KeyfindingsBetween2013and2016,38attacks,9failedattacksand92plotstargetingWesternEurope,theU.S.,CanadaandAustraliacanbelinkedtotheSyrian-Iraqicontext,amountingto139terroristoffences.Franceisthemost-targetedcountrybeforetheU.S.,Germany,AustraliaandtheUnited-Kingdom.Themajorityoftheplottersareyoungmenbetween18and24yearsold.Amongtheidentifiedindividuals,89.4%weremenand10.6%werewomen.In 67% of the attacks, failed attacks and plots, the threat originated from nationals of thetargetedcountry.Over the period 2013-2016, the proportion of foreign fighters who return and plot attacksagainsttheirhomecountryorregionisintheorderofonein142.Between2013and2016,3outof100 returneeshavebeen involved in terrorist attacks in theWest.Thefrancophonereturneesappearasthemostactivecontingentinexternalplotting,with13.5%oftheBelgianreturneesand10.6%oftheFrenchones."Lone actors" have carriedout 59%of the attacks, failed attacks andplots identified in 2013-2016.The Islamic State (IS) has carried out or attempted to carry out several "remote-controlled"attacks in theWest. Indeed,39 terroristoffenceshavebeencarriedoutby jihadiswhowere incontactwithhandlersinSyriaandIraq.Most of the terrorist offences (52.6%)were discriminate attacks,with 53% of them targetingmilitaryandpolicepersonnelandfacilities.Home-made Explosives (HMEs) are still the dominant type ofweapons for terrorists. In 2013-2016,theywereused,orplannedtobeused,inmorethanone-thirdofalltheidentifiedterroristoffences.Terroristsareincreasinglyattractedtowardweaponseasiertohandlethanexplosives.Firearmswereused,orplanned tobeused inmore thanone-thirdof all the identified casesandknifeattacksandplotsin23.6%oftheattacksandplotsin2013-2016.Theuseofvehiclestoconductmasskillingisanothersignificantdevelopmentofthisperiod.Attacksaregettingdeadlier.At least336peoplehavebeenkilled in2015-2016versus8peopleovertheperiod2013-2014.

I. Introduction

This study identifies38attacks, 9 failedattacks and92plots linked to theSyrian-IraqicontexttargetingWesternEurope,theUS,CanadaandAustraliain2013-2016.Thoseterroristoffencestookplacein13countriesandinvolved282individuals.

WesternEurope

From2013to2016,24attacks,6failedattacksand64plotslinkedtotheSyrian-Iraqicontexthave targeted Western Europe. Among the 212 individuals involved in these terroristoffences:

• 186aremen(87.7%)• Morethanone-quarterareyoungadults,agedbetween25and29yearsold• 29areminorsbetween12and17yearsold• 130arenationalsofthecountrytheyattacked(61.3%)• 49arereturnees(23%)and37areaspiringfighters(17.5%)

US,Canada,Australia

70individualshavebeeninvolvedin14attacks,3failedattacksand28plotslinkedtotheSyrian-Iraqi context targeting the U.S., Canada and Australia in 2013-2016. Among theseindividuals:

• 66aremen(94.3%) • Morethanone-quarterareyoungpeopleagedbetween18and24yearsold • 8areminorsagedbetween14and17yearsold • 58arenationalsofthetargetedcountry(82.9%) • 16areaspiringfighters(22.8%)

II. ResultsoftheStudy

a)Frequency

On September 22, 2014, IS spokesman Abu Muhammad al Adnani urged the group'sfollowers in the West to strike home, a turning point in IS' official communication.Sympathizersquicklyreactedtothiscallas10ofthe19attacksandplotsin2014occurredafteral-Adnani'sspeech.

In2015-2016,thestudyfoundanaverageof3plotspermonthandatotalof31attacks,whereasin2013-2014anaverageofoneploteverytwomonthsandatotalof7attackswereidentified.

Alltheindividualstakenintoaccountinthisarticlearethosedirectlyinvolvedincarryingouttheoffences,whetherasanattackerorasanaccomplice.

GenderAmongthe282identifiedindividuals252aremen(89.4%)and30arewomen(10.6%).

AgeNearlyone-thirdofthe282perpetratorsarebetween18and24yearsold.Thestudyalsoidentifies37minorsbetween12and17yearsold.Theyoungest terrorist identified in thisstudy is a 12-year-old German-Iraqi boy, who attempted to set off explosives in hishometownofLudwigshafen,Germany,ontwooccasions.

NB:Theageof37individualswasnotavailable.

NationalityBasedontheinformationgathered,28nationalitieshavebeenidentified.188perpetratorswerenationalsofthecountrytheyattacked(66.6%).Amongthe282individuals involved,77wereforeignersinthetargetedcountry(27.3%).

Regarding theattacks, failedattacksandplots in theU.S.,only5personswere foreigners.Indeed,82.8%oftheindividualsinvolvedwereU.S.citizens.

