Background Public-private sector partnership (PPP) is accepted as a strategy in building a more sustainable business growth and development. The government has acknowledged the growing importance of collaborating with private sector groups in many aspects of its program implementation. In the same manner, the private sector has increasing appreciation of the benefits of linking with government as partners in business development. As globalization advances, the rapid influx of imported products from neighboring ASEAN countries increases and therefore, the government needs to tighten its efforts to ensure that domestic products are not just export-ready but are also able to compete with international goods that are locally available. Thus, engagement with more private sector groups is essential to sustain the development initiatives in government’s programs and projects. The WEE (women economic empowerment) Project also known as the GREAT Women Project of the Philippine Commission on Women (PCW), funded by the Canadian Government, harnesses the PPP strategy to continually evolve business concepts that are both competitive and innovative. The WEE Design LABels is an initiative that envisions to create synergy among niche artists and designers, community of women weavers and government project partners to develop inclusive business models that will showcase the ingenuity of Filipino designers and promote the indigenous weaves and fabrics. This will pilot the 16 small scale weaving communities including women microentrepreneurs into embroidery, beading and sewing assisted by WEE Project, and match with a group of designers and artists who are qualified to provide technical expertise in product design and development. The overall objective is to increase the capacities of women weavers to produce and market high quality products that could help grow their businesses. It is also expected to develop a gender-responsive ecosystem of socially responsible enterprise – one that cultivates the principle of inclusivity and promote economic and social benefits for low-income communities.

A. BackgroundPublic-privatesectorpartnership(PPP)isacceptedasastrategyinbuildingamoresustainablebusinessgrowthanddevelopment.Thegovernmenthasacknowledgedthegrowingimportanceofcollaboratingwithprivatesectorgroupsinmanyaspectsofitsprogramimplementation.Inthesamemanner,theprivatesectorhasincreasingappreciationofthebenefitsoflinkingwithgovernmentaspartnersinbusinessdevelopment.Asglobalizationadvances,therapidinfluxofimportedproductsfromneighboringASEANcountriesincreasesandtherefore,thegovernmentneedstotightenitseffortstoensurethatdomesticproductsarenotjustexport-readybutarealsoabletocompetewithinternationalgoodsthatarelocallyavailable.Thus,engagementwithmoreprivatesectorgroupsisessentialtosustainthedevelopmentinitiativesingovernment’sprogramsandprojects.TheWEE(womeneconomicempowerment)ProjectalsoknownastheGREATWomenProjectofthePhilippineCommissiononWomen(PCW),fundedbytheCanadianGovernment,harnessesthePPPstrategytocontinuallyevolvebusinessconceptsthatarebothcompetitiveandinnovative.TheWEEDesignLABelsisaninitiativethatenvisionstocreatesynergyamongnicheartistsanddesigners,communityofwomenweaversandgovernmentprojectpartnerstodevelopinclusivebusinessmodelsthatwillshowcasetheingenuityofFilipinodesignersandpromotetheindigenousweavesandfabrics.Thiswillpilotthe16smallscaleweavingcommunitiesincludingwomenmicroentrepreneursintoembroidery,beadingandsewingassistedbyWEEProject,andmatchwithagroupofdesignersandartistswhoarequalifiedtoprovidetechnicalexpertiseinproductdesignanddevelopment.Theoverallobjectiveistoincreasethecapacitiesofwomenweaverstoproduceandmarkethighqualityproductsthatcouldhelpgrowtheirbusinesses.Itisalsoexpectedtodevelopagender-responsiveecosystemofsociallyresponsibleenterprise–onethatcultivatestheprincipleofinclusivityandpromoteeconomicandsocialbenefitsforlow-incomecommunities.

Itisinthiscontextthathiringofproductdevelopmentspecialiststoachievetheabovementionedobjectivesisproposed.Recognizingtheirextensiveexperienceandcorecompetencies,theengagementwithprofessionaldesignersandartistsareseentoprovideinterventionswhicharedirectlyfocusedontheneedsofmarketwhereWMEscanaligntobecomemorecompetitiveandproductive.

B. ObjectivesThegeneralobjectiveofthisconsultancyassignmentistoincreasethecompetitivenessandproductivityofwomenentrepreneursintheweavingindustry.Specifically,itaimsto:1. FacilitatethematchingofdesignersandWMEstodevelopneworupscaleexistingproducts.2. IntroducebusinessprocessesthatcouldincreasetheproductivityorsalesofWMEs.3. Documentthecommunityengagementprocessforpossiblebusinessmodels/goodpractices.C. ScopeofWorkTheengagementwillcoverforaone(1)yearperiod.Thegeneralscopeofworkincludesbutnotlimitedtothefollowing:

1. CoordinationwithPCW-GREATWomenProjectandPTRIinactivitiesrelatedtotheengagement;

2. Assessmentofthechosenweavingcommunitytodeterminetheircapacities,levelofcommitment,andwillingnesstoengage;

3. Fieldvisitstochosencommunitiestomonitortheprogressofworks;4. Developmentofaprototypesampleofneworupscaleproductsoutofthefabrics/textiles;5. Documentationoftheprocessofcommunityengagement;6. Participationinproject-relatedactivitiesonby-invitationbasis.

D. TimelineandExpectedOutputsE. ApprovedBudget/ProfessionalFee

TheTotalBudgetforthisconsultancyisFiveHundredEightyThousandPesos(580,000.00).EachConsultantshallbepaidintheamountofOneHundredForty-FiveThousandPesos(Php145,000.00),inclusiveofexpensesfortransportation,lodgingandincidentalexpenses

F.TermsofPayment

TheProfessionalFeeoftheConsultantshallbeprocessedandreleasedintwotranches:

Paymentofprofessionalfeesshallbemadeuponcompletionoftherequiredfinaloutput/s,subjecttotheissuanceofCertificateofAcceptabilitybythePCWandwillfollowthescheduleabovewhichwillalsobestipulatedintheContractofServicetobesignedbytheConsultantandthePCW.OutputsrealizedunderthisengagementshallbethepropertyofPCWandtheGovernmentofCanada(asprojectfunders),withdueacknowledgementtotheeffortsoftheContractor,contributorsandsourcesofreferencematerials.Theprototypehowever,canbeturned-overtotheConsultantforcommercialproductionwiththeagreementthatdueacknowledgmenttoPCWandCanadaforthesupportprovidedshallbemade.G. TheConsultantmustpossessthefollowingqualifications:

1. Musthaveextensivebackgroundandexperienceinproductdesignanddevelopment;2. Musthavetechnicalknowledgeonproductdevelopmentusingindigenousfabrics;3. Musthaveexistingdomesticmarketsornetworkofretailbuyersfromlocalorabroad;4. Mustbeinnovativeandcreative;5. Willingtotraveltoruralcommunitieswhereindigenousweavinggroupsarelocated;6. Shouldhavegoodwriting/reportingskills.

H. WorkingConditionsandArrangements

TheconsultantwillmaintaindirectworkingrelationshipwiththeWEEProjectManagerorherassignedProjectOfficer.
