

grassroots level; consolidating the Committee for Advancement of Women (CFAW) within

ministries, sectors, and at local levels; conducting inspection and monitoring of the Programme

implementation; conduct mid-term and final evaluations of the Program to report to the Prime

Minister.

2. MIC presides over and in collaboration with MOLISA to strengthen its leadership and

guidance to the mass media in improving and renovating communication and education activities

to disseminate laws and policies on gender equality; strengthening its monitoring and supervision

over information, the press, publishing activities and sanctioning those containing gender biases.

3. MOCST should strengthen its control, monitoring and inspection of cultural products

and recreational activities to ensure their gender-biased free manner; presiding over and in

collaboration with MOLISA in studying and advocating for the development of a service system

for prevention of gender-based violence; presiding over the management and implementation of

activities assigned under the Program in line with current legal regulations.

4. MOJ presides over and in collaboration with MOLISA to develop a cooperation

mechanism to evaluate gender mainstreaming developing of legal documents.

5. MOHA presides over and in collaboration with MOLISA as well as other related

agencies to provide guidance on assessing the needs and allocating sufficient staff for gender

equality activities as required by the National Strategy on Gender Equality for 2011 – 2020;

presiding over the implementation of activities assigned to them under the Programme in line

with current regulations.

6. CEMA presides over and in collaboration with MOLISA as well as other related

stakeholders to communicate, educate, and disseminate policies and laws on gender equality to

ethnic minority groups in order to raise the awareness of communal authorities, village chiefs,

and respected villagers in remote, mountainous, economically disadvantaged areas; presiding

over in implementation of activities assigned to them under the Program in line with current

legal regulations.

7. MPI presides over and in collaboration with MOF, MOLISA, and concerned agencies

to mobilize official development aids for the Programme and its projects on gender equality;

incorporating the gender equality targets and indicators into the annual socio-economic

development plan at national level; and providing guidance for the provincial levels to include

gender equality targets and indicators into the development and evaluation of socio-economic

development strategies, programs, and plans at local levels.

8. MOF presides over and in collaboration with MPI to allocate fund for the

implementation of the Program from the national budget in accordance with the regulations of

the Law on State budget; presiding over in guiding the development of financial management

mechanism for the Programme and its Projects; presiding over and in collaboration with

MOLISA in providing guidance, supervision, and inspection over the use of the fund allocated

for Programme implementation.

9. Vietnam News Agency, Voice of Vietnam, Vietnam Television, People's Newspapers,

and other mass media agencies should increase the amount of airtime, the number of news spots,

programs, articles, as well as the quality of communications on gender equality.

10. Agencies and organizations at national level participating in the implementation of

the Programme should develop and carry out their annual plans to fulfill their responsibilities

under the Program; providing guidance to their local branches to combine their usual activities

with the implementation of the Programme’s objectives; and reporting to MOLISA on the

situation of Programme implementation on regular basis to be consolidated to the report to the

Prime Minister.

11. People's Committees at Provincial level should coordinate activities of the

Programme in their respective areas; developing and implementing their action plans on gender

equality in line with the Programme, relevant guidelines provided by ministries and sectors, and

their local Socio-economic Development Plan; integrating the implementation of this Programme

and other related Programmes conducted in the area; promoting inter-agency cooperation in

promoting gender equality; allocate funding and human resource for the implementation of the

Programme; conducting regular reporting on the implementation of the Programme to MOLISA

to report to the Prime Minister.

12. It is recommended that CCVFF, VWU, VGCL, VNFU, and other relevant

organizations should cooperate with implementing agencies in the implementation of the

Programme; strengthening communication and education activities to raise awareness of gender

equality in their respective system; and participating in the supervision of Program

implementation.

Article 3. This decision shall take full effect on the date of signing.

Article 4. Ministers, heads of ministry-level agencies, heads of agencies attached to the

Government, heads of relevant agencies and organizations, and Chairman of People's

Committees in provinces and cities under the direct management of central level are responsible

for implementing .this Decision./.