NB:Thenationalityof17perpetratorswasunknown.

ReturneesOfthe282individualsinvolvedinthe139terroristsoffences,50arereturnees(17.7%).Allthesereturneesaremen.

Among the 50 returnees, 49 are European citizens. The significant contrast with NorthAmerica andAustralia is largely due to the largenumberof Europeanswho joined IS andthenreturnedhome.Indeed,only105jihadishavereturnedtoAustraliaandNorthAmericawhile1,367returneesarereportedinthe10Europeancountriesconsidered.

A 2013 study1 assessed that over 1990-2010 no more than one in nine foreign fightersreturned toperpetrate attacks in theWest.More recently, another study2 suggested that

betweenJanuary2011andJune2015,the"blowbackrate"—theproportionoffighterswhoreturn and plan operations at home— is in the order of one jihadi in 360. From theinformationcollected,theCATestimatesthat,in2013-2016,theblowbackrateisaboutonejihadiin142.Thisrateissignificantlylowcomparedwiththeoneevaluatedovertheperiod1990-2010. This is due to the high number of foreign fighterswho joined the Syrian-Iraqijihad.

Ourdatashowthatthreeoutof100returneeshaveparticipatedinterroristoffencesintheWestbetween2013and2016.IS'French-speakingmilitantsappearasthemostprominentforeign fighters cadre,with13.5%of theBelgian returnees and10.6%of the Frenchonesinvolvedinterroristactivities.Theveteraneffectmakesreturneesmoreeffectiveoperativesthanmeresympathizers.Upontheirreturn,thesebattle-hardenedmilitantsdeterminedtostrikehomegenerallyformoperationalcellsandplanmass-casualtyattacksinvolvingheavyweapons and explosives. At least 166 people have been killed by European returnees in2013-2016.

AspiringFighters

The study has identified 53 aspiring jihadis among the 282 individuals (18.8%). AspiringfightersarethosewillingtojointheSyrian-Iraqifrontbutwhofailedtodoso(confiscationoftheirtraveldocument,failuretocrosstheTurkish-Syrianborderorarrestatthebordersofothercountries).Frustratedbytheir inabilitytojoinjihadabroad,someofthemchoosetodirecttheiractiontowardtheirhomecountrybyplanningattacks.

c)Modusoperandi

CommandandControl

CommandandcontrolprocessesatplayinterroristplottingactivityintheWestcantakemultipleforms.TerroristoffencesintheWestsince2013havebeendirected(plannedandcarried out by one or several returnees dispatched by their organization), remotely-controlled (conductedby individualswithoutany jihadexperienceabroadbeingguidedbyjihadisbasedinSyriaandinIraq),orinspired(nocontactwithjihadigroups).

The study identifies 22 attacks, failed attacks andplots directedby terrorist organizationsbased in Syria and Iraq, 39 remote-controlled attacks against Western countries, and 77otherterroristoffences, includingseveral inspiredattacks.Forthepurposeoftheanalysis,onlyoneplotinMarch2016hasnotbeencategorized.

Finally,15outof38attacks(39.5%)havebeenclaimedbytheISthroughitsofficial(al-BayanandNashir)andsemi-official(A'maq)channels.

LoneActorvs.Group&Network

In2013-2016,59%ofterroristoffenceswereconductedbysingleactorswhile40.3%wereconducted by groups, sometimes directly affiliated to a terrorist organization as thecommandooftheParisattacksinNovember2015.

Although"individualactions"aremorefrequent,itshouldbenotedthatthoseinvolvedarenotnecessarilywithout links toa jihadigroup. Indeed,anumberof themwere in contactwithISmembersinSyriaandIraqwhoencouragedthemtotakeactionandprovidedthemwithoperationalinstructions.AmongthesevirtualplannersareJunaidHussainandAbuIssaal-Amriki for theEnglish-speaking jihadi circles andRachidKassim for the French-speakingones.

Discriminatevs.RandomTargeting

11 plots have been thwarted before the perpetrators chose their targets. Therefore, theyhavebeenexcludedfromthispartoftheanalysis.Finally,allconsideredandselectedtargetshavebeentakenintoaccount.

Inmostcases(52.6%),terroristoffenceswerediscriminatedwhile47.4%oftheotherswererandomtargeting.

Priorto2014,discriminatetargetingwastwiceascommonasrandomtargeting3.Analysisofthe CAT shows that discriminate and random targeting were about equally commonbetween2013-2016.ThisevolutionfitsinwiththeoperationalguidancegivenbyAl-Adnaniin a May 2016 statement in which he stated: "Know that your targeting of so-called"civilians" is more beloved by us and more useful to us, because it is more painful andharmfultothem,andservesbettertodeterthem"4.

Targets

Around 53% of the 72 discriminate offences targetedmilitary and police personnel andfacilities.SeveralreligiouscommunitieshavealsobeenthetargetsofIslamistterrorism.

TargetedcountriesThe study focuses on attacks, failed attacks and plots related to the Syrian-Iraqi context,whichtargetedWesternEurope,Australia,CanadaandtheUnited-States.

France is the most targeted country. Around 30% of all the Syrian-Iraqi linked attacks,failedattacksandplotsspecifically targetedtheFrenchterritory.Amongtheothermost-targetedcountriesaretheU.S.(20%),Germany,AustraliaandUnited-Kingdom.

Asamemberoftheanti-ISCoalition,FrancefeaturesontheshortlistofISmostimportantWestern ennemies. Further, numerous francophone jihadis have been involved in theorganization's external operations, guiding attacks and plots involving both returnees andaspiringjihadis.

Europehasbeenthemost-targetedcontinentbyIslamistterrorismlinkedtotheSyrian-Iraqicontextovertheperiod2013-2016.

WeaponsInthispartofthestudy,weexaminetheweaponsusedin122ofthe139identifiedterroristoffences. 17 plots have not been included because they were thwarted before theperpetratorschosetheirweapons.

In2013-2016,HMEsand firearmswere theweaponsofchoiceof terrorists. Indeed, theywere used or planned to be used in 34.8%of all documented attacks, failed attacks andplots.

Theuseofvehiclestoconductmasskillingsisoneofthesignificantdevelopmentsin2014-2016.Duringthisperiod,carsandtrucksattackskilled98peoplesincluding86killedwhenatruckdriverplowedintothecrowdinNice(07/14/2016).

Thereisatrendtowardsweaponslikefirearmsandbladedweaponswhichrequirelittletimeforpreparation.In2014-2016,bladedweaponswereusedin23.7%ofthecases,comparedto13%in2008-20135.

Terrorists also combined several types of weapons. The most identified combinationsinvolvedvehicles(carortruck),firearms,bladedweaponsand/orHMEs.

The increasing use of simplerweapons and the use of vehicles echoes the tactical advicegiven by Al-Adnani in September 2014 when he encouraged its sympathizers to use "anexplosivedevice,abullet,aknife,acar,orrock,orevenabootorafist".

Finally the study shows that in 2013-2016, the use of chemical, biological, radiological ornuclearagents (CBRN)wasanecdotal. Indeedterrorists favorsimplerweaponsrather thansophisticatedmaterials.

Overtheperiod2013-2016,the38terroristattacksintheWesthavekilled344peopleandwounded1308others.2016isthedeadliestyearonrecordwith182peoplekilled.

The two highest-casualty operations both occurred in 2016, including the Nice attack (86deathsand434wounded)andtheOrlandoattack(49peoplekilled).Theseterroristattacksdemonstratehowan ISsympathizerwhonevertraveledtoSyriacanbe, insomecases,asdangerousasacellofseasonedmilitants.

III. Conclusion

Since 2013, the jihadi threat remains significant in Western Europe, North America andAustralia. From all the armed groups based in Syria and Iraq, IS constitutes the mostseriousdangercurrentlyfacingtheWesterncountries.Al-Baghdadi'sso-calledcaliphatehasmanagedtoestablishitselfasthemostattractingcomponentwithinthejihadicurrentandtoquicklygalvanizeitssupportersstayingbehindintheWest.

Nevertheless, the IslamicStatecontinues to lose territory in IraqandSyria,a factorwhichgoeshand-in-handwithalossofitsmembers(deaths,desertions,arrestsetc.).Besides,theorganizationalso lost its crossingpointson theTurkishborderandsaw theclosureof the"Balkanroute"—whichofferedthegroupauniquemomentumtodispatchitsveteranstoEuropeinsummer2015—.Hence,itbecamemoredifficultforforeignfighterstocomebackhomeunnoticed.Therefore,theorganizationhaseveryreasontorelyonsupportersalreadybehindtheenemylinestoavoidlosingfurtherresources.

Thusanumberoflone-actorsidentifiedinthisstudyareinfactremotelycontrolledbyISoperatives based in Syria and Iraq. Indeed, jihadis are using social media and onlineencryption technologies to communicate with unaffiliated radicalized Westerners. These“virtual-entrepreneurs” use social media and encryption to reach out to sympathizers inWesterncountriesandencouragethemtostrikeathome.

Atthesametime,ISsympathizershaveprovedtobequitereactivetothegroup'scallstostrike the West. If IS did not invent "individual jihad" in the West, the organization diddistinguish itself with its ability to quickly mobilize its overseas audience. In most cases,sympathizersdonotneedtohavedirectlinkswiththeorganizationtobeseriousthreatsforthewesternworld.Forexample,SyedFarookandTashfeenMalik,whocarriedouttheSanBernadinokillings,actedonbehalfofISbutwerenotintouchwithitsmembers.ThesamecanapplytoOmarMateen(Orlando)andMohamedLahouaiej-Bouhlel(Nice).

Inthiscontext,inspiredandremote-controlledattackswillcontinuetobeamajorthreatforthewesternworld.
